Section 5120: 1-8-03 (B) (8) PURPOSE: To provide specific information regarding the use of restraining devices in the Hamilton County Corrections System. POLICY: It is the policy of the Hamilton County Sheriff's Office-Jail Service- to use restraining devices as a precaution against escape, or to protect an inmate from injuring themselves or others as well as to prevent property damage within the Hamilton County Corrections System. PROCEDURAL GUIDELINES: Restraining devices shall be used as a precaution against escape during transfer, to prevent an escape within the Hamilton County Corrections System, to protect an inmate from injury themselves or others, or to prevent an inmate from damaging property within the Hamilton Country Corrections System. Restraining devices shall only be used when one of these criterion have been met, and applied only when absolutely necessary. Restraining devices shall never be used as punishment or in a way to cause undue physical pain, or restrict the blood circulation or breathing, to an inmate. Use of Restraints for Security Purposes A. When restraints are used for other than routine transportation or routine security, such as after an inmate fight or disturbance, the shift supervisor must approve their use. The only exception would be if there is an immediate and urgent need to restrain a person uncontrollably violent to their self, others, or property. In this case, any deputy may decide when to apply restraints. All non- routine restraint incidents which do not require a use of force to restrain the inmate will require an incident report but not a use of force report. All non- routine restraint incidents that do require the staff to use force to restrain the inmate will require an incident report and use of force report. Page 2 of 6 Date: 02/05/2020 deputy(s) must notify the shift supervisor immediately of any non-routine incident that requires the use of restraints. B. Those inmates who post an imminent threat of physical harm due to apparent mental problems shall be transported to the Mental Health unit for appropriate services as soon as possible. Female inmates will be seen on their post by the Mental Health Staff. Female inmates will not be taken to the Mental Health Office without supervisor permission. If circumstances prevent the immediate application of the Restraint Chair to transport the inmate to the Mental Health Unit, metal restraints may be used for the length of time necessary to control the inmate until the Restraint Chair can be utilized, lll. Types of Security Restraints A. The following types of restraints are allowed to be used to train staff in the Hamilton County Corrections System: 1. Handoufis 2. Belly Belt 3. Leg Irons 4. Restraint Chair 5, Stun-Cuffs (See Policy G.6.A-Stun-Cuff) IV. Use of Handcuffs ‘A. When placing handcuffs on a lone inmate, the handcuffs should be snug against the inmate's wrists, but not so tight as to stop the blood circulation or injure the either wrist. All handcuffs must be double-locked to prevent tightening of the restraints which might result in the restriction of blood flow. Lone inmates will be handcuffed with their wrists cuffed behind their body. One exception to this is if a female inmate has been confirmed to be pregnant by the medical staff. Another exception is if the inmate has a medical condition which does not allow the inmate to be handcuffed behind his/her back. If one of these exceptions is met, the inmate in question will be handcuffed in the front. The belly belt shall be used to help secure the inmate when handcuffed in the front for safety purposes. Procedure No. C.08. Page 3 of 6 Date: 02/05/2020 V. Use of Leg Irons A. Leg irons will be placed on a [one inmate, in addition to handcuffs, when appropriate. If handcuffs cannot be utilized, leg irons will be applied. All leg irons must be double locked to prevent tightening of the restraint which might restrict blood circulation. When a female inmate has been confirmed by the medical staff to be pregnant, leg irons will not be used, The hands will be handcuffed in the front of the body as mentioned previously. If an injury prevents the use of leg irons, the hands will be handcuffed in the front of the body, if the use of handcuffs is possible. NOTE- Inmate on Administrative Segregation shall be handcuffed and the use of leg irons will be administered in accordance with policy G.6. VI. Restraint Chair A. An inmate may be placed in the restraint chair when his/her behavior is so violent to themselves, or others, when unrestrained as to constitute a serious risk to the institution's security and good order. Use of the restraint chair must be authorized by the Medical Doctor, Nurse Practitioner, Psychiatrist, or Security Supervisor for one of the following reasons: 1. To prevent self-injury, injury to others, or property damage. 2. Display of extremely aggressive or disruptive behavior. 3. When other approve techniques for control have proven unsuccessful B. The restraint chair shall only be utilized in the appropriate mental health unit based on the gender of the inmate. Upon placement in the restraint chair, a member of the health trained staff must examine the inmate every ten (10) minutes or less at varied times. All such observations shall be logged on the restraint chair form. 1. Male inmates in the restraint chair will be placed in B-pod on G-21 2. Female inmate in the restraint chair will be placed in A-pod on G-31. C. Alllog entries shall be complete, noting the condition of the inmate and his/her activities at the time or any significant developments. Times and notes will be legible and accurate, and they shalll detail the inmate(s) activities while in the Procedure No. C.08. Page 4 of 6 Date: 02/05/2020 restraint chair. Time in and out of the restraint chair must be noted on the Restraint Chair Form and in the unit's daily log. D. When inmates are restrained in the restraint chair, exercising each limb at least ten (10) minutes every two (2) hours is recommended to prevent blood clots. The behavior and cooperation of the inmate will be the determining factor when it becomes time to release one (1) limb at a time for the recommended exercise. When an inmate in the restraint chair is due for his/her two (2) hour limb rotation, the unit with the inmate in the restraint chair shall immediately notify the on-duty supervisor. 2. The on-duty building supervisor shalll respond to the location of the inmate in the restraint chair and verify that limb rotation is being completed and documented on the Restraint Chair form every two (2) hours until the inmate is removed. 3. The restrained inmate must be considered for removal from the restraint chair at least every two (2) hours and will document this on the Restraint Chair Form. There is no minimum time and inmate can be restrained in the Restraint Chair. E. The restrained inmate must be offered the opportunity to use the restroom facilities, and the restrained inmate shall have access to fresh drinking water, he behavior and cooperation of the inmate will be the termining factor when it becomes time to allow access to the restroom and drinking water. 1. The restrained inmate will be offered the use of the toilet every hour by the medical staff. F. Mental Health/Medical staff and the shift supervisor shalll confer on when it would be appropriate for the inmate to be released from the restraint chair. G. The medical staff will check all inmates in the restraint chair(s) every fifteen (15) minutes. When an inmate has been in the restraint chair for fouy (4) hours the psychiatrist will be contacted further guidance. ~ can BE OFF 37 H. Incident reports of the use of physical restraints shall be reviewed and signed off by a non-involved supervisor or higher ranking personnel and reviewed for Procedure No. C.08. The chair and a copy of the incident report will be taken to the - Maintenance Work Shop located on 1M in the North Building. Soma QHAIRS DID NOT Have Proper COFFIN NOTE- The amount of time an inmate spends in the restraint chair will be dictated 4?! by the inmate's behavior. If an inmate continues to exhibit behavior that is self-injurious in anyway, itis the responsibilty of all staff to keep the inmate safe. Keeping an inmate in the restraint chair for an extended period of time is a decision made by the Corrections Medical/Mental Heaith Staff to maintain safety for this inmate, not as a form of punishment. Medical Restraint Chair A. The Medical Restraint Chair will be used to limit the inmate's movement, The restraints can help keep an inmate from harming themselves or doing harm to others, including all staff members. The medical restraint chair is to be used as a last resort and for inmates that may have an injury or iliness. B. Restraints may be used to keep an inmate in proper position and prevent self- harm or falling. C. Restraints can be used to control or prevent harmful behavior. When an. inmate needs restraints so they do not: 1, Scratch their skin, 2. Remove catheters and tubes that feed them medicine and fluids. 3. Get out of bed, fall, and hurt themselves. Restraint Chair as VIIL Woodburn and Reading Road A. Inmates housed at Woodburn and Reading Road facilities will only be put in handcuffs and leg irons for transport. Once in handcuffs and leg irons Intake will be notified and the inmate will be transferred immediately, if more restrictive restraint is needed the inmate will be transported to the Hamilton County Justice Center. See section VI of this policy for compliance,
