CHANNEL AND HARBOUR DEPTHS

The access channels to the Port of Townsville have a total length of 6.4 nautical miles. The channel is 92 metres
wide and has a depth of approximately 11.7 metres below Lowest Astronomical Tide (LAT).

Depths alongside the wharves vary according to the requirements of the individual trade using the wharf.

All vessels in the Outer Harbour are required to maintain a minimum under keel clearance (UKC) of 1.3 metres at
all times.

Vessels alongside every berth in the Inner Harbour are required to remain afloat at all times with a minimum
clearance of 0.50 metres.

DRAFT/MINIMUM UNDER KEEL CLEARANCE (UKC)

The diagram below indicates the relationship between the Draft, UKC, Tide and Depth.

Generally, if the draft exceeds 10.4 metres, a tidal window may exist and a draft check should be made with the
Duty Pilot.

This UKC increases with dead weight. The maximum draft varies from time to time depending on the available tide
in the navigational channels and the harbour.

OPERATING INSTRUCTIONS
Applications to Berth
Applications to berth in the Port of Townsville must be received by Port Control no later than 48 hours prior to the
vessel’s estimated pilot boarding time (or estimated arrival time in channel for pilot exempt vessels). Blank
“Applications for Berth in the Port of Townsville” may be obtained by contacting port control.

Berthing Signal
A quick flashing green light at day/night indicates the position of the vessel’s bridge.

Bunkering
Bunker fuel oil is available through pipelines at berths 1, 3, 7, 8 and 9. Distillate is available through pipelines at
Berth 1 subject to oil company approval. Road tankers are used to bunker small ships at other berths. Permission
in writing must be sought from Port Services Officer, prior to the bunkering operations of any vessel within the port.

Dangerous Goods
For all dangerous cargoes, there is a requirement to make application to both Maritime Safety Queensland and
Townsville Port Authority. No person shall cause the handling, storing and transportation of dangerous goods in or
through the port, without prior written application from the Authority’s Manager Marine Services or his/her
representative, at lease 48 hours before cargo arrives in port.

Dangerous cargo must be handled in accordance with Townsville Port Authority Rules. For further information
contact the Manager - Marine Services.

Density of Seawater
The average density of seawater in Townsville in 1025 kilograms per cubic metre.

Disposal of Garbage
Port of Townsville provides daily garbage collection services for both quarantine and non-quarantine garbage. A
garbage collection vehicle will call at each ship that has ordered the service before 0800 hours each day or at other
times as directed by the Quarantine Officer. All garbage must be kept in sealed plastic bags on board the vessel
until the arrival of the collection vehicle. The ship’s crew is required to deliver garbage to the collection vehicle.
Bags will be supplied on arrival of the vessel.

Electric Power
Shore power connections are available at No. 2, 3 and 4 Berths at 100 amperes, 415 volts, and at all other berths
(except No.10 Berth) at 60 amperes 415 volts. A portable generator, 260 KVa, 415 volts is also available.

Emergency Services
For Fire, Ambulance or Police dial “000”.

Fire Fighting
Hydrants and hose reels are located at all berths. Around the port there are 19 fire hydrants in conspicuous red
boxes that are connected to the flaked hoses with spray nozzles and are fed by salt water pumps. The opening of a
hydrant brings an electric pump into operation. Fire fighting monitors with foam making capabilities are also
provided at Number 1 Tanker Berth.

Fire fighting monitors (towers and nozzles) are supplied by two (2) large diesel pumps located at the end of Berth
2. The monitors can be activated and operated by remote control from Port Control Tower. The tugs “Giru” and
“Werra” are equipped as fire fighting platform. Fire fighting foam for use on oil fires is stored in the port and
adjacent oil tank farms.

The various oil terminals at Townsville have in stock over 10,000 litres of foam concentrate. Stocks of over 40,000
litres of foam concentrates are stored at other locations throughout the city. Fire fighting foam stocks available in
the immediate port area are as follows:

Manifests
It is an offence for an agent or Master or other person in control of a ship, not to lodge a true and accurate manifest
of goods loaded to or unloaded from a ship and/or transhipped at the port within 24 hours of loading, unloading or
transhipping operations.

Notice of Arrival
Vessels bound for the port are required to advise their ETA to Port Control 48 hours prior to arrival and submit an
application to berth.

Oil Spillage Equipment


Floating booms and oil skimming devices are available to respond to oil spills. Oil absorbent pads are used for
minor spills. Oil spill equipment should be deployed in accordance with the Port of Townsville Oil Spill Contingency
Plan.

Oil Spill Procedures


In the event of an oil spill, you must immediately notify the Duty Officer of the spillage on Phone: (07) 4781 1683.
Following assessment, the area may be enclosed with booms and depending of the amount of oil, may be
removed, either by absorbent pads or skimmers. Please note that it is an offence not to notify the Duty Officer or
not to comply with the directions of an Authorised Officer in the event of an oil spill. All costs of response will be
borne by the polluter.

Port Busy Signals


A red occulting light every 2.5 seconds (Oc.R.2.5s) will be exhibited by day and night from the Port Control Tower

in approximate position 19 15.227’E during large vessel arrivals, departures or removals within the Harbour or
during an emergency. To obtain clearance, mariners are requested to liaise with Townsville Port Control on VHF
channel 8 or 12.

Port Notices & Emergency Responses for Port Users


The business operations of the port are regulated by the above. This reference document contains instructions for
the Orderly Conduct of Business and Public Safety in the Port of Townsville. Copies are available on request.

Port Security
Port Control operates 24 hours, 7 days a week. The port area is also under 24 hour electronic surveillance and
patrols.

Pratique/Health Regulations
Townsville is a first port of entry and notification of quarantine inspection is required. Requirements should be
made not more than 24 hours or less than 12 hours in advance. Inspections may be carried out at all hours at the
wharf or at the quarantine anchorage, at the discretion of the Quarantine Officer. Rat guards are to be maintained
on all mooring lines while vessels are berthed in the Townsville Port.

Roads and Railway Lines


All berths are accessible to road transport, whilst berth 3 is serviced by railway lines integrated with the State
railway system.

Services
Following completion of berthing operations, a Port Services Officer will deliver to the ship forms to be completed
by the Master giving particulars of the ship. It will also list services such as power, water and garbage collection
that the ship may order during its stay in the port.

Ship Repair
A slipway situated on the eastern side of Ross Creek operated by Curtain Bros., is capable of accommodating
vessels to 67 metres in length and 800 tonnes (dead weight). A modern ship repair workshop is attached which
has a lathe for shafts up to 7.2 metres in length.

Stevedoring Labour
Several stevedoring companies engage their own labour under enterprise agreements. Working hours can be
arranged with the stevedoring company up to a continuous 24 hours per day, 7 days per week.

Tides (LAT)
Spring high water tides rise from 2.8 to 4.0 metres, neap high water tides rise from 1.5 to 2.8 metres; the smallest
neap range of about 0.3 metres, occurs about two days before the moon’s third quarter. The diurnal inequality of
0.9 metres chiefly affects high water, and is the largest when the moon’s declination is large and altogether absent
when the moon is on the equator.

When the sun has south declination the higher tides at springs occur during the day, and when in north declination,
at night. Also, when the sun is south, the high tide of the Lunation is at new moon, and when north, at full moon.
When Perigee occurs, about the time of a full or new moon, the tides are at the highest.

Tide Boards
Tide boards, showing the height of the tide about chart datum are established on the P2 and P14 Beacons, on a
pile off the western breakwater, at the outer end of each pier and in Ross Creek on a pile next to Queensland
Transport’s jetty. Automatic tide gauges are situated at Berth 10 and the North Cardinal Beacon.

Time Zone
Time is Eastern Standard Time and equates to G.M.T. + 10 hours. All E.T.A. or other messages should be made in
local time.

Tugs are an aid to the safe and efficient manoeuvring of ships in confined waterways. The number of tugs required
will be as per the schedule contained within the Port Procedures Manual or at the discretion of the Pilot or Regional
Harbour Master (see contact details in back directory).

Water Supply
Fresh Water is available at all berths.

Weather
The prevailing winds tend to be easterly to south easterly. Although calmer conditions occur during the winter
months, conditions may become very difficult during the summer months when the sea breeze augments the
prevailing south easterlies.

Weighbridge
A 60 tonne weighbridge facility is available at the Capricorn Barge Company terminal on Ross Street, South
Townsville. This facility is available 24 hours, by arrangement.

All buoys in the bay are liable to a change of position. The positions given must, therefore, be regarded as

Datum
Tidal Datum changed from Low Water Datum (LWD) to Lowest Astronomical Tide Datum (LAT) with the tidal
predictions on 1 January 1994.
To convert LWD levels to LAT levels, add 0.28 metres to LWD levels. To convert LWD sounding to LAT sounding
subtract 0.28 metres from LWD soundings.

Entrance Channel
Depth in the 92 metre wide entrance channels, which are marked by pairs of lighted beacons, is 11.7 metres at
LAT, however this is subject to change. Refer to Port Control for current depths.

Inner Harbour Swing Basin


The swing basin within the harbour breakwater is an elliptical basin 440 metres maximum diameter.

Outer Harbour Swing Basin


Arrival
The swing basin o f r ships arriving into the outer harbour has a minimum diameter of 352 metres and a design
depth of 8.5 metres LAT (subject to change). Refer to Port Control for current depths.

Departure
The departure channel for the outer harbour has a design depth of 11.7metres LAT (subject to change). Refer to
Port Control for current depths.

Pilotage within the Townsville pilotage area


is provided by Maritime Safety Queensland.

Unless a Master is the holder of a current


Certificate of Exemption, pilotage is
compulsory.

Vessels requiring the service should advise


Maritime Safety Queensland. Pilotage is
available 24 hours a day, 7 days per week,
subject to notice.

STORAGE FACILITIES

OIL major oil companies operate terminals in close proximity to the port

RAW SUGAR two storage sheds of 285,000 tonnes total capacity are located adjacent to No. 9 wharf
and a new 400,000 tonne shed is due for operations in the latter half of 2003

MOLASSES four bulk storage tanks of 60,000 tonnes total capacity, located adjacent to No. 4 wharf

CAUSTIC SODA one 5,000 tonne storage tank, located adjacent to No. 4 wharf

CONCENTRATES 170,000 tonne covered storage area, located adjacent to No. 7 wharf

CEMENT one 30,000 tonne bulk cement storage silo, located in the Eastern Port Development Area

CHEMICALS two sulphuric acid storage tanks of 17,000 tonnes total capacity (1 x 5,000, 1 x 12,000
tonne capacity), located in the Eastern Port Development Area

LP GAS five LPG storage tanks with a total capacity of 1,250 tonnes.

FERTILISER one 90,000 tonne covered storage shed, located in the Eastern Port Development Area

SULPHUR one 10,000 tonne covered storage shed, located in the Eastern Port Development Area

Open Space storage for Crude Lead, Refined Copper, refined Zinc and other cargoes.

COLD STORAGE FACILITIES

Cold storage facilities are operated by Harbourside Coldstores Pty Ltd with a capacity of approximately 5,000
tonnes adjacent to the port (Boundary Street). Harbourside also has 1.5 hectares of land for further expansion of
capacity when the demand necessitates.

CONTAINER TERMINAL STORAGE

No. 3 berth, with an area of 1.2 hectares has storage accommodation for 184 dry containers.

No. 10 berth, with an area of 2.6 hectares can accommodate 400 containers, 18 of which may be connected to
refrigeration power outlets.

Northern Shipping and Stevedoring’s terminal has an area of 1.6 hectares capable of holding 25 refrigerated
containers and 1200 dry containers.

WHARF SHEDS

One shed may be available for hire, at No. 8 Berth. Warehousing is also available within 4 km of the wharves.

MOBILE CARGO HANDLING EQUIPMENT

Individual stevedoring companies have an extensive range of mobile cargo handling equipment including forklifts,
tractors, trailers (container), loaders and earth-moving equipment.
