Abstract: Public Procurement in Tanzania is a very ineffective exercise leading to inflated costs, corruption and
delays in completion of Public Projects. Public procurement has a huge potential to stimulate the economy by
providing opportunities to Small and Medium Enterprises (SME's), if done correctly. The major bottleneck in the
current procurement process is inefficient tendering and selection of bids. Tanzania still doesn't have a fully
operational e-procurement platform. This paper analyses how Innovation can be used in Public Procurement to
ensure true fairness, competitiveness, transparency and value for money in public projects. Technology is a
powerful tool to influence business culture. This paper describes the overall Procurement Management practices
used in Tanzania, the challenges, how the procurement process affects public projects (i.e. Time and Cost), how
e-evaluation as a component of e-procurement can reduce Time and Cost of Public Projects and Finally the
Project Plan and scope for the implementation of an efficient e-tendering system.

Abstract: Sustainable building construction has become essential in the construction industry with the aim of
satisfying the present and future needs of construction stakeholders. Selection and procurement of appropriate
materials that satisfies the principles of sustainability is paramount in construction. To this end, the traditional
method of materials procurement has been found to be inefficient considering the increased innovations and
diversity of materials available for construction. This paper explores the implementation of E-commerce
especially e-procurement as a strategy for improving the process of materials procurement in the South African
construction industry. This study obtained data quantitatively through questionnaires administered to 150
construction professionals in the Western Cape Province of South Africa. A total of 93 responses were retrieved
and analysed. Findings indicated: building cost reduction, enhanced environmental protection and enhanced
implementation of government policies as benefits of sustainability in materials procurement towards
sustainable building production. However, e-procurement implementation during materials procurement are
hindered by (a) lack of awareness, (b) resistance to change, (c) high cost of installation and operation and (d)
Internet fraud. Given the benefits and impacts of e-commerce, adequate implementation of these findings should
proffer a suitable strategy in addressing the challenges of materials procurement towards sustainable building
construction.

Abstract: As an effort to shorten supply chain and improve the efficiency, effectiveness, and transparency of the
procurement process, Indonesian government created a public procurement plan information system (SIRUP) as
a part of e-Procurement used by government institutions in Indonesia. This research was conducted to analyze
the determinant factors of SIRUP implementation in Indonesia and its impact to procurement personnel
performance by using modified research model from DeLone & McLean theory, Task Technology Fit (TTF) and
Technology Acceptance Model (TAM). The research model was tested using Partial Least Square Structural
Equation Modeling (PLS-SEM) approach with SmartPLS 3.0 software. The result of this research with 239
respondents shows that system quality, information quality, service quality, usage, user satisfaction, subjective
norm, task characteristic and task technology fit become factors influencing SIRUP implementation toward
procurement personnel performance. However, only task technology fit and user satisfaction dominantly affect
the performance of procurement personnel. In the end, this research could be a feedback to Policy Institute for
Procurement of Goods/Services (LKPP) as a main stakeholder of SIRUP in order to improve their system and
service quality.

Abstract: It is inevitable that the use of information and communication technologies (ICT) has been widespread
in various sectors, including the governmental sectors. The implementation has brought many benefits,
especially to improve performance of the public services. This is a strong reason for developing countries to
encourage ICT utilizations, like Indonesia. One of the technological implementations is procurement system,
which has been implemented by the Indonesia government. Despite the fact that, the electronic procurement (e-
procurement) system has been implemented for nearly one decades, there are studies in this system
implementation. The findings of the previous tend to present the incomplete understanding of the system
implementation. In addition, further studies around the E-Procurement are still needed to be conducted, in order
to examine the factors that influence the system implementation. The researcher adopt research model related
with trust, and public key infrastructure constructs. The expectation is a comprehensive finding of the factors
locally into the process of government procurement.

aims to examine the level of adoption of e-procurement in Nigeria with the view of gaining an understanding of
the drivers, benefits, barriers, critical success factors, organisational performance post implementation and the
impact of e-procurement utilization on curtailing corruption in public procurement. Results were obtained using
a web-based survey, sent to 174 interviewees operating in the e-Procurement departments of Nigerian public
sector organisations. In total, 74 responses were received, with results identifying that the majority of those
surveyed had not received sufficient training in the use of e-procurement systems. We also identify that at an
operational level, public sector organisations are yet to fully attain the full benefits of e-procurement.

Abstract: E-procurement changes process of purchasing goods and services so that all processes from
identification through payment is using electronic methods. E-procurement has been used in governance in many
countries as a means of increasing transparency, efficiency and reduction of corruption within the government.
The Indonesia's Government became one of country that use e-procurement in the procurement of goods nor
services. Many studies on e-procurement in the government sector have been conducted, but very few researches
that focuses on its impact on good governance. This study conducted to do investigation of success rate of
implementation of e-procurement in terms of some of the factors of good governance in the Indonesian
government. Questionnaires were distributed to supplier who provide goods and/or services listed in the system.
Data was analyzed by Structural Equation Model using Partial Least Square method. The results showed that
Indonesian government uses of SPSE resulted increased transparency in procurement of goods and services.

Abstract: This paper focuses on the problem of corruption in Iraqi procurement system and how using
information technology to fight it. Open data innovation has considerable attention in the last years as a tool to
improve transparency and accountability. Survey is conducted among Iraqi employees and contractors to create
more knowledge about corruption issue. The paper suggests a new web based framework that allows to create a
full work profile for contractors then can be used to qualify them in project implementation. In addition, it
proposes an open data portal to publish all relevant tender data to make Iraqi procurement system to be more
transparent.

Abstract: This paper is intended to review the literature review relating to the implementation of e-procurement
in Indonesia generally and in local government in particular. From some literature review undertaken, the author
found that there is a lack of implementation of e-procurement, as there are loopholes that allow for decision
makers winner of the auction and bidders. Because it contains only replacing the system of a conventional
system to an electronic-based system. Based on data from corruption eradication commission in 2015, showed

that 70% of the cases of corruption in Indonesia is from government procurement. Therefore, the authors
propose that the conduct of the auction-based electronic government procurement must use certificates with the
aim of users authorize the use of public key and only the person entitled to be able to access.

Abstract: Electronic auction is the electronic process of implementation of a part of a public procurement
procedure, which enables bid ranking by using automated evaluation methods, and it is recommended when
technical specifications of the items of procurement can be accurately determined. We believe that this
procurement process, which is envisaged by the EU legislation, as well as Croatian legislation, however,
underutilised in the Republic of Croatia. As a consequence, an electronic auction has a very strong market match
between the bidders, and thus the lower prices of procurement items. Likewise, this form of public procurement
reduces the possibility of misuse. That is why we believe it is necessary to analyze in detail the possibilities of
the E-governance, and the practice of its use in order to understand its advantages, which are significant in
pursuit of a more transparent and more favorable public procurement.

Abstract: PT. Chevron Pacific Indonesia (CPI) is a subsidiary of Chevron Corporation, an American petroleum
mining company which now operates the block Rokan in the Indonesian region. One of the business processes
contained in this company is Supply Chain Management (SCM) - Procurement & Contracting. ERP Software
implemented in this SCM division is System Application and Product in data Processing (SAP) ARIBA. The
problem that has been often faced by the user is that the system service is less flexible because it can only be
accessed at the time of office operating hours and handling problems on the system that takes a while. The
model used in this study was the success Model of Information Systems. There are 6 variables in this model of
research, namely quality information quality, system quality, service quality, intention to use, user satisfaction,
and net profit. The study used questionnaires to get the respondents `results and used to draw conclusions. The
analysis process uses SPSS 26 and SmartPLS 3 as application for data processors. The result of this analysis
process is a recommendation in terms of SAP ARIBA system services in order to be better in the future. The
proposed recommendation is to improvise on system services to make users more comfortable in using the
system.

Abstract: Firms have available many forms of collaboration, including cooperatives or joint ventures, in this way
leveraging their market power. Customers, however, are atomic agents with few mechanisms for collaborating,
leading to an unbalanced buyer-supplier relationship and economic surpluses that shift to producers. Some group
buying websites helped alleviate the problem by offering bulk discounts, but more advancements can be made
with the emergence of technologies, such as the blockchain. In this article, we propose a customer-push e-
marketplace built on top of Ethereum, where customers can aggregate their proposals, and suppliers try to
outcompete each other in reverse auction bids to fulfil the order. Furthermore, smart contracts make it possible to
automate many operational activities, such as payment escrows/release upon delivery confirmation, increasing
the efficiency along the supply chain. The implementation of this network is expected to improve market
efficiency by reducing transaction costs, time delays, and information asymmetry. Furthermore, concepts such as
increased bargaining power and economies of scale, and their effects in buyer-supplier relationships, are also
explored.

challenges categories of e-government implementation in developing countries. They are IT infrastructure,
managerial issue, digital culture, budgeting, laws and legislation, and human resources. Government must pay
attention and focus on these challenges to ensure the successful implementation of e-government.

Abstract: In the implementation of e-procurement application in the government of the Republic of Indonesia,
one of the important issues is how to find relevant questions in the archive of a question answering (QA) service
with the question asked by the user. A common method used for finding relevant documents is representing text
documents into vector space model (VSM). Relevance between query and documents can be calculated using
document similarities theory, by comparing the deviation of angles between each document vector and the query
(from user question) vector where the query is represented as the same kind of vector as the documents. The
Vector Space model algorithms widely used are Term Frequency * Inverse Document Frequency (TF*IDF) and
Latent Semantic Indexing (LSI), however both models have their respective limitation. Considering that
problem, this paper proposed hybrid model that combines TF*IDF and LSI to fix some limitations on both.
From the experimental results, it is found that the proposed model is outperform (P@1=0.67) compared to
TF*IDF model (P@1=0.27) and LSI model (P@1=0.4) that stand alone.

Abstract: Companies are adapting their traditional development processes, aiming for project-specific designs
that are referred to as “Agile Product Development” - flexible, adaptive and accelerated processes.
Implementing these principles supports developers to react to challenges such as shortened innovation cycles.
For successful implementation and use of these new principles, support functions such as procurement have to
be adapted to the demands of flexible, agile and accelerated processes. Complexity of tasks and impact on
corporate success of procurement increased significantly in the last decades resulting in specialized stand-alone
procurement departments. Being optimized for traditional development methods such as stage-gate, these
departments will be challenged by agile developers demanding for highly flexible, hardly predictable
procurement activities. Therefore, the authors present a scientifically derived catalog of requirements for
procurement in agile product and technology development projects, e.g. shortened lead times and vague
technical specification of products to be procured. Based on this catalog, options for the configuration of
procurement in agile development projects, such as the organizational merging of development and
procurement, are discussed. Adapting the procurement according to the requirements derived in this paper will
help companies to successfully conduct procurement activities in regard to the needs of agile new product
development.

Abstract: The activity of procurement is one such activity that is not only crucial for any organization from the
fiscal point of view but also involves a great deal of lucubration both on human and software fronts. In this
paper, we discuss about a chatbot developed to automate this tedious process. FinderBuddy is a procurement bot
i.e. it is a chatbot designed to facilitate the procurement process in industries. (Here, FinderBuddy was designed
for a simple office building where the bulk of work is on desk work. Hence the supplies in the database are

advanced features like processing natural language input (apart from accepting queries in a well-defined syntax),
accepting voice input, delivering audio output, displaying items running short in the inventory, updating
quantities of items in the inventory, tracking pre placed orders, changing orders still in processing, cancelling
orders, reordering past orders, checking availability of various items in the inventory, review of past orders, spell
check etc. Thus the chat bot provides all possible features to make the procurement process lucid, smooth and
user friendly with least human intervention. The design involves crucial use of database concepts, Natural
Language Processing, Web Scraping and Speech-to-Text (and vice versa) conversion. The implementation is
carried out in Python and SQL using varied APIs.

Abstract: A process model based on animal-based ingredients' running procurement will help halal level
examiners check halal implementation based on Halal Critical Control Points (HCCP). Process discovery is a
study for automatically forming a process model based on a log of running processes. There are several
algorithms of process discovery, such as Alpha++ and Alpha#. However, the procurement of animal-based
ingredient processes has an invisible non-prime task that has not been discussed in the existing algorithms. This
research proposes a graph-based process discovery algorithm to form a process model containing invisible non-
prime tasks based on the procurement processes. The log of procurement processes is obtained by using a
business process management application, i.e., ProcessMaker. This research evaluates the proposed graph-based
algorithm by comparing it with Alpha++ and Alpha# based on fitness and precision. The evaluation verifies that
the proposed graph-based algorithm has a better quality of the obtained process model than Alpha++ and
Alpha#. The fitness and precision of the graph-based algorithm are 1 and 1. On the other hand, the precisions of
Alpha++ and Alpha# are 0.43 and 0.43, respectively.

government (e-Government) and good governance. To optimize the management of the procurement of goods
and services. Regional Secretariat of the District. Sidoarjo launched a website-based application called SIRUP.
SIRUP itself began to be used by the Regional Secretariat of the District. Sidoarjo since 2019. With the
realization of the SIRUP system, it is hoped that it can ease the work of the State Civil Service (ASN) in making
and announcing procurement packages because there is no need for manual input, which often makes mistakes
in the procurement filling format. To determine the quality of an information system, ISO 9126 can be used
especially on the characteristics of functionality and usability. Measurement of functionality characteristics is
carried out in 2 stages, namely entering valid data and invalid data to see the response from SIRUP.
Measurement of usability characteristics is carried out by distributing questionnaires to ASN SIRUP users to
determine user perceptions about the ease of using SIRUP. The results obtained on the measurement
functionality produce a success percentage value of 100% for PA (Budget Users) and PPK (The Committing
Officer) permissions for valid data input. Meanwhile, for invalid data input, PA access rights resulted in a
success percentage value of 83.33% and PPK access rights of 62.5%. The results on usability measurement get a
total value of 3068 so that it is included in the “Very Good” category. Based on the results of this research, it can
be used as a reference for developing SIRUP so that it can run even better in the future.

many functionalities of distribution management system. In terms of interoperability, smart metering systems
have gone through four different stages. A comparison of the system implementation costs for these four stages
is presented for distribution system operator of Serbia.

the priority level of work is determined by calculating the level of risk, and the overall cost of mitigation,
ranging from the cost of procurement, delivery, operation and maintenance or known as business case method.
Conducting a business cases, need several key factors such as individual competence, availability of data and
information and the development of a standard template. At present, there is no adequate data and information
regarding the whole life cost to carry out business case on main programs in TJBB such as replacement of IBT
and transformer 150/20 kV.

theoretical model to investigate the optimal procurement decisions for an e-retailer who can activate both drop-
shipping and backup-sourcing strategies. Specifically, our model considers the e-retailer sourcing some units of
a product from a supplier to meet the random demand of online customers. The units of the product are held by
the supplier, and then are directly shipped to the customers from the supplier side (i.e., drop-shipping strategy).
However, there is disruption risk for the supplier; thus, after the randomness of the supplier is realized, the e-
retailer can urgently order some units of the product from an expensive but perfectly reliable outside option (i.e.,
backup-sourcing strategy). We examine the optimal order decisions of the e-retailer and the optimal wholesale
price decision of the supplier. Our study shows that for the retailer, the activation of both backup-sourcing and
drop-shipping strategies increases its profit, and there is substitutability between the two strategies. For the
supplier, the implementation of the drop-shipping (backup-sourcing) strategy increase (decreases) its profit, but
the drop-shipping and backup-sourcing are complementary strategies. For the supply chain, when the logistics
cost is low or high and the backup-sourcing cost is low, the backup-sourcing and drop-shipping are
complementary strategies, whereas in other cases, they are substitutive strategies. Our study not only brings
some academic contributions to supply chain management, but also provides significant management insights
for the operational practice in terms of drop-shipping and backup-sourcing.

Abstract: The massive penetration of Renewables into the energy mix and the existence of IoT-enabled
Distributed Energy Resources (DERs) in the emerging smart grid, while a blessing towards de-carbonization,
increase considerably the operations and planning functions of the grid. Cloud processing of IoT/DER data
facilitates the deployment of various Demand-Response (DR) and other DER asset scenarios, the organization of
distribution grids into Local Energy Markets (LEM) and the efficient computation of load forecasting and power
flow. Cloud computing enables a plethora of service provisions to the grid including frequency response. The
decentralized nature of DERs at the edge of the distribution grid requires nodal approaches for the computation
of power grid congestion constraints and power flow solutions. We present here a cloud-edge continuum
approach, anchored on the new generation of communications infrastructure, which expedites the computation
time of the load and DER forecasting and optimal power flow calculations. The proposed approach allows the
LEM operator to respond to Fast Frequency Response service procurement signals issued by the balancing
authority requiring even sub-second latency for service settlement. The proposed cloud-edge architecture has
been tested on the IEEE European Low Voltage Benchmark model and provides scalability and elasticity for
various DR/DER configurations. 1 BACKGROUND T HE massive penetration of Distributed Energy Resources
(DERs) and the Internet of Things (IoT) devices in the grid, physically located everywhere, in all shapes and
sizes, both in front (FTM) and behind the meter (BTM) are fundamentally changing the operating characteristics
of the power grids. It also transforms the current electricity market architectures towards an hierarchical energy
market model under which DERs can voluntarily participate simultaneously in multiple markets to maximize
their value to the grid. The deployment of low latency 5G network along with the installment of vast amount of
IoT devices enable assets at the edge of the distribution grid to participate in the wholesale energy markets by
implementing [1]. The successful implementation of such hierarchical market architecture, under which
transactions will take place across all levels in the supply chain, namely wholesale, retail, BTM and under the
Transactive Energy (TE) paradigm requires the presence of a comprehensive and consistent set of market prices
for various products and services such as energy, °). capacity, ancillary and grid network services [2]. In the
emerging energy marketplace, cloud computing is expected to act as an enabler to future electricity markets,
since it provides the necessary computational resources to process the vast volume of data from the IoT devices,
coordinate the operation of DERs and offer scalability to the system. Effective control of the emerging smart
grid will be made possible through ICT, intelligent terminal technology, industrial IoT and cloud computing.
These technologies will enhance the effectiveness of Demand Response (DR) solutions by enabling electricity
prices and control signals to be processed in real-time. DR schemes along with electric storage assets are
expected to play a fundamental role in the successful integration of massive penetration of renewable energy

Programme (IRP) on Smart Grids [1] aims to re-use the existing standards within its in progress activities
considering to be in compliance with the standardization groups like CEN/CENELEC/ETSI, NIST and others.
Moving towards the implementation of the functional architecture, it is important to be aware of the information
to be exchanged and how communication protocols can be used in support of Smart Grid information exchange.
Therefore, a reference method needs to be developed for assessing and classifying the ICT interoperability
standards and specifications. The existing Common Assessment Method for Standards and Specifications
(CAMSS) is thought to be a tool for Public Administration choices of standards, especially for e-government
and e-procurement in EU. Despite CAMSS defines an evaluation schema for standards and specifications via an
Excel tool, this paper shows that the CAMSS approach needs to be modified and adapted for the goals of
ELECTRA IRP. Moreover, the elaborated tool would not only be useful for ELECTRA purposes but it would be
used in a broader Smart Grid (SG) perspective as well and also, with some slight adaptations, more in general,
for all complex contexts involving a high number of standards (e.g. the Smart City context).

brainware that related and mutually support the use Hospital Management Information System. This work used
COBIT 4.1 framework guides the construction of a classification scheme that defines the level of security and
protection of the infrastructure technology. Based on the required problems, the NTB Provincial Hospital
requires recommendations as a reference in the procurement, maintenance and security of IT infrastructure. The
processes used in the COBIT 4.1 framework are PO2 and AI3. This process answers the process that will be
carried out in implementing IT governance to improve infrastructure at the NTB Provincial Hospital by
measuring the existing maturity level. The results of the recommendations for IT governance expected to help

Abstract: Many different Software Process Reference Models (PRM) and standards have been developed in
recent years leading several software organizations to the need of process alignment to two or more models or
standards, due to legal obligations or market opportunities. How to deploy multiple PRMs within the same
organization without parallel processes implementation and rework is a problem still under investigation. The
CERTICS is one of those PRMs, created with a specific purpose of assessing whether the software products of a
given organization are result of Brazilian national innovation, aiming to allow also benefits in government
procurement. The MPS reference model for software (MR-MPS-SW) is other already well-established PRM that
has been widely used in Brazil by software organizations. This paper presents an experience of harmonization of
these two models and their implementation in a case study in a software organizational unit that already has an
official MR-MPS-SW's "F" level seeking a complementary CERTICS certification. The methodological
approach starts with a conceptual models comparison based on the literature, and then the harmonization and
implementation of the two models in the context of a case study. The results observed in the case study and the
successful official CERTICS certification, raised up preliminary indications that the harmonization experience
was conducted without generating processes overlapping and applying acceptable organizational effort.

Abstract: HTA has been used much less in case of medical devices than drugs or therapeutic interventions. It
was shown that the problem - difficulties in evaluation of (patient-reported) quality of life - appears above all
when appraising diagnostic devices, while the therapeutic ones can be assessed as a part of the entire
intervention. The idea of multiple-criteria analytic methods utilization brought in some progress. In the last
years, HTA methods are more and more used also on a hospital level. This approach, called hospital-based HTA,
has different objectives and employs different methods than the traditional HTA. In hospitals, HTA methods are
usually applied to strategic decisions, device procurement and management, and general organizational issues.
Recently, medical devices became the main field, where hospital-based HTA proved beneficial. The paper
summarizes different attitudes to HTA implementation on a hospital level. Typical applications in device
selection and procurement, intra-hospital organization, and/or strategic decisions are shown.

Abstract: The tendency of the management that focuses on facets of strategies and business risks without
comprehending the procurement, the implementation, the availability of services, and information technology
governance supports leads to not centralised online cosmetics business management and an increasing level of
the customer turnover. The aims of this research are to cognise the gap value of each process of DS (Deliver and
Support) and AI (Acquire and Implement) Domains and to recommend the information technology which is
suitable for COBIT 4.1 Framework. The maturity level of the information technology governance of DS Domain
shows that the average score is 2.301 and the lowest one is on the process of DS4, i.e. 1.968. This condition
reflects that all processes have not reached 2.51. Meanwhile, the average score of AI Domain is 2.674 and the
lowest one is on the process of AI4, i.e. 2.456. Evenly, AI Domain has been at the interval 2.51-3.50 (defined
process). The relationship among DS4 and other information technology processes is on the control objective
input comprising PO2, PO9, AI2, AI4, and DS1 and the control objective output consisting of PO9, DS1, DS8,
DS9, DS11, and ME1. On the other hand, AI4 Domain has the control objective input comprising PO10, AI1,
AI2, AI3, AI7, and DS7 and the control objective output consisting of AI7, DS4, DS8, DS9, DS11, DS13, and
DS7.

Abstract: Machine Learning (ML) and other artificial Intelligence (AI) techniques have been developed for real-
time decision making, and are gaining traction in data-rich situations. However, these techniques are less proven
in sparse-data environments, and at present are more the subject of research than application. Typical
implementations of ML and AI require a cross-disciplinary decision engine that, once “trained,” can cognitively
respond to changes in input. The key to successful training is to a) have a defined decision-basis (answer-key),
and/or b) facilitate sufficient learning, both of which require ample data (observability) and ample time for the
machine to develop a logical outcome. Much research has been focused on developing decision algorithms using
various logical formulations, dimensionality reductions, neural techniques, and learning reinforcements for tasks

that traditionally require human intelligence. What is missing in most current research streams are
implementations of ML and AI for decisions that are fundamentally rooted in human intuition and empathy, e.g.,
situations in which the decision requires a holistic view and the outcome is based on a qualitative judgement
based on context and fact. This paper is intended to benefit a wide range of readers considering Artificial
Intelligence, from the merely curious to “techies” from other disciplines to experienced practitioners and
researchers. Using a qualitative/ characteristics base perspective of data and AI, we examine defense industry
procurement, operational, tactical, and strategic decision scenarios, then identify where AI can currently promote
better informed decisions and which arenas need would benefit by letting AI technology and sophistication
evolve further.

Abstract: Given a network with groups, such as a contact-network grouped by ages, which are the best groups to
immunize to control the epidemic? Equivalently, how to choose best communities in social media like Facebook
to stop rumors from spreading? Immunization is an important problem in multiple different domains like
epidemiology, public health, cyber security, and social media. Additionally, clearly immunization at group scale
(like schools and communities) is more realistic due to constraints in implementations and compliance (e.g., it is
hard to ensure specific individuals take the adequate vaccine). Hence, efficient algorithms for such a “group-
based” problem can help public-health experts take more practical decisions. However, most prior work has
looked into individual-scale immunization. In this paper, we study the problem of controlling propagation at
group scale. We formulate a set of novel Group Immunization problems for multiple natural settings (for both
threshold and cascade-based contagion models under both node-level and edge-level interventions) and develop
multiple efficient algorithms, including provably approximate solutions. Finally, we show the effectiveness of
our methods via extensive experiments on real and synthetic datasets.

Abstract: Understanding the status of high-performance computing platforms and correlating applications to
resource usage provide insight into the interactions among platform components. A lot of efforts have been
devoted into developing monitoring solutions; however, a large-scale HPC system usually requires a
combination of methods/tools to successfully monitor all metrics, which will lead to a huge effort in
configuration and monitoring. Besides, monitoring tools are often left behind in the procurement of large-scale
HPC systems. These challenges have motivated the development of a next-generation out-of-the-box monitoring
tool that can be easily deployed without losing informative metrics. In this work, we introduce MonSTer, an
“out-of-the-box” monitoring tool for high-performance computing platforms. MonSTer uses the evolving
specification Redfish to retrieve sensor data from Baseboard Management Controller (BMC), and resource
management tools such as Univa Grid Engine (UGE) or Slurm to obtain application information and resource
usage data. Additionally, it also uses a time-series database (e.g. InfluxDB) for data storage. MonSTer correlates
applications to resource usage and reveals insightful knowledge without having additional overhead on the
application and computing nodes. This paper presents the design and implementation of MonSTer, as well as
experiences gained through real-world deployment on the 467-node Quanah cluster at Texas Tech University's

of the conference proceedings. ����e content of this invited lecture focuses on the day-ahead optimization
of the operation of a local energy community. An energy community is a set of residential or small industrial
sites, each connected to the same distribution network. In general, each site is equipped by local power
generation (mostly from renewable resources), energy storage systems, and loads. It can act both as consumer
and producer in different time periods. The cooperation between the participants of the community aims at
minimizing the energy procurement costs by allowing direct transactions between the prosumers. Even in the
case in which the production is provided only by photovoltaic units, the presence of the storage units requires the
implementation of a day-ahead scheduling procedure. This lecture will present two different procedures that
consider the minimization of the losses in the internal network of the community, provide the indication of the
price of the direct transactions, and guarantee that each prosumer has an advantage by the participation in the
community without cross-subsidization between consumers and producers.

Abstract: One of the many opportunities Industrie 4.0 (I4.0) offers, is to reduce (re-)configuration effort. Today,
a variety of vendor-specific information models prevents an efficient configuration of Condition Monitoring
(CM) for adaptable Cyber-Physical Production Systems (CPPS). The manual configuration of signals that should
be monitored is a tedious and error-prone task. Standardization efforts for I4.0 focus on a generic interface called
Asset Administration Shell (AAS), which could increase configuration efficiency. The AAS should represent
information, e.g. about components, machines, and plants, based on properties standardized according to IEC
61360. Although frequently used in planning and procurement, benefits of properties for the integration of CPPS
have not yet been demonstrated. Additionally, important details for the implementation of the AAS, e.g. its
deployment and technical requirements, have not yet been specified. In this paper, an information model for
condition monitoring of a servo motor is defined based on IEC 61360 properties. This information model is
included in an AAS that is implemented on the Programmable Logic Controller (PLC) of a work cell from the
company Lenze. The PLC communicates with a condition monitoring service via OPC Unified Architecture
(OPC UA). Using IEC 61360 properties the type of a servo synchronous motor can be identified and thresholds
for this motor can be configured without manual configuration effort. Nevertheless, in order to implement the
AAS in an I4.0 compliant way, IT-Security and Message-based I4.0 communication have to be supported by the
PLC. The effort for the (re-)configuration of condition monitoring services can be reduced based on IEC 61360
properties. The approach introduced in this work could help to achieve the main goals of I4.0: To improve the
flexibility and efficiency of adaptable CPPS. Nevertheless, more properties and information models have to be
standardized in the future.
