SUBJECT Housing Policy Resolution Additions

Mr. Broadnax,

Congratulations on getting the new Dallas Housing Policy 2033 to the finish line! I would like to
thank you for your consideration and responses to my questions and concerns as the Policy was
being finalized. With the expected approval of the Policy on April 12, 2023, work can begin on
the next critical step, that of Policy implementation.

Past Housing policies and plans such as Forward Dallas and Neighborhood Plus experienced
implementation failures due to lack of Council and staff commitment to a sustainable plan for
Policy implementation. Current CHP implementation has been more successful since it's main
objective was the codification housing programs, a task that was mostly in control of the Housing
and Neighborhood Revitalization Department. However, the Dallas Housing Policy 2033 is far
more comprehensive and aspirational, and implementation will only be successful with the
sustained engagement of many internal and external partners, along with the acquisition of far
greater resources directed at reversing the Dallas growing housing affordability gap.

In order to emphasize the importance of Policy implementation to current and future Council
members and staff, including the next Chair of the Housing and Homelessness Solutions
Committee, I propose the following additional "Sections" to the attached draft resolution
for the April 12, 2023 Council approval. They are all derived from staff presentations, and the
proposed Policy itself.

Section 3. The adoption of the Dallas Housing Policy 2033 will be followed by a 6 to 12-month
implementation plan to build a sustainable community engagement structure that will inform an
inclusive housing task force, select equity strategy targets, complete agreements with internal
and external partners who will work alongside the Housing & Neighborhood Revitalization
Department staff to achieve the Seven Pillars of Housing Equity, and establish SMARTIE
(Specific, Measurable, Achievable, Relevant, Time-bound, Inclusive, and Equitable) goals. The
SMARTIE goals will help calibrate the Seven Pillars of Housing Equity thereby ensuring that the
Dallas Housing Policy objectives are being met over the next 10 years.

Section 4. An Inclusive Housing Task Force of community, staff and Council appointments will
vet, adjust and endorse staff recommendations for selected equity strategy targets.

Section 5. A timeline will be established to report Dallas Housing Policy 2033 implementation
progress annually to Council and quarterly to the Council Housing and Homelessness Solutions
Committee.

WHEREAS, on May 9, 2018, the City Council adopted a Comprehensive Housing Policy
(CHP), as amended, that set citywide production goals for homeownership and rental
units for the next three years along with respective income bands that will be prioritized
within the production goals and also set forth various programs, tools and strategies to
be used to meet the production goals while also overcoming concentrations of poverty
and racial segregation by Resolution No. 18-0704; and

WHEREAS, City Council requested that a racial equity audit of the CHP be conducted
to identify equity blind spots in the CHP and make recommendations to advance racial
equity; and

WHEREAS, on December 14, 2021, the Housing and Homeless Solutions Committee
(HHSC) was briefed on the findings and eleven recommendations of the Comprehensive
Housing Policy Racial Equity Assessment by TDA Consulting, Inc., (TDA) that were
based on listening sessions with community stakeholders, tours of underserved areas,
and reviews of the CHP; and

WHEREAS, on December 20, 2021, HHSC Chairman Casey Thomas issued a


memorandum outlining a projected timeline and process for hearing the
recommendations; and

WHEREAS, on March 2, 2022, the City Council was briefed by TDA on the community
feedback received at townhalls conducted in January 2022 both virtually and at various
in-person locations throughout the City; and

WHEREAS, on December 15, 2022, the Housing and Homeless Solutions Committee
was briefed by Community Equity Strategies on the new Dallas Housing Policy; and

WHEREAS, the City desires to maintain affordable housing, to provide greater fair
housing choices, address equity blind spots, advance racial equity, and to overcome
patterns of segregation and concentrations of poverty; and

WHEREAS, the aforementioned goals and recommendations are incorporated into the
new Dallas Housing Policy 2033 and it is in the best interest of the City to now adopt the
Dallas Housing Policy 2033.

Now, Therefore,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DALLAS:


April 12, 2023

SECTION 1. That (1) the Dallas Housing Policy 2033 attached as Exhibit A is hereby
approved and adopted as the guiding housing policy for the Department of Housing and
Neighborhood Revitalization and hereby replaces the Comprehensive Housing Policy,
previously adopted pursuant to Resolution No. 18-0704; and (2) the Department of
Housing and Neighborhood Revitalization continue to operate its current programs,
previously adopted under the Comprehensive Housing Policy, now to be included in a
new document known as the Dallas Housing Resource Catalog (to be adopted by the City
Council separately).

SECTION 2. That this resolution shall take effect immediately from and after its passage
in accordance with the provisions of the Charter of the City of Dallas, and it is accordingly
so resolved.
