FUNCTIONARIES
NATIONAL POPULATION COMMISSION
● SWF will be working with other functionaries Pre field, on-field and post field.
● There is therefore need to understand the specific roles that will be played by these
functionaries.
● This will help in communicating requisite training to each set of functionaries
accordingly.
● This will also equip the SWF with requisite skill to perform such roles if assigned so to
do during the Census project.
● Zonal Coordinator
Zonal Coordinator is a technical head of census operations in a Geo-political zone. S/he will ensure
that all Census Operations are implemented in accordance with the laid down procedures in the zone
assigned to him/her. The Zonal Coordinator will report to the Census Manager
• Oversee the implementation of field operations in accordance with e census protocol in the zone;
• Act as liaison officer between the States in the zone and headquarters;
• Monitor field operations within the zone;
• Address technical issues reported by the State Census Coordinators
• Monitor the distribution of materials in the zone;
• Monitor the training activities across the zone;
• Monitor the deployment of various field functionaries;
• Monitor the activities of State Census Coordinator s in the zone;
• Liaise with State Logistics Officer (SLO) for effective retrieval of materials; and
• Carry out any other responsibility that may be assigned by the Census Management Team.
• Coordinate the activities of the Training Centre Administrator (TCAs);

● SUPERVISORS
Supervises and Monitors Work assignment, Progress and coverage within 3 to 6 EAs using the Field
monitoring app
The Supervisors will
1. Plan field work with the assigned Enumerators
2. Assign building range to Enumerators using the Group listing methodology
3. Track commencement of building numbering and householdlisting
4. Track progress of building numbering and household listing
5. randomly select buildings in EA for quality consistency check
6. Receive response from FDQM on EA status after completion
7. Conduct first level check with DQA on flagged EAs and communicates status to FDQM
8. Assist and guide Enumerators to fetch and corrects flagged EAs

● ENUMERATORS
These are the data collectors on the field. They relate directly with the respondents and
are considered the most important functionary of the Census
● The Enumerator
Provisions his/her tablet under the guidance of the DQM
Works as a group of Enumerators during Building and Household listing and enumerates
all respondents in an EA during the Enumeration of persons.
