21-YEAR REVIEW OF LOCAL GOVERNMENT

The Department of Cooperative Governance and Traditional Affairs is embarking on a 21-year

review of Local Government.

It would be sincerely appreciated if you would share with us:

1. Your thoughts and experiences in your field of expertise on the journey of municipalities since
democracy.
2. Any research papers produced that could assist us in our analysis of local government
progress up to now.

We would appreciate it if you could structure your thought process along the following storyline:

1. What was achieved, and which of the White Paper visions for Local Government were not
achieved,
2. If not, why not - root cause analysis,
3. What needs to change, and
4. What do we need to do to bring the change about - e.g., legislative changes, support,
institutional arrangements, etc.
