The purpose of this document is to verify the information, objectives and context,
references and other considerations to produce the video. The writing of this
document is NOT the writing of the narrative, only its basis. It does not consider
style issues, only content.

1. Context
a. What the client is looking for: To present the context and main
results of the research on “The politics of morality policy and the
prospect for inclusive citizenship in decentralized Indonesia: A
study of West Java”.

b. Cognitive effect (what should end up in the audience's mind):


Exclusion and discrimination against minorities in democratic,
diverse, and decentralized Indonesia are often caused or justified by
the presence of morality-based policies at the subnational level.
These policies are more likely to get adopted when there is the joint
presence of opportunistic politicians, dominant yet conservative
religious groups, intolerant voters, and weak pro-inclusion civil
society movement.

c. Emotional effect (how they should feel after the video): The
audience should feel the urgency to deal with the issue, i.e., how
policies made by democratically elected government can cause and

justify violence against minorities, while empathizing with the


plight with the minorities.

d. Practical effect (what people should do after the video): The


audience should be able to connect what they have just learned
about Indonesia to their own experience: does the same thing also
happen in their countries? If yes, do they think can solve the
problem? What can they do to solve the problem?

e. Target audience: Local politicians and general public in Indonesia,


and other parts of the world where the problem finds its relevance.

f. Problem: Minorities continues to experience exclusion and


discrimination even under democracy. In Indonesia, such violence
has been made possible by the presence of exclusionary
morality-based government policies. This “legal turn” in violence
against minorities is an issue that needs to be addressed as soon as
possible to improve the quality of democracy in the country.

2. Content (main ideas)


Ideas that the video should contain

● Indonesia is a country that achieved democratization in 1998 and, in


the 2000s, began a process of decentralization. Although the country
is known for its ethnic and religious diversity, more than 80% of
Indonesians are Muslim and around 40% of the population are
Javanese.

● Religious, ethnic, and gender minorities often experience exclusion


and discrimination. Since decentralization, several provinces in
Indonesia even adopted policies that tend to use a morality frame to
exclude and discriminate against the minority groups. One of those
provinces is West Java.

● In West Java, which is the most populated province in Indonesia, there


are at least 119 morality-based policies that tend to be exclusionary
against religious and gender minorities. These laws contributed to the
continuous presence of violence against minorities. There are different
cases that exemplify this situation:

○ The LGBTIQ community are often perceived as a source of


deviant social behavior or even social disease. This view is

reflected in several subnational policies on public order, on


prevention of HIV/AIDS, and on family. There is even an ongoing
effert in one district in West Java to pass a law that seek to limit
sexual diversity by labeling the LGBTIQ community as a sexually
deviant group that has to be cured. These laws practically frame
the LGBTIQ community as a threat both in the public sphere and
against the public morality.

○ The Ahmadiyya community is a sect within Islam that was


originated from India. The Ahmadis have been around in
Indonesia since the 1920s. However, since 2005, the government
has started to pass regulations limiting their religious life and
expression. Since then, the Ahmadiyya community has been
experiencing exclusion, discrimination, and even persecution.

○ It is very difficult for non-Muslim religious communities to


build houses of worship. Many regulations on building permit
require religious minorities to get signatures from their
neighborhood to show that they have the public approval to
build houses of worships. In mostly Muslim neighborhoods, such
aspiration to build non-Muslim houses of worships might have
to face the intolerant attitude of the neighborhood, which often
create horizontal conflict between religious majority and
minority.

○ In many cases of violence against minorities, local government


and police usually choose either to stand idle or to side with the
Muslim majority. Without no protection from the states, the
minorities often find themselves too afraid to protest as it may
also provoke violent repercussions from Muslim conservative
groups.

1. Based on the research, the exclusionary morality-based policies


seems to be more likely to get adopted in districts and cities
where there are the joint presence of: Oppotunistic politicians
who, out of the need to win the electoral competition, choose to
use exclusionary discourse to win the approval of the Muslim
majority.

2. Conservative religious groups that have access to


decision-making processes, either as the main agenda-setter or

the supporter of particular morality policies. In some cases, the


government even collaborate with these groups to bring the
issue to street politics to shape public opinions about the
initiative..

3. Intolerant voters who are more likely to vote for candidates who
belong to the same religious and ethnic groups.

4. Civil society organizations who do not have enough opportunity


and capacity to organize pro-inclusion coalitions or movements.

● The research offers a series of recommendations to counteract these


exclusionary policies and practices:

○ The provincial government should form an independent team


to review the presence of exclusionary laws at the subprovincial
level to see to what extent they can create regulations to
counteract the existing exclusionary laws.

○ The independent electoral commission at the subnational level


and the provincial government can adopt elections-related
regulations that give disincentives to local politicians and
political parties to use exclusionary and discriminatory
platforms, campaigns, etc.

○ The provincial government should work hand in hand with


moderate and progressive religious groups who can give
meaningful supports to pro-inclusion and pro-minorities
policies to counteract the dominance of conservative religious
groups.

○ The provincial government should create a pro-inclusion


curriculum to be taught at schools to produce more tolerant
voters in the future.

○ Civil society organizations, with the help of international


donors, should start to strengthen their capacity to mobilize
pro-inclusion and pro-democracy movements that involve not
only the minorities, but also the silent majority who can lend
their support whenever there any pro-exclusion initiatives or
movements by the local government or conservative religious
groups.

4. How can we mess it up (in which direction they do


NOT want to go)?
What kind of images, words, ideas or representations may NOT appear?

The video should not explicitly blame Islam and the Muslims as the source of
the problem, because many of them are actually working with the minorities
to advocate for inclusion and the provision of minority rights. The problem
lies in religious conservatism and the intolerance of some members of the
Muslim majority, that meet with the opportunism of the politicians and the
inability of CSOs to organize pro-inclusion counter-movement.

The video is delivered in full HD quality (1920px * 1080px) in mp4 format.

Alternatively, the video can be delivered in mov format which offers some
advantages in resolution and quality, although it is heavier. Or it could be
delivered with a high compression rate, optimized for network viewing.
