SCOPE OF WORK
Narrative of the organization background: structure, business strategy, and value to be
obtained from the project (minimum 200 words). For example, the organization is (type)
implementing (project type) for the purpose of (what value). Be specific.

Able Sanitary Services is a family owned licensed subcontractor pipefitting/plumbing


business that has been serving its community since 1954. The company has developed
and maintained relations with the county and internal communities government and
public with its high quality services and extensive customer service. Able Sanitary
Services specializes in but not limited to all plumbing projects from creating a water line
connected to the city’s water main, all the way to its connection under the sinks inside of
a home, to building the wastewater system leaving the building.

For the Anderson’s Septic System Project, Able Sanitary will be constructing and
implementing 3 operating parts for the final product: a new septic tank, redirection of
plumbing and the construction of the septic field, which together creates a septic system.
It will have 6 phases and will need up to 4 days to complete, all of which will fall under
direct supervision of the Project Manager. Our service will include the mobilization of
equipment, materials and any miscellaneous material waste excavated in the process, at
the client's discretion, the demolition of the failed system, creation of a new septic
system, and arrangements for the county inspection tests to meet specified
requirements and quality standards.

Phase 1 consists of doing an on-site analysis of the property and its preexisting utility
systems. This will have two parts, one walk thru with the homeowner/sponsor (John
Anderson) on the property to decide the size and requirements needed for this specific
septic system based on the size of the house & the existing landscape. Then Michigan’s
utility locator specialist organization “Miss Dig” will need to do a thorough inspection and
mark existing utility lines above and below the surface level.

Once this phase has been completed and has passed the inspections, phase two will be
procuring the necessary supplies and materials for the project execution and mobilizing
equipment to the project site. Phase 1 & 2 happen the same day. The suppliers that Able
Sanitary has relations with are known to uphold high quality products as well as being
certified by the state government. They hold a reputation to have precise time
management and keep up with inventory.

Phase 3, Day 2 will have multiple moving parts that align equally with the critical path.
First, will be the grading and excavating of the new system & tank foundation.
Simultaneously, part two will be creating a new outlet in the residents home and
strategically placing it in alignment to where the new tank will be placed with the
required depth and dimensions and converting the existing plumbing in the house to the
new line. This part also includes the delivery and installation of a new septic tank, that
will be the connection between the house and the septic field. The tank will be placed
within the range given by the regulations and connected to the new line that was formed.
As the tank is being placed, the final foundation grading for the septic field will be
finished and the actual system can be constructed and covered to grade. Phase 3 will
take approximately 5 hours and the majority of the first half of the day.

The fourth phase will be constructing the field system itself that will have corrugated pipe
at a precise grade for proper drainage. This pipe system will then be covered with stone
and sand for proper drainage practices. The building of the system can take upwards to 3
hours.

The fifth phase consists of function tests and inspections. The county inspector will come
to the site and inspect the functionality of the tank and system, as well as the plumbing
specifications. Either the system passes the inspections or specified work will need to be
redone, not at the cost of the client. Which will conclude the day.

Phase 6 of the project will be at the start of the following work day. This will include
grading materials and soil to the preexisting landscape, mortar/cement/waterproof
plumbing at house foundation and concluding with jobsite/residence clean up
procedures and demobilization.

Stakeholder Analysis: List all stakeholders needed for the project. For example, Sponsor,
PM, Project Team, Internal (2 departments) and External (3) stakeholders. Be specific on
the roles. (minimum 200 words).
John Anderson: High Power & high interest. Agreement on system placement, size and
scheduled timeframe. He initiated the service in need to not live in unsanitary or
unhealthy conditions caused by utility failure.
The surrounding public: Low power & low interest: If the client does not implement a
new system, the water table below ground can become contaminated from the failed
system. Causing people to get sick/ill.

County/township: High power but low interest. The county makes the final say on if the
new plumbing and system is to code per state & county. The inspector will go through
the flow test, tank retention test, water retention test, test filters to be in working
condition. This does also include the inspection of dimensions to code and county
regulation, and the placement of each part of the system to be in correlation with the
regulations.

The project manager: High power and interest. The project manager is responsible for all
aspects of the project including the design, procurement of materials needed,
communicating all correlating information to both the sponsor, stakeholders and project
team members. If the team does not perform to the level of professionalism and high
quality as agreed on, the systems may fail inspections causing days of removal and
purchasing double the amount of needed materials. The PM ill plan, design, schedule,
and command and control all parts associated with the project.

Project Team: Low power with high interest. This is because they are certified in their
positions and have to uphold a standard, but do not call any of the shots unless
necessary. This includes:
Heavy equipment operator- operates equipment to excavate and grade all earthwork
required.
CDL Truck driver- mobilize/demobilize equipment as well as acquiring materials and
transporting to job sites.
Plumber- Responsible for creating new plumbing in connection to the house and system.
Laborer- Assists all members of team; loading & unloading equipment & materials,
maintain grading with guidance from the operator, help plumber with construction.

Contractor Requirements: Narrative of the work to be performed (scope). For example,


the contractor shall provide… (list at least 4 tasks for the supplier to perform).

Transport and purchasing of materials
Excavation & grading
Testing
Disposal of waste materials and miscellaneous items found during excavation
Cleanliness of finished project site.

Procurement Method: (Discuss the procurement method ( i.e., PM Approach, Design &
Construct, Innovation, etc., and how it relates to your project type, organizational
structure, and other factors discussed.
The procurement methods used will be a conventional general contracting method as
well as a Design & Construct method because each project is project specific when it
comes to the unseeable details. It relates to the organizational structure because once
the design of the system is created, the materials needed will be outlined. There is also a
design and construct tactic as there are instances where there needs to be an obstacle
that is not maneuverable, but engineered and correlated with the implementation of the
new system. This in the long run, has developed a significant amount of useful tools and
procedures to be used in the future.

Bid Document Requirements (Describe the solicitation document type and why it was
selected, How does this solicitation align with the project, supplies being procured, and

This is considered to be under the No Commercial Item Available and will need an RFQ
submitted; the project requires Customization because all parts and aspects of this
project need to fit specifications and drawings based on the building type. The
solicitation aligns with the project because it requires materials that are commercially
available on the shelves. With the supplies being commercially available, they can be
procured and obtained quickly. The easily obtainable supplies are then customized to
project specific requirements to meet the standards of the project.
The contract type would be a fixed-price contract because the scope of work will be
agreed upon at the same time as the price will be.

Cost Risk: What potential risk is involved in this project and who bears it? How is the
risk mitigated?

The risk tied with this project aims toward the PM as the fixed-price concludes with
swallowing a loss if need be due to not meeting expectations. This is mitigated by quality
control, holding the team to a standard, and monitoring & controlling. There is also a risk
of not acquiring the materials in accordance to the project schedule which can raise
overhead costs significantly. Finally, a risk that always comes with earth work is running
into unseeable objects, utility lines, and other miscellaneous things that can halt the
project and cost both time and money.

This will be considered a fixed-rate contract type as the price of the overall service will be
agreed upon prior to the execution. This contract type has risk because the owner/PM
can make a mistake and pay the price for double the resources, materials and labor
costs. But, if everything goes relatively as planned, then both the client and company are
happy with the pricing. The company owner bears the most risk because it is his profit
that comes into play for every mistake.
