IMPORTANCE OF

MAPS IN 2023
POPULATION AND
HOUSING CENSUS

NATIONAL POPULATION COMMISSION

DATA QUALITY MANAGEMENT TRAINING

INTRODUCTION
The Digital map products of the 2023 Enumeration Area demarcation are
the baseline data for the 2023 Population and Housing Census.

The EAD divides the Country into concise units of areas that can be covered
by a unit of Enumerators within the specified time for the Census exercise.

The EA maps are the basis of work assignment, total coverage

measurement and units of Data dissemination. Therefore, the DQM is
expected to understand the map components of the Census.

AIM & OBJECTIVE OF THE LESSON
● This presentation aims to make Enumerators and other
functionaries compliant to digital maps through basic
understanding of sustainable geographic frame generated
during the EAD.

● This presentation equips the functionaries with basic understanding

of importance of maps in census taking

Definition of Map
● Map is a representation of either the entire earth surface or its part in
reduced form, showing Natural and Man-made features existing on it. A map
may be described as a carefully, systematically designed visual display for
recording, calculating, displaying, analysing and understanding the
interrelationship of a given spatial information. A map is drawn to a scale.

● Digital map is a digital image of the earth surface along with topography. It
is an electronic map where geographic features both natural (rivers, lake,
vegation among others) and man-made features (roads, buildings, rail tracks)
can be visualised through a Graphical User Interface (GUI).

Importance of Maps in Population and Housing Census
EA maps and subsequently the Geographic Frame are important for:

● Pre- Census Planning: The Human, Material and logistic Planning of Census

● Housing and Population Census taking: Identification of target Population, prevents

undercount(gaps) and double-count (Overlap) completeness of enumeration as well as
support field operations and management. (Census is the complete enumeration of a
population or groups at a point in time with respect to well defined characteristics)

● Post Census analysis: Provides a frame for Data aggregation, analysis and
dissemination.

Benefits of digital mapping

● Compared to traditional paper maps, electronic models have the following

advantages:
● the ability to dynamically change the topography and location of various objects;
● quick terrain scaling;
● higher accuracy and absence of distortions;
● possibility of digital marking and instantaneous search for the necessary object;
● automatic routing and control over deviations from the selected course;
● possibility of transferring digital maps via Internet.

CONCLUSION

● Electronic maps are not subject to wear and tear, they can be stored in computer
memory and on stationary carriers. Digital maps more accessible, reliable, and user-
friendly than traditional paper maps.
