EXECUTIVE ORDER NO. MPD-

Series of 2022

AN ORDER ADOPTING R.A. 8976 OTHERWISE KNOWN AS “AN ACT ESTABLISHING THE PHILIPPINE
FOOD FORTIFICATION PROGRAM AND FOR OTHER PURPOSES”IN THE CITY OF SURIGAO

WHEREAS, R.A. 8976 is an act mandating the food fortification of staple foods and voluntary
fortification of processed foods product;

WHEREAS, the local government unit of City of Surigao recognizes that food fortification is
considered important in the promotion of optimal health and to compensate for the loss of
nutrients due to processing and/or storage of foods;

WHEREAS, Section 15 Article II of the Philippine Constitution provides that “The state shall
protect and promote the right of health of the people and instil health consciousness among
them”;

WHEREAS, Section 8 of R.A. 8976 provides that “xxx…. The Local Government Unit through their
Health Officers or Agricultural Officers or Nutritionist-Dieticians or the Sanitary Inspectors shall
assist in the monitoring/checking that the foods mandated to be fortified like rice, refined
sugar, and wheat flour and cooking oil are properly fortified and labelled with “Nutrition Facts”
indicating the specific micronutrient it was fortified with.”

WHEREAS, Rule VIII Section 6 of the Implementing Rules and Regulations of the said law
empowers the Local Government Unit (LGUs) to designate from among the following officers:
Health officers, Agricultural officers, nutritionist-dieticians and sanitary inspectors, to assist the
DOH through BFAD in the implementation of the R.A. 8976. The LGUs shall inform BFAD of the
said designation. Further, LGUs are obligated to report with the BFAD of its monitoring in the
manner and form prescribed by the latter.

WHEREAS, the establishment comply the requirement of food fortification shall be given a
certification of completion.

This Executive Order shall take effect immediately.
