QUESTION OF: Combating addiction as an illness, a global perspective

The World Health Organization,

Affirming that the world drug situation has been a problem for the health and
well-being of all mankind for many decades,

Having studied that around 284 million people aged 15-64 used drugs worldwide in
2020 and there was a 26 per cent increase over the previous decade,

Deeply disturbed that the main consumers are young people from 15 to 30 who form
a new generation and thus negatively affect society’s future,

Deeply concerned that not every drug user is able to have access to treatment,

Fully believing that due to islamic religion drug use can’t be viewed as illness but
only as a violation of law,

Approving that addicted people need help to get on the righteous path since
everyone can be mistaken and such invidious affect society whose wellbeing the
delegate is looking for,
1. Asks not to combat addiction as an illness in case of individuals whose
addiction was produced by drug use despite the fact that it is prohibited by law
and goes against Islam since such addiction has more criminal justice issue
than a health issue, however it can be combated as an illness in following
conditions:
a. Addiction that was produced due to drug use for medical purposes,
b. Addiction that was produced due to drug use without being aware of it;
2. Calls for better help for addicted individuals since they form part of society
and thus affect the population in general. This improvements can be
organized in the following manner:
a. Countries should have a good medical treatment that every addict
because of not awareness or medical purpose could easily acces on a
free basis having the privilege in waiting line for rehabilitation and
addicts due to all other conditions could take advantage for in the usual
order of waiting and in free or paid basis depending on the demand of
free places,
b. Creating of inclusive organizations for drug users, so they could speak
up and feel that they are not alone in this problem, and rehabilitate
faster;
3. Proposes tightening laws on drug importing, trafficking, smuggling and
possession and penalties for their violation since thus people will be afraid of
violating the law and there will be less offer and demand. Amendments can be
done in the following manner:
a. Establishment of death penalties for producing, importing and
trafficking drugs,
b. Monetary fines or community service for taking drugs in favor of
rehabilitation centers for drug addicts;

4. Expresses its hope that countries understand that every problem doesn't come
from nowhere and it always has a reason. Addiction is no exception, usually people
come to this from unhappiness, permissiveness, ignorance and boredom, so at first
we should start solving the root of the problem:

a) Governments should create alternatives for having fun without drugs, like for
example, leisure centers, more playgrounds, picnic terraces, etc.,
b) Governments should control the level of wellness and happiness of the society
and do everything for its growth,
c) There should be education that shows people how to cope with stress and relax
without drugs,
d) There should be a strong religious education whose rules and ideas its population
will follow,
e) Governments should fight with narcotraffic since if there is less access, there will
be less users.
