This study adopts a qualitative case study approach of an e ‐
procurement project, which is one of Malaysia's e ‐government
initiatives. Data were collected using a triangulation approach
that involved semi‐structured interviews, document reviews and
observation.

Findings
The theoretical framework draws on Croom and Brandon‐Jones
and was further developed during data analysis. Findings show
that challenges of e ‐ procurement implementation in
government sector are not only related to software integration,
data management and roll‐out strategy, but also to legal and

infrastructure, outsourcing contract and IT skills. Findings show


the importance of creating an IT facilities centre in rural areas
and working closely with a third‐party vendor for users' training
and skills development.

Research limitations/implications
The findings extend key issues of e ‐ procurement
implementation using a case study in the Malaysia government.
The paper highlights the need to understand challenges and
limitations faced by a developing countries such as Malaysia in
implementing e ‐government projects. The paper provides a
basis for further thought and analysis on important issues such
as lack of IT infrastructure and skills, as well as high dependency
on third‐party developers that needs to be overcome in order to
gain the impact of an e ‐ procurement system.

Practical implications
This paper has explored implementation issues of e ‐
procurement in government sectors, particularly in developing
countries, and hence provides guidelines for future
implementation strategy for system developers, government
officials and ministry.

Originality/value
Only limited studies examine the implementation issues of e ‐
procurement in the government sector, especially in developing
countries. While current studies focus more on the readiness of
implementing e ‐ procurement , this study posits to understand
the challenges faced by a developing country in e ‐ procurement
implementation .

Gathering data on institutional quality of three early e -
procurement adopters (Denmark, the Netherlands and

Findings
The paper finds that the reform is generally associated with a
relatively stronger control of corruption in the Netherlands and
Denmark, while a similar reform in Portugal failed to translate
into a stronger control of corruption. Furthermore, while using
the quality of regulation as a dependent variable, a positive and
robust effect on the quality of regulation in Denmark was
shown, while the quality of reputation in the Netherlands and
Portugal declined in the post-reform period, with the drop in the
quality of regulation in Portugal being considerably greater, a
two-fold higher amount than the estimated drop in the
Netherlands. The paper suggests that in spite of the same aims,
the reform yielded substantially different or even opposing
effects compared to Denmark.

Research limitations/implications
By examining three examples of early adopters, further
research with broader impact is needed to deduce general
implications for e - procurement implementation . Furthermore,
implementation of e - procurement at the regional or local level
can also yield distinct results.

Social implications
Understanding the actual impact of e - procurement on
institutional quality is indispensable for further study on the
matter. The present study argues that e - procurement needs to
be accompanied by additional measures or variables to yield a
positive impact on institutional quality in public procurement .


Originality/value

Members of the Institute for Supply Management and the
Council of Logistics Management were asked to respond to a Supply chain management
survey questionnaire. Factor analysis was used to analyze data
from valid responses received from 185 firms.

Findings


Factor analysis resulted in three e ‐ procurement success factors

e ‐ procurement business processes; and information and e ‐
procurement infrastructure. Three challenge‐to‐
implementation factors (CIF) also emerged: lack of system
integration and standardization issues; immaturity of e ‐
procurement ‐based market services and end‐user resistance;
and maverick buying and difficulty in integrating e ‐commerce
with other systems.

Research limitations/implications
A representative sampling design should be used in the future
to be able to make claims for generalizable results.

Practical implications
E ‐ procurement is a very important initiative with significant cost
savings potential for firms. This study's findings can guide
various stages of corporate implementation efforts.

Originality/value
This study fulfills the need for solid empirical findings on this
very important topic that has a direct impact on a firm's bottom
line. E ‐ procurement is still in the early stages of marketplace
deployment and guidance is still needed on how to do it right.

Design/methodology/approach
The research locale is justified on the basis that the ICT
manufacturing sector has a greater propensity to adopt
technologies such as e ‐ procurement . In addition, by conducting
the research in a small peripheral economy, a gap in the
knowledge base is being addressed. The exploratory research
adopted a quantitative methodology with a questionnaire
instrument being employed to investigate various e ‐
procurement activities within a sample of top performing ICT
manufacturing firms.

Findings
Findings show that e ‐ procurement is developing as a function.
Significant benefits are reported, including streamlined business
processes and reduced business costs. Difficulties associated
with implementation are minimal, but focus on integration
issues.

Research limitations/implications
Limitations of small sample size negate the ability to generalise.
Thus a larger scale comparative study has been initiated to
investigate e ‐ procurement more extensively in the ICT and
other industry settings in Ireland.

Practical implications
It is concluded that to further the integration of e ‐ procurement
, organisations should develop a dual focus on technical and
people issues to instil a culture of staff development and
continuous improvement.


Originality/value

This paper addresses a gap in knowledge by investigating e ‐
procurement in the top performing firms in Ireland's ICT
manufacturing sector. A picture is provided of e ‐ procurement
development in a peripheral economy and the foundation has

Research limitations/implications
There are several limitations to this study including the recent
nature of decentralized procurement in Indonesia, limited
standardized and disaggregated data on local government
procurement expenditures and performance.

Practical implications
The study recommends that human resources management in
procurement needs to be addressed by both local and central
government.

Originality/value
e - Procurement is an important instrument for preventing
corruption in goods and services procurement . Indonesia has
been implementing an e - procurement policy since 2008 based
on a Presidential Decree. The president has issued annual
orders (presidential instructions), and all central ministries and
local governments have been required to comply with them to
obtain their budget through the e - procurement system.
However, as of 2012 fiscal year, only around 10.26 percent of
the central government institution procurement budget and 10
percent of the local government procurement budget in
Indonesia went through the e - procurement system, with wide
variations among cities.

The paper employs a case study method and examines three
industrial firms through in‐depth interviews with managers
involved in the projects. The cases were presented and explored
individually, followed by identification of relevant drivers and
problem factors.

Findings
The research identifies 18 drivers which can form the basis of a
business case for e ‐ procurement . A further 17 problem factors
are presented, which have the potential to militate the original
case. It is apparent that the firms involved only developed a
limited case for adoption and that there is a significant element
of faith that the eventual results will justify the investment.

Practical implications
A framework of the business drivers for e ‐ procurement is
introduced, in the form of a multi‐attribute hierarchy. This

procurement specialists (n=499), this article suggests that in its
current form e - procurement adoption is failing to uphold the
transformative benefits that it is regularly attributed within

in order to construct practical understandings of the factors
that could explain the rather disappointing early developments.
The paper offers a practice oriented normative model that

contribution to the management of indirect goods supply chain.

Design/methodology/approach
Chooses a two‐part qualitative approach. First, summarizes the
results of a benchmarking study that was conducted by a
consortium of 12 multinational companies. During the
benchmarking process 120 questionnaires were distributed, ten
phone‐based interviews were conducted, and finally five
successful practice companies were selected and analyzed in
detail. Second, draws together the success factors identified in
the benchmarking study and maps them against the successful
practice companies.

Findings
Although e ‐ procurement has substantially streamlined the
procurement and coordination processes for indirect goods,
many companies operate multiple e ‐ procurement solutions.
For integrated procurement solutions, the paper recognizes the
need of an overall procurement strategy and organization, an
alignment of various e ‐ procurement solutions along the
procurement process and the need for integrated system
architectures. Companies also have to realize that a no
standardized e ‐ procurement solutions exists and that
important success factors are “non‐technical” in nature.

Originality/value
This paper presents a first step towards a systematic analysis of
factors that may guide companies in the implementation of e ‐

Findings
The research confirmed difficulties with benefits evaluation, as,
apart from operational benefits, non‐financial, intangible
benefits at strategic level were also identified. Traditional
evaluation methods are unable to capture all benefits
categories, especially at strategic level. New taxonomy was
created, which allows evaluation of the complex e ‐
procurement impact. In the proposed taxonomy, e ‐
procurement benefits are classified according to their level
(operational, tactical, strategic), area of impact, applying
scorecard dimensions (customer, process, financial, learning and
growth). In addition the benefits characteristic is captured
(tangible, intangible, financial and non‐financial).

Research limitations/implications
Research is based on four case studies only. Findings are
specific to case companies and the environment in which they
operate. The framework should be tested further in different
contexts.

Practical implications
The new taxonomy allows evaluation of the complex e ‐
procurement impact, demonstrating that benefits achieved do
not concern merely the financial impact. The framework can be
applied to preparing new systems implementation as well as to
evaluating existing systems.

Originality/value
The paper applies information systems frameworks to the
electronic procurement field, which allows one to look at e ‐
procurement systems considering its complex impact. The
framework can also be used to evaluate different systems, not
simply e ‐ procurement .

organizational design and adoption of innovation strategies. By
re-framing the problem, much of the complexity of the decision
disappears.

Originality/value
Many nations around the world are developing or revamping
their National Public E - Procurement Systems, this parsimonious
account of a complex decision allows for the exploration and
discussion of the various complexities surrounding
technological innovations in public management and brings light
to a critical and mostly ignore success factor associated with the
choice on the implementation and operational model.

Findings
A total of 128 useable surveys were received. The data revealed
a significant relationship between firm size and e ‐ procurement
application. Specifically, larger firms were more likely to use
integrative types of e ‐ procurement .

Research limitations/implications
The study was limited in that it excluded purchasing
professionals employed in the service sector. In addition, it only
focused on the relationship between a single variable and e ‐
procurement application.

Practical implications
This research provides support for studies that suggest that firm
size is related to IT use. In addition, it tests the framework
developed in a previous research study conducted on supply
chain IT. Finally, previous research has linked supply chain
process integration with operational agility, lower costs, superior
product/service design, and enhanced profitability. The findings
of this research might prompt decision‐makers to ask
themselves if their firms forgo such potential benefits when
integrative forms of e ‐ procurement are not used.

Originality/value
This research contributes to the understanding of an emerging
phenomenon by investigating firm size as an explanatory
variable in the e ‐ procurement application decision. In addition,
evidence is still lacking with regard to the prevalence of actual
implementation of e ‐ procurement in firms. This study
examines actual usage of 13 different e ‐ procurement
applications across various industries. Finally, this research
focuses on the use of e ‐ procurement in achieving integration.
This is important to practitioners, as effective supply chain


integration has been linked to enhanced business performance.

This analysis was achieved through five in‐depth case studies –

The study shows that despite being very different in terms of
their form and function, each of the five case study
organisations had achieved similar levels of progress in terms

contract and e ‐catalogue systems, but none had any intention
of adopting e ‐marketplaces or e ‐auctions.

Institute for Supply Management (ISM). Factor analysis revealed
that the group of nine e ‐ procurement tools could be
categorized into two types: basic, single‐process tools and
integrative tools. A t‐test of the mean differences between each
type of e ‐ procurement tool revealed that firms used basic,
single‐process tools to a greater extent than they used
integrative forms of e ‐ procurement . To further explore firms’
use of e ‐ procurement , we attempted to ascertain whether the
industry in which a firm operates impacts use. Logistic
regression revealed that firm sector has an effect on the use of
integrative eprocurement tools, with firms operating in the
petroleum and the transportation equipment sectors being less
likely to use them than their manufacturing counterparts. These
findings are important, as previous research indicates that
effective supply chain integration is associated with
improvements in production planning, inventory management,
distribution, and overall supply chain performance.

system. This study also explores the role of timely and
appropriate initial TR on learning outcomes.

Design/methodology/approach
An empirical study has been conducted by collecting survey data
from 167 employees using an e - procurement system from
India. SPSS 22.0 with add-in Process Macro v3.4 developed by
Hayes has been used for statistical analysis.

Findings
The results indicate that the PR of the workplace learning
support team positively influences employee’s PEU of the
system and also the final required outcome in terms of the AU
of the system. This study also found that the employee’s PEU of
the system mediates the relationship between the PR of the
workplace learning support team and the AU of the system. The
result also indicates that higher is the user perception of the
appropriateness of initial TR, higher is the effect of PR of the
workplace learning team on user learning outcome.

workplace learning. This paper contributes by studying for the
first time, the impact of PR of the workplace learning support
team and appropriate initial TR in enhancing the learning

The results revealed a shift in the importance of the factors,


from those related to the financial aspects in the e -auction to
the situational aspects in the e -bidding. The comparison test
results also suggested that the majority of factors become
significantly less important in the e -bidding system, with
“identity of competitors” and “general expense of the bidding
process” having the most apparent mean differences. The
interview results supported by data on winning prices and
estimations strongly indicated that bid collusions likely exist in
the e -auction. By shifting to e -bidding, the data also show that
the Thai Government can save public money in its infrastructure
project development.

Originality/value
The study provides an analysis from the perspectives of
contractor firms on how e -auction and e -bidding options
influence bid mark-up decisions. Many studies have focused on
the issues and advantages provided by the e - procurement
mainly from the owner (government)’s perspective but how the
change influences the contractor’s attitude has been less
explored.

Interviews were conducted over a nine‐month period in 2007 to
gauge the perception of the procurement officers and
contractors on procurement issues in Malaysia. The interview
data were then transcribed and grouped according to six main
themes; transparency, procurement policies and procedures
and its implementation , personnel involved in the procurement
system, estimation/budget/pricing, professionalism and ethics
and timeliness.

Findings
One of the common complaints made by the contractors was
prevalence of interference from outside parties and cronyism,
which affects the awarding of contracts. The procurement
officers were blamed for malpractice and non‐compliance to the
policies and procedures of the procurement system.

Practical implications
The paper deals with sensitive issues and takes several months
to successfully gather respondents who willing to give feedback
on their experience with the procurement system. The data are
first hand information and are carefully transcribed and
categorized into categories to help better understanding of the
issues raised by the respondents.

explanatory power and confirms its robustness, with a

determined by user's attitude and additionally influenced by
perceived usefulness and subjective norm.

Practical implications
The paper provides procurement system developers and
managers with a useful adoption model that demonstrates the
significance of perceived usefulness of e ‐ procurement system
in influencing the adoption decision. This highlights the


importance of maximizing the benefits of e ‐ procurement
system for potential users to facilitate the adoption process.

User perceptions of EPQ were examined in four UK
organisations using survey data from 274 respondents.

Findings
Strong evidence was found of a positive relationship between
user‐perceived EPQ and both system and contract compliance.
System compliance was most strongly influenced by
professionalism and content dimensions, whilst contract
compliance was most strongly influenced by processing,
specification, and content dimensions.

Research limitations/implications
Data were collected from e ‐ procurement users in four
organisations, which may limit the extent to which findings can
be generalised.

Practical implications
User perceptions of e ‐ procurement provision significantly
influence system and contract adoption. Practitioners should
pay attention to management of different dimensions of
perceived quality as they may have different effects on both
contract and system compliance.

Originality/value
This paper is the first to empirically assess the relationship
between user‐perceived EPQ and compliance. Its findings
challenge the assumption that the monopolistic dynamics
common within internal services, such as e ‐ procurement
provision, are sufficient to ensure compliance. Dissatisfied
individuals invariably find ways to circumvent mandatory
systems and contracts.

contractors and consultants (who are the two key parties
involved in the tendering process) to adopt e -tendering.

Design/methodology/approach
A mixed-methods research approach was used to achieve the
aim. Initially, a literature review was used to compare typical
conventional and e -tendering processes. Subsequently, a
questionnaire survey was conducted to identify the current level


of usage of e -tendering and to investigate the readiness levels

of consultants and contractors to implement e -tendering.
Finally, seven expert interviews were conducted to propose
suitable solutions to achieve a successful e -tendering
implementation .

Findings
The analysed data revealed that both consultants and
contractors used electronic media in the tendering process but
they were still not ready for complete e -tendering
implementation . However, consultants were more hesitant than
contractors. The main barrier that limited e -tendering
implementation was the lack of legal rules to cover e -tendering.

Originality/value
E -tendering implementation should be initiated from the
government sector. Therefore, it is recommended to update the
procurement guideline and required legal policies to enrich the
current usage level of e -tendering among construction
stakeholders.

A systematic literature review was conducted in three phases to Management Project management

retrieved and were thoroughly reviewed to identify the drivers
for e - procurement .

Findings
A total of 61 drivers were identified and subsequently
developed into a categorization framework for synthesized
understanding which reveals existing interrelationships.
Although literature has consensus on some selected drivers, few
studies have identified drivers relating to sustainability. Gaps
were identified from the existing literature and directions for
future research were proposed.

Research limitations/implications
Since this is a literature review, future research could conduct
further investigations focusing on the research gaps identified.
The framework developed presents a basis for further research
to explore the drivers in various socio-economic environments.

Practical implications
This study provides valuable insights for improving the
understanding of practitioners on the complex network of
drivers for e - procurement . These findings stimulate discussions

New Zealand, which are adopting a as dispersive supply method,
the e - procurement system is not developed on a large scale in
comparison with the US and Korea that are adopting a central
supply method. There are some differences among the four
countries according to the trait of their procurement institution
and base value in terms of capability of system. Different
usefulness for e - procurement depends on the public
procurement institution in each country. This paper suggests
that eprocurement systems can be used helping purchasing
goods and services most reasonably. This paper can help us
evaluating substantial value of eprocurement system clearly.

test the hypotheses.

Findings
The study confirms positive and significant relationships among
digital procurement capabilities, data analytics capabilities and
supply chain performance. Digital procurement capabilities
mediate the positive relationship between external data
analytics capabilities and supply chain performance.

Research limitations/implications
This study has some limitations that should be addressed. The
empirical study was based on survey data from a questionnaire
that was probably challenging for some respondent companies
with low levels of digital procurement and data analytics. Also, it
is necessary to adopt secondary data to measure business
performance in future studies which reduces the effect of
subjective bias.

Practical implications
From the managerial point of view, the findings highlight the
importance of gaining knowledge from gathered data and
digitalized processes. Managers must focus on data utilization
capabilities to improve the operational performance expected


from the digitalization of supply chain activities. In addition,
managers need to consider exploiting of data through new

creative approaches as part of standardized operations.

Originality/value
The present study contributes to existing knowledge by
investigating the mediating role of data analytics capabilities
between the digitalization of procurement and supply chain
performance. The findings support a positive relationship
between the data analytics capabilities and supply chain
performance in digital upstream supply chain procurement
processes. The present study also clarifies the impact and role
of data analytics capabilities in digital supply chain development
and success.

This study is divided into two main phases: internal stakeholder


identification and consolidation of performance measures and
metrics. The mixed-methods approach follows semi-structured
expert interviews with questionnaires collected from 413
internal stakeholders.

Findings
Five internal stakeholder groups were identified: management,
auditors, financial officers, service users, and service support
staff. Eight measures and 44 corresponding metrics were
consolidated, and 21 significantly distinct performance metrics
were identified from stakeholders’ perceptions. As expected,
financial measures were most important to financial officers,
while contract management was most important to service
support staff.

Practical implications
Although e -GP processes can vary by country, this study’s
approach to developing an e -GP performance measurement
framework is adaptable, offering beneficial guidelines for
designing e -GP performance measurement systems.

Originality/value
This paper goes beyond the existing literature by magnifying the
internal stakeholder roles and perceptions of importance, as
reflected in the consolidated e -GP performance measurement
framework. The consolidation approach with theoretical
references (new public management, transaction cost
economics, and institutional theory) yielded comprehensive e -
GP-specific performance measures and metrics, providing a
rigorous approach to measuring e -GP performance.

twelve quarterly surveys conducted to date, there is an
opportunity to analyze the adoption rates of e ‐ procurement
tools, techniques and protocols in the American marketplace.
The author of this study has conducted just such a longitudinal
analysis of the ISM/Forrester data, examining the trends for
organizations across the U.S. marketplace. What is
demonstrated is that overall, both in manufacturing and service‐
oriented firms and in large and small purchasing organizations,
e ‐ procurement methods are rising and reaching “critical mass”
in most areas with the “ e ‐way” fast becoming “the way”.
However, important differences due exist between the groups
and their specific needs, motivations, and results in their shift to
an electronic acquisition environment. These are highlighted
and discussed in this article.

Originality/value
The study represents one of the most extensive investigations
of e - procurement quality to date and is the first to examine its
underlying dimensional structure. The multi-item scales
developed and validated using a mixed-methods process are
suitable for theory building and testing, as well as providing
useful diagnostic value to practitioners.

A survey approach is used to measure the constructs in the
E‐procurement auction success factors
proposed model. Respondents were selected from three
sectors: private, public, and government organizations using Performance management
judgment sampling. Data are collected from at least two
respondents from purchasing personnel in the e ‐ procurement
user firms. At least one of the respondents is in a managerial
position. The sample size is 186, representing 20.4 percent from
private enterprises, 33.3 percent from public enterprises, and
46.3 percent from government agencies.

Findings
The survey results show that organizational learning of e ‐
procurement is influenced by service capability, good
governance intention, management support policy, and
organizational readiness factors. Service capability and
organization learning of e ‐ procurement influence e ‐
procurement process improvement. Employee satisfaction can
be determined by management support policy and e ‐
procurement process improvement. Employee satisfaction has
the strongest positive impact on financial cost improvement.
Management support policy has a negative impact on financial
performance improvement. Trust in e ‐ procurement online
intermediaries has no impact on the four measures of the
balanced scorecard.

Originality/value
The study contributes to the literature by using the four
balanced scorecard indicators to measure the success of e ‐
procurement to assist organizations to assess performance in
terms of organizational learning, internal process improvement,
employee satisfaction, and the financial benefit of e ‐
procurement .

This paper reports on an extended multi‐method case study of

e ‐ procurement in the UN. A three stage methodology is
adopted – a questionnaire survey of UN organizations, case
studies of e ‐ procurement issues in three UN organizations,
and an interactive workshop with the heads of purchasing of
UN organizations.

Findings
The paper finds that e ‐ procurement is being used in the UN for
transactions of routine, non‐strategic purchases. UN
development agencies are more likely to adopt e ‐ procurement
than humanitarian aid agencies as their operations are more
predictable. The intention of the majority of UN organizations
to adopt e ‐ procurement within three years has been reversed
following the workshop, which revealed that adoption of e ‐
procurement would run counter to UN policies of supporting

less developed nations, regions and organizations. A more

unilaterally promote e ‐ procurement across the UN system.

Research limitations/implications
This research focuses on the UN, yet could have implications for
other complex systems of organizations such as the public
sector, or multinational companies considering implementing e ‐
procurement with suppliers in developing countries.

Practical implications
E ‐ procurement needs to be considered in the context of other
procurement policy objectives. What may be good e ‐
procurement practice in a profit‐making firm may be viewed as
competing with broader policy objectives of not‐for‐profit
organizations. The digital divide is a salient contextual factor for
the UN, and brings about unforeseen issues regarding e ‐
procurement adoption which may have resonance for other
organisations.

Originality/value
Much research on e ‐ procurement has been conducted in the
private sector and this paper contributes to the small but
growing number of studies of e ‐ procurement in the context of
the public and not‐for‐profit sectors by studying e ‐ procurement
in the UN.

purpose of this paper is to focus on creating a methodology
that treats common, recurring service requirements in a more
strategic manner.

Design/methodology/approach
The authors develop a standardized, repeatable methodology
that uses relevant cost drivers to analyze service requirements
to identify more efficient procurement strategies. Furthermore,
they create a clustering continuum to organize services based
on proximity between the customer-supplier bases. This paper
uses a commercial business mapping software to analyze cost
driver data, produce visualizations and illustrate strategic
opportunities for category management initiatives. DoD
requirements for Integrated Solid Waste Management (ISWM)
within the Los Angeles area are evaluated using the software
and methodology to demonstrate a model for practical
application.

The authors find that commercial software can be used to


cluster requiring activities needing common, recurring services.
This standardized, repeatable method can be applied to any
category of services with any number of cost drivers. By
identifying optimal requiring activity clusters, procurement
agencies can more effectively implement category management
strategies for service requirements.

Research limitations/implications
The initial approach of this paper was to develop a macro-level,
one-size-fits-all model to centralize procurement . The authors
found this approach inadequate as they tried to group service
requirements of wildly differing characteristics. They
experienced other significant limiting factors related to data
availability and data collection.

Social implications
Clustering common and recurring DoD service requirements
would result in standardized levels of service at all installations.
The demand savings from clustering would promote the
implementation of best practices for that service requirement
across the DoD, which would eliminate non-value-added
activities currently performed at some installations, or gold-
plating of requirements, which is also likely occurring.

Originality/value
This paper is the first to use an analytics-based methodology to
cluster common, recurring public services. It is the first method
that offers a standardized, repeatable approach to
implementing category management of service requirements to
achieve cost savings.
