Findings
The findings suggest that EPT usage positively affects managers'
perceptions of both PPR and PP.

Research limitations/implications
The findings of this paper primarily pertain to the operational
level of the organization. Future research could also attempt to
isolate the impact of individual EPTs on firm performance.

Practical implications
The contribution for practitioners is to provide guidelines for the
use of EPTs, and to report its impact on PP. The measurement
instruments developed in this paper can be used to evaluate
and benchmark current PPR.

Originality/value
This paper contributes to the literature by providing an empirical
test of the impact of EPTs on perceptions of PPR and
performance.

Design/methodology/approach
Data for this research were obtained by the use of a
questionnaire survey of bidders who were officially registered
with the Government of Nepal. As part of the fieldwork for this
research, the first author collected the perceptions of 220
bidders regarding the potential of public e - procurement to
reduce corruption in public procurement processes.

Findings
The findings suggest that a high level of the ITA has a positive
and significant relationship with the independent variables that
might inform the developed and emerging countries to make a
decision to adoption of e - procurement to combat corruption in
public procurement .

Research limitations/implications
This study has some limitations that should be taken into
consideration. The evaluation of anti-corruption factors, as they
affect the willingness of users to adopt e - procurement on the
bidder’s perception research model is relatively new to e -
procurement research. A limitation of the research was that it 
gathered and analyzed data from a single country with a limited
number of respondents. More research is needed to identify

the anti-corruption factors of e - procurement in reducing

Originality/value
This study aimed to contribute to the academic scholar,
government agencies and public procurement practitioner in
enhancing their understanding of the perceived anti-corruption
factors of public e - procurement to reduce corruption.

Stage 1 (literature review). The search engines, Emerald;
Business Source Premier; Science Direct and Sage were selected
to identify journals that have published the most procurement
methods-related articles. The search covered the period 1980-
2015. Stage 2 (Survey) – after analyzing and appraising the
literature, an up-to-date utility decision-making chart for
selecting the appropriate procurement method for the project
was developed. The chart was based on findings from a survey
that included 57 construction professionals and who have
demonstrated sound experience about the various
procurement options.

There is no one best procurement method for all projects. The
selection depends on the nature of the issues or problem at
hand. Decision making is not a punctual act. It is often a complex
process. Effective decision making also demands quality and
timely information, and a careful consideration of alternatives.
The multi-attribute decision-making chart presented in this
paper has included modern criteria and the client would have
end up with different recommendations and consequences
should these criteria were not included in priority weightings.

Practical implications
The literature review provides states- of -the art research in the
field of procurement methods in construction and the multi-
attribute chart is intended to offer decision makers an
opportunity to broaden their horizon on the different
alternatives procurement routs that could lead to different
consequences.

Originality/value
To the best of the authors’ knowledge, very few publications
have discussed modern selection criteria for procurement
methods in construction under one study. Therefore, this paper
has established a platform for scholars and researchers to
obtain more useful insights into procurement methods
concerns. It has identified research trends in procurement
methods which may allow industrial practitioners to appreciate
the key concerns in their development of modern concepts and
principles such as supply chain, lean construction, sustainability,
innovation, value engineering, e - procurement and Building
information modeling. The inclusion of these modern criteria
will present and add value to procurement decision makers
within the construction industry.

This empirical investigation relies on structured survey
responses from 137 managers of US manufacturing firms. The Business characteristics
partial least squares-based structural equation modeling

Findings
The research results confirm that both strategic sourcing and e -
procurement have a positive effect on firm performance. In
addition, e - procurement is also found to have a positive impact
on strategic sourcing. In addition, the research results suggest
that business characteristics and the environment, especially the
degree of competition, market turbulence, firm size and stage in
product life cycle moderate these relationships significantly. The
positive effects of strategic sourcing and e - procurement on
firm performance are particularly enhanced under the right
conditions.

Originality/value
This research is the first, to the best of our knowledge, to
provide insights into the joint effects of strategic sourcing and e
- procurement , and how business characteristics and the 
environment affect their roles on firm performance. In addition,
firm performance is evaluated as a multi-dimensional construct
involving financial, operational and supply chain aspects, with

1996 to 2007 with keyword indexes to survey the KM practice,
KMS technology and its application in BOSC. Such keyword
indexes include: BOSC, SCM, KM, KMS, expert system,
knowledge‐based system and information system on the
Elsevier online database, ScienceDirect, EBSCO, Proquest,
Emerald, DOAJ, and Wiley Inter Science. A total of 1,500 articles
were found but only 149 articles related to the keywords of KMS
application and KM practices within SCM and BOSC.

Findings
The important findings indicate that the KMS application is solely
focused on single knowledge problem for enabling individual SC
members to attain operational excellence. There is a need for
further research into the development of KMS with features of
knowledge coordination that cross organizational borders in
attaining the BOSC integration.

Research limitations/implications
Perhaps, the limitation of this study was the narrowness of the
scope of the paper based on the keywords used for searching.

Practical implications
Validation of the multi‐disciplines of KM practices and KMS
applications provides enterprises with useful guidelines for
implementing KM‐ and KMS‐related projects within their current
BOSC practices.

Originality/value
This paper provides useful knowledge by highlighting the
characteristics of KMS technology within BOSC and empirical
insights into the relationship between KM and BOSC practices.

Using case study methodology, data were gathered by
conducting interviews with the owners/managers of Indonesian
SMEs. Findings were analysed using the (ia)3 framework
developed to assist the understanding of non-market
environments.

Findings
Findings indicated that a key characteristic of the Indonesian
non-market environment was the influence of the government
and Indonesian society. This led to differing degrees of
dissatisfaction among SME owners and managers who reported
that they had to work within a number of constraints for
business survival, while simultaneously learning how to “play the
games” demanded by the business and regulatory environment.

Research limitations/implications
Limitations relate to the number of empirical cases represented
and the geographical area covered. Further research is
recommended in order to provide the opportunity for research
generalisation.

Practical implications 
These findings illustrate the need for transparency and integrity
in the procurement process in relation to Indonesian SMEs. It is

adopting a mono method qualitative methodological choice
using case studies and survey strategies. Template analysis and
content analysis techniques were used to analyse the collected
data.

Findings
Through the findings, main steps in the current FM process were
identified. It was revealed, manual procurement has issues
related to, efficiency, data security, communication and
transparency. Similarly, e - procurement systems also have
issues related to data security, poor integration and
transparency. FM industry has identified the requirement of
transforming into an advanced digitalised technology-based
procurement system. This study revealed, blockchain features
to overcome these issues and the application of blockchain
technology in different steps of the procurement process
through the developed framework.

Originality/value
The developed framework offers a solution for the future
technological transformation of FM procurement using
blockchain technology.

date, research on the CSFs for e ‐markets has been largely

to the success of e ‐markets. It contributes to the base of

capacity to use revenue and sales data for control purposes and

facilitated the ability to integrate sales and accounting data or

systems resulted in a trade-off between integration within the
firm and into wider customer and supplier networks.

Extant research suggests that integration challenges when

Originality/value
The paper offers an overview of the eMarketplace business
models linking them with the most relevant CSFs. On one hand,

entrepreneurs launching new eMarketplaces or managing
existing ones, in order to define the strategy, the business
model, and the value proposition for the company users. On the
other hand, managers facing the problem of adopting internet
technology to support a B2b relationship with business partners
must learn to distinguish between the different B2b business
models, in order to understand their impact on processes and
more precisely evaluate the potential value offered by a B2b
electronic intermediary.

The study examines conversations with employees in the


Government of Jamaica to understand key milestones in its
procurement history. Based on the view that the intervention
context is an ecosystem where multiple and inconsistent views
of the e - procurement system evolve over time, the study
analyzes milestones to reveal key actions that contributed either
to the initial success of or introduced challenges to the e -
procurement system.

Findings
The findings suggest that inducing positive sentiments about the
intervention through transparency will overcome a long history
of negative sentiments about the initiatives of government
bodies in general. Furthermore, positive sentiments may not be
directly related to the e - procurement system.

Research limitations/implications
The study offers important insights that government bodies in
similar contexts can apply to guide initiatives for transforming
procurement operations. For instance, training should
emphasize not only the technical aspects of the system from 
the perspective of different stakeholders but also their job

at other public institutions.

Originality/value
The pilot program comprising three campuses has been
predicted to yield $1.2m in savings over a one-year period;

methodology incorporates knowledge and judgements obtained
from experts to carry out identification of risk factors and to
assess the risk magnitude of the identified risk factors based on
factor index, risk likelihood and risk severity.

Findings
Risk magnitude of third party systems are found to be minor
with a belief of 100 per cent, and for in-house systems, the risk
is found to be between minor with a belief of 30 per cent and
major of 70 per cent. The results indicate that by using the
proposed methodology, the technological risk assessment of
new technology can be done effectively and efficiently.

Research limitations/implications
Using the results of this study, the practitioners can better know
the pros and cons of implementing both in-house and third
party e - procurement systems.

Originality/value


The modified ANP is used mainly to structure and prioritize the

diverse risk factors. Finally, an illustrative example on
technological risk assessment of both in-house and third party
e - procurement systems is used to demonstrate the
applicability of the proposed methodology in real life situations.

Findings
There are five factors that enhance governance procurement .
These relate to the transparent e ‐ procurement process,
committed public managers and political officials, honest
vendors, and specific policies and regulations. A transparent e ‐
procurement process has a positive effect on good governance
practice, increasing cost effectiveness and accountability, and
decreasing collusion among vendors. Vendor honesty has a
negative impact on collusion. Supportive policy and regulations
requirements improve cost effectiveness, accountability, and law
enforcement.

Practical implications
E ‐GP is not a guarantor of enhanced governance and reduced
corruption. It requires a dedicated commitment to strong rule
enforcement and penalties to achieve successful
implementation of e ‐government procurement .

Originality/value
Using a wide range of government agencies, the research
addresses the best practices e ‐government procurement
governance and the benefits of good governance in terms of
cost effectiveness, accountability, collusion reduction, and
stringent law enforcement.

The research was carried out in two stages in the first stage
archival analysis was conducted of government documents,
reports including reports by international organisations, policy
documents and literature. During the second stage case studies
were selected based on archival analysis. The unit of analysis is
the basis for the case and for this study, it was the procurement
of infrastructure projects in public sector in Pakistan and that
was the boundary of the research. Eight project case studies
were selected from six public sector organizations
(organizational case studies). A total of 24 respondents
participated from these six organisations.


Findings
The research has identified the different procurement choices

and reasons for a particular choice, the issues in procurement
choice and the issues in procurement implementation in the
public sector organisations in Pakistan. It has also described the
impact of procurement practice on successful project
outcomes. As a result multiple issues have been identified which
affects the choice of procurement such as the need for
efficiency and finances, client objectives, timely policy decisions,
clarity of clients needs, delays in bidding and response, delays in
approvals, proposal and bid evaluation procedures, need for
relaxation of rules and project characteristics. The major
barriers and constraints to implementation of procurement
have been reported to be regulatory and legal, risks and
contract management, principles of procurement , political,
culture, inter and intra organisational issues, conditions of the
country, lack of understanding, land acquisition, project revenue
and finance issues. Procurement had a direct impact on
successful outcomes of the project, the procurement systems
in these organisations had a direct relationship and impact on
performance and success of the project.

Originality/value
As a result of this analysis a vivid big picture of road map of the
ongoing processes and practice of procurement in public
sector in Pakistan has been created which vividly portrays the
issues and barriers of the procurement practice in Pakistan.

Findings
Data analysis reveals the complex ramification of systems
configuration and business process change that could affect
system use – reversing its initial acceptance and positive
intention to use.

Originality/value
The paper provides insight into system acceptance and use in
mandatory and workplace contexts. It demonstrates that the
move from the initial acceptance to actual use is more
problematic than TAM suggests. It provides a novel
conceptualisation of business processes as holders of social
and technical networks that constitute actors' performing
power.

Interviewees included executives of technology-based small


businesses, managers within public buying organisations and
innovation policymakers and experts.

Findings
The UK SBRI improves connectivity and instigates research and
development (R&D) related interactions and cooperation.
Through securing government R&D contracts, small firms access
relevant innovation ecosystems, build up their knowledge and
capabilities and explore possible routes to market. Public
organisations use the SBRI to connect to innovative small firms
and access their sets of expertise and novel ideas. They also
learn to appreciate the strategic role of procurement .
Nonetheless, SBRI-funded small business face
commercialisation and innovation adoption challenges because
of institutional constraints pertaining to rules, regulations and
public-sector norms of conduct.

Research limitations/implications
The study contributes to existing PCP research by
demonstrating innovation process-related effects of PCP
policies. It also complements literature on small business-
friendly public procurement measures by highlighting the ways
through which PCP, rather than commercial procurement
procedures, can support the development of small businesses
other than just facilitating their access to government (R&D)
contracts.

Social implications
The study identifies several challenge areas that policymakers
should address to improve the implementation of the UK SBRI
programme.

organisation, emerged from this review, which further produced

Research limitations/implications
Only article journals with empirical data were selected. Review
articles, book series, books, chapters in books and conference
proceedings were excluded.

Practical implications
Public managers should place highest priority to enhance
knowledge and awareness of procurers on GGP. Other
important initiatives to be undertaken include emulating best
practices, implementing change management and incentivising
suppliers to tackle the prevalent barriers of GGP. Finally, with
increasing evidences on barriers related to GGP, public
managers should consider mapping and analysing specific
barriers hindering GGP in their organisation/country.

Social implications
A less challenging and efficient implementation of GGP
contributes to a cleaner environment.

Originality/value
This article will be the first to systematically review the barriers
of GGP.

In this study, the authors apply and extend the TAM to examine
the factors that influence the acceptance of e - procurement by
individual employees. The authors’ focus is on the potential role
of user-perceived e - procurement quality dimensions as the
antecedents to the TAM’s cognitive mechanisms of perceived
usefulness and perceived ease of use. The structural equation
model uses the survey data collected from 139 e - procurement
users at a university in the Netherlands.

Findings
The results confirm the core TAM relationships within an e -
procurement context. Extending the TAM model to explore the
antecedents, the authors find that the e - procurement quality
dimensions of processing, usability, and professionalism impact
the levels of individual employee e - procurement acceptance.
Interestingly, the system-level dimensions (processing and
usability) appear to play a greater role than the support
dimensions (professionalism) in these cognitive mechanisms.

Practical implications
The findings indicate that the need for e - procurement training
and on-going support may be lessened by initial effective design
covering system navigation and system usability and by ensuring
that an e - procurement system has expedient information and
product flows between the buyer and supplier.

Originality/value
To the authors’ knowledge, this is the first study to explore the
TAM and, more critically, its antecedents within an e -

procurement context. It is also the first to empirically validate
this extended model. Finally, by shifting the focus from the more
typical organisational-level adoption to an individual employee

by exploring a developing country context.

Design/methodology/approach
The study provides qualitative assessment using insights from
policy implementation -related theories. Due to limited reporting
of target data on SME participation in India, the study conducts
analysis based on key informant interviews with 20 public sector
enterprises.

Findings
The evidence drawn from India mainly shows uneven
performance among the procurers in achieving the SME
procurement targets, and reveals serious policy
implementation shortcomings. These findings correspond and
complement the earlier studies on SME procurement in the
developed world. The Indian case additionally reveals barriers
which may be common to other developing countries such as
the lack of policy-administrative capacity compounded by the
prevalence of “efficiency syndrome” on the part of procurers.

Originality/value
By providing an in-depth developing country-specific
assessment, the study helps informing assumptions
underpinning SME-oriented procurement policies. The study,
therefore, fills a gap in the literature on SME-oriented public
procurement policy-making and its execution.
