Govt streamlines rules for settlement of disputes among CPSEs

 The department of public enterprises (DPE) has streamlined the existing guidelines for settlement
of commercial disputes among central public sector enterprises (CPSEs). It has institutionalised a
better monitoring mechanism for faster resolution of disputes.
 The decision taken by the committee of secretaries (CoS) / appellate authority will be implemented by
the concerned CPSEs within one month from the date of the decision. And, the action would be
updated on the web portal of the DPE.

Central Public Sector Enterprises (CPSEs) are those companies in which the direct holding of the Central
Government or other CPSEs is 51% or more.

Centre hikes windfall tax on locally produced crude oil, ATF and diesel for exports

 The finance ministry has hiked the windfall tax on export of domestically produced crude oil and
diesel and aviation turbine fuel for exports in line with the rising global prices.
 The windfall tax on domestically produced crude oil has been hiked to Rs 5,050 per tonne from Rs
1,900 per tonne.
 The tax on export of aviation turbine fuel has been raised to Rs 6 per litre from the previous Rs 3.5
per litre while that on diesel exports has been increased to Rs 7.5 per litre (inclusive of cess) from Rs
5 per litre earlier.

 According to the information provided by the Niti Aayog, India’s production-linked incentive (PLI)
scheme, which aims to make domestic manufacturing globally competitive, has attracted investment
worth over Rs 45,000 crore and has also created three lakh jobs.
 The government has rolled out the scheme with an outlay of about Rs 2 lakh crore for as many as 14
sectors, including automobiles and auto components, white goods, pharma, textiles, food products, high
efficiency solar PV modules, advanced chemistry cell and speciality steel.

SEBI introduces operational guidelines on green bonds

 SEBI introduced operational guidelines on green bonds asking issuers to make additional
disclosure, pertaining to environmental sustainability objectives of such debt securities in the offer
document.
 In addition, issuers of green bonds will have to disclose brief details of decision-making process
followed for determining the eligibility of projects
 The issuer has to provide certain additional disclosures along with its annual report and financial
results.
 Also, the issuer will have to appoint a third party reviewer for a green debt security for the post-issue
management of the use of proceeds from the green debt security, and verification of the internal
tracking and impact reporting.
 The guidelines will become effective from April 1,2023.

SEBI notifies stronger framework for green bonds; introduces concept of blue, yellow bonds

 SEBI has strengthened the framework for green bonds by introducing the concept of 'blue' and
'yellow' bonds as new modes of sustainable finance.
 Blue bonds relate to water management and marine sector, while yellow bonds pertain to solar
energy. These are sub-categories of green debt securities.
 The framework for green bonds has been strengthened by enhancing the scope of definition of green
debt security by including new modes of sustainable finance in relation to pollution prevention and
control and eco-efficient products.

Ministry of Agriculture & Farmers Welfare (MoA&FW) signs MOU for developing a National Interactive
Digital Platform to strengthen extension system

 The Ministry of Agriculture & Farmers Welfare, signed an MoU with Digital Green under public private
partnership framework to build a national level digital extension platform.
 The platform will host a digital library of curated multi-format multi-lingual content, help extension
workers access and deliver curated content to farmers on time and upskill the vast network of
extension workers for agriculture, horticulture, fisheries, livestock and rural livelihood missions

in the field of auditing.
 The MoUs will also provide a platform for the exchange of auditing professionals and technical

India & EU to create 3 working groups under Trade & Technology council to boost ties

 India and the European Union (EU) announced the formation of three working groups under the
‘Trade and Technology Council’ that was set up to deepen strategic ties with the trade bloc.
 The working group will cover key issues such as strategic technologies, digital governance and
connectivity; green and clean energy technologies; and trade, investment and resilient value
chains.
 The working Groups will now start preparing for the first meeting of the council, which will take place
before the next EU-India Summit in 2023.
 Ministerial meetings of the council will take place at least once a year, with the venue alternating
between the EU and India.
