I, Kristen Kyle-Castelli, swear that I am a Deputy District Attorney for Multnomah County and that I have reviewed
the police reports which have been filed in this case by police officers; that the crimes charged against defendant(s) occurred
in Multnomah County and that the probable cause for detention following the arrest of defendant(s) is as follows:

On or about April 9, 2023 at approximately 1841 hours, an AMR ambulance was traveling on SE Water Avenue
near SE WashingtonStreet. The AMR driver, Aaron Hartz, saw a person slumped over the steering wheel in the driver's seat
of a Radio Cab that was in the middle of a lane of traffic. AMR personnel exited the ambulance and saw a person, later
identified as Moses J. LOPEZ, exiting the Radio Cab. LOPEZ appeared to have blood on their clothes. Mr. Hartz saw
LOPEZ drop what appeared to be brass-styled knuckles with an attached blade. AMR personnel treated LOPEZ for a cut on
their finger. LOPEZ remained in the ambulance. Portland Police Bureau Officers arrived at the scene. AMR staff turned
their attention to the driver of the Radio Cab. When AMR staff made contact with the Victim, later identified as Reese
Lawhon, in the driver's seat of the vehicle, they discovered he did not have a pulse. Portland Police Bureau officers arrived.
Detectives obtained the surveillance video from inside the Radio Cab. Detective Shaye Samora reviewed the surveillance
video, which shows Mr. Lawhon picked up LOPEZ and confirmed LOPEZ'S destination. LOPEZ appears to have
inadvertently confirmed the incorrect address. Upon arrival to the address, LOPEZ explained she was trying to travel to
another location and provided a different address. As Mr. Lawhon was redirecting the Radio Cab to the correct address,
LOPEZ moves quickly toward the driver and appears to stab him in the neck. The Medical Examiner's Office's investigation
revealed two apparent knife wounds to the victim's neck. Dr. Sean Hurst performed an autopsy on April 10, 2023, and
opined that the cause of death is stab wounds and the manner of death is homicide.

I believe there is probable cause to believe the defendant, MOSSE JACOB LOPEZ, has committed the crime(s) of:
