2 COMPARATIVE ANALYSIS OF REGULATORY
REQUIREMENTS FOR PRODUCTION
2.1General requirements
According to the GOST 19903-2015 “Hot-rolled steel sheets. Range” industry
produces sheets with various geometric parameters. Herewith, requirements are
imposed on the accuracy of rolled metal products manufacturing such as: tolerances
of the geometric characteristics (nominal size of the rolled steel), on the maximum
deviations in thickness, width and length of rolled products, deviations from the flat
accuracy of rolled products.
According to GOST 19903-2015 the hot-rolled sheet (hereinafter – rolled
sheet) is produced with a width of 500 mm and more, in sheets from 0.4 mm to 160.0
mm thick and in rolls from 1.2 mm to 25.0 mm thick.
Rolled product is classified according to:
- production accuracy on thickness: high - A; - ordinary - B;
- flat surface accuracy: extra high - RE; high - RH; improved – RI; normal -
RN;
- nature of the edge: with uncut edge - НО; with sheared edge - О;
- size;
- type: sheets; rolls.
Sheets are produced by sheet-by-sheet rolling or cutting rolled products by
size.
The standard GOST 19903-2015 complies with the international standard DIN
59200 "Flacherzeugnisse aus Stahl Warnngewalzter Breitflachstahl Maße, Masse,
Grenzabmaße, Formtoleranzen und Grenzabweichungen der Masse" - hot rolled wide
flats - dimensions, mass, tolerances on dimensions, shape and mass - in terms of
requirements for the range. Degree of compliance - nonequivalent (NEQ).
General specifications for hot-rolled sheet, made of steel of strength class 245
(grade St3ps5), are defined in GOST 14637-89 «Rolled plate of carbon on general
quality. Specifications».

11
According to the requirements of GOST 380-2005, GOST 27772-2015 and
GOST 14637-89, the following standardized quality indicators are presented for steel
of strength class 245 (grade St3ps5): chemical composition, temporary resistance,
yield strength, relative elongation, cold bending, toughness KCU at –20°C, after
mechanical aging and toughness KCV at 0°C and +20°C.
The range of hot-rolled sheet metal produced in IRI is defined by DIN 59200.
According to this standard, hot-rolled sheet is available in thicknesses from 5 to 80
mm. The requirements of DIN 59200 apply for maximum deviations and tolerances
of geometric characteristics.
Hot-rolled products in IRI are produced from structural steel, the general
specifications for which are defined in DIN 17100 and DIN EN 10025.
According to DIN 17100 and DIN EN 10025, the following steel quality
indicators are normative: chemical composition, mechanical properties, including
impact work. The toughness of steel is determined with a KCV notch. There are also
values of bending tests in these standards.

2.2 Labeling requirements

According to DIN 59200, hot-rolled wide flat steel with a thickness of 15 mm,
class B in production accuracy in thickness, 800 mm wide and 3500 mm long, with
limited edge deviation (R), particularly straight (L), fine (S), of steel S275J0
according to EN 10025-2 is as follows:
Wide flat steel DIN 59200-15B×800×3500-R-L-S
Steel DIN EN 10025-2-S275J0.

2.3Analysis of the regulatory documents requirements

Requirements for geometrical parameters of hot-rolled products and a range
according to GOST 19903-2015 and DIN 59200 are shown in the Table 2. The
maximum deviations in geometric characteristics are listed in Table 3-8.
Requirements for the mechanical properties of steel are given in Table 9, and
the requirements for chemical composition - in Table 10.

Comments:
For steels listed in the table, the numerator indicates the values for testing the sample parallel to the grain, in the denominator - across the grain in accordance with DIN EN 10025-2/DIN 17100.
* The relative elongation according to DIN EN 10025-2 is determined with a length of L0=80 mm for thicknesses up to 3 mm and with a length of L0 = 5.65√ (S0) mm for thicknesses of 3 mm and according DIN
17100 with a length of L0 = 80 mm for thicknesses up to 3 mm and with a length of L0 = 5d0 mm for thicknesses of 3 mm.
** According to DIN EN 10025-2 for products, the bending tests are carried out on 90°.
24-deviation of indicators according to DIN EN 10025-2/DIN 17100 from the requirements of GOST 14637-89 to the steel grade St3ps6 and/or the requirements of GOST 27772-2015 to
strength class C245.
1. According to GOST 14637-89 as may be agreed by the manufacturer with the consumer for rolled products with a thickness of more than 20 mm, the yield strength value is allowed 10 N/mm2 (1
kgf/mm2) lower compared to the specified value;
2. According to GOST 14637-89, the relative elongation is allowed to decrease by 1% abs. for rolled products with a thickness of more than 8 mm and for every millimeter of thickness reduction for rolled
products with a thickness of 8 mm or less;
3. According to GOST 14637-89, as may be agreed by the manufacturer and the consumer, the upper limit of the temporary resistance is allowed to exceed the specified limit of 50 N/mm2 (5 kgf/mm2)
subject to the other standards;
4. According to GOST 27772-2015, the relative elongation (δ80) of sheet steel with a thickness of 2.0 mm to 2.8 mm inclusive of steel C245 must be at least 26%.
5. According to DIN EN 10025-2 and DIN 17100, the direction of the transverse (t) direction of rolling is used for sheet metal, strip and wide-strip steel with a width of ≥ 600 mm. For all other products,
the values in the rolling direction (l) are valid;
6. For nominal thicknesses of ≤ 12 mm, see EN 10025-1: 2004, 7.3.2.1;
7. U - hot forming, without processing; N - normalized. Also applies the section 8.4.1.2 DIN 17100;
8. According to DIN 17100, the test result is the average of three tests. Only one single value can be lower than the minimum average value of 23 or 27 J, and then only a maximum of 30%.

ANNEX 2
Methods for toughness determining

Figure B – Specimen with a V type concentrator

The impact toughness shall be understood as impact energy, attributed to the

specimen initial cross-sectional area in place of the concentrator.
The method for determining toughness is based on the destruction of a
specimen with a concentrator in the middle with one stroke of a pendulum
machine. The test shows the total energy expended upon impact (impact
operation) or impact toughness is measured. A standard-shaped specimen in the
form of a prismatic bar of size t×10×55 with a notch in the middle (t=5.0 7.5 10.0
mm) undergoes the impact bending. The notch during KCV testing is made by a
special tool. The bending radius at the concentrator mouth (0.25 ± 0.025) mm.
The ends of the specimen are placed and fixed on supports.
To test the supports of the pendulum machine stand, the specimen is placed
in such a way that the notch is from the side opposite to the impact and is against
the point of the pendulum knife. Testing is carried out in the test chamber at a
given temperature of 20°C, 0°C, - 20°C, - 40°C. When testing steel of JR
category, testing and evaluation are carried out at a temperature of 20°C, steel of

32
J0 category is tested and evaluated at a temperature of 0°C, steel of J2 category is
tested and evaluated at a temperature of - 20°C.
Impact energy is determined by the pendulum scale or analog reading
devices.
Impact toughness (КС) in J/cm2 (kgf • m/cm2) is calculated using the
formula:

K is the energy of impact, J (kgf • m);

S0 is the initial cross-sectional area of the specimen at the place of the

concentrator, cm2, calculated using the formula

,
H’1- initial height of the specimen working part, cm;
B - initial specimen width, m.
H’1 and B are measured with an accuracy of ± 0.05 mm (± 0.005 cm).
S0 is rounded off: a specimen width of 5 mm or less - to the third significant
digit, a specimen width of more than 5 mm - to the second significant digit.
According to GOST 9454-78 “Metals. Method for testing the impact
toughness at low, room and high temperature” the test temperature should be the
temperature of the specimen at the impact moment.
The test temperature is specified in the regulatory documentation for a
specific product, approved in accordance with the established procedure.
Room temperature should be considered as (20 ± 10)°С
To ensure the required test temperature, the specimen must be overcooled
before installation on the impact machine (at the test temperature below room
temperature) or overheated (at the test temperature above room temperature). The
degree of overcooling or overheating shall provide the required test temperature
and shall be determined experimentally.

33
Samples should be tested no later than 3-5 seconds after removal from the
thermostat.
Holding the specimen in a thermostat at a given temperature (taking into
account the necessary overcooling or overheating) must be at least 15 minutes.

34
ANNEX 3
St44-2, St44-3 and S275JR rolled product weldability analysis

S275JR steel according to DIN ЕN 10025-2 and St44-2, St44-3 steels

according to DIN 17100 are low-carbon low-alloy hot-rolled steels.
The weldability of steel is provided by the chemical composition and
technology of rolling. The role of the chemical composition of steel dominates in
weldability assessment; special mention should go to the weldability effect of the
following chemical elements:
- One of the most important impurities is carbon (C), which content determines
the strength, ductility, hardening capacity and other characteristics of steel. The
carbon content up to 0.25% does not reduce weldability. A higher content of "C"
results in the quench structures formation of the heat-affected area and in cracking.
- Sulfur (S) and phosphorus (P) are harmful impurities. The high content of "S"
leads to hot cracking - hot-brlttleness, and high content of "P" causes cold
brittleness. Thus, the "S" and "P" content in low-carbon weldable steels is limited to
0.065%.
- Silicon (Si) is present as an impurity in an amount up to 0.3% as a
desoxidant. At this "Si" content, the weldability does not deteriorate. Being an
alloying element with up to 0.8-1.0% "Si" content (especially up to 1.5%) it may
lead to the "Si" refrectory oxide formation, which worsens the weldability.
- The content of manganese (Mn) up to 1.0% does not make the welding
process difficult. Quench structures and cracks in the heat-affected area may appear
when welding steels with the "Mn" content in the amount of 1.8-2.5%.
- Copper (Cu) is contained in steels as an impurity (in an amount up to 0.3%
inclusive), as an addition in low-alloy steels (0.15 to 0.5%) and as an alloying
element (up to 0.8-1%). It improves the steel corrosion resistance properties without
impairing weldability.
The DIN EN 10025-2 requirements to the S275JR steel chemical composition
and DIN 17100 requirements to the St44-2 and St44-3 steel chemical composition

35
limit the content of chemical elements mentioned above in the safe limits at which
its effect on weldability is absent or insignificant.
In assessing the impact of the chemical composition on the weldability, except
carbon content, the content of other alloying elements, which increase the steel
hardening tendency, is also taken into account. This is achieved by recalculating the
content of each alloying steel element in terms of the effect on its hardenability
using observed conversion factors. The total carbon content in steel and recalculated
equivalent amounts of alloying elements is called carbon equivalent. There are a
number of formulas compiled using various methods, which allow evaluating the
chemical composition effect of low-alloy steels on its weldability:
According to GOST 535-2005, the weldability is ensured by the chemical
composition of the steel and the manufacturing technology of rolled products, and
the carbon equivalent of Ceq should not exceed 0.45%.
For S275JR steel according to DIN EN 10025-2, the maximum carbon
equivalent value of 0.40% is specified for rolled products up to 40 mm thick, and
St44-2 and St44-3 steels according to DIN 17100 are analogous of S275JR steels
according to DIN EN 10025-2
Based on the performed analysis of the chemical composition
requirements and carbon equivalent values, St44-2 and St44-3 steels according
to DIN 17100 and S275JR steels according to DIN EN 10025-2 should be
classified as weldable steel.
