Dear Secretaries

I am a member of the ANC in Nomagqwathekana Branch situated in Ward 20 under Mbizana Sub
Region. I am writing this appeal bringing to your attention the improper application and
contravention of part B (Process towards convening the BGM) of the REVISED ANC GUIDELINES On
BGMs, BBGMS, and REGIONAL, PROVINCIAL AND NATIONAL CONFERENCES AS ADOPTED BY
SPECIAL NEC MEETING HELD ON 23 AUGUST 2022 which read as follows:

Part B (Paragraph 12)

“Where a BGM does not quorate after its first attempt, the BEC must give at least 48 hours’ notice to
all eligible members of the second and third attempt to hold the BGM”.

 On the 5th October 2022 ANC Ward 20 convened its BGM to prepare for the National
Conference as per the guidelines. The Meeting however did not meet quorum which forced
the meeting to be postponed before the meeting even getting started.
 After few days a preliminary report was released confirming that our branch indeed did not
qualify due to quorum
 Since then no BGM notice was ever publicized, convened or communicated as per the above
guidelines of the Conference
 However according to the final report on BGMs that has recently been released, it appears
that ANC Ward 20 BGM was convened on the 13 October 2022, which is an inaccurate, false
and fraudulent information.
 There was no BGM convened on the said date. This fact can be confirmed by myself as well
as other members of the branch

Conclusion

 Considering the subjective nature of in which some of the fundamental processes of the
meeting were handled, it is sufficient to conclude that serious transgression and fraudulent
activities took place.
