Sub: Status of pending recovery cases for Quarter Ending 31.03.2020 & 30.06.2020
for information to the Board.
The status of pending project loan recovery cases filed by HUDCO against the various
defaulting Borrowing agencies, for Quarter ending 31st December 2019 was put up for the
information of the Board vide Item No. 622.04 in its meeting held on 11.06.2020. Further,
it was also informed to the Board that during the financial year an amount of Rs.543.28 cr.
has been recovered (Rs.28.45 cr. during quarter ending June, 2019, Rs.291.72 cr. during
quarter ending September, 2019, Rs.150.95 cr. during quarter ending December, 2019
and Rs.72.14 cr. during quarter ending March, 2020).
In the aforesaid background, the status of recovery in the pending Court Cases w.r.t.
project loan filed by HUDCO against the various defaulting Borrowing agencies, for the
Quarter ending 31st March, 2020 and 30th June, 2020 has been obtained from Laon
Accounts Wing and enclosed as Annexure-I to the Board Note. It may be mentioned that
an amount of Rs. 1,92,93,777.98 was recovered during the quarter ending 30.06.2020 as
compared to an amount of Rs.69,06,27,452.00, which was recovered during the quarter
ending 31.03.2020. It is pertinent to mention that due to Nationwide lockdown because of
COVID pandemic, the Tribunals/ Courts are also not working regularly and taking up
urgent important cases only, through virtual hearing. As such, the recovery process
through legal recourse is slow down and showed a negative trend in total amount
recovered in the quarter ending 30.06.2020 in comparison to corresponding quarter
ending 31.03.2020.

After obtaining the information from all the Regional Offices, the status of pending recovery
cases for the quarter ending 31.03.2020 & 30.06.2020 is compiled and comprehensive
statement is attached as Annexure-II to the Board Note.
Further, as informed by ROs, no new case has been filed by HUDCO in this quarter for
recovery of its dues before the DRT/Courts. Thus, currently 144 court cases are pending
for the quarter ending 31.03.2020 & 30.06.2020. Further, no New case has been filed by
HUDCO in this quarter.Thus, effectively 144 cases are pending as on 30.06.2020.

Progress of all the above pending cases is also being reviewed time to time through
audio/video conferencing / Law officers training programme etc. and Regional Chiefs and
Law Officers are regularly advised for taking all necessary steps to follow-ups/ pursue the
pending cases in consultation with dealing advocate(s), for early recovery of HUDCO dues
from defaulting agencies.
