the outcome of the May 9 elections.

ANCHOR 1(Cheane): Philippine Cybercrime Investigation, and Coordinating Center or


CICC executive director Cesar Mancao assures the public that
countries may elections will be safe from cyber-attacks, that's after
the arrest of suspected hackers who promised candidates
of a sure win in the upcoming election in exchange for payments
worth millions of pesos, let’s have ALEXANDRA

(FR 1) ALEX: CICC Executive Director Undersecretary Cezar Mancao II said


they discovered this after CICC agents posed as clients keen on
purchasing the stolen data. 

“Well as [per the] evidence gathered by my IT operatives earlier,


there were data of voters,” Mancao said over ANC when asked what
kind of data said the hackers had obtained.  

“Well, as I have said we have gotten access, we were given actually.


If you are a voter, we know where you would be voting, what
province, what precinct, and if you still actively participate,” he also
said.

Mancao, in a previous press briefing, also revealed that the arrested


hackers were connected to the former Smartmatic employee who
surrendered to the National Bureau of Investigation, ALEXANDRA

ANCHOR 2(Cheane): A top official of the Cybercrime Investigation and Coordinating


Center (CICC) said that Filipino mobile phone users lost “millions of
dollars” due to the barrage of scam text messages that recently
contained the names of recipients. Government agencies and telco
firms are taking action following the proliferation of text scams, let’s
have KARL MICHAEL CAPITULO for full details.

(FR 2) KARL: In a chance interview with reporters, CICC Deputy Executive


Director Mary Rose Magsaysay said that foreign and local syndicates
are behind the proliferation of spam text messages. There had been
an estimation of how much money Filipinos lost due to text scams.
According to Magsaysay, "There had been millions". 

On September 12, the National Telecommunications Commission


ordered telcos to block URLs, links, and quick response codes on
text messages amid the proliferation of spam text messages, some of
which contain the recipient's full name. 

In her presentation, during the signing of a memorandum of


understanding between Palo Alto Networks and the United States
Agency for International Development, Magsaysay said 37% of
online users in the Philippines reported some form of cyberattack in

(FR 3)JOCELLE: The suspects have allegedly amassed multi-million pesos from
illicit activities exploiting technology advances. 

The warrants of arrest were for violation of the Access Devices


Regulation Act of 1998 issued by Judge Benigno Abila of Regional
Trial Court Branch 117, Third Judicial Region, Angeles City. 

Those arrested have been brought to the Criminal Investigation and


Detection Group Angeles central field office for documentation and
custody before charges are filed in court, JOCELLE GABRIEL

ANCHOR 2(Cheane): Online scams and libel cases top the cybercrime list of the Philippine
National Police (PNP) from March to September this year and for
details here is ALEXANDRA GUTIERREZ.
 
(FR 1) ALEX: In an interview with CNN Philippines’ Newsroom. PNP Anti-
Cybercrime Group Spokesperson PMaj. Joseph Villaran revealed that
the top five cybercrimes during the 7-month period were online
scams, online libel, computer-related identity thefts, anti-photo and
video voyeurism, and illegal access to someone else’s online account.

Villaran said online shopping is the most common form of an online


scam. He said criminals pretend to be online sellers, but items fail to
be delivered once money is transferred. 

The PNP-ACG said data showed that there was a 37% in online
scams. Online libel meanwhile is associated with giving false
information about a person, according to Villaran. 

Villaran said there was also an increase in cases of illegal access of


someone else’s online account, which can be used for scams and
sexual exploitation. He reminded the public to be extra careful in
giving out personal information online.
