DATA QUALITY MANAGEMENT TRAINING

INTRODUCTION

● SWF will be working with other functionaries Pre field, on-field and post field.
● There is therefore need to understand the specific roles that will be played by these
functionaries.
● This will help in communicating requisite training to each set of functionaries
accordingly.
● This will also equip the SWF with requisite skill to perform such roles if assigned so to
do during the Census project.

Roles and duties of Census Functionaries

● Zonal Coordinator
Zonal Coordinator is a technical head of census operations in a Geo-political zone. S/he will ensure
that all Census Operations are implemented in accordance with the laid down procedures in the zone
assigned to him/her. The Zonal Coordinator will report to the Census Manager
• Oversee the implementation of field operations in accordance with e census protocol in the zone;
• Act as liaison officer between the States in the zone and headquarters;
• Monitor field operations within the zone;
• Address technical issues reported by the State Census Coordinators
• Monitor the distribution of materials in the zone;
• Monitor the training activities across the zone;
• Monitor the deployment of various field functionaries;
• Monitor the activities of State Census Coordinator s in the zone;
• Liaise with State Logistics Officer (SLO) for effective retrieval of materials; and
• Carry out any other responsibility that may be assigned by the Census Management Team.
• Coordinate the activities of the Training Centre Administrator (TCAs);

2. Assigns EA, SA & Device to Enumerators, Supervisors, Data Quality Assistants
3. Monitors Enumerators Work Progress on the field via the dashboards to ascertain
coverage & completeness
4. Runs a data validation model to check consistency with demarcation data
5. Communicates Validation result to all functionaries
6. Ensures correction /acceptance of all flagged data within the time allocated for
validation to make data available for ‘re-fetching by enumerators.
7. Ensures all data collected migrates to the Enumeration dashboard for as baseline data
for Enumeration.
8. Collates Progress, Validation and Completion reports daily and send to the State
DQM. 9. Clears all Enumerators after completion of enumeration

● State Census Coordinator

The State Census Coordinator is a technical head of census operations in a state under the State Census office to
ensure that all Census Operations are implemented in accordance with the laid down procedures. The State Census
Coordinator will report to the Zonal Coordinator.

● The duties of a State Census Coordinator are to:

Ensure that only selected applicants participate in the training;
Liaise with State Logistics Officer (SLO) for effective distribution of materials;
Oversee and coordinate the training activities across the state;
Coordinate the deployment of various field functionaries;
Supervises the fieldwork to ensure high quality work and ensure completeness of data
Oversee the Advocacy and publicity in the state in conjunction with the state PAD Officer and PAD representative from
Headquarters
Oversee the implementation of field operations in accordance with the census protocol;
Provide in conjunction with State Director, necessary support to facilitate the work of local and international observers/
monitors;
Supervise and coordinate the activities of LGA coordinators
Liaise with State Logistics Officer (SLO) for effective retrieval of materials; and
Carry out any other responsibility that may be assigned by the Census Management Team

● Local Government Area Census Coordinator

The Local Government Area (LGA) Census Coordinator is the technical head of census operations in the LGA. S/he
will head the LGA Census Office to ensure that all Census Operations are implemented in accordance with the laid
down procedures. The LGA Coordinator will report to the State Census Coordinator.

● The duties of LGA Coordinator are to:

Ensure that only selected applicants participate in the training at the LGA level;
Coordinate the activities of the Training Centre Managers(TCAs) at the LGA level;
Scout for suitable and adequate venues for training and arrange for the release of the venues;
Liaise with LGA Logistics Officer for effective distribution of materials;
Oversee and coordinate the training activities across the LGA;
Coordinate the conveyance of various field functionaries in the LGA;
Oversee the implementation of field operations in accordance with the census protocol in the LGA;
Provide necessary support to facilitate the work of local and international observers/ monitors working in the LGA;
Supervise and coordinate the activities of all field functionaries in the LGA;
Liaise with LGA Logistics Officer for effective retrieval of materials; andCarry out any other responsibility that may be
assigned by the Census Management Team.

● Field Coordinator
A Field coordinator coordinates census activities in a Field Coordination Area (FCA). An FCA consists of 5 Supervisory
Areas (SAs). The Field Coordinator reports to the LGA Coordinator.
● The duties of a Field Coordinator are to:
Coordinates census activities in 5 SAs;
Monitor activities of supervisors in the assigned FCAs;
Pay visit to at least one Enumeration Areas (EAs) in each SA during each field activities;
Facilitate community entry protocol in the FCA;
Address boundary issues in the FCA;
Receive instructions from LGA Coordinator and communicate to the supervisors;
Receive report on coverage and other related issues from the DQM and address them;
Give feedback to DQM on cases referred for ground truthing.
Assign duties including verification checks and ground thruthing to DQAs as may be suggested by the DQM;
Communicate unresolved issues and concerns from enumerators and Supervisors to the LGA Coordinator;
Recommend to the LGA census coordinator once the replacement of enumerators and supervisors who are unable to
perform their duties satisfactorily or who should be replaced for any other reason;
recommend replacements and reassignment of EA IDs to the LGA Coordinator where necessary during census
exercise;
liaise with LGA Logistics Officer to coordinate logistics of human resource and materials within the assigned area and
approves the clearance of Supervisors after completion of their task

● Geo Monitor
Geo-monitoring is a new innovative feature in census taking in Nigeria. Individuals who are vastly
experienced and are veterans of previous censuses and surveys will be recruited as “Geo-monitors’.
The Geo-monitors will deploy their knowledge, skills and experience to monitor and evaluate field
activities in real time, and to make recommendations for necessary field adjustments during data
collection."

● The Geo monitors are to:

observe all field activities;
conduct interviews with field functionaries on daily basis;
submit the report of interviews conducted in real time;
conduct interviews online where internet connectivity is not available, and upload when it is
available;
conduct spot checks;
address procedural flaws as soon as possible;
recommend corrective and improvement measures; and
Observe enumeration areas for issues surrounding acceptability of census process.

• DATA QUALITY ASSURANCE ASSISTANT

Assists the DQM and monitors Progress and coverage within 5 SAs using the
Field monitoring app

1. Tracks commencement of building numbering and householdlisting

2. Tracks progress of building numbering and household listing
3. Randomly select buildings in EA for quality consistency check
4. Receives response from FDQM on EA status after completion
5. Conductst first level check on flagged EAs and communicates status to
FDQM
6. Assist and guide Enumerators to fetch and corrects flagged EAs

● SUPERVISORS
Supervises and Monitors Work assignment, Progress and coverage within 3 to 6 EAs using the Field

The Supervisors will
1. Plan field work with the assigned Enumerators
2. Assign building range to Enumerators using the Group listing methodology
3. Track commencement of building numbering and householdlisting
4. Track progress of building numbering and household listing
5. randomly select buildings in EA for quality consistency check
6. Receive response from FDQM on EA status after completion
7. Conduct first level check with DQA on flagged EAs and communicates status to FDQM

● ENUMERATORS
These are the data collectors on the field. They relate directly with the respondents and
are considered the most important functionary of the Census

● The Enumerator
Provisions his/her tablet under the guidance of the DQM
Works as a group of Enumerators during Building and Household listing and enumerates
all respondents in an EA during the Enumeration of persons.
