1.0 DESIGN CRITERIA
i) Cl. 4.2.5 of OISD 117
The installations storing Class A petroleum in above ground tanks shall have fixed water spray
system.
However, installations above 1000 KL storage fulfilling the following both conditions are exempted
from the provision of fixed water spray system
a) APPLICATION DENSITY
i) Cl. 4.3.2.1 (i) of OISD 117 :
• Water flow calculated for cooling a tank on fire at a rate of 3 lpm/m² of tank shell area.
• Water flow calculated for exposure protection for all other tanks falling within a radius of (R+30) m from
centre of the tank on fire (R-Radius of tank on fire) and situated in the same dyke at a rate of 3 lpm/m²
of tank shell area.
• Water flow calculated for exposure protection for all other tanks falling outside a radius of (R+30) m
from centre of the tank on fire and situated in the same dyke at a rate of 1 lpm/m2 of tank shell area.
• For water flow calculations, all tanks farms having class A or B petroleum storage shall be considered
irrespective of diameter of tanks and whether fixed water spray system is provided or not.

2.0 SHORTCOMINGS OF THE OISD STANDARD
The standards do not identify the following:
i) Which portion of the tank to be cooled?
ii) Whether roof to be cooled?
iii) How many rings have to be provided?
iv) What should be the spacing between rings?
v) What should be the spacing between nozzles?
vi) How a tank will receive water both at 3 LPM/ M2 and 1 LPM/M2?
vii) What will be the protection basis for roof?
viii) What is the maximum permissible velocity in the piping?
ix) What is the range of pressure requirement in the nozzles?
The oil industry in India is nearly 100 years old. As such a variety of practices have been in vogue because of
collaboration/association with different foreign companies and governments. Standardization in. design
philosophies and operating and maintenance practices at a national level was hardly in existence. This coupled
with feedback from some serious accidents that occurred in the recent past in India and abroad, emphasized the
need for the industry to review the existing state of art in designing, operating, and maintaining oil and gas
installations.
With this in view, Oil Industry Safety Directorate (OISD) was established in 1986 staffed from within the industry in
formulating and implementing a series of self regulatory measures aimed at removing obsolescence, standardizing
and upgrading the existing standards to ensure safer operations. Accordingly, OISD constituted a number of
functional committees comprising of experts nominated by the industry to draw up standards and guidelines on
various subjects.
The present document on fire protection facilities for petroleum Depots, Terminals and Pipeline installations is the
amended edition of the document prepared by the Functional Committee on ''''Fire Protection Facilities For
Petroleum Depots, Terminals, Pipeline Installations And Lube 011 Installations" which was published in July,
1989. This document is prepared based on the accumulated knowledge and experience of industry members and
the various national and international codes and practices. It is hoped that the provision of this document will go a
long way to improve the safety and reduce accidents in the Oil and Gas Industry.

5.0 AMENDMENT IN OISD 117
This standard was first released in 1989. Subsequently, with the advent of widespread automation in these types of
locations and quantitative increase in storage capacities to satisfy the growth in demand, subsequent revision was
issued in Aug 2007. Further amendments to the same were issued in July 2008 and last in October 2010 which
emanated out of the in-depth analysis of the recent major fire incident by an expert committee.
This amendment, issued now in July 2012, incorporates the duly optimized recommendations, over and above the
October 2010 amendment, emanating out of the in-depth analysis by a series of high power committees constituted
in this context in addition to the inputs from the Safety Council of OISD to bring in further clarity after weeding out
ambiguities. In this amendment, substantive additions had been made in critical firefighting and mitigating systems
after optimizing the same. Attempts had also been made to align the standard to international codes of design,
practice and certification.
This SILENT FEATURES of OISD 117 is as follows:

i) Height < 10.0M : Total water @ 3 LPM/M2 applied (No provision for water conservation i.e. 1
LPM/M2 & 3 LPM/M2)
NO PROTECTION ABOVE WIND GIRDER.
ii) Height >10.0M & <15.0M : If number of nozzles are retained as same in both the rings then ‘K’ factor
of nozzles will be different in two rings.
Water conservation possible with 30% in top ring (i.e. 0.9 LPM/M2) and
70% in bottom ring (i.e. 2.1 LPM/M2)
Height wetted by Spray System (direct impingement) is 4M which is 27% of
tank height (considered as 15M)
NO PROTECTION ABOVE WIND GIRDER.
iii) Height >15.0M &<20.0M : If number of nozzles are retained as same in all the rings then ‘K’ factor of
nozzles will be different in the bottom ring.
Water conservation possible with 25% in top ring (i.e. 0.75 LPM/M2) and
75% in bottom two rings (i.e. 2.25 LPM/M2)
Height wetted by Spray System (direct impingement) is 6M which is 30% of
tank height (considered as 20M)
NO PROTECTION ABOVE WIND GIRDER.

B) FOR CONE & CONE CUM FLOATING ROOF TANKS
ii) Height >10.0M & < 15.0M : If number of nozzles are retained as same in both the rings then ‘K’ factor
of nozzles will be different in two rings.
Water conservation possible with 50% in top ring and roof (1.5 LPM/M2)
and 50% on bottom ring (1.5 LPM/M2).
iv) Height >15.0M & < 20.0M : If number of nozzles are retained as same in all the rings then ‘K’ factor of
nozzles will be different in the bottom ring.
Water conservation possible with 45% in top ring and roof (i.e. 1.35
LPM/M2) and 55% in bottom two rings (i.e. 1.65 LPM/M2)
IN-VIEW OF ABOVE PREVAILING PRACTICE CANNOT BE ADOPTED ANY FURTHER FOR COMPLIANCE WITH

1.0 CL. No. 9.0 of PREFACE
“Experiments have proved that the rule for the exposure protection contemplate emergency relieving capacity for
vessels based upon a maximum allowable heat input of 16,290 K.cal/hr./Sq.M (6,000 BTU/ hour/Sq.ft.). In other
words, it is expected that the heat input rate to the contents of an unprotected tank will be reduced from in excess of
54,300 K.cal/hr/sq.M. (20,000 BTU/Hr./Sq.ft.) to something of the order of 16,290 K.cal/hr.lsq.M) (6,000
BTU/hr./sq.ft.) for a water sprayed tank. Similarly, the tank shell temperature which shall not preferably exceed 343°
C (650° F), can be brought down to 100° C (212° F) by water spray system.”
Medium Velocity Water Spray Systems are installed to control the burning and to provide cooling and/or exposure
protection to such risks where extinguishment is always not possible or even desirable e.g. fires involving flammable
fluids having flash points below 65° C (150° F). These 60° C systems are also used sometimes for power station
applications in coal conveyors, cable galleries etc.
a) Cl. No. 4.6.2.1 : The complete exposed area of the vertical storage vessel shall need to be protected
at a uniform density of water application.
b) Cl. No. 4.6.2.3 : The protection piping network shall fabricated in the form of by horizontal rings at
regular intervals and vertical feeder mains
c) Cl. No. 4.6.2.4 : The conical/flat roof shall also be protected by water spray system. For this purpose,
sprayers shall be connected through an explosion relief valve assembly which
enables sprayer piping on the top of the vessels to be blown off in the event of an
explosion without obstructing the sprayers cooling the vertical sides
d) Cl. No. 4.6.2.5 : Vertical mains shall be solely used as feeder mains only and sprayers shall be
installed on the horizontal rings.
e) Cl. No. 4.6.2.6 : The sprayers shall not be less than 6 mm in orifice and shall normally have cone
angles between 60° and 125° for vertical sides. For the conical roof/flat roof, wider
angle sprayers with higher 'K' factor is recommended to reduce the number of
sprayers and consequently the weight of piping over the tank.
f) Cl. No. 4.6.2.7 : Minimum and maximum operating pressures in the net work shall be 1.4 bars and
3.5 bars respectively.
a) Cl. No. 4.6.3.1 : Water shall be applied at a rate of not less than 10.2 LPM/M2 of the exposed area of
the tank shell and the roof. The product pipes within the bund shall also receive
water at this density.
Note1: Supporting legs if any, shall also receive water at the same density
irrespective of whether they are insulated or not.

5.0 DISTRIBUTION OF SPRAY SYSTEM
a) Cl. No. 4.6.3.2 : a) Sprayers shall be spaced at not more than 2.5 M in the rings when measured
along the curved surface of the vessels.
d) Sprayers protecting the roof must be located in such a way that the extremities of
their spray pattern shall at least meet.
f) Spacing of sprayers for product pipes within the bund shall not exceed 3 M and
sprayers shall be at a distance of not more than 800 mm from the pipes.

1.0 DESIGN OBJECTIVE
i) Extinguishment of fire by water spray is accomplished by cooling, smothering from produced steam,
emulsification of some liquids, dilution in some cases, or a combination of these factors.
ii) Control of fires is accomplished by an application of water spray to the burning materials; producing controlled
burning. The principle of control can be applied where combustible materials are not susceptible to complete
extinguishment by water spray or where complete extinguishment is not considered desirable.
iii) Effective exposure protection is accomplished by application of water spray directly to the exposed structures
or equipment to remove or reduce the heat transferred to them from the exposing fire. Water spray curtains
are less effective than direct application but can, under favorable conditions, provide some protection against
fire exposure through subdivision of fire areas: Unfavorable conditions can include such factors as windage,
thermal updrafts, and inadequate drainage.
iv) Start of fire is prevented by the use of water sprays to dissolve, dilute, disperse or cool flammable materials
or to reduce flammable vapor concentrations below the lower flammable limit (LFL).
It has been established that un-insulated vessels, under average plant conditions, enveloped with flame can be
expected to absorb heat at a rate of at least 20,000 Btu/hr/ft2 (63,100 W/m2) of exposed surface wetted by the
contents. Un-wetted, un-insulated steel equipment absorbs heat rapidly, and failure occurs from overpressure or
overheating, or both, when such equipment is exposed to fire.
The application of water spray to a vessel enveloped by fire will reduce the heat input rate to a value on the order
of 6000 Btu/hr/ft2 (18,930 W/m2) of exposed surface wetted by the contents where the unit rate of water application
is 0.20 gpm/ft2 [8.2 (L/min)/m2] of exposed surface. The 6000 Btu/hr/ft2 (18,930 W/m2) rate was also established in
Rubber Reserve Company Memorandum 123.

3.0 DESIGN GUIDELINES
The Design Guidelines as indicated in Cl. 7.4.2 of NFPA 15 are as follows:
7.4.2.1 : Water spray shall be applied to vessel surfaces (including top and bottom surfaces of
vertical vessels) at a net rate of not less than 0.25 gpm/ft2 [10.2 (L/min)/m2] of exposed
surface.
7.4.2.2* : Where rundown is contemplated, the distance between nozzles at different levels or
elevations, protecting vertical or inclined surfaces, shall not exceed 12 ft (3.7 m) as
measured along the surface.
7.4.2.3* : The horizontal distance between nozzles shall be such that spray patterns meet or
overlap at the protected surface.
7.4.2.4* : Spherical or horizontal cylindrical surfaces below the vessel equator shall not be
considered wet table from rundown.
7.4.2.5* : Where projections (manhole flanges, pipe flanges, support brackets, relief valves, etc.)
will obstruct water spray coverage, including rundown on vertical surfaces, additional
nozzles shall be installed around the projections to maintain the wetting pattern that
otherwise would be seriously interrupted.
7.4.2.6* : All un-insulated vessel skirts and any un-insulated steel saddles greater than 12 in.
(305 mm) high at the lowest point shall have water spray applied on one exposed (un-
insulated) side, at a net rate of not less than 0.25 gpm/ft2 [10.2 (L/min)/m2].

1.0 CONFIGURATION OF SYSTEM
As per OISD 117 (4.3.9 (ii)) every tank is to be designed in such a way that it can receive both 1 LPM/M2 as well as
3 LPM/M2 but does not specify how many rings to be provided.
OPTION-1 : One ring designed for 33.34% flow (i.e. 1 LPM/M2) and other ring designed for
66.66% flow (i.e. 2 LPM/M2).
OPTION-2 : Top ring designed for 33.34% flow (i.e. 1 LPM/M2) Middle ring designed for 33.33%
flow (i.e. 1 LPM/M2) and Bottom ring designed for 33.33% flow (i.e. 1 LPM/M2).
Since OPTION-1 will necessitate different ‘K’ factor nozzle in two rings the same cannot be adopted and not
considered.
AS SUCH OPTION-2 i.e. THREE RINGS IS THE ONLY BASIS WITH EQUAL FLOW THROUGH EACH RING
“SPRAY NOZZLES SHALL BE DIRECTED RADIALLY TO THE TANK AT A DISTANCE NOT EXCEEDING
0.6M FROM THE TANK SURFACE. ONLY ONE TYPE AND SIZE OF SPRAY NOZZLE SHALL BE USED IN
A PARTICULAR FACILITY.”
“WATER SPRAY SHALL BE APPLIED TO VESSEL SURFACES (INCLUDING TOP AND BOTTOM
SURFACES OF VERTICAL VESSELS AT A NET RATE OF NOT LESS THAN 0.25 GPM/FT2 (10.2 LPM/M2)
OF EXPOSED SURFACE.”
“WATER SHALL BE APPLIED AT A RATE OF NOT LESS THAN 10.2 LPM/M2 OF THE EXPOSED AREA OF
THE TANK SHELL AND THE ROOF. THE PRODUCT PIPES WITHIN THE BUND SHALL ALSO RECEIVE
WATER AT THIS DENSITY”.

4.0 AREA FOR DIRECT IMPRINGEMENT
The international practice is 10.2 LPM/M2 whereas OISD stipulation is 3 LPM/M2. Apparently it appears that there
cannot be any comparison and OISD stipulation cannot be technically established.
This is not true since as per OISD only top portion of the storage tank is provided with Water spray system since
the fire occurs at the top surface in case of a rim seal fire in floating roof or product (vapour) fire in a fixed roof tank.
As such OISD 117 stipulation is also technically correct as long as the density at the application point is 10.2
LPM/M2.
THIS MEANS IF THE TOTAL WATER IS APPLIED TO TOP SURFACE (0.29 TIMES OF HEIGHT) THE
APPLICATION RATE WOULD BE 10.2 LPM/M2.

1.0 BASIS
Since the existing installations have been provided with system as per prevailing practice and attempt has been
made only to the extent to comply with OISD 117.
CATEGORY – II : TANKS OF HEIGHT 10M AND ABOVE AND LOWER THAN 15M HEIGHT.
CATEGORY – III : TANKS OF HEIGHT 15M AND ABOVE AND UPTO 20M HEIGHT
CATEGORY – I SYSTEM would have only on ring connected to feeder at both sides for discharging 100% flow
(3LPM/M2)
CATEGORY – I SYSTEM has been considered for tanks up to 9.9M height irrespective of diameter as indicated in
ANNEXURE-I and scheme is indicated in SKETCH NO : SK-MVWS-1
CATEGORY – II would have one ring connected to an independent feeder for discharging 50% flow (1.5 LPM/M2)
and one more ring connected to another independent feeder for discharging 50% flow (1.5 LPM/M2)
CATEGORY – II SYSTEM has been considered for tanks from 10M height to 15M height irrespective of diameter as
indicated in ANNEXURE-II and scheme is indicated in SKETCH NO: SK-MVWS-2
CATEGORY – III would have THREE RINGS each designed to discharge 33.34% flow (1 LPM/M2). The TOP RING
is designed to discharge 33.33% flow (1 LPM/M2). The TOP RING shall be connected to one dedicated feeder while
other two rings would be connected to other feeder and each rings are designed to discharge 33.33% flow (1
LPM/M2).
CATEGORY – III SYSTEM has been considered to all tanks having height from 15M height to 20M irrespective of
diameter as indicated in ANNEXURE-III and scheme is indicated in SKETCH NO: SK-MVWS-3
i) Cl. 4.2.5 : The installations storing Class A petroleum in above ground tanks shall have fixed water spray
system.
However, installations above 1000 KL storage fulfilling the following both conditions are exempted
from the provision of fixed water spray system:
• Aggregate above ground storage of Class A & B petroleum up to 5000 KL.
• Floating roof tank storing Class A petroleum having diameter up to 9 m.
Cl. 4.2.6 : Class 'B' above ground Petroleum storage tanks (fixed roof or floating roof) of diameter larger than 30
m shall be provided with fixed water spray system.
Cl. 4.2.7 : When Class A & B above ground storage tanks are placed in a common dyke, the fixed water spray
system shall be provided on all tanks except for small installations as mentioned in 4.2.5.
Cl. 4.2.9 : The fixed water spray system shall also be provided on all tanks, irrespective of diameter in the
installations constructed prior to publication of 1st Edition of OISD-STD-117 in July’1989, where inter
distances between tanks in a dyke and/or within dykes are not meeting the requirements of OISD-
STD-118.

1.0 PROTECTION PHILOSOPHY
As per OISD 117 every tank is to be designed in such a way that it can receive both 1 LPM/ M2 as well as 3 LPM/
M2 but does not specify how many rings are to be provided whereas NFPA indicates total enveloping with maximum
distance between two vertical rings as 3.7M.
The analysis done and methodology worked out by FIRECON is indicated below:
OPTION-1: Both feeders would be connected to all rings to provide 3 LPM/M2 only
