Online item rate tenders single stage two envelope systems are invited by the
undersigned on behalf of Himachal Pradesh State Electricity Board Ltd. from the
interested consultant/firms of appropriate class, having sufficient experience and
expertise, for the following works:

1. The undersigned reserves the right to change the scope of work and to reject any
or all the tenders without assigning any reason thereto.
2. Those who temper the Tender document are liable for rejection.

1. The above descriptions are in brief. The complete detail is available in tender
documents.
4. Online tender will be submitted after receipt of Rs. 2000/- (Rs. Two thousand only) +
18% GST, as described above, towards the cost of bid document. This cost is non-
refundable is to be deposited online payment through www.hptenders.gov.in.
Payments through any other mode will not be accepted.
5. Tender shall be in two parts namely ‘Techno-Commercial Bid’ and ‘Price Bid’.
7. Price Bid
a) “Price Bid” shall contain the “Schedule of Quantities & Rates”
b) The Price bids are required to be submitted online.
c) The “Price Bids” of only techno-commercially qualified bidders shall be opened
who have been evaluated as capable to do the tendered work after going through
the documents submitted in relation to experience/ performance in similar works,
financial capability, man power deployment for this work, machinery/ equipment in
possession and readily available for deployment for this work as requested in the
BOQ/Scope of Work.

9. “Techno-Commercial Bid” of only those bidders shall be opened who are found to
have submitted the requisite cost of Bid document and Earnest Money in the
specified manner. The “Price Bid” shall not be opened on the same day.
11. The work to be executed includes inspection of Penstock and its appurtenant
structures of Giri HEP by using various NDT, carrying out transient analysis and
submit reports detailing out results of various test/studies being conducted. The
detailed scope of work has been incorporated in Terms for Reference Chapter.
The minimum eligibility criteria (bidders should carefully fill all the relevant
Formats and submit supporting documents) for Prequalification of Techno-
Commercial Bids is as under:
A) Past Experience:
The bidder must have executed at least one RLA studies of medium or Large
HEPS in last 05 years as individual or in Joint Venture capacity or through sub
contractor. The details of works done shall be given of the Format-A attached.
B) Financial Capability:
i. Average of annual turnovers for the last three years (2019-20, 2020-21,
2021-2022) shall not be less than 50% of estimated cost put to tender.
ii. The bidder should be a profit making organization during the last three
years.
Year wise Balance Sheet/ statement of accounts for the last three years shall
be furnished with the Techno-Commercial Bid, the details shall be furnished
as per Format-B.

D) Equipment Capability:
To evaluate the joint venture for above minimum eligibility criteria for prequalification,
the capability of the joint venture shall be the sum of various corresponding
parameters of its each partner. Each partner of the joint venture shall be a profit
making organization during the last three years.
12. Hard copies of Formats A to D are required to be submit in the O/o Superintending
Engineer (CCA), HPSEBL Shimla-4 before the scheduled date of opening of Bid. Bids
will be scrutinized on the basis of documents submitted online and offline. However,
the successful bidders may be asked to submit the documents/ affidavits etc. to
Tender Inviting Authority before award of the work.
13. In case the tender opening date happens to be a holiday, the same will be opened
on the next working day at the same time.
15. The validity period of each tender shall be at least 120 days from the date of opening
of the tender.
16. All the arrangements i.e. labour, equipment, power etc. for installation, testing, and
commissioning shall be made by the contractor at his own cost.
17. Tender shall be entertained from only such applicants who have purchased the
tender documents and submitted the tender as the same entity/ capacity.
18. Conditional and telegraphic tenders shall not be accepted. Tenders received after
due date and time will be rejected.
19. HPSEB Ltd. reserves the right to reject any or all the tenders without assigning any
reason.
20. Intending contractors must visit the site of work before submitting the tender
and upload/submit certificate of site visit with the techno-commercial bid.
21. Contractor shall have to submit copy of PAN number and GST number with the bid.

Note: Names and short resume of their qualification & experience may also be given for key
personnel/experts.
The tentative chart of your site organization as above furnished by you shall be subject
to variation to suit the studies/In-situ/Laboratory Test/inspection requirement and as
directed by Engineer-in-Charge.

Bidder shall submit herein details of equipments, tools, tackles etc required to perform the
work (a) already owned by Bidder and available for use in this contract (b) anticipated to be
hired by contractor or (c) anticipated to be purchased by contractor. In case of (b) and (c)
commitment of hirer or supplier shall be stated.
