1 SOCIAL SAFEGUARDS PERFORMANCE & STANDARDS
1.1 Socio-Economic Background
The Modjo-Hawassa 202.47 km road project is part of the Trans-African Highway covering more than 10,000 km
and linking Addis Ababa with Kenya and the port of Mombasa. The Zeway – ArsiNegele Road project (57.1 km)
is part of the Modjo-Hawassa Highway Road development project.
LOT-III starts west of Zeway town and the alignment traverses the west side of the existing road until it crosses
the existing road just after Bulbula village to avoid interference with the Abiyata Shala Lakes National Park
(ASLNP) whose boundary lies entirely on the west side of the existing road. The alignment keeps the eastern side
of the existing until it passes the Langano lake area and terminates few kilometres past the lake influence area.
The Lot IV stretch of the project road lies between km 150 to km 201+680 of the Modjo-Hawassa road. It is
located in West Arsi Zone of the Oromiya Region. The road specifically travels through Arsi Negele and
Shashemene Woredas of West Arsi Zone and ends just before the entrance of Bishan Guracha Town
administration.
Informal consultation was conducted in Kemo Gerbi Kebele at km 94+000 and another formal consultation was
conducted in Adami Tulu Jido Kombolicha woreda office to discuss on the issue of flooding, overpass and under
pass and on how the contractor can resume extraction of subbase material that found in the Golba Aluto kebele
respectively (see annex 1).

During site visit in LOT 4 its observed that at Km 170+880RHS and Km 165+040 RHS of the road project are
prone to flooding. We also noticed gully formation and erosion, which could cause grievances from the
community. Before the rainy season coming to prevent and minimize flooding damage to the community’s
agriculture lands and other properties the contractor shall understand the site and the surroundings that are prone
to floods and should alter the layout and assign hydrologist to inspect the entire project stretch.

Water is coming from three distinct directions and the present stream is too small to accommodate it.as result
adequate and sufficient mitigation must be provided.

system and the availability of GRC is given to the community.
Despite the fact that certain GBV and safety related trainings were provided to both LOT-3 and LOT-4 project
workers during site monitoring, it was noticed that awareness-creation trainings on the subject of GBV, worker
health and safety, and waste management methods are insufficient. Sufficient awareness creation trainings on how
women employees can protect themselves from GBV at work, as well as the availability, methodology, and focal
person of a grievance committee linked to GBV/VAW/SEA instances, should be provided.
