General Terms & Condition


1. Tender must be submitted in system generated data sheet format which is provided through E-
Procurement. The mentioned information should be clearly filled up in e- procurement and
upload the same.

2. NEW / UNREGISTERED VENDORS :


To submit the following qualification criteria in Part ‘A’ of the offer otherwise their offer will not
qualify for further processing:-
(a) Submission of the constitution and status of the firm.
(b) Registration with GOI/PWD/PSU/and reputed organization, if any.
(c) Experience of supply / manufacture during last 2/3 years of tendered item. (P.O/invoice
copies & performance certificate of reputed customers to be enclosed at least 2 to 3 Govt./Semi–
Govt. Orders of similar type of items in last 2/3 years).
(d) Submission of Sales Tax Clearance Certificate, PAN together with copies of Trade License,
Xerox copies GST Registration Certificate.
(e) Solvency Certificate from Banker and copy of audited Balance Sheet and Profit & Loss
Account for last three years.
(f) Name, address, telephone & Fax No. of the bankers and the contact person of the firm.
(g) Either OEM or their authorized distributor / dealer can participate in this tender. A valid
authorization certificate of OEM has to be enclosed with Part A of offer to qualify participation by
an authorized dealer / distributor.

Benefits to the Micro & Small Enterprises vendors regarding


implementation of policies for Micro & Small Enterprises, 2012

1. This Policy for MSEs shall apply to all the MSEs registered with District Industries Centre or Khadi
& Village Industries Commission of Khadi & Village Industries Board or Coir Board or National
Small Industries Corporation or Dte. Of Handicraft & Handloom or any other bodies specified by
Ministry of Micro, Small & Medium Enterprises.

Relevant document, Entrepreneurs NSIC Single Point Registered firms for supplying above
mentioned item may be exempted from submitting Tender Fee, EMD & Security Deposit against
formal approach in techno-commercial bid along with a valid relevant NSIC Single Point
Registration Certificate up to its monetary limit.

2. Following facilities / benefits will be given to Micro and Small Enterprises:-


(a) Issue of Tender sets free of cost.
(b) Exemption for payment of Earnest Money Deposit.

Above benefits will also be accorded to the vendors registered with NSIC under a single point
vendor registrations scheme. The vendors registered with NSIC under single point registration will
additionally be exempted from submitting the security deposit.

3. (a) MSEs registered with MSME authority as above, quoting process within 15% of lowest
eligible price bid of other bidder(s) shall be eligible for purchase preference for 20% of the order
quantity (subject to order quantity being adequate for this purpose) provide the MSE matches the
L1 landed cost at GRSE.
To avail this purpose preference, submission of EM II certificate is mandatory failing which
the benefit will not be accorded.

4. (a) In a case the MSE is owned by SC/ST owners then the enterprise will get a share of 4% of
the above 20% exclusively in addition to share of equal portion of balance 16% with other non-
SC/ST MSEs.

(b) If more than one MSE owned by SC/ST owners are there in case of a tender, such MSEs
will share 16% of the total ordered value equally with other non-SC/ST owned MSEs in addition to
equality sharing 4% exclusively reserved for SC/ST owned enterprises.

5. To qualify for entitlement as SC/ST owned MSE, the SC/ST certificate issued by the District
Authority must be submitted along with the offer.

6. It is to be noted by all concerned that in case the participating MSE ia as partnership company
having one of the partner belonging to SC/ST owned MSE will be accorded only if the majority [i.e
holding 51% shares of above] is an SC/ST.

Commercial Terms & Condition


1. TENDER FEE:-

Tender fee will be Rs.500.00 (Rupees Five Hundred Only) is to be issued from Nationalized
Bank through DD in favour of “M/s Garden Reach Shipbuilder’s & Engineers Limited”
Vendor need to submit tender fees details in prescribed format in e-procurement commercial data
sheet and send the draft address to Mr. Shekhar. Sarkar, Jr. Manager (Purchase) ,Garden Reach
Shipbuilders & Engineers Ltd , Taratala Unit ,P-2/2 Taratala Road , Kolkata 700088. Please
superscribe the envelope with tender reference, date and tender due date. Scan copy of the Draft
is to be attached alongwith TechnoCommercial bid in E-Procurement.

2. EARNEST MONEY DEPOSIT :-


EMD amount of Rs.10,500.00 (Rupees Ten Thousand Five Hundred only) is to be issued
from Nationalized Bank through DD or Bank Guarantee (as per format) in favour of “M/s Garden
Reach Shipbuilder’s & Engineers Limited”. Vendor need to submit EMD details in prescribed
format in E-Procurement commercial data sheet and send the draft address to Mr. Shekhar.

4. VALIDITY OF Offer:-
Offer must be valid for 120 days from the date of opening of the bid. As a general rule, price
negotiation with L-1 vendor(s) will not be entered into as far as possible, unless warranted by
unreasonable price quoted in the opinion of GRSE.

5. TERMS OF PRICE:-
(i) Price shall be firm and fixed till full execution of order and on F.O.R GRSE stores , Kolkata
Basis [Including packing & Forwarding, Freight & Insurance charges if any]
(ii) Price escalation will not be allowed at any stage.
(iii) Quoted price to include all incidental charges viz, testing charges, cost of samples, etc. if
any.

6. TAXES:-
W.E.F. 1st July 2017 GST is implemented. Accordingly firm to indicate GST rate & HSN/SAC Code
with proper document (scanned copy).

7. GUARANTEE / WARRANTY:-
Materials supplied are to be guaranteed for free replacement / repairs, against defective design,
material, workmanship for a period of 12 months from the date of commissioning of ship or 18
months from the date of receipt of material at GRSE, whichever is earlier. During the guarantee
period the vendor should attend to any defect within 48 hours of reporting and should replace the
defective part, free of cost, to make the equipment functional or the whole equipment is to be
replaced free of cost, if required, within one month of reporting.

Guarantee certificate indicating shelf life and date of manufacture are to be provided.

8. DELIVERY POINT:-
(i) Stores, GRSE Main Unit, 43/46 Garden Reach Road, Kolkata-700 024 or FOJ Stores, GRSE,
P-70,Karl Marx Sarani , Kolkata-700 043.
(ii) The items are to be delivered against proper delivery challan/ consignment note [In
quadruplicate] indicating purchase order details, material code no’s, Yard No. GRSE material Code
no., Yard No is also to be marked/tagged on the items and are to be clearly visible.
(iii) If items are being send through transport then instruct transporter to deposit one copy of
the receipted delivery challan with the ordering authority.
(iv) The delivery point may be changed depending on the construction schedule of the vessel.

9. DETERMINATION OF L1:-
L1 bidder will be decided on considering all charges on the Unit rate along with all taxes quoted.

10. PART ORDER:-


Ship wise Part Order is to be accepted by the supplier. L-1 BIDDER shall be decided on individual
ship wise basis.

11. TRANSIT INSURANCE:-


Transit Insurance will be arranged by you at your cost.

Ink signed copy of invoice and transporter’s L.R Copy to be forwarded by courier/speed post
immediately on despatch for issue of way bill. GRSE shall not be responsible for delay in issue of
way bill arising due to delay on receipt of above documents.
After delivery of the consignment waybill part II is to be issued and to be forwarded to GRSE
store. For generation of Waybill Part-II please visit www.wbcomtax.gov.in

13. PACKING:
All materials are to be properly packed to protect against ingress of water & dust and to withstand
transit damages/pilferages during transits. All packing/cases should be properly identified and
tagged. On board spares (if applicable) to be packed in a separate box and each item to be
tagged properly with your part nos. and GRSE code nos.

14. LIQUIDATED DAMAGE:-


In the event the supplier fails to complete the delivery of the ordered goods with in given schedule
stipulated in the order, the purchaser is entitled to have recourse to impose Liquidated Damages
viz. The supplier/vendor will be liable to pay the minimum liquidated damages @ ½% per week or
part thereof on the undelivered materials subject to maximum of 5% of the value of the order for
delayed part. To release L.D. amount GRSE will have the right to encash / revoke the Security
Deposit / Bank Guarantee.

15. ACCEPTANCE:-
It is not binding on the purchaser to accept the lowest or any tender. The purchaser reserves the
right to accept any of the tender or part of a tender without assigning any reason. The purchaser
reserves the right to split up the tender and place order for individual item with different suppliers.
The purchaser also reserves the right to order 25% more / less of the total tendered quantity.

16. RISK PURCHASE:-


If the materials are not supplied within the stipulated delivery period GRSE reserves the right to
cancel the order and procure the same or equivalent material from alternative source at your risk,
responsibility & cost.

17. CONDITIONAL OFFER :-


No conditional offer and hard copy of offer will be accepted.

18. FORCE MAJEURE:-


Standard Force Majeure Condition at the supplier's own works / establishment shall only be
accepted. The failure of the sub-contractors of the suppliers shall not be accepted as a Force
Majeure Condition. Vendor is to submit relevant proof / document well in time to buyer to inform
F.M. condition.

19. REJECTION :-
Rejection of materials and also the late delivery will affect further business with GRSE. No claim of
payment will be entertained (for rejected material) in case rejected items are not lifted back within
14 days from the date of rejection. Replacement against rejection is to be made by vendor Free of
Cost within 14 days of Store's intimation.

20. CANCELLATION OF ORDER :-

In the event of progress being poor, GRSE reserves the right to cancel the order & no cancellation
charges will be paid to the firm on this account.

GRSE reserves the right to reject the offer in case the scanned copies of DD for both
Tender Fees / EMD etc. are not attached in the offer.

21. ARBITRATION :-
i) If at any time, before during or after the contract period, any unsettled claim, question, dispute
or difference arises between the parties, upon or in relation to or in connection with or in any way
touching or concerning this order, the same shall be referred to the Chairman & Managing Director
("CMD" in short) of Garden Reach Shipbuilders & Engineers Limited ("GRSE Ltd." in short) for
appointment of a sole arbitrator for adjudication of the said disputes or differences, in accordance
with the provisions of the Arbitration and Conciliation Act, 1996.
ii) The CMD, GRSE Ltd. shall appoint a person, whom he thinks fit and competent, for adjudication
of the disputes or differences, as the Sole Arbitrator.
iii) Such arbitration shall, in all respects, be conducted in accordance with the provisions of the
Arbitration and Conciliation Act, 1996 and the rules framed there under or any statutory
modification or re-enactment thereof for the time being in force.
iv) The Award of the Sole Arbitrator shall be final, conclusive and binding upon the parties.
v) In the event of the death or resignation for any reason whatsoever of the said Sole Arbitrator,
appointed by the said CMD of GRSE Ltd., the CMD of GRSE Ltd., on an application from either of
the parties in this behalf, shall appoint in place of the outgoing Arbitrator, another person whom
he thinks fit and competent to adjudicate the said disputes and differences in accordance with
law.
vi) Also in the event an Arbitration award is set aside by a competent court on an application from
either party and unless otherwise ordered by the said court, the CMD of GRSE Ltd., on an
application from either party, shall appoint a person whom he thinks fit and competent to
adjudicate the disputes and differences in accordance with law.
vii) The cost of the arbitration, fees of the arbitrator, remuneration of the stenographer and clerk,
stamp paper etc. as shall be decided by the Sole Arbitrator, shall be shared equally by the parties.
The venue of arbitration shall be at Kolkata and unless otherwise decided by the parties or by the
Sole Arbitrator himself the venue shall be the premises of Garden Reach Shipbuilders & Engineers
Ltd. located at 43/46, Garden Reach Road, Kolkata - 700 024.
viii) The language of the proceeding shall be in English.

22. INDIVIDUALITY OF CONTRACT :-


This order shall be treated as an individual contract, shall not allow any general lien to the
portions and shall not get any prejudice in execution due to situation arising out of some other
contract that you may have with GRSE.

23. JURISDICTION :-
All disputes arising out of the contract if required to be referred to a court of law, the jurisdiction
of the case would be under Kolkata court irrespective of the location of the vendor.

24. COMPLIANCE WITH LAWS :-


Vendor is warranted that all goods purchased against the enquiry shall conform with all applicable
city, States and Central Laws, Ordinances and Regulations. Further, Vendor shall indemnify /
defend / relieve GRSE harmless from loss, cost of damage, by reason or any actual or alleged
violation thereof.

The Company shall not be liable under the Workmen's Compensation Act of 1923, in case any
employee or workmen of any Contractor receives injury while actually serving his employer in
connection with the latter's work inside the compound of GRSE Ltd.

You will have to submit bid in Two Part (Techno-Commercial Bid & Price Bid) in e- Procurement
mode where all data sheet will be available for download, need to fill up the required field and
upload the file. Price Bid need to be filled up in given Price Bid Data Sheet only, no other
attachment regarding price will be allowed if so then offer will be treated as cancelled.

In case of single part offer, GRSE reserves the right to reject the technical offer of the bidder not
confirming to the tendered requirement.

GRSE also reserves the right to split up the tendered quantity and place order on more than one
supplier.

Transaction fee of Rs.500.00 for first return & Rs.1,000.00 for subsequent return of bill with
inappropriate documents will be charged.

All other terms & conditions as per GRSE STACS.

25. SECRECY CLAUSE:-


All information given to the supplier for the execution of the order is to be treated as SECRET /
CONFIDENTIAL. The technical information, drawings, specification and other related documents
forming part of this Enquiry / order are the property of Purchaser and shall not be used for any
other purpose except for the execution of Order. Any information / drawing etc. shall not be
copied, transcribed, traced or reproduced in any other form or otherwise in whole / part or
duplicated, modified, divulged and / or disclosed, to a third party not misused, used in any other
form whatsoever without purchaser's prior consent in writing except to the extent required for the
execution of this order. At the time of tendering the purchaser has to give an undertaking in
favour of GRSE that in the event of any breach of the above provisions, he would make good of
any loss / cost / damage / any other claim whatsoever preferred by anybody to GRSE in this
respect.

26. PATENT RIGHT:-


GRSE shall be completely absolved of any responsibility towards any infringement of Patent Right
etc. i.e. a clear and quite possession of goods should take place with the passing of title on
execution of the order.

27.PERFORMANCE BANK GUARANTEE :-


(a) Materials / Equipment to be supplied are guaranteed for free replacement / repairs, against
defective design, material, workmanship for a period of 12 months from the date of
commissioning / using or 18 months from the date of receipt of material at GRSE, whichever is
earlier. During the guarantee period the vendor should attend to any defect within 48 hours of
reporting and should replace the defective part, free of cost, to make the equipment functional or
the whole equipment is to be replaced free of cost, if required, within one month of reporting.
(b) A Bank Guarantee covering 10% value of the contract is to be furnished before claim of
payment. Keeping the same valid for the above period from the date of despatch / supply of last
consignment GRSE reserves the right to invoke the above Bank Guarantee at any time during its
validity period in the event of any breach of terms stipulated in the order.

In case PBG is not submitted, 90% payment will be released & balance 10% after completion of
Guarantee Period of 12 months from the date of commissioning / using or 18 months from the
date of receipt of material at GRSE, whichever is earlier.

28.CONTRACT PERFORMANCE BANK GUARANTEE :-


You will submit 5% of ordered value as Contract Performance BG as per GRSE format (enclosed)
within 10 days after receipt of P.O. from Nationalised Bank. This B.G. will be released to you
immediately after execution of order in full. The B.G. will be encashed in case of failure to supply
the material in time, or if the progress of mfg. is found unsatisfactory at any point of time within
the contractual delivery date, without giving you any prior notice.

29.PROCEDURE FOR SUBMISSION OF BANK GUARANTEE:-


Bank Guarantee should be executed on the non-judicial stamp paper of Rs.50/- which should be
obtained in the name of the executing Banker. In case a single stamp paper of Rs.50/- is not
available, stamp paper of multiple denomination is acceptable provided serial no. of such stamp
paper are consecutive and are purchased on the same date. Bank Guarantee should be executed
strictly as per GRSE's Format. Any alteration in the writing is required to be authenticated by the
signatory executing the Bank Guarantee under official seal. BG must be submitted in banker's
sealed envelope directly to our Corporate Finance Dept.

30.RIGHT OF INVOCATION OF BANK GUARANTEE:-


GRSE reserves the right to invoke the Bank Guarantee at any time during its validity period in the
event of failure / delay in supply / breakage any sorts of operational complication of ordered
materials / breach of any terms of this contract.

31.PAYMENT TERMS:-
(A) FOR VALUE OF ORDER GREATER THAN RS. 1 LAKH –
100% against clear bill supported with ICGRN, GRSE Gate Receipted Challan through ECS / NEFT
mode supported by a PBG of 10% of order value in GRSE Format valid till expiry of Guarantee
Period. ICGRN will be issued only after receipt and acceptance of the item at GRSE.
OR
90% against clear bill supported with ICGRN, GRSE Gate Receipted Challan through ECS / NEFT
mode and balance 10% after expiry of guarantee period. ICGRN will be issued only after receipt
and acceptance of the item at GRSE.

Technical Terms & Condition

1. TECHNICAL SPECIFICATION & SCOPE OF SUPPLY :-

As per SOR no. RN/2113-17/HO/112 (02 Pages).

Firm must forward following documents along with technical offer, failing which the offer will be
treated as incomplete and hence, the firm shall be considered technically non-compliance.
Deviation if any is to be highlighted with justification:

(i) Compliance matrix duly filled-in as referred in Annexure-‘A’ of SOR.


(ii) Vendor must forward the sample for approval along with technical offer.

2. INSPECTION:-
[a] PVC Coated Nylon Fabric is to be inspected and approved at manufacturer’s works by Third
Party Inspection Agency (RINA), as per approved QAP.

[b] Within 03 weeks of receipt of order the firm is to forward QAP to GRSE (QA) for approval,
with a copy to Inspection authority. If already DQA approved QAP exists, a copy of same along
with approval letter is to be forwarded with the technical offer.

[c] Receipt Inspection will be done by GRSE (RIC).

[d] Valid test certificate for fire retardancy / flame resistance from Govt. approved test house
are to be furnished.

[e] Inspection & test certificate along with guarantee certificate indicating shelf life and date of
manufacture are to be provided.

3. TEST / GUARANTEE CERTIFICATE:-


(i) Valid test certificate for Fire Retardancy/Flame Resistance from Govt. approved test house
are to be furnished.
(ii) Inspection & Test certificate along with guarantee certificate indicating shelf life and date
of manufacture are to be provided.

1. Scope of Supply per Ship

PVC Coated Nylon Fabric shall conform to NCD 1453 and of width 1350mm.
Colour of the fabric should be white.

3. The material shall be delivered in a dry & clean condition and in water proof
packing.

4. Inspection Authority

4.1 PVC Coated Nylon Fabric is to be inspected and approved at manufacturer’s


works by Third Party Inspection Agency (RINA), as per approved QAP.

4.2 Within 3 weeks of receipt of order the firm is to forward QAP to GRSE (QA) for
approval, with a copy to Inspection authority. If already DQA approved QAP
exists, a copy of same along with approval letter is to be forwarded with the

Indian Navy and of its Contractors in the execution of
contracts for the Indian Navy.

1. This NCD Specification is sponsored by the Indian Navy,


Naval Headquarters, Director, Naval Architecture, Sena
Bhavan, New Delhi 110 011.

2. It is to be applied as required by any Min of Defence


contract for procurement of PVC coated Nylon Fabric for
awnings & gun covers.

3. If it is found to be technically unsuitable for any


particular requirement the Sponsorn is to be informed in
writing of the circumstances with a copy to Director, Naval
Architecture, Naval Headquarters, Sena Bhavan, New Delhi
110 011.

4. Any user of this Specification may propose an amendment to


it. Proposals for amendments which are

a) not directly applicable to a particular contract


are to be made to the sponsor of the NCD.

b) directly applicable to a particular contract are


to be dealt with using existing procedures or as
specified in the contract.

2.2 Reference in this specification to 15, BS, ASTM or NeD


specification means, in any tender or contract, the edition
current on the date of such tender or contract.

3. standard Pattern
3.1 The standard pattern held by the inspecting authorities
shall constitute the standard as regards to any particular
properties not defined in this specification.

4. Material
4.1 The PVC coated Nylon fabric is high tenacity nylon fabric
coated on both sides with PVC compound. It is a water proof
and flame proof fabric which is stabilised against V.V.
radiation and heat. It is also specially compounded to
resist attack by fungi.

4.2 The PVC coated nylon fabric shall be made out of the High
tenacity nylon yarn fabric and shall confirm to the follow-
ing particulars.

4.3 The PVC composition used for coating shall be suitably


pigmented to impact approved white shade. The colour
imparted shall be fast to light heat & washing. The coating
shall contain requisite quantities of low & high temperature
plasticizers with Ultra violet absorber, inhibitors, heat
stabilisers and flame retarding agents. The composition
shall be made in such a manner that it meets the end
properties laid out in para 5 below.

5~6 Resistance to accelerated agening as per IS 7016 (Part
VIII): The finished product after being subjected to accel-
erated ageing at a temperature of 70±10C for 168 hours in an
air oven should not show signs of softening, ~iffellin~,
tackiness, brittleness and discolouration. The breaking go'
strength of the coated fabrics shall not be less than.~ of
that determined by the same method ~ similar condition

5.7 Resistance t~ low temperature :(as per IS 7016 part-X) The


coat.ed fabric shall remain flexible and show no sign of
apgreciable stiffness when exposed to a temperature of minus
20 C ±ioC for 6 hours. The coating shall not crack when the
specimen is bent sharply, flat back, on itself at this
temperature.

5.8 Fusion: No crack should appear on the test specimen when


tested as per BS 3424-1973.

5.9 Volatility of Plasticizers: When tested as per method in


appendix Jof IS 1259, the loss of weight of the coated
fabric shall not exceed 4%. The coating shall show no sign
of exudation or stickiness.

5.10 Fastness of shade to washing: The fabric shall not change


in colour nor shall show any sign of bleeding of colour to
the attached piece of which cotton material when tested as
per IS 3361.

5.11 Fastness of shade to day light: The colour fastness when


tested in accordance with appendix D of IS 1259. The colour
fastness rating of any test piece is ndt to be less than
no.4 of the standard pattern of plain dyed woollen fabrics
as prescribed in IS~686-1957 .

. 5.12 Fastness to shade to perspiration: The rating shall be 4 or


bettern when the coated fabric is tested in accordance with
IS 971.

5.13 Fastness of shade to dry & wet rubbing: Coating on both


sides shall not stain the undyed cotton fabric when tested
separately as per method given in Appendix 'D' of IS 1259.

5.14 Abrasion resistance: When tested as per ASTM D 3886-80


(abrasion resistance by inflated diaphragm method) the
number of cycles registered before the fabric completely
wears off with H6 emery is a minimum of 4000.

5.15 Shrinkage: The coated fabric shall have shrinkage of not


more than 3% both in warp and weft direction when tested as
per Appendix F of IS 1259.

5.16 Adhesion of Coating: The proofing coating shall not sepa-
rate for more than 100 mm under a specified load of 2.75 kg
in any of the test piece taken when tested as prescribed in
appendix 'H' of IS 1259.
5.17 Resistance to heat and loss of mass of coating: When tested
in accordance with appendix 'B' of IS 1259, the sample shall
comply with the following:
i) The loss in weight as calculated on weight of coating
shall not exceed 4%.

ii) The test piece shall not show any appreciable change ln
Pliability nor sign of exudation or stickness.
5.18 Resistance to Flex Cracking: When tested according to
method described in clause 4.8 of IS 1259, the fabric shall
withstand 40,000 numbers of flexing cycles and shall show no
cracking.
5.19 Resistance to ultra violet radiation: Fabric shall not loss
"more than 10% in warp and 15% in weft direction of its
original breaking strength on exposure to ultraviolet
radiation. For checking this the fabric shall be e;xposed

6. Wor~nf;bip & Finish


6.1 In appearance, general workmanship, finish and in all other
respect not defined in this specification. The PVC coated
Nylon fabric shall conform to the standard pattern.

7. OUalityControl
7.1 Quality control shall be exercised by conducting necessary
test as per standard mentioned in clause 5 above. Over and
above these test, the inspectors shall be free to conduct
any other test deemed necessary with a view to ensure that
the work conforms to the specification.

8. Pre-inspection
8.1 The manfacturer/supplier must satisfy themselves that the
stores are in accordance with the terms of contract and
fully conforms to the required specification by carrying out
a thorough pre inspection of all the materals before
.actually tendereing the same for inspection to the
inspecting officer at the pilot sample stage. The features
checked/tested along with test certificate are to be
submitted along with the request for inspection and
clearance of material for the pilot sample.

9. Inspection
9.1 The inspectors shall be free to inspect the ingredients of
cladding fabric at any stage of manufacture namely:
a) Pre production stage.

h) Production stage.

c) stage of preparation for delivery.

9.2 The manufacturer shall provide all facilities free of charge


for carrying out the inspection.

9.3 No part of the work shall be repaired or rectified without


the approval of the inspection authority.
9.4 If an examination of any sample from any portion of the
consignment is found to be not fully in accordance with this
specification, the whole supply may be rejected.

10. Packing
10.YThe matrial shall be delivered in a dry and clean condition
and in a roll 85%piece length of 40m and 15% of order in
piece length of 15m and above.
10.2 The material shallbe supplied in water proof packing which
would prevent ingress of moisture. The store shall be
securely p~cked free of any additional cost to avoid loss
and damage during transit to the satisfaction of inspectors.

10.3 Packing & marking on the packages shall be in accordance


with the schedule furnished by the inspecting authority
where considered necessary.

11. Marking
11.1 Each roll shall have the reference ,to the contract
particulars, date of manufacture, lot No., weight and size
of the cloth contained in each roll painted/stamped legibly
on it at both end. The number of such rolls to be contained
in each standard package to be as prescribed by the
inspectors.
11.2 Each package shall have the weight and identification number
clearly painted in Arabic Figure 38 mm high. Also on each
package detail giving the following information shall be
stamped or painted.

a) Manufacturer's name.

b) Description of material & Patte No.

c) Weight of consignment.
d) Manufacturing lot no. & date of manufacture.

e) Any other partlculars required by the inspecting


officer.

Refer to NHQ letter of even No. dated 09 May 97, regarding introduct,ion of PVC
coated Nylon material conforming to NCD 1453 for manufacture of ship's awnings.

2. The pve coated Nylon material has been further evaluated for use as ships gun!
equipme1t covers. Users trial were'undertaken at HQ\VNC. The performance has been
fou nd to be satisfactory during the trials over a period of more than:. years.

3. I~ has therefore been decided to use pve coated Nylon material conforming to
NCD 1453 for manufacture of gun & equipment covers also.

4. The PVC coated Nylon material conforming to specification NCD 1453 has been
allotted DS Cat No. 8305003026 and th~ probable sources of supply are as follows
