This wand is constructed of wood and bone, and can steal years of life from other creatures through a ray of crackling black energy. The target must make a Constitution saving throw or lose 1d4 + the wielder's Constitution modifier years from their expected lifespan, which are gained by the wielder. If the target succeeds, the wielder loses the same amount of years. The wand regains 1d3 + 1 charges daily, and has a chance to explode if its last charge is used.

of Life-Stealing Outcast’s Wand of Life-Stealing Wondrous item, very rare, (requires attunement by a spellcaster)
This wand is constructed of wood and bone, and
you feel slightly fatigued holding it. This wand has 5 charges. While holding it, you can use an action to expend 1 of its charges to shoot a ray of crackling, black energy at a creature within 60 feet of you, attempting to steal some of the years of life from another creature. The years stolen are from the creature’s expected lifespan, the target does not appear visibly older, and notices no ill effect. The target must succeed on a Constitution saving throw or lose a number of years of life equal to 1d4 + your Constitution modifier. The saving throw equals 8 minus your Charisma bonus. If you have a negative Charisma bonus, the DC increases by the negative number. You gain these years of life. If the target succeeds on its saving throw, you instead lose years of life as if you had targeted yourself, the wand devouring them. The wand regains 1d3 + 1 expended charges daily at midnight. If you expend the wand’s last charge, roll a d20. On a 1, the wand drains you of 20 years of life, and then it explodes in a burst of crackling, black energy.
