quake centred in Afghanis­
tan  rocked  many  parts  of

According to data shared by the Delhi Health
Department, the city has seen an increase in the
number of fresh Covid cases over the last few days
amid a sharp rise in H3N2 influenza cases in the
country. On Monday, the city recorded 34
COVID­19 cases with a positivity rate of 6.98%
while 72 cases with a positivity rate of 3.95% were
reported on Sunday. The number of fresh cases
had dropped to zero on January 16, the first time
since the pandemic began ravaging countries.
With the fresh cases, Delhi’s COVID­19 case tally
has risen to 20,08,087 while the death toll stands
at 26,524.  PTI

knee replacement surgery

underwent a total knee replacement and is now
recovering at a private hospital in Chanakyapuri
here. Primus Super Speciality Hospital said Mr.
Kejriwal’s mother Gita Devi was unable to walk
without any help before the surgery but will now
be able to walk without support.
3­day­old found abandoned in
dumpyard, probe under way
A three­day­old girl child was found abandoned
in a dumpyard in north­west Delhi’s Nangloi, the
police said on Tuesday. They have lodged an FIR
and are investigating the matter. Officials from
the Delhi Commission for Women said they had
received inforrmation about the child, after
which the police were informed and the girl
taken to Sanjay Gandhi Memorial Hospital.

the 2023­24 budget
on  Wednesday.  Chief  Mi­
nister  Arvind  Kejriwal  an­
nounced  on  Tuesday  that
the  Ministry  of  Home  Af­
fairs (MHA) had given per­
mission for the same.
The  CM  had  a  day  ear­
lier  accused  the  BJP­led
Central  government  of
“hooliganism” for prevent­
ing  the  Delhi  government
from  tabling  its  budget  as
per schedule on Tuesday.
Responding  to  the  alle­
gation,  the  MHA  said  it
hadn’t received a response
to the letter sent to the Del­
hi  Chief  Secretary  on
March  17,  asking  the  go­
vernment to address some
budget­related  concerns
raised  by  the
Lieutenant­Governor.
On  Tuesday,  the  Delhi
Assembly passed a resolu­
tion  seeking  an  investiga­
tion  by  its  Committee  of
Privileges  into  the  role  of
the Chief Secretary, Princi­
pal  Secretary  (Finance)
and others in delaying the
budget presentation.
In  response,  Leader  of
the  Opposition  in  the  As­
sembly  Ramvir  Singh  Bid­
huri  said,  “If  the  Finance
Minister  blames  his  offi­
cials for this, then, I think,
the  system  has  collapsed

for ads ₹550 crore. Mr. Rai
had  tweeted  the  Finance
Minister’s statement.
However,  in  his  notice,
Mr.  Gupta  mentioned  the
term  “outcome  budget”.

said the notice was to be gi­
ven at least three hours in
advance but was submitted
only at 10.59 a.m. “There is
also no mention of the an­
nual  budget  in  the  notice.
It’s clear this was done with
the intent of creating distur­
bance,”  the  Speaker  said,
rejecting  the  notice.  Mr.
Gupta  said  it  was  a  “typo­
graphical  error”  and  that
the  Speaker  rejected  the
notice  on  “baseless
grounds”. Later in the day,
as  the  House  reconvened
after lunch, he was allowed
to raise the subject. Even as
he  spoke,  AAP  legislator
Sanjeev Jha demanded that
Mr. Gupta be suspended for
one  year  for  “constantly
disrupting  the  proceed­
ings”. The proposal was put
on the floor by the Speaker
and the motion was passed
by the House. Claiming that
it  was  a  “planned  move”,
Mr.  Gupta  told  The Hindu
that  the  Speaker  had  as­
sured him during the lunch
break that he would be al­
lowed  to  present  his  side.
“But  just  as  I  started,  AAP
MLAs started shouting and
within  minutes,  I  was  sus­
pended,” he said.

Trouble in Punjab
The governments at the Centre and in
the State must guard against separatism  investigation, which submitted its report on

tists in Punjab is a case of better late than
never.  Religious  fanaticism  in  the  State
has been raising its ugly head in recent years, and
going out of control in recent months, with open
calls for violence and threats to state functionar­
ies including Union Ministers. On February 23, a

which was a complete breakdown of law and or­
der. The challenge appears to be daunting for the
inexperienced  Aam  Aadmi  Party  government,
and  the  situation  needs  more  visible  coordina­
tion and action by the Centre and the State. The
violent campaign in the 1980s for a separate Khal­
istan, supported by Pakistan, had pulverised the
State and claimed the lives of a sitting Prime Mi­
nister and thousands of innocents in a genocidal
outrage targeting the Sikh community. That trau­
ma should not be allowed to return and torment
the community or India. Sikhs are a highly mo­
bile  and  enterprising  community,  now  spread
around the world, but economic and social stag­
nation is taking its toll. Agriculture is facing a cri­
sis, and drug abuse is rampant. Trouble­makers
are smelling an opportunity to incite violence.
A wound that is allowed to fester will sicken
the whole body. The looming trouble in Punjab is
being inflamed by a mix of religious fanaticism,
foreign­aided opportunism, and a societal crisis.
The mobilisation of a section of the Sikh diaspora
in the United Kingdom, Canada and Australia for
the cause of separatism is also a worrying sign for
India. The Centre has to work with Punjab and fo­
reign governments to contain this malaise. Vio­
lent tendencies must be nipped in the bud and
proponents of hate must pay a price. Also, there
has to be a conscious effort to communicate with
the Sikh community at large to isolate the toxic
elements. To the world and to citizens, the mes­
sage must be clear that India remains a multireli­
gious and multicultural nation that does not tol­
erate  or  require  separatism.  A  lack  of  trust
between the farmers of Punjab and the Centre
had derailed the agriculture laws that sought to
reform the sector in 2021. A combination of strict
force against violent elements and trust­building
with the general public should be at the heart of
the rhetoric and policy of the government. At any
rate, no rhetoric from any quarter should be en­

peared to be emphasising the need for a global
consensus, especially including India, in tackling
the challenges from Russia and China, where Ja­
pan is aligned with western powers. In talks with
Prime Minister Narendra Modi, Mr. Kishida is un­
derstood to have been “straightforward” about

did not name China directly, it is clear that Chi­
nese actions in its neighbourhood have left Japan
concerned, and his FOIP plan includes India as
an “indispensable partner”. The timing of his vi­
sit was also pointed, coinciding with Chinese Pre­
sident Xi Jinping’s Moscow visit. And, as Mr. Xi
met with Russian President Vladimir Putin in a
show of strength on Tuesday, Mr. Kishida flew to
Kiev to support Ukrainian President Volodymyr
Zelenskyy, his first such visit since the war began.
For New Delhi, that has close ties with Tokyo,
as  bilateral and  multilateral  cooperation  (the
Quad), Mr. Kishida was a welcome guest. The two
countries have many collaborations that include
the Japanese loan for the much­delayed “Bullet
train” project, and plans to work on infrastruc­
ture  projects  to  link  Bangladesh  and  India’s
northeast.  As  presidents  of  the  G­7  and  G­20,
both nations have much to gain from synchronis­
ing priorities and ensuring that the Global South
gets its fair share of the outcomes of both sum­
mits. An end to the Ukraine war and a pushback
against China’s aggression in its neighbourhood
are  also  common  goals.  However,  it  would  be
wrong to assume that they share similar positions
on them. Unlike India, Japan is part of the U.S.’s
alliance. Japan has also joined sanctions against
Russia, while India has refused to do so. India has
been  vocal  about  its  concerns  over  China’s  ac­
tions at the Line of Actual Control (LAC) but reti­
cent in directly criticising China’s actions in the
South  China  Sea,  Taiwan  Straits,  etc.  With  Mr.
Modi set to visit Hiroshima as a G­7 special invitee
in May, and later host Mr. Xi and Mr. Putin at the
Summit of the Shanghai Cooperation Organisa­
tion, any shift in New Delhi’s tightrope balancing
act on geopolitical issues would seem a stretch,
even at the behest of a dear partner like Japan.

Discrimination in the IITs is something to write about
D
arshan Solanki, an undergraduate
student of chemical engineering at the
Indian Institute of Technology (IIT)
Bombay, ended his life on February
12, 2023. He was a Dalit. The institute formed a
12­member committee to conduct an
March 2. The report said, “It appears from the
marks obtained in various courses that the
performance of Darshan Solanki deteriorated
specifically in the second half of the autumn
semester. His deteriorating academic
performance could have affected him seriously.”
The report further said: “Other than the
statement of Darshan’s sister, there is no specific
evidence of direct caste­based discrimination
faced by him during his stay at IIT Bombay.”
A continuous process
Unlike the hard sciences, establishing causal links
of discrimination is challenging. However, the
lack of tools to establish causality does not negate
the presence of discrimination. In thinking about
marginalisation, the tendency is to sympathise
with the most victimised. While that is
understandable, it should not dilute the many
forms of discrimination. What is needed is not
sympathy or band­aid empathy for the most
victimised but a constant engagement with the
politics of assertion because discrimination is not
necessarily a one­off, high­pitched melodramatic
event of hurling abuses at somebody. It is a
layered and continuous process that happens
through everyday doses, steadily creating an
atmosphere of “us” and “them”. It takes subtle,
seemingly innocuous forms such as a smile
combined with a frown, a wince, a hand gesture,
or just silence. And, a discussion on
discrimination at the IITs needs to be predicated
on a discussion on merit as it is the embedded
idea of merit that gives licence to discriminate.
The political philosopher, Michael Sandel, in
the book, The Tyranny of Merit, presents a
scathing critique of meritocracy as a societal ideal
and argues how hubris among the elites and a
politics of humiliation are natural outcomes of
meritocracy. This is not to suggest that every
upper­caste student at the IITs discriminates or
that every lower­caste student feels victimised.
However, some upper­caste students at the IITs,
knowingly or unknowingly, embody what Sandel
calls “credentialist prejudice” as symptomatic of
meritocratic arrogance. This happens, when
elites tend to “look down on those who do not
rise”. Such an approach “undermines social
recognition and esteem for those who lack the

leaders and representatives always
highlight the country’s role in
championing conservation,
sustainability, and green
development models. But our
optimism is dampened by
unsustainable developmental
projects such as the one being
formulated for Great Nicobar —
projects which dilute
environmental laws to ease
execution. Growth in terms of
GDP makes no sense if it ends up
in the irretrievable loss of natural
capital. It is high time that the
Prime Minister’s expressed vision
of ‘green developmental model’
becomes the guiding principle for
future economic activities.

n March 10, the ongo­
ing Budget session of
the Gujarat Assembly
witnessed  dramatic  scenes
when  Congress  MLAs  were
suspended from the House for
a day  following  their  protest
demanding  a  discussion  on
the change of prasad (offering)
at the Ambaji temple. The de­
cision  of  the  temple  authori­
ties  to  discontinue  ‘mohan
thal’ and instead offer ‘chikki’
sparked  a  controversy  in  the
State. The government settled
the issue later saying the tem­
ple authorities will offer ‘mo­
han thal’ as prasad and ‘chik­
ki’ as an option.
This  was  the  second  time
that  Opposition  members
were  suspended  from  the
House  during  this  session  of
the State Assembly. On March
1, 19 legislators from the Con­
gress and the Aam Aadmi Par­
ty  were  suspended  from  the
Assembly for a day after they
shouted  slogans  against  the
Bharatiya  Janata  Party  (BJP)
government.  The  Opposition
MLAs were demanding a dis­
cussion then too — on the is­
sue of a fake trainee police sub
inspector  found  undergoing
training  at  a  State­run  police
training  academy.  When  As­
sembly  Speaker  Shankar
Chaudhary  rejected  the  de­
mand  of  the  Congress  for  an
urgent  discussion  on  the  is­
sue, which the party claimed
was linked to the future of the
youth, 16 Congress MLAs and
three AAP MLAs walked out as
a mark  of  protest.  Following
this,  Gujarat  Legislative  and
Parliamentary Affairs minister
Rushikesh Patel moved a mo­
tion for the suspension of the
members  for  a  day.  He
claimed  that  the  Opposition
MLAs had raised placards and
shouted  slogans  as  a  “pre­
planned” strategy. At present,
the BJP enjoys a brute majori­
ty  of  156  in  the  182­member
Assembly.  In  addition,  three
independent  candidates  who
won elections last year also ex­
tended support to the BJP.
Suspending  Opposition
members  during  House  pro­
ceedings  has  become  a  nor­
mal practice in Gujarat. Some­
times,  suspensions  have
flouted  rules.  In  2018,  two
Congress MLAs — Pratap Dud­
hat  and  Amrish  Der  —  were
suspended for three years for
allegedly attacking a BJP law­
maker  with  a  microphone  in
the  House,  while  another  le­
gislator, Baldevji Thakor, was
suspended for a year for alleg­
edly  disrupting  the  proceed­
ings  of  the  House.  The  move
was  met  with  criticism  since
the Gujarat Vidhan Sabha rule
book has no provisions to sup­
port such action. The suspen­
sions were revoked days later.
Not  just  a  few  Opposition
members,  but  nearly  the
whole  Opposition  has  been
suspended  in  the  past.  In
2013, when the Gujarat Lokay­
ukta  Commission  Bill  was
passed  in  the  Assembly,  the
lone  warrior  opposing  it  was
Keshubhai  Patel  since  more
than 55 MLAs of the Congress
had been suspended earlier. A
few  other  Opposition  MLAs
were conspicuous by their ab­
sence.  The  Bill,  which  the

had returned for reconsidera­
tion after raising some objec­

It is perhaps for the first time
that the Gujarat Assembly has
not found a single issue worth
debating under Rule 116 of the
Assembly,  which  deals  with
matters of “urgent public im­
portance,”  even  three  weeks
into the Budget session.
This  is  the  second  session
of the 15th Assembly after the
Assembly  polls  were  held  in
December 2022. The 14th As­
sembly  held  11  sessions  bet­
ween  January  2018  and  Sep­
tember  2022  totalling  123
days, according to a report by
the PRS Legislative Research.
The report says that on aver­
age, the 14th Assembly sat for
two  sessions  and  25  days  a
year.  In  2000  and  2010,  the
average  sitting  days  for  the
State Assembly was 31 days a
year. In the 12th Assembly, the
Assembly too sat for an aver­
age of 31 days a year.
Between Opposition mem­
bers suspended and a reduced
number of sitting days of the
Gujarat  Assembly,  there  is  a
risk  that  substantive,  demo­
cratic  policy  debates  are  get­
ting stifled in the State. Unless
a robust  bipartisan  spirit  re­
enters the Assembly debates,
led by Mr. Chaudhary and the
BJP majority of the House, the
absence of Opposition voices
raising  critical  questions  re­
garding the policy agenda will
be  to  the  detriment  of  deve­
lopment,  and  nudge  Gujarat
towards  a  strong­arm  ap­
proach to governance. Equal­
ly, the Opposition could play a
more effective role in the As­
sembly if it prioritised policy
issues  rationally,  such  as  un­
employment, instead of stok­
ing confrontation over prasad
preferences.

In  the  last  decade,  cancer  cases
have risen from around 10 lakh in
2012 to 14.6 lakh in 2022 (Chart 1).
While  increasing  disease  bur­
den  is  a  concern,  the  economic
burden  is  equally  a  worry  given
that  cancer  treatment  is  among
the  most  expensive  compared  to
other  diseases.  A  Parliamentary
Standing  Committee  report  on
cancer,  released  in  September
2022,  expressed  concern  about
the  “inaccessible  and  increasing
cost of cancer treatment.” For in­
stance,  according  to  the  National
Sample  Survey  (NSS)  2017­18  re­
port, the average medical expendi­
ture  per  hospitalisation  case  for
cancer  treatment  was  ₹68,259  in
urban areas (Chart 2). The average
expenditure  for  cardiovascular
disease,  the  second­most  expen­
sive  disease  on  the  list,  was
₹47,788. The Committee said that
while  anti­cancer  medicine  costs
can be regulated, the cost of treat­
ment  also  depends  on  other  ex­
penditure  such  as  radiotherapy.

cost of radiotherapy cannot be reg­
ulated as it has not been declared
an essential service.
Notably,  a  significant  share  of
medical  costs  is  incurred  by  pa­

What kind of waste do these plants use to generate electricity? Why is segregation of waste important? How is the Kozhikode municipality planning to
implement the plant project? What are the various challenges such plants face?

The story so far:
T
he Kerala government recently
announced the State’s first
waste­to­energy project in
Kozhikode. The planned
facility is expected to be built in two years
and generate about 6 MW of power. There
are around 100 waste­to­energy projects
around the country but only a handful of
them are operational, thanks to various
production and operational challenges.
What do waste­to­energy projects do?
Waste­to­energy projects use
non­recyclable dry waste to generate
electricity. The process increases the
State’s power generation capacity and
eases the solid waste management (SWM)
burden.
Generally, solid waste in India is
55­60% biodegradable organic waste,
which can be converted into organic
compost or biogas; 25­30%
non­biodegradable dry waste; and around
15% silt, stones, and drain waste. Of the
non­biodegradable dry waste, only 2­3% —
including hard plastics, metals, and
e­waste — is recyclable. The remainder
consists of low­grade plastic, rags, and
cloth that can’t be recycled. This fraction
of the non­recyclable dry waste is the
most challenging portion of the present
SWM system; the presence of these
materials also reduces the efficiency of
recycling other dry and wet waste.
It is this portion that waste­to­energy
plants use to generate power. The waste is
combusted to generate heat, which is
converted into electricity.
What is the Kozhikode project?
Kozhikode has a population of about 6.3
lakh and generates approximately 300
tonnes per day (TPD) of waste. Of this,
around 205 TPD is biodegradable and 95
TPD is non­biodegradable.

Why do waste­to­energy plants fail?
While waste­to­energy plants seem like a
simple solution, they have several
challenges en route to becoming feasible.
First is the low calorific value of solid
waste in India due to improper
segregation. The calorific value of mixed
Indian waste is about 1,500 kcal/kg,
which is not suitable for power
generation. (Coal’s calorific value is
around 8,000 kcal/kg.) Biodegradable
waste has high moisture content and
cannot be used for power generation. The
calorific value of segregated and dried
non­recyclable dry waste is much higher,
at 2,800­3,000 kcal/kg, sufficient to
generate power. However, segregation
(ideally at the source, if not at the

of his third term as Chinese
President  —  Xi  Jinping
hailed the China­Russia re­
lationship as “a new model
of  major  country  rela­
tions”.  Chinese allies regardless of

the Xi foreign policy in his

the third Belt and Road Fo­
rum, which is likely to fea­

South and Southeast Asia.

lined  the  broad  priorities
for Mr. Xi’s third term, say­
ing  Beijing  “will  take  it  as
our mission to defend Chi­
na’s  core  interests  and
firmly oppose any form of
hegemonism  and  power
politics.”  “China has had a
growing  network  of
friends,  made  more  and
more  new  friends,  and
strengthened ties with old
ones,” he said. “We will off­
