Government Promulgates J&K Reorganisation (Amendment) Ordinance 2021 to merge J&K Cadre Officers
with AGMUT
Government of India promulgated an Jammu and Kashmir Reorganisation (Amendment) Ordinance 2021 by
amending the J&K Reorganisation Act, 2019 to merge the Jammu & Kashmir (J&K) cadre of All India Services
Officers like IAS, IPS & Indian Forest Service (IFoS) with the Arunachal Pradesh, Goa, Mizoram Union Territory
(AGMUT) cadre.
i.With this, officers from the Union Territories & above mentioned States can now be placed in J&K and vice
versa.
ii.The ordinance was signed by President Ram Nath Kovind amended section 13 & 88 of the Jammu and Kashmir
Reorganisation Act 2019, it was issued by the Ministry of Law & Justice.
Amendments:
Amendment in Section 88 of J&K Reorganisation Act,2019 for sub-sections (2) to (6):
• Section 88 of the J&K Reorganisation Act, 2019 amended.The amendment states that The members of the
IAS, IPS and IFS for the existing cadre of J&K shall be borne and become part of the Arunachal Pradesh, Goa,
Mizoram Union Territory cadre and all future allocations of All India Services officers for the Union Territory
of J&K and the UT of Ladakh shall be made to AGMUT cadres for which necessary modifications may be made
in corresponding cadre allocation rules by the Central government.
Amendment in Section 13 of J&K Reorganisation Act, 2019:
• The Ordinance also amended Section 13 of the J&K Reorganisation Act, 2019 by inserting the words “or any
other article containing reference to elected members of the legislative Assembly of the State”.
KeyPoints:
i.The move will help tackle the shortage of All India Services Officers in J&K owing to an earlier rule fixing the ratio of
direct recruits in Civil Services to promotees from J&K State Civil Services (Kashmir Administrative Service) at 50:50
instead of 67:33 formula followed in other states.
ii.Now, J&K cadre officers will report directly to the Ministry of Home Affairs (MHA). As MHA will be the final
authority of service matters such as inter segment transfers of officers, promotions, foreign deputations.
iii.It will help in addressing the shortage of All India Services Officers in J&K.
iv.This is the First amendment in the Reorganisation law after it was approved by the Indian Parliament in August,
2019.

A 5 day ‘National Folk Dance Festival’ in Jammu was held from December 26 2020
A 5 day long ‘National Folk Dance Festival’ was held in Jammu (Jammu and Kashmir Union Territory-JKUT)
from December 26, 2020. It was organised by the North Zone Cultural Centre, Patiala (Ministry of Culture, Govt. of
India) jointly with Jammu and Kashmir Academy of Art, Culture and Languages. Of the 5 days, for the first 3 days, i.,e
from December 26 to 28, 2020 the festival will be organised at Abhinav Theatre, Jammu. Artists from Jammu and
Kashmir, Himachal Pradesh, Gujarat, Rajasthan, Madhya Pradesh, Odisha and Punjab participate in it. The festival was
inaugurated by Former Deputy CM, Kevinder Gupta, S D Singh Jamwal and senior Journalist Sohail Kazmi was also

Patna Meteorological Observatory conferred ‘Centennial Observing Station Status’ by World Meteorological
Organization
Patna Meteorological Observatory has been conferred the status of ‘Centennial Observing Station’ by the World
Meteorological Organization (WMO) to recognize its contribution towards long-term meteorological
observation exceeding over 100 years.
i.The decision to confer the status was taken during the 72nd WMO Executive Council Meeting held virtually from
September-October, 2020.
ii.The Patna meteorological observatory was established in 1867 by the British Corps of Engineers.

i.Centennial Weather Stations maintain the world’s longest robust records of weather observations, they are key to
understanding of the climate system & global warming.
ii.Globally, there are 234 such recognised stations.
iii.In India alone, there are 12 recognized stations in 12 cities which are Ahmedabad, Alipore, Gopalpur, Mumbai,
Nungambakkam, Panjim, Patna, Port Blair, Pune, Puri, Srinagar & Thiruvananthapuram.
i.On October 23, 2020, IMD dedicated first of its kind “Flash Flood Guidance services (FFGS)” for South Asian

CCEA Approved Central Sector Scheme for 17 Years for Industrial Development of J&K
On January 6, 2021, the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister (PM) Narendra
Modi has approved the Central Sector Scheme (CSS) namely “New Industrial Development Scheme for Jammu &
Kashmir (J&K IDS, 2021)” for Industrial Development of Jammu & Kashmir (J&K). The information for the same was
provided by Lieutenant Governor of J&K during a press conference in Jammu.
• The scheme proposed by Department for Promotion of Industry and Internal Trade (DPIIT) has been approved
with a total outlay of 28,400 crore upto the year 2037.
• The package will remain in force for 17 years i.e. 2020-21 to 2036-37.
• So far, the amount disbursed under various special package schemes is Rs. 1,123.84 crore.
Aim of the Scheme:
To take industrial development to the block level in J&K.
• Notably, this is the first time that such kind of development will take place in any Industrial Incentive Scheme
of the Government of India (GoI).
Main Purpose of Scheme:
–Employment Generation, skill development and sustainable development by attracting new investment and
enhancement of existing ones. It is projected that it will provide direct and indirect employment to about 4.5 lakh
persons.
–Socio economic development of the area.
Incentives Provided under the Scheme:
Capital Investment Incentive: It will be provided at the rate of 30% in Zone A and 50% in Zone B on investment
made in Plant & Machinery (in manufacturing) or construction of building and other durable physical assets(in
service sector).
• Eligibility– Units with an investment upto Rs. 50 crore
• Maximum Limit– Rs 5 crore in Zone A and Rs 7.5 crore in Zone B

Capital Interest subvention: It will be given at the annual rate of 6% for maximum 7 years on loan amount up to Rs.
500 crore for investment in the above mentioned sectors.
GST Linked Incentive: It will be provided at 300% of the eligible value of actual investment made in above
mentioned sectors for 10 years. This incentive is on the lines of ease of doing business.
Working Capital Interest Incentive: It will be provided at an annual rate of 5% for maximum 5 years. With this
interest subvention the scheme is likely to give indirect support to about 35,000 persons.
• Maximum limit– Rs 1 crore.
Additional info:
–The state of J&K was reorganized on October 31, 2019 under the J&K Reorganization Act, 2019 which divided the
state two union territories (UTs) viz. UT of J&K and UT of Ladakh.
–The reorganization followed the revoking of article 370 of the Indian Constitution in August 2019, which provided
special status to Jammu and Kashmir from 1954.
–Since reorganization there are developments projects going on in J&K which involves initiation of metro for the first
time in 2023.
–In October 2020, President Ram Nath Kovind also gave assent to J&K Official Languages Bill 2020 under which
Kashmiri, Dogri and Hindi also added to the existing Urdu and English, as the official languages in U&T.
i.On December 26, 2020, Prime Minister Narendra Modi launched the Ayushman Bharat Pradhan Mantri-Jan Arogya
Yojana Social Endeavour for Health & Telemedicine (PM-JAY SEHAT) Health Insurance scheme for covering all the
residents of Jammu & Kashmir (J&K).

J&K approves Adoption of ‘Jammu & Kashmir Industrial Land Allotment Policy, 2021-30’
On January 22, 2021, The Jammu & Kashmir’s (J&K) Administrative Council (AC) under the chairmanship of
Lieutenant Governor Manoj Sinha gave its approval for the adoption of Jammu & Kashmir Industrial Land Allotment
Policy, 2021-30. The policy aims to achieve inclusive growth for sustainable industrialisation & employment
generation in Jammu & Kashmir.
• The policy will also cover the land allotment for health institutions, medi-cities, educational institutions & edu-
cities.
i.Objective:
• For Development of a well-structured Land Bank
• Promotion of Equitable Industrial Growth in the UT of J&K
• To ensure a Fair & Transparent mechanism for land allotment for industrial use.
ii.The Policy deals with the land-related issues which are holding back the Industrial development in J&K
• It lays down a framework to regulate zoning of industrial areas, project appraisal and evaluation &
succeeding process flow.
• The zoning of industrial areas at block & municipality level will be done after taking into account factors like
existing level of industrial development, location of proposed zone & level of urbanisation.
iii.Division level Project appraisal & evaluation committees will be constituted for checking application received for
allotment of industrial land within 30 days.
• In case of projects whose worth are above INR 200 Crore, INR 50-200 Crore, 3 Levels of Land allotment
committees namely Apex, High & Divisional will decide and allot the lands to applicants within 45 days.
• The initial lease period of the allotted lands will be 40 years; after which it can be extended upto 99 years.
iv.The allotted land will be cancelled
• Investor fails to take any steps within the time frame of 2 years
• If the Industrial unit does not come into production within 3 years

Government launches health insurance coverage under Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-
PMJAY) Social, Endeavour for Health, and Telemedicine(SEHAT).
i.This extended scheme was launched by Prime Minister of India, Mr. Narendra Modi.
through video conferencing on December 26, 2020.
ii.The scheme will provide universal health insurance cover to all the citizens of J&K, thus ensuring financial security
during any medical emergency.
iii.This is the first time in India that any scheme is implemented to such huge masses.
iv.The scheme will operate on insurance mode in convergence with PM-JAY.

About AB-PMJAY SEHAT:
Eligibility & Coverage
i.Under this new, AB PMJAY-SEHAT scheme, all citizens of J&K UT irrespective of their economic strata will be eligible

• Till now, under PMJAY only those from economically weaker sections of the society who were part of Socio-
Economic and Caste Census (SECC) 2011 were eligible for the scheme.
ii.More than 20 lakh families of the UT will be covered.
Sum Insured & free of cost insurance
The Sum Insured of the policy is Rs. 5 lakh and the health insurance will be provided on family floater basis.
This scheme will provide free of cost insurance to the J&K citizens and the government will bear the premium.
Hospitals
Many hospitals in India are connected under this scheme, and so the treatment will not be limited to government and
private hospitals in the UT.
Health Cards
All the beneficiaries in J&K will be provided with SEHAT health cards through which they can avail treatment during
hospitalisation.
Note
There is provision for operational extension of PM-JAY to approximately 15 lakh additional families.

J&K, NAFED sign MoU to improve the Horticulture Marketing

On January 1, 2021, The Union Territory Administration of Jammu & Kashmir (J&K) signed an Memorandum of
Understanding (MoU) with National Agricultural Cooperative Marketing Federation of India Ltd (NAFED). The
agreement will give a major thrust for marketing the Horticulture Produce.
i.NAFED and the J&K Government will work on branding & marketing of fruit crops & establishment of market
linkages for exotic, non-seasonal vegetables & flowers in the metro cities of India.
ii.The MoU was signed by Navin Kumar Choudhary, Principal Secretary of Agriculture & Horticulture Department,
J&K & Sanjeev Kumar Chadha, Managing Director of NAFED in the presence of J&K’s Lieutenant Governor Manoj
Sinha.
Key Points:
i.As part of the agreement, NAFED will invest INR 1700 Crores for Implementing High Density Plantations across
5500 Hectares in the next 5 years (2021-25).
ii.High Density Plantations of Apple, Walnut, Cherry, Pear Flowers are expected to increase the income of farmers
by upto 3-4 times. High Density Plantations of Apples will be implemented at Kishtwar & Bhaderwah.
iii.NAFED will establish 20 Farmer-Producer Organization, one in each district.
iv.It will also construct 3 cold storage clusters – one each in North Kashmir, South Kashmir & Kathua at a cost
of INR 500 Crores.
v.For the purpose of Branding & Marketing, NAFED will ensure Geographical Indications Tags (GI Tags) for fruit
crops like Apple, Walnut, Cherry, Olive, Litchi.
Post-Harvest Infrastructure:
Both entities will also ramp up the post-harvest infrastructure in the state for agriculture by building Cold
Atmosphere Stores, Grading & Processing facilities.
Nurseries for root stock:
Hi-tech nurseries for raising root stock will be developed and they will be imported directly to the farmers.
Virus Indexing Labs:
The agreement also involves setting up virus indexing labs for testing the quality of planting material.
i.On September 20, 2020, the Union Territory (UT) of Jammu & Kashmir (J&K) inked MoU with Army for the
development and operationalization of Airstrip in Kishtwar.

NHPC, PDD & J&K Power Development Corporation Signs MoUs to Implement Mega Hydro Power Projects in
J&K
On January 3, 2021 The Power Development Department (PDD), Jammu and Kashmir(J&K); National Hydroelectric
Power Corporation (NHPC) Ltd and J&K Power Development Corporation signed many Memorandum of
Understandings(MoUs) to implement & execute mega hydro power projects in J&K.
i.Mega hydro power projects include, 850 MW Ratle HydroElectric Power Project(HEP) and 930 MW Kirthai-II HEP,
and executing the pending Sawalkot HEP (1856 MW), Uri-I (Stage-II) (240 MW) and Dulhasti (Stage-II) (258 MW).
ii.These projects will attract investment of Rs 35,000 crore for J&K power sector and ensure energy security and 24-
hour power supply to J&K.
Purpose of the MoUs– To make J&K a power surplus region in India.
Target-To double the energy generation of J&K by 2024 and formulate a strategy for efficiency through policies,
monitoring mechanisms to ensure energy security for economic and social benefits, by utilising J&K’s hydro energy
resources.
About 19 important Projects of PDD were Inaugurated
In addition to this, about 19 important projects of PDD were also inaugurated during the Mega inauguration
ceremony. The project aims to have a great generation, efficient transmission and better distribution of power supply
in J&K

The MoUs were signed in the presence of Raj Kumar Singh, Union Minister of State (Independent Charge) for Ministry
of Power, New & Renewable Energy and Ministry of Skill Development & Entrepreneurship; Shri Manoj Sinha,

Provisions of MoUs
According to the provision of these MoUs, after 40 years of commercial operations, the projects will be given to J&K.

i.With these projects, J&K will become a power surplus region from a power deficit region in the next 4 years.
ii.Of the 2 agreements, NHPC will work in association with the administration at the first and Sawalkot project will be
given to NHPC to complete under second.
iii.This project has been postponed since its conception in 1984 and was expected to generate 1856 MW power
Benefits of these Projects
i.These projects will generate employment opportunities and also boost the per capita income of J&K.
ii.These will ensure that additional 3498 MW power is generated in the next three to four years.
• The hydro resources of J&K can generate 14,867 MW power but till now only 3504 MW power has been
generated.
Projects Inaugurated During Mega Inauguration Ceremony:
During the mega inauguration ceremony some other projects were also inaugurated including:
33/11 KV 10 MVA Sub Station at Anchidora, Khrew-II,Uri town , Bagh-i-Islam, Choon Budgam, Changmulla; 2×10
MVA 33/11 KV Sub Station Canal –II and 10 MVA 33/11 KV Sub Station Udhaywalla; Additional 50 MVA Transformer
at Barn , Draba and Siot Grid Stations among others.
Note- As per the national average, electricity in rural areas is 20 hrs and in urban areas is 22-23 hrs
Other MoU signed for Development of J&K
The UT administration has signed many MoUs for the development of J&K including an MoU with National
Agricultural Cooperative Marketing Federation of India Ltd.(NAFED) in order to bring reforms in the horticulture
sector, for high density plantations, cold storage cluster, market linkage and Geographical Indication(GI) tagging of
local products that includes announcement of Rs 2200 cr investment in the UT by NAFED.

NBCC & JKIT signed MoU to establish IT Towers in Jammu, Srinagar

On January 4, 2020, a Memorandum of Understanding (MoU) was signed between NBCC (formerly National Buildings
Construction Corporation Limited) and JK IT Infrastructure Development Company for establishing Information
Technology (IT) towers in Jammu and Srinagar, Capital city of Jammu & Kashmir at a cost of Rs 50 crore each in 15
months and 17 months respectively.
• It was signed by the top officials of both entities in the presence of Lieutenant Governor Manoj Sinha.
Key Points:
–The J&K administration also launched the J-K Startup policy to encourage startups and innovation in the UT.
–It is also undertaking development of 20 rural Business Process Outsourcing (BPO) with plug and play
infrastructure, one each in every district. These facilities will be available to local businesses and entrepreneurs on
rental basis and will help give impetus to local startups and generate local employment.
–The J&K administration is working with a vision to promote the latest scientific and technology-driven innovations
to make J-K self-reliant.
i.On November 1, 2020 Jitendra Singh, Union MoS(Minister of State) PMO(Prime Minister’s Office), Personnel, Public
Grievances, Pensions, Atomic Energy and Space laid foundation stone of ‘Comprehensive Mansar
Rejuvenation/Development Plan’ in Jammu, Jammu and Kashmir(J&K) worth Rs.198.37 Crores through virtual mode.
ii.On 15th October 2020, Manoj Sinha announced the “My Town My Pride” programme to deliver services governance
at doorsteps to the people in urban areas of J&K.

Jammu & Kashmir Government signs an MoU with NECBDC to promote Bamboo Cultivation
On 13th January, 2021, Union Territory of Jammu & Kashmir signed a Memorandum of Understanding (MoU) with
the North East Cane and Bamboo Development Council (NECBDC) to promote Bamboo Cultivation and related
entrepreneurship in the region.
Components of the MoU:
i.The North East Cane and Bamboo Development Council (NECBDC) will provide technical guidance in cultivating
various species of Bamboo in the region.
ii.This will promote development of Bamboo based industries in Jammu & Kashmir leading to exports of bamboo
based products.
iii.The MoU was in line with the Prime Minister’s vision to encourage tree plantation on farm land “Har Medh Par
Ped” mission.
Note– Currently, India stands second in Bamboo production only after China. Yet the annual import of bamboo based
products worth Rs. 213 Crores.

J&K : Skill Development Department signs MoU with IIT Jammu;Higher Education Department signs MoU
with ICSI
On January 19, 2021, Jammu & Kashmir’s Department of Skill Development signed an Memorandum of
Understanding (MoU) with Indian Institute of Technology (IIT) Jammu whereas Department of Higher Education
signed an MoU with Institute of Company Secretaries of India (ICSI).
Objective:
i.MoU between Department of Skill Development & IIT Jammu – To increase the skill sets of students, increase
their employability by exposing them to Latest Technologies.
ii.MoU between Department of Higher Education & ICSI – To teach new skills to students enrolled at Cluster
Universities of Srinagar and Jammu at SPMR College.
MoU between Department of Skill Development & IIT Jammu:
The agreement was signed by Sajad Hussain Ganai, Director Skill Development Department & Professor Manoj S Gaur,
Director of IIT Jammu.
i.As part of the agreement,
• The Polytechnic & ITI sector will be updated through introduction of specific training skills.
• The new skills based on upcoming projects like tunnels, railways, power projects, cold storage & refrigeration
will be introduced.
• With the main aim of the agreement being to develop skills and generate employability among J&K youth.
• The agreement promotes institutional exchange between the institutions to use their infrastructure, labs &
workshops for research works.
• In this regard as a first step, IIT Jammu will adopt Polytechnic College Jammu for development, promotion
and organizing workshops & research programs.
ii.Government Polytechnic College, Jammu has already set up a Centre for Invention Innovation Incubation and
Training (CIIIT) for providing training complying with Industry 4.0 standards.
• The Centre has been set up with the help of Tata Technology Limited, Pune.
• It will also be used to train students in various courses & industrial training.
Department of Higher Education’s MoU with ICSI:
The agreement has been signed to skill the Undergraduate students in J&K by including Skills courses in their
curriculum or offering them as Certificate, Diploma, Advanced Diploma and Degrees.
• Skills courses will be provided in the fields of Agriculture, Horticulture, Fashion Technology, Paramedical,
Pharmacy, nursing & food technology.
• The MoU is in line with the New Industrial Policy of J&K and National Education Policy introduced by the
Central Government.
• The Department of Higher Education has signed 13 MoUs with various institutions for skill enhancement of
students in J&K.
i.On September 15, 2020 The Horticulture Department of J&K launched “Backyard Horticulture” Programme under
CAPEX (Capital Expenditure) scheme at Panchayat Jaswan in Marh Block of Jammu district.

Harsh Vardhan released LASI Wave-1 Report 2020: India’s 1st Survey Providing Longitudinal Database of
Older Population
On January 6, 2021, Union Minister Dr. Harsh Vardhan, Ministry of Health & Family Welfare (MoH&FW) virtually
released the Longitudinal Ageing Study in India (LASI) Wave-1 Report 2020 based on full–scale national. It is India’s
first and the world’s largest survey providing base for designing national and state level programmes and policies
for ageing population in India.
• This report is also a step towards Ayushman Bharat Yojana which focuses on expansion of the healthcare
facilities.
• The information obtained from LASI has covered four domains viz. Health, Health care and Health care
financing, Economic, and Social.
• It should be noted that LASI is a Government of India’s (GoI) initiative towards Better Health Care for Elderly
People.
Who conducted LASI?
It was undertaken by the National Programme for Health Care of Elderly (NPHCE) under MoH&FW through
International Institute for Population Sciences, (IIPS), Mumbai (Maharashtra) in collaboration with Harvard School of
Public Health, University of Southern California, USA, Dte.GHS, United Nations Population Fund (UNFPA) and National
Institute on Ageing.
General Info about LASI:
–It covered a baseline sample of 72,250 individuals aged 45 and above and their spouses including 31,464 elderly
persons aged 60 and above and 6,749 oldest-old persons aged 75 and above from all States and Union Territories
(UTs) of India
–The state of Sikkim has not been covered under this survey.
–The main LASI instrument consists of two sections: a Household Survey and an Individual Survey.
–It is a biennial survey.
Requirement of LASI:
• As per 2011 census, the 60+ population accounted for 8.6% of India’s population, accounting for 103 million
elderly people. Growing at around 3% annually, the number of elderly population will be tripled to 319
million in 2050.
• 75% of the elderly people suffer from one or the other chronic disease.
• 40% of the elderly people have one or the other disability and 20% have issues related to mental health.
• On the global front, the share of older people aged 60 years and above increased from 9.2% in 1990 to 11.7%
in 2013 and is expected to reach 21.1% by 2050.
• Elderly persons are at the highest risk of contracting the COVID-19.
Taking all the above mentioned factors in consideration, the evidence from the report will be utilized towards the
further strengthening of (NPHCE) as older people, and people of all ages with pre-existing medical conditions develop
serious illness more often than others.
Key Evidences from LASI:
About 45 million have cardiovascular disease and hypertension and about 20 million suffer from diabetes, and 24%
of the elderly have difficulty in performing daily functions such as walking, eating, toilet etc.
Cardiovascular diseases (CVDs)
• The prevalence of CVDs increases with age.
• More than a half of elderly age 60 and above in the states/Union Territories (UTs) of Goa (60%), Kerala (57%),
Chandigarh (55%), Andaman & Nicobar (51%), and Jammu & Kashmir (51%) have been diagnosed with CVDs.
Vision, Nutrition & Depression:
• Andhra Pradesh (AP) topped the Measured prevalence (%) of low vision (near and/or distance) among
elderly age 60 and above with 66.4%.
• Uttar Pradesh (UP) topped the Prevalence (%) of blindness among elderly age 60 and above.

• Chhattisgarh topped in the prevalence of undernutrition (underweight) among older adults aged 45 and
above.
• Chandigarh has maximum prevalence of overnutrition (overweight/obesity) among older adults aged 45 and
above.
• Jammu & Kashmir has the highest percentage (54.3%) of elderly age 60 and above with depressive
symptoms.
• Madhya Pradesh has maximum prevalence of major episodic depression with 17% †
Other Disease:
–About a third (32%) of elderly age 60 and above have been diagnosed with hypertension, 5.2% were diagnosed with
chronic heart disease and 2.7% with stroke.
–The self-reported prevalence of diabetes mellitus among older adults age 45-59 is 9% and among the elderly age 60
and above is 14%,
–The prevalence of asthma, bronchitis is higher among elderly age 60 and above than in older adults aged 45-59.
–Around 8% of elderly age 60 and above reported chronic lung diseases. These are more prevalent in the states/UTs
of Rajasthan (15%), Puducherry (13%), Kerala (12%), West Bengal (11%) and Karnataka (10%),
–Around a quarter of the elderly age 60 and above have multi-morbidities (23%) compared with 13% among older
adults aged 45-59.
• The prevalence of multi-morbidity conditions among the elderly age 60 and above is much higher in the
states/UTs of Kerala (52%), Chandigarh (41%), Lakshadweep (40%), Goa (39%) and Andaman & Nicobar
Islands (38%).
How data collected for LASI?
It was commissioned in 2016 by MoH&FW and the LASI field survey was conducted across 34 states from April 2017
to December 2018.
The LASI has used the Computer Assisted Personal Interviewing (CAPI) technology for data collection, quality
control, and Geographic Information System (GIS). The CAPI technology is funded through a pilot grant from
Harvard’s Program on the Global Demography of Aging.
Additional Info:
–The introduction of LASI enables India to have a cross-country comparison of these surveys.
–Longitudinal Ageing Study in other countries include Health and Retirement Study (HRS) in the United States,
Korean Longitudinal Study on Ageing (KLoSA), the Japanese Study of Aging and Retirement (JSTAR), and the China
Health and Retirement Longitudinal Study (CHARLS).
–In 2010-2011, the LASI team conducted a pilot study across four Indian states: Karnataka and Kerala in the south,
and Punjab and Rajasthan in the north.
After the release of the LASI report, a first Workshop to address Comprehensive Geriatric Care Assessment &
Delivery through Various National Health Programmes was also held virtually.

i.On November 12, 2020 The Union Ministry of Health & Family Welfare (MoHFW) launched a 3 month accelerated
SAANS (Social Action and Awareness to Neutralise Pneumonia Successfully) campaign to reduce childhood
pneumonia deaths.
ii.On October 14, 2020 Dr Harsh Vardhan virtually launched the Second Phase of “Thalassemia Bal Sewa Yojana” from
Nirman Bhawan, New Delhi. It will benefit underprivileged patients.

Government of India Confers Pradhan Mantri Rashtriya Bal Puraskar 2021 to 32 Children
On January 25, 2021 The Government of India conferred Pradhan Mantri Rashtriya Bal Puraskar(PMRBP)
2021 to 32 children under 6 categories, namely innovation, scholastic, sports, arts & culture, social service and
bravery. This award was instituted by the Ministry of Women and Child Development(MoWCD), Government of India
in 1996.
• The children who received the award are from 32 districts of 21 States/UTs.
• Prime Minister, Narendra Modi interacted with 2021 PMRBP awardees through video conferencing. Union

Bengaluru and posted it on YouTube, where it went viral.

case, the Award is counted as one) were awarded.
i.This year(2021) the President of India, Ram Nath Kovind has approved conferment of the awards.
ii.Usually, the President of India confers the awards at a ceremonial function held at Rashtrapati Bhawan usually
around March/ April every year.

J&K Bank board Decided to Transfer 8.23% stake to UT of Ladakh

The board of Jammu & Kashmir (J&K) Bank has given its consent to transfer 8.23% J&K government’s stake
(4,58,29,445 Equity Shares), as on October 31, 2019, to the Union Territory (UT) of Ladakh.
• This decision is on the lines of implementation of the General Administration Department, Govt. of Jammu and
Kashmir notification on October 30, 2020.
• It should be noted that the government of J&K is a designated promoter of the bank. As on December 30,
2020, it holds 68.18% in the bank.
• One post of director on the Board of the J&K Bank is also earmarked for Ladakh.
Addition Info:
The state of J&K was divided into UTs of Jammu & Kashmir and Ladakh after the abrogation of Article 370 in 2019.
The UT status came into effect from October 31. Therefore, the transfer of stake in J&K bank is required.
i.On September 12, 2020, Jammu & Kashmir (J&K) Governor, Manoj Sinha announced Universal Health Insurance
Coverage Scheme for all residents of the Union Territory at an annual expenditure of Rs 123 Crores.
ii.On December 29, 2020, Union Minister of Earth Sciences, Dr Harsh Vardhan virtually inaugurated India’s Highest

On January 7, 2021 Lieutenant Governor (LG) of Jammu & Kashmir (J&K), Manoj Sinha launched ‘Satark Nagrik’
Mobile app & Departmental Vigilance Officers (DVO) Portal of J&K Anti Corruption Bureau at the Civil
Secretariat, Jammu.
Objective of ‘Satark Nagrik’ Mobile app:
To facilitate flow of information about corruption & enable citizens of J&K to submit grievances with ease and
mobility.
Objective of DVO Portal:
To establish an online communication channel between DVOs of various departments.
To enable quick disposal of complaints, redress grievances & monitoring the status of DVO matters and Citizens
Grievances.

BVR Subrahmanyam, Chief Secretary of J&K, Manoj Kumar Dwivedi, Commissioner/Secretary, Industries &
Commerce Department were also present during the launch.

i.The portal will help in creating an efficient, transparent & accountable system and will enable better quality &

MSDE launches Mahatma Gandhi National Fellowship 2021-23
On February 13, 2021, Ministry of Skill Development and Entrepreneurship (MSDE) launched a Two-year Mahatma
Gandhi National Fellowship (MGNF) 2021-23 programme during the event ‘Transforming Skilling through Strategic
partnerships under SANKALP’.
• MGNF will be a certificate program in Public Policy and Management offered by IIMs.
• The fellowship has been rolled out under the World Bank loan assisted programme SANKALP (Skills
Acquisition and Knowledge Awareness for Livelihood Promotion) and will be hosted by the 9 IIMs (Indian
Institutes of Management).
• MSDE will implement the fellowship in collaboration with State Skill Development Missions (SSDMs).
• IIT Delhi and IIT Kharagpur was taken as evaluation partners for DSDP Awards.
• The scheme will be rolled out in more than 660 districts across India.

i.Features
• Fellows will be given a Stipend of INR 50, 000 per month for the first year & INR 60, 000 per month for the

• During the Second year, the fellows will work with DSCs & help them in managing the skill development
planning at district level through the mechanism of formulating District Skill Development Plans (DSDPs).

ii.Pilot Project of MGNF
On March 9, 2020, MSDE launched the pilot project MGNF and trained 69 fellows working across 69 districts.
iii.MSDE’s Partnership with KILA:
• MSDE has collaborated with Kerala Institute of Local Administration (KILA) for conducting capacity building
programmes for District Officials from the states of Kerala, Tamil Nadu, Puducherry and Lakshadweep.
• KILA will be responsible for designing & delivering training programs for enhancing & building the capacities
of DSCs needed for effective planning of skill development programs.
iv.Improving Trainer Ecosystem:
To further improve the trainer ecosystem, the SANKALP programme will support the Training of Trainer (ToT)
system in Public Private Partnership (PPP) mode.
• Objective – To prepare TVET (Technical and Vocational Education and Training) trainers with focus on
Domain Knowledge, Pedagogical skills and industrial experience.
• Implementation agencies – Key agencies of MSDE, Automotive Skill Development Council (ASDC), Indo-
German Programme for Vocational Education and Training (GIZ-IGVET) & Maharashtra State Skill
Development Mission.
• The programme will follow a ‘Cluster Approach’ to meet the objectives. GIZ (a German Development Agency)
developed Automotive cluster in Aurangabad has been selected for the pilot project.
v.Launch of Skill Training on Gender Sensitisation:
During the event, MSDE also launched ‘Skill Training on Gender Sensitisation and Prevention of Sexual Harassment
(POSH) at the workplace’.
• Management and Entrepreneurship and Professional Skill Council (MEPSC) is the Implementation Agency for
the Project.
• The six-month project will be implemented across 15 districts across 3 states (Rajasthan, Haryana and Punjab)
for training 1800 trainees and 240 training professionals.
SANKALP:
Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) is a programme of the Ministry of
Skill Development with Loan Assistance from the World Bank.
• The main objective of the Programme is to improve the short term skill training qualitatively and
quantitatively.
• It was launched on 19th January 2018 and has a tenure till March 2023.
i.On January 15, 2021, Union Minister for MSDE, Dr Mahendra Nath Pandey launched Pradhan Mantri Kaushal Vikas
Yojana (PMKVY 3.0) 2020-21 in 600 districts across India and made available around 300 Plus Skill Courses to the
youth.
ii.On December 18, 2020, MSDE virtually launched India’s 1st Centre of Excellence (CoE) for Skill Development in
Power Sector at the campus of National Institute of Solar Energy (NISE), Gwal Pahari, Gurugram, Haryana.

On February 26, 2021, Prime Minister (PM) Narendra Modi virtually inaugurated the 2nd Edition of Khelo India
National Winter Games 2021 in Gulmarg, Jammu & Kashmir (J&K). The event will take place from February 26-
March 2, 2021.
• The 2021 edition of Khelo India Winter games is organized by J&K Sports Council & Winter Games
Association of J&K under the aegis of the Ministry of Youth Affairs & Sports.
• The 2nd Edition of the Games is set to see participation from 1200 people, including 600 athletes across 27
States & Union Territories.

Jammu & Kashmir’s Chenab Valley Celebrates 3 Day Kanchoth Festival

The 3 day Kanchoth festival, a symbol of ancient Nag culture is observed annually across Chenab valley region of
Jammu and Kashmir during the ‘Shukla Paksha of Magh month’ in January or February. It is mainly celebrated by Nag
followers. Kanchoth festival 2021 begins from February 14, 2021.
Reason for the Celebration: It is believed that on Gouri Tritiya( February 14 ), Lord Shiva and Goddess Parvati got
married.
Note: Kanchoth festival is like ‘Karva Chouth’ that is being celebrated in other parts of the country. The festival falls
on the fourth day after the full moon, in the Hindu lunisolar calendar month of Kartik.

Chenab Bridge – World’s Highest Rail Bridge to completed by 2021

The works on ‘Chenab Bridge’ which is set to be the World’s Highest Rail Bridge are expected to be completed by the
end of 2021. The bridge is 1.315 Kms long with 17 spans and is being constructed at a height of 359 metres (1, 178
feet) over the River Chenab which is 35 metres higher than the Eiffel Tower in Paris, France.
• The bridge will connect Bakkal (katra) and Kauri (Srinagar) in the Reasi district of Jammu & Kashmir UT.
• Upon Completion, the estimated height of the bridge will be ~ 1, 178 feet, which is 53 feet taller than Millau
Viaduct in France (At 1, 125 feet it is at present the World’ Highest Bridge)
• It is being built by Konkan Railway Corporation Ltd (KRCL) at a cost of INR 12, 000 Crores.
• The Chenab bridge is part of the 111-Km Udhampur-Srinagar-Baramulla Rail Link (USBRL) Project. Arch span
of the Bridge is 467 m (1,532 ft) & Arch length is 480 m (1,570 ft).
• The works on Steel Arch of the Bridge are set to be completed by March, 2021.
Features
• It is designed to withstand a speed of 100 Kms per hour and has a lifespan of 120 years
• Defence Research and Development Organisation (DRDO) is working with Indian Railways to make the bridge
Blast-proof.
• The Bridge is also capable of withstanding the earthquake of the Magnitude 8 on Richter Scale.
Udhampur-Srinagar-Baramulla Rail Link (USBRL) Project
It is 272 Kms long railway link being built at a cost of INR 28, 000 Crore under the Northern Railway Zone.
• It will connect Kashmir to Rest of India and will be completed by 2022.
• The USBRL will also have India’s Longest Railway Tunnel (T-49) at 12.75 kms.
• Pirpanjal tunnel (11.215 kms), the longest rail tunnel as of date, is also part of the USBRL project and has
already been commissioned.
• Yet another engineering marvel under construction is the Anji bridge which will be the first cable-stayed
bridge of Indian Railways. The bridge is being constructed over Anjikhad, a tributary of Chenab river.
i.August 17, 2020, Indian Railways’ North East Frontier Railway zone is constructing the world’s tallest pier bridge,
having height of 141 metres, across river Ijai in Manipur with an outlay of Rs 280 crore.

be transformed into ‘Swachh Tourist Destinations’ under Phase-IV of ‘Swachh Iconic Places (SIP)’ initiative of Swachh
Bharat Mission Gramin (SBM-G).
• Already 30 Sites across India have been selected under the Phase I, II & III of the ‘SIP’ initiative.
What is SIP Initiative
• It is a brainchild of Prime Minister Narendra Modi & was launched in 2016.
• SIP aims to achieve high levels of Sanitation/Cleanliness at 100 Iconic sites across India for enhancing the
experience of domestic & foreign visitors.
• The sites will be designated as Public Sector Undertakings (PSUs) or corporates for their financial & Technical

J&K partners with UK Space Agency to get India’s 1st Impact-based Flood Forecasting System
The UT of Jammu and Kashmir (J&K) has partnered with the United Kingdom Space Agency’s (UKSA) programme for
a joint project on ‘Impact Based Flood Forecasting using Earth Observation (EO) based Information’ for getting India’s
1st Impact-based Flood Forecasting.
• The project comes under the National Space Innovation Programme (NSIP), a new programme established by
the UK Space Agency for supporting joint projects between UK organisations & international partners.
• The Impact based Forecasting Project will be undertaken by HR Wallingford in collaboration with Oxford
University, Sayers & Partners (SPL), and D-Orbit (UK).
• J&K Government will not have to bear any expenses on the project.
What is Impact-based Flood Forecasting?
An Impact-based Flood Forecasting mechanism predicts impacts to people, their houses, crops, livestock and
transport routes which will be used by the Government for minimizing challenges faced by people during flood
events.
• It predicts Fluvial flood risks, expected loss of life, injuries to people, infrastructure disruption & economic
damage.
How will it benefit J&K?
i.The forecast will be utilized for a planned, well organized & quick response to any eventuality in the region.
• J&K Governor, Manoh Sinha has stated that Impact-based forecasting is the next step of flood forecasting
services.
• The framework can be linked to any existing or future flood flow forecasting system.
• J&K falls in seismic zone IV and V making it prone to earthquakes.
ii.The collaboration will be helpful in analyzing past flood events & identifying relationships between predicted
floods and their impact.
India – 3rd Most Disaster Prone Country in the World:
According to a report by the United Nations Office for Disaster Risk Reduction (UNDRR), India was ranked as the 3rd
Most Disaster Prone Country in the world after China & USA.
• Floods due to climate related hazards were ranked as the greatest risk to people.
• India has several flood forecasting systems which provide predictions of water levels and flows, but impact-
based Flood Forecasting systems are very few.
i.On 13th January, 2021, UT of Jammu & Kashmir signed a MoU with the North East Cane and Bamboo Development
Council (NECBDC) to promote Bamboo Cultivation and related entrepreneurship in the region.

J&K’s AC approved Integrated Solid Waste Management Project by NAFED at Kot Bhalwal
On February 13, 2021, the Jammu & Kashmir (J&K) Administrative Council (AC) was met under the chairmanship of
Lieutenant Governor, Manoj Sinha. During the meeting the AC has approved the following proposals:
Approval to Integrated Solid Waste Management (ISWM) project by NAFED:
During the meeting, the AC has approved the Integrated Solid Waste Management (ISWM) project by National
Agriculture Cooperative Marketing Federation of India (NAFED) with an estimated outlay of the project is Rs. 74.41
crore and project timeline is 2 years.
• In this regard, the Jammu Municipal Corporation (JMC) will sign an agreement with NAFED to set up a 350 MT
capacity ISWM plant along with an ancillary bio-CNG generating plant and bio-landfill at Kot Bhalwal, Jammu.
• JMC will contribute Rs. 20 crore towards project execution, and will have a share in 50% profit on returns.
• The aim of the project is to mitigate the issues related to the unscientific disposal of municipal solid waste in
Jammu city.
Key Points:
–NAFED will establish a scientific system for waste segregation, processing, and disposal of effluents, emissions, and
bio-degradable waste according to the norms of the J&K Pollution Control Board.

–NAFED will manage the entire solid waste of Jammu city through the proposed ISWM project for a period of 25
years.
–Once operational, the project will check the polluting effect of unscientific disposal of municipal solid waste in water
bodies, canals, and landfills, and ensure its sustainable and scientific disposal.
–It will also generate non-conventional renewable energy in the form of Compressed Natural Gas.
AC approves proposal to register Mission Youth as Society
The AC also approved the proposal to register the Mission Youth as a Society under the Societies Registration Act,
1860 to maintain organizational and administrative structure for purposeful engagement of the youth.
• Mission Youth envisions engaging 80% of J&K’s youth population over the next five years and transforming
them into a propelling force for socio-economic development of Jammu & Kashmir.
About Mission:
–To enhance skill and employability of the youth, the Mission has partnered with reputed institutions/organizations
of the country including BSE Institute, ICICI Foundation and Ashok Leyland.
–It will also roll-out skill development courses in various upcoming high employability sectors like banking, financial
services, insurance, among others.
–Two Centres of Excellence in the Automobile sector, one each in Kashmir and Jammu will be set up.
J&K Sheep & Sheep Products Development Board disbanded
The AC also approved the proposal of the Animal, Sheep Husbandry & Fisheries Department to wind up the J&K
Sheep & Sheep Products Development Board.
• In this regard, AC has directed the Industries and Commerce Department to prepare a scheme tailored to the
marketing needs of wool producers and provide Government support towards ensuring a remunerative price
for woollen products.
i.Government of India promulgated an Jammu and Kashmir Reorganisation (Amendment) Ordinance 2021 by
amending the J&K Reorganisation Act, 2019 to merge the Jammu & Kashmir (J&K) cadre of All India Services Officers
like IAS, IPS & Indian Forest Service (IFoS) with the Arunachal Pradesh, Goa, Mizoram Union Territory (AGMUT)
cadre.
ii.On January 6, 2021, the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister (PM) Narendra
Modi has approved the Central Sector Scheme (CSS) namely “New Industrial Development Scheme for Jammu &
Kashmir (J&K IDS, 2021)” for Industrial Development of Jammu & Kashmir (J&K). The information for the same was
provided by Lieutenant Governor of J&K during a press conference in Jammu.

E-Kuber Payments System of RBI Launched in Jammu and Kashmir

On February 18, 2021 Dr Arun Kumar Mehta, IAS, Financial Commissioner, Finance Department, Govt of Jammu and
Kashmir(J&K) formally launched e-Kuber payments system of Reserve Bank of India(RBI) in J&K.
i.J&K is the 1st Union Territory to implement version 2.9 of e-Kuber payments system
ii.The system will be initially e implemented in the Civil Secretariat treasury on pilot basis and shortly will be
launched in for other treasuries.
Highlights of e-Kuber payments system:
Replace– It will replace the existing system for all types of Government payments including employee’s salaries and
pensioner’s pensions
Capability– It is capable of making 50,000 transactions at a time.
Access– The e-Kuber payment platform can be accessed by Treasury Net, all treasuries through a web-based
integrated system.
No need for an intermediary bank– All financial transactions related to the government will be dealt directly with
RBI without any intermediary bank.

lost in transit.
ii.The fully automated process flow in this model ensures that the end-to-end message processing, accounting,

i.E-Kuber is the Core Banking Solution (CBS) platform of RBI.
ii.It enables each bank to connect their single current account across the country.
iii.G-Secs are issued through auctions conducted by RBI on E-Kuber
On August 18, 2020, the Reserve Bank of India (RBI) released a draft framework for grant of recognition to an
industry association as a Self-Regulatory Organisation (SRO) for Payment System Operators (PSOs). This draft
framework is released on the lines of an announcement in the Statement on Developmental and Regulatory policies
issued as part of the Monetary Policy statement dated February 6, 2020.

WE Hub and JKEDI Signs MoU to Promote Entrepreneurship and Startup Culture in J&K and Telangana
On February 19, 2021 WE Hub(Women Entrepreneurship Hub), India’s first and only state-led incubator of the
government of Telangana for women entrepreneur and Jammu and Kashmir Entrepreneurship Development
Institute (JKEDI) virtually signed a Memorandum of Understanding(MoU) to boost
the entrepreneurship and startup ecosystem in Telangana and Jammu and Kashmir(J&K).
Aim: To provide a platform for budding entrepreneurs from Telangana and J&K. The partnership will promote
women entrepreneurship.

The MoU was signed by Jayesh Ranjan, Principal Secretary (Information Technology, Electronics & Communications-
ITE&C) Government of Telangana who is also on the Board of WE Hub, and M K Dwivedi, Commissioner Secretary
(Industries and Commerce Department) Government of J&K.

Pre-incubation programme
Under the MoU, the organisations will start a pre-incubation programme for 60 aspiring entrepreneurs, 30 each from
the two States.
This initiative will help create a startup exchange module between JKEDI and WE-Hub with five startups each from
the two states.
Startup Ideas
WE HUB will take their startup ideas forward, track their progress and link them with suitable mentors, help them
take beyond Proof of Concept (PoC).
It will also enroll the best ideas as virtual/physical incubates at JKEDI.
Co-incubation programme
Post the pre-incubation programme, the 60 startups will undergo a co-incubation programme.
This programme enables startups to upgrade to potential companies and receive rapid growth mentorship from the
leaders at JKEDI and WE Hub.
Benefits
Apart from enhancing the entrepreneurship and startup ecosystem in 2 states, it also helps to establish
entrepreneurship development cells, innovation and incubation centers in colleges. In colleges, a module of
entrepreneurship course will also be offered along with other degree programmes.

Jammu Municipal Corporation (JMC) has signed 2 Memorandum of Understandings (MoU) with 2 recyclers namely
United Nations Development Programme (UNDP) & Indian Pollution Control Association (IPCA) to make Jammu
Plastic-free.
• Both entities have the fundamental basis of door-to-door garbage collection in Jammu.
• JMC is also aiming to achieve 100 % door-to-door garbage collection within the JMC.
• This will ensure proper segregation of garbages & and then the recyclable waste (majorly plastic) will be sent
to factories for reuse.
• 2 New Waste Management plants are to be set up in Jammu for recycling of plastics.
• JMC is organising programmes to raise awareness about disposal of waste material among the public.
In September 2020, JMC had assigned 150 GPS fitted autos for special door-to-door garbage collection in Jammu.
UNDP’s Plastic Waste Management Programme (2018-2024)
UNDP’s Plastic Waste Management Programme (2018-2024) aims to develop a sustainable model for plastic waste
management in India.
• Every year, India generates 15 Million tonnes of plastic waste out of which only one fourth is recycled due to
lack of a functioning solid waste management system.
• UNDP India has partnered with Hindustan Coca-Cola Beverages Private Limited (HCCBPL), Hindustan Unilever
Limited (HUL), HDFC Bank & Coca Cola India Foundation (CCIF) to improve the existing systems for reducing
the impact of plastic waste on the environment in India.
• It promotes collection, segregation and recycling of all kinds of plastics to move towards a circular economy.

The Central Government has reconstituted the governing council of the NITI (National Institution for Transforming

(UTs) of Jammu and Kashmir, Delhi and Puducherry.

The PM Narendra Modi virtually chaired the 6th meeting of NITI Aayog. The agenda of the meeting includes
deliberations on agriculture, infrastructure, manufacturing, human resource development, service delivery at

Indo-US 16th Joint Military Exercise ‘Yudh Abhyas 20’ begins in Rajasthan
The 16th edition of an annual joint military exercise between India and the United States (US), “Yudh Abhyas 20” was
initiated as a part of defence cooperation at the Mahajan Field Firing Range (MFFR), near the India-Pakistan border in
Rajasthan on February 8, 2021. This 12 days long exercise will culminate on February 21, 2021.
• The Indian side is represented by the 11th Battalion of Jammu and Kashmir Rifles, part of the South
Western Command while U.S. Army delegation will be represented by the troops of 2nd battalion, 3rd Infantry
Regiment of 1-2 Stryker Brigade Combat Team along with respective brigade headquarters.
• The US contingent was welcomed by Brigadier Mukesh Bhanwala, Commander of the 170 Infantry Brigade
of the Indian Army.
Aim of Exercise:
To enhance cooperation and interoperability in Counter-Terrorism operations
Key Points:
–The exercise involves approximately 250 US Army and 250 Indian Army soldiers.
–This edition of the joint exercise combines field training and cultural exchanges.
–The command post exercise (CPX) will focus on the UN peacekeeping operation staff tasks.
–The field training exercise (FTX) will involve company-strength elements and fundamental war-fighting skills,
techniques and experience to enhance combined operational capacity.
–The exercise includes a number of aerial platforms viz. Advanced Light Helicopter WSI ‘RUDRA’, MI-17, Chinooks,
Stryker Vehicles of the US Army and BMP-II Mechanised Infantry Combat Vehicles of the Indian Army.
–The exercise is one of the largest military training and defense cooperation efforts between India and the US.
i.The Second Edition of the Biennial Pan-India, Largest Coastal Defence Exercise ‘Sea Vigil-21’ coordinated by Indian
Navy took place from January 12-13, 2021. It was conducted along the entire 7516 Km coastline & Exclusive
Economic Zone of India.
ii.Indian Air Force (IAF) and French Air and Space Force (FASF) participated in the 1st Edition of Bilateral Air
Exercise ‘Exercise Desert Knight-21 (Ex DK-21)’ held at Air Force Station, Jodhpur for 5 days from January 20-24,
2021. The Bilateral 1st of its kind exercise involved the participation of Rafale fighter jets from both sides.

On 6th February 2021, Padma Shri Bansi Kaul, theatre director and the founder of Rang Vidushak passed away at the

i.Bansi Kaul has staged the Hindi adaptation of the Oedipus (Greek play) at the Ravindra Bhawan.

• Manoj Sinha, stated that the new industrial development scheme of Rs.28,400 has been introduced which will

Harsh Vardhan Launches Tribal TB Initiative to achieve ‘TB Mukt Bharat’ by 2025
Union Minister for Health & Family Welfare, Dr Harsh Vardhan launched the ‘Tribal TB Initiative’ as a step towards
the goal of ‘TB Mukt Bharat’ by 2025.
i.During the event, he also released
• A Guidance Note on Joint Action Plan for Tuberculosis (TB) Elimination
• A Special Edition of Tribal Ministry’s Publication ‘ALEKH’ on TB. ALEKH is a quarterly e-newsletter of the
Ministry of Tribal Affairs which focuses on improving the health and wellbeing of the tribal communities.
• A Document on Tribal Tuberculosis (TB) Initiative.
ii.During the event, Arjun Munda, Union Minister for Tribal Affairs & Ashwini Kumar Choubey, Minister of State for
Health and Family Welfare were present.
Note-Government has already increased the Budget allocation for TB in India a four-fold in the last 5 years.
Tribal Population
The population of Tribals in India is 104 Million (across 705 tribes). They account for 8.6% of India’s Population.
• 177 Tribal districts across India have been identified as high priority districts where physical remoteness,
malnutrition, poor living conditions and lack of awareness contribute to the vulnerability of the tribal
population to TB.
• The Joint plan will initially focus on 162 Tribal districts across 18 identified states.
• It will take steps to improve vulnerability mapping techniques, organization of sensitization and capacity
building workshops for volunteers, periodic TB active case finding drives, provision of TB Preventive Therapy
(IPT) to identify vulnerable populations & developing long term mechanisms for vulnerability reduction.
Linking of Portals
Harsh Vardhan highlighted the linking of the NIKSHAY Portal of MoHFW & Swasthya Portal of the Ministry of Tribal
Affairs to boost data compilation on TB.
• NIKSHAY (Ni=End, Kshay=TB) is a patient management system for TB control under the National Tuberculosis
Elimination Programme (NTEP).
• It is a portal on tribal health and nutrition named ‘Swasthya’.
Key Points
• Recently on World Tuberculosis Day (24th March), UT of Lakshadweep & the district of Badgam in Jammu &
Kashmir were declared TB Free.
• Himachal Pradesh achieved 1st Rank in India amongst the states with a population of more than 50 Lakhs, to
end Tuberculosis under the National Tuberculosis Elimination Programme (NTEP).
• India has resolved to end Tuberculosis by 2025. Ending the TB epidemic by 2030 is among the health targets
of the United Nations Sustainable Development Goals (SDGs)

EPFO Recommends 8.5% Interest Rate for PF Contributions for 2020-2021

On 4th March 2021, Employees Provident Fund Organisation (EPFO) announced to retain 8.5% annual interest rates
on provident fund(PF) deposits for the financial year 2020-21.
The decision was taken during the 228th meeting of Central Board of Trustees, EPF chaired by Santosh Kumar
Gangwar, Minister of Labour and Employment, held in Srinagar, Jammu & Kashmir.
• Following the official notification on the interest rate, EPFO will credit the rate of interest into the accounts of
the subscribers.
• The recommended interest rate was the result of the combined income from interest received from debt
investment as well as income realized from equity investment.
Significance of EPFO:
i.The assured fixed return approach of EPFO annually announced by the Central Board of Trustees along with the tax
exemptions provides social security to the investors in the form of PF, pension and insurance schemes.
Background:
i.EPFO reduced the rate of interest to 8.5% for the financial year 2019-2020. It remains the lowest since 2012-2013.
ii.The rate of interest is comparatively higher than the other investments which are available for the investors.
iii.Through various economic cycles with minimal credit risk, EPF has distributed higher income to its members.
Raise in Subscribers:
i.During 2019-20, the number of net new subscribers has increased to 78.58 lakh compared to 61.12 lakh in the
preceding fiscal.
ii.The new enrolment with EPFO increased by 56% to 11.55 lakh in October 2020 compared to 7.39 lakh in October
2019.
Key Points:
i.From 2015-2016, the EPF started to invest in equity through exchange traded funds based on NSE 50 and BSE 30
indices.
ii.The investment in equity funds started at 5% for FY 2015 and increased to 15% of the incremental portfolio.

Indian Railways connects 2 ends of arch of ‘Chenab Bridge’ – World’s Highest Railway Bridge
Indian Railway has successfully connected the 2 ends of the main arch of ‘Chenab Bridge’ – World’s Highest Railway
Bridge. It is being built by Konkan Railway Corporation Ltd (KRCL) at a cost of INR 12, 000 Crores.
• The bridge is 1.315 Kms long and is to be completed by the end of 2021.
• It is being constructed over the River Chenab which is 35 Metres higher than the Eiffel Tower in Paris, France.

J&K Lt Governor Manoj Sinha Launched Super-75 Scholarship Scheme for Girls Education
On 8th March 2021, International Women’s Day, the Lieutenant(Lt) Governor of Jammu and Kashmir(J&K) launched
the Super-75 scholarship scheme to support the education of the meritorious girls from poor families. The
scheme will support the girls to take up streams like engineering, medicine, Industrial Training Institute(ITI) and
humanity and contribute to the development of the nation.
Keeping in view of this year’s campaign theme of International Women’s Day Choose to Challenge and to
celebrate Azaadi Ka Amrut Mahotsav- India@75, the Lt Governor announced the launch of Super-75 scholarship
scheme.
Other Schemes:
i.Lt Governor also launched a new scheme “Tejaswini” under the Mission Youth to provide financial support of Rs.5
Lakhs to girls of age group 18 to 35 to start a business.
ii.10% of the project cost will be provided by the Mission youth and it will also pay the interest every year.

i.The Lt Governor stated that no fees will be charged upto 12th standard from around 589000 girls from various
government schools.
ii.He also stated that to reduce the gender gap and girl child dropout rates, around 88 Kasturba Gandhi Balika
Vidyalaya and 88 Girls Hostel has been made functional in various distant locations.
iii.The government is also providing 13 scholarship schemes to support the higher education of girls.
The Government of India announced an increase in Scholarship amount for the students of Jammu & Kashmir (J&K)
under the ‘Pragati’ and ‘Saksham’ Scholarship Schemes. The amount has been raised from Rs. 5, 000 Per Annum to Rs.
50, 000 Per Annum from the Current Academic Year (2020-21).

J&K approves Rs. 2 lakhs worth Interest-free Housing loans under PMAY-U
On 14th March, 2021 Jammu & Kashmir’s (J&K) Administrative Council under the chairmanship of Lieutenant
Governor Manoj Sinha, approved to provide additional interest-free loan up to Rs. 2 lakhs for construction of
houses. The loan will be provided to the economically weaker section to the beneficiaries under Beneficiary Led
Construction (BLC) component of the Pradhan Mantri Awas Yojana-Urban (PMAY-U).
Note- India is targeting to provide “Housing for all” through PMAY-U by 2022.
i.All beneficiaries of BLC can avail the additional interest free loan.
ii.At present, a financial assistance of Rs. 1.66 lakh is provided as a housing loan under PMAY-U.
iii.With this extension, the interest-free loan can be availed up to Rs. 3.66 lakhs.
iv.Loans under BLC have a tenure of 10 years with 6-months moratorium period.

J&K Govt approved to establish Ratle Hydroelectric Power Corporation to develop 850 MW HEP on Chenab
River
On 17th March 2021, the Administration Council of Jammu & Kashmir(J&K) under the chairship of Lieutenant
Governor Manoj Sinha approved the incorporation of Ratle Hydro-electric Power Corporation, a joint venture
company(JVC), to implement 850 MW Ratle Hydro-Electric Project (HEP) on river Chenab in Kishtwar district.
• The authorised capital of the JVC is Rs 1,600 crore with initial paid-up capital of Rs 100 crore.
• Out of the paid-up capital, J&K State Power Development Corporation Ltd (JKSPDCL) will contribute Rs 49
crore as initial equity.
The MoU to execute the project was signed between the Government of J&K, JKSPDCL and NHPC on 3rd January 2021.
The JVC will develop the 850 MW Ratle HEP at an estimated cost of Rs 5,281.94 crore.
Chinar Day Observed in Jammu and Kashmir

The Chinar Day was celebrated across Jammu and Kashmir on 15th March 2021. As a part of the Chinar Day
celebration, The Urban Forest Division(UFD) of Srinagar organised programmes at the Shuhama Campus of Sher-e-
Kashmir University of Agricultural Sciences and Technology (SKUAST) and planted the Chinar saplings within the
SKUAST premises.
• The government of J&K has launched a drive to protect the Chinars, the endangered heritage of the oriental
plane trees of Kashmir and plant chinar trees, popularly known as Bune all across the J&K.
• The department is set to plant 200 chinar saplings beside the 12500 more saplings which shall be planted
during 2021.
Ministry of Youth Affairs & Sports extends Khelo India Scheme till 2025-26
Ministry of Youth Affairs & Sports has decided to extend the Khelo India scheme from 2021-22 to 2025-26. The
Ministry has furnished an Expenditure Finance Committee (EFC) memorandum to the Ministry of Finance for the
extension of the scheme.
• INR 8750 Crore has been estimated as financial implication of the new Khelo India Scheme in the EFC
Memorandum.
• During the Union Budget of 2021-22, an amount of INR 657.71 Crore was allocated in the Budget Estimate
(B.E.) for the year 2021-22 under the Khelo India Scheme.

‘Khelo India-National Programme for Development of Sports’ was launched in October, 2017.
Objective – To strengthen the entire sports ecosystem for promoting the twin objectives of mass participation &
promotion of excellence in sports across India.

India, Pakistan agree to observe ‘2003 Ceasefire Agreement’
India & Pakistan agreed to strictly observe the ‘2003 Ceasefire Agreement’ along the Line of Control (LoC) with
effect from the midnight of February 24/25, 2021. It was announced by the two countries after discussions between
the Director Generals of Military Operations (DGsMO) of both Countries.
• With this both countries will abide by all agreements on ceasefire along the Line of Control (LoC) & sectors of
the International Border to achieve mutually beneficial & sustainable peace along the borders.
About the 2003 ceasefire agreement:
The ceasefire agreement was reached in November 2003, four years after the Kargil War along the entire stretch of
the India-Pakistan frontier.
• It facilitated the opening of the Srinagar-Muzaffarabad and Poonch-Rawalkot routes, paving the way for bus
and truck services linking the two Kashmirs for the first time in six decades and encouraging cross-LoC
contacts, exchanges, travel, and trade.
• The ceasefire also enabled India to complete the construction of a fence near the LoC to prevent Pakistan’s
infiltration of terrorists into Kashmir, a project that it had begun a couple of decades earlier but had to
suspend due to Pakistan’s artillery fire.
What is the need of agreeing to 2003 ceasefire agreement?
• The agreement comes in the wake of over 5000 instances of Cross Fire Violations (CFVs) along the Line of
Control (LoC) and other areas in Jammu and Kashmir, resulting in 46 fatal casualties in 2020 like Pulwama
attack & Balakot Operation by India & Pathankot airbase attack in 2016 followed by attack at the garrison in
Uri and the Indian response with a surgical strike along the border.
• Inorder to reduce these kind of attacks in the border & to enhance peace between the countries, 2003 ceasefire
agreement were agreed to follow by both the nations.
• During the Parliament session in February, Union Minister of State for Home, G Kishan Reddy stated that a
total of 10, 752 cases of ceasefire violations have taken place along India’s Border with Pakistan in the last 3
years.
• Due to this, 72 security personnel & 70 civilians have been killed.
• The agreement is expected to improve the security situation on the ground in Kashmir.Because After signing
the 2003 ceasefire agreement, there were no single bullet sound in the border of India-Pakistan till 2006.
Note – In February, 2021, Lieutenant General B. S. Raju was appointed as the new Director General of Military
Operations (DGMO), he is expected to take charge in March or April, 2021.He will succeed Lt General Paramjit Singh.

Indus Waters Treaty: India, Pakistan hold 116th Meeting of Permanent Indus Commission
India & Pakistan held the 116th Meeting of Permanent Indus Commission (PIC) under the Indus Waters Treaty (IWT)
at New Delhi from March 23-24, 2021.
• The Indian side was led by Pradeep Kumar Saxena, India’s commissioner for IWT & advisors from Central
Water Commission, the Central Electricity Authority and the National Hydroelectric Power Corporation.
• The Pakistan side was led by Syed Muhammad Meher Ali Shah, Pakistan’s commissioner for IWT.
• The last meeting between the two sides under IWT took place in Lahore in August, 2018.
• The meeting coincided with the Pakistan Day (Pakistan Resolution Day or Republic Day) being celebrated on
March 23, 2021.
Pakistan’s Objections
During the meeting, Pakistan raised objections over the designs of 2 Hydroelectric projects in J&K – Pakal Dul Hydro
Electric Project & Lower Kalnai Project.
• Pakal Dul Hydro Electric Project (1, 000 MW) is proposed on the Marusudar river, a tributary of the Chenab
river, in Kishtwar district in J&K.
• Lower Kalnai project (48 MW) is proposed in Kishtwar & Doda districts over Chenab River.
• It also raised objections on the hydroelectric projects in Ladakh.
• Pakistan has also been raising objections to the construction of Hydroelectric plants such as Kishanganga (330
MW) on Kishanganga river & Ratle (850 MW) on Chenab River.
Indus Waters Treaty (IWT)
• A water-distribution treaty brokered by the World Bank between India & Pakistan. It was signed in Karachi,
Pakistan in 1960 by Indian Prime Minister Jawaharlal Nehru & Pakistani President Ayub Khan.
• Purpose – To use the water available in Indus River and its tributaries.
• IWT warrants two commissioners (each from two countries) to meet at least once a year, alternately in India
& Pakistan.
Rights over Waters & Hydroelectricity
According to the treaty,
• All the waters of the Eastern rivers – Sutlej, Beas, and Ravi amounting to around 33 Million Acre Feet (MAF)
annually will be allocated to India for unrestricted use.
• All the waters of the Western rivers – Indus, Jhelum, and Chenab amounting to around 135 MAF is allocated to
Pakistan.
• The treaty also gives India the right to generate hydroelectricity through run of the river projects on the
western rivers subject to specific criteria for design and operation.
• It also gives the right to Pakistan to raise objections on design of Indian Hydroelectric Projects on Western
Rivers.

On the occasion of World Tuberculosis Day on March 24, Union Minister for Health & Family Welfare inaugurated the
celebrations at Dr Ambedkar International Centre at Delhi. During the event,
• Lakshadweep (UT) & District of Budgam (Jammu & Kashmir) were declared Tuberculosis (TB) free.
• Himachal Pradesh achieved 1st Rank in India amongst the states with a population of more than 50 Lakhs, to
end Tuberculosis under the National Tuberculosis Elimination Programme (NTEP).
• India also resolved to end Tuberculosis by 2025. Ending the TB epidemic by 2030 is among the health targets
of the United Nations Sustainable Development Goals (SDGs).
• India has 30% of World’s TB cases.

• State TBI Index 2021 ; Guidelines for programmatic management of Drug-Resistant TB in India, 2021; Gender-

• Approved Budget for the National TB programme in 2020-21 was INR 3, 110 Crore
• During the pandemic, India used Indigenously developed cost-effective, point-of-care molecular diagnostic
machines (called TrueNAT) to test for both TB and COVID-19.

HP has achieved first rank in the country amongst the States with a population of more than 50 lakhs, to end

October 15, 2020, According to the Global Tuberculosis Report 2020 released by WHO, there has been a 25 to 30
% drop in Tuberculosis (TB) case notification across three high-burden countries – India, Indonesia and
Philippines between January-June 2020.
ii.On July 24, 2020, on the request of WHO, the Government of India (GoI) has extended medical assistance in the
form of anti-tuberculosis medicines worth about US$ 1 million to Democratic People’s Republic of Korea (DPRK).

Auxiliary Nursing Midwives (ANMs) & launched the application ‘ANMOL’ under the National Health Mission(NHM).

About Auxiliary nurse midwife(ANM):
Auxiliary nurse midwife, commonly known as ANM, is a village-level female health worker in India who is known as
the first contact person between the community and the health services.
Background:
• Mukherjee Committee in 1966 identified ANMs and other village-level workers as agents for the
popularization of the health programmes.
• In 1973, the Kartar Singh Committee recommended that there should be 1 ANM available per 10,000-12,000
people.
• In 1986, the National Education Policy gave the ANM programme a status of Vocational Education. According
to the latest guidelines by Indian Nursing Council (INC), the minimum age for admission to an ANM course
should be 17 years while the maximum age limit is 35 years.

On 6th April 2021, Manoj Sinha, the Lieutenant Governor (Lt G) of Jammu & Kashmir(J&K) launched 2 mobile
applications, “Hamari Sadak”, “Tameer Taraqqi” and JK Public Works- Online Management, Monitoring and
Accounting System (JKPW-OMMAS) to strengthening the e-Governance structure and to bring transparency in
the system.
• The online initiatives were developed through the Centre for Development of Advanced Computing (C-DAC),
J&K e-Governance agency and the IT department.
• The apps and portal were developed by the Public Works Department – Roads & Buildings (R&B).
Features of the Mobile Apps:
i.Hamari Sadak allows the residents to register and track their grievances regarding the Public Works
department.
ii.Tameer Taraqqi ensures the effective supervision of development projects through data updated by field staff.

functionalities like geo-tracking and dynamic update.

Udhampur bags top Position at National Level for implementation of PMGSY during 2020-21
Udhampur district of Jammu & Kashmir (J&K) UT bagged the top position at National level for successful
implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY) during FY 2020-21. It has constructed roads of
length 560.49 km during the FY 2020-21.
• Chhattisgarh bagged the first place among all states/UT for developing the highest road length under
PMGSY. It was followed by Uttarakhand and J&K.
• Apart from Udhampur, four other districts of J&K namely Rajouri, Doda, Kathua and Reasi districts figured in
the list of PMGSY top performing 30 districts in India.
Pradhan Mantri Gram Sadak Yojana (PMGSY)
• It was launched on 25th December, 2000 by the then Prime Minister Atal Bihari Vajpayee.
• Objective – To provide all-weather road connectivity to unconnected villages of India.
• Implementation – Ministry of Rural Development & State Governments.
• It will provide rural connectivity to eligible unconnected habitations of designated population size (500+ in
plain areas & 250+ in NE States, Himalayan States, Deserts and Tribal Areas)

On March 31, 2021, Reserved Bank of India (RBI), had extended the tenure of Rajesh Kumar Chhibber (R K

J&K Launched Scheme ‘SASCM’ for families lost bread earner to COVID-19 pandemic
Manoj Sinha Lieutenant Governor (Lt G) of Jammu and Kashmir(J&K) launched ‘स�म’ or ‘Special Assistance
Scheme for Covid Mortalities (SASCM)/Saksham, a special scheme to provide financial assistance to the families
that lost breadwinners to the COVID-19 pandemic.
• The government of J&K has created a ‘Special Cell’ under the Social Welfare department to identify and
support the families in distress.
• The assistance under this scheme will be provided starting from June 2021.
Aim:
To take care of the day to day lives and ensure the financial security of the families that lost their breadwinners.
Features:
i.Under SASCM, Rs 1000 per month will be provided to the spouse or the eldest member of the family.
ii.The scheme also provides a scholarship of Rs 20000 per annum for school students and Rs 40000 per annum
for college students.
iii.The beneficiaries are eligible for the scholarship for 2 children if they are not getting any other scholarship.
Note:
This is a part of the Government of J&K’s commitment towards the welfare of the vulnerable society in line with
the “Sabka Saath Sabka Vikas”.
Additional info:
The special cell will also look into other possible assistance through the existing schemes and support for self-
employment which can be extended to the families.

Justice Gita Mittal, Former Chief Justice of Jammu and Kashmir(J&K) High Court received the Arline Pacht
Global Vision Award for 2021 by the International Association of Women Judges (IAWJ). She became the first
India Judge to receive the honour.
She was declared as one of the recipients of the award. She shared the award with Justice Margarita Luna
Ramos of Mexico.

Ministry of Power Approved NHPC to acquire 2% equity stake of PTC India in Chenab Valley Power
Projects
On May 12, 2021, the Ministry of Power has approved the State-run hydro power NHPC Ltd to acquire the 2 per
cent equity stake of Chenab Valley Power Projects Private Ltd. from PTC India.
• Chenab Valley Power Projects Private Ltd is a Joint Venture Company between NHPC (49 percent), Jammu
and Kashmir Power Development Corporation (JKSPDC) (49 percent) and PTC (2 percent)
• Now, after the acquisition, NHPC’s share in Chenab Valley Power Projects Private Ltd increased to 51
percent and became the majority stakeholder of it.
Key points about Chenab Valley Power Projects Private Ltd:
i.It was formed through the initiative of the Government of Jammu & Kashmir and the Government of India to
harness the vast hydro potential of river Chenab.
ii.It was entrusted with the construction of hydro projects with an aggregate installed capacity of 3094 MW based
on Build, Own, Operate and Maintain (BOOM).
iii.Projects under it include – Kiru Hydroelectric Project (624 MW), Pakal Dul hydroelectric Project (1000 MW),

Agriculture Minister Narendra Singh Tomar Launched Horticulture Cluster Development

Programme
Union Minister of Agriculture & Farmers Welfare, Narendra Singh Tomar virtually launched
the Horticulture Cluster Development Programme (CDP). Initially, the programme will be implemented in
a pilot phase in 12 horticulture clusters out of the total 53 clusters selected for the programme.
• CDP will be implemented by the National Horticulture Board (NHB) of the Ministry of Agriculture and
Farmers’ Welfare (MoA&FW).
• Objective: To grow and develop identified horticulture clusters, and make them globally competitive.
Features of CDP:
i.CDP will benefit about 10 lakh farmers and related stakeholders of the value chain, improve exports of the
targeted crops by ~ 20 percent, and attract an estimated investment of Rs 10,000 crore after being implemented
in all the 53 clusters.
ii.CDP will address issues related to the Indian horticulture sector including pre-production, production, post-
harvest management, logistics, marketing, and branding.
iii.It is designed to leverage geographical specialisation and promote integrated and market-led development of
horticulture clusters.
About the pilot phase:
i.List of 12 clusters under the pilot phase
• Shopian (Jammu and Kashmir) and Kinnaur (Himachal Pradesh) for Apple
• Lucknow (Uttar Pradesh), Kutch (Gujarat) and Mahbubnagar (Telangana) for Mango
• Anantpur (Andhra Pradesh) and Theni (Tamil Nadu) for Banana
• Nasik (Maharashtra) for Grapes
• Siphahijala (Tripura) for Pineapple
• Solapur (Maharashtra) and Chitradurga (Karnataka) for Pomegranate
• West Jaintia Hills (Meghalaya) for Turmeric.
ii.These 12 clusters will be implemented through Cluster Development Agencies (CDAs); they will be appointed
on the recommendations of the respective State/UT Government.
Convergence of CDP with Govt Schemes:
i.CDP will be connected with other Government initiatives such as the Agriculture Infrastructure Fund, which is
a medium – long term financing facility for investment in projects for post-harvest management infrastructure
and community farming assets.
ii.CDP will support the central sector scheme for the Formation and Promotion of 10,000 Farmers Producer
Organisations (FPOs).

Power along with Jammu & Kashmir State Power Development Corporation Ltd (JKSPDC) has formed a joint
venture company(JVC), “Ratle Hydroelectric Power Corporation Limited” for the implementation of 850 MW
Ratle Hydroelectric Project in Jammu and Kashmir(J&K).
• In the JVC, NHPC and JKSPDC have equity shares of 51% and 49% respectively.It has been incorporated on
01.06.2021.
• This project is located on River Chenab, Kishtwar district, Union Territory of Jammu and Kashmir and it
is a Run of River Scheme.
• The investment sanction for construction of Ratle Hydroelectric Project at an estimated cost of Rs. 5281.94
crore has been conveyed by the Ministry of Power.
Background:
i.On 03.02.2019,a tripartite Memorandum of Understanding (MoU) was signed amongst JKSPDC, NHPC and
Government of Jammu & Kashmir in presence of Prime Minister of India, Shri Narendra Modi.
ii.NHPC is the largest investor in Jammu and Kashmir and plans to develop projects totaling 3,814 MW on its own
and through joint ventures in J&K. Apart from Ratle, these projects include 800 MW Bursar project, Pakal Dul
(1000 MW), Kiru (624 MW) and Kwar (540 MW) hydropower projects in the J&K in a joint venture.

The Jammu and Kashmir(J&K) Horticulture Department has signed a Memorandum of Understanding (MoU)
with the airline carrier Go-Airlines for transportation of perishable horticulture and agricultural
produce to various destinations across the country.
Key Points:
i.The MoU was signed in presence of Principal Secretary Agriculture and Farmers Welfare and Horticulture
departments, Navin Kumar Choudhary.
ii.Under this MoU, for transportation of perishable fruit produce from Jammu and Srinagar, the airline will charge,

• Rs. 34 to Mumbai/Pune

On June 03,2021, NITI Aayog (National Institution for Transforming India) released the 3rd edition
of Sustainable Development Goals (SDG) India Index and dashboard for 2020–21 in New Delhi.
• Report Title: ‘SDG India Index and Dashboard 2020–21: Partnerships in the Decade of Action’.
• The index was launched by NITI Aayog Vice-Chairman Rajiv Kumar along with other members.
• State-Wise Top Rank: Kerala has retained its rank as the top state with a score of 75 and Bihar has been
adjudged as the worst performer.
• Union Territories (UTs) Top Rank: Chandigarh topped among the UTs, followed by Delhi, Puducherry.
Dadra and Nagar Haveli & Daman and Diu has been adjudged as the worst performer.

Index development:
The index was designed and developed by NITI Aayog in consultations with the Ministry of Statistics and

Indicators:
The 3rd edition covers 16 Goals out of 17 SDGs with 115 quantitative indicators, with a qualitative assessment on
Goal 17 and cover 70 SDG targets. (2018 index – utilised 62 indicators across 39 targets and 13 Goals; 2019 index
– utilised 100 indicators across 54 targets and 16 Goals). The indicators were aligned with MoSPI’s National
Indicator Framework (NIF).
Performance and Ranking of States and UTs on SDGs 2020–21:
SDG scoring:
The SDG India Index computes goal-wise scores on the 16 SDGs for each State and UT based on their performance
across the 16 SDGs. These scores range between 0–100, and if a State/UT achieves a score of 100, it signifies it
has achieved the 2030 targets.
Different Criteria of SDG score:
• Aspirant: 0–49
• Performer: 50–64
• Front-Runner: 65–99
• Achiever: 100
About SDG:
i.Sustainable development has been defined as development that meets the needs of the present without
compromising the ability of future generations to meet their own needs.
ii.The 193 Member States of the United Nations(UN) officially adopted a new sustainable development agenda
entitled, “Transforming Our World: The 2030 Agenda for Sustainable Development” at the Sustainable
Development Summit in September 2015. This agenda contains 17 Goals and 169 targets.
iii.SDGs starts on 1 January 2016 and are expected to be achieved by 31 December 2030 and they are not legally
binding.
Asian Development Bank(ADB)’s report titled “ADB’s Support for the SDGs: Enabling the 2030 Agenda for
Sustainable Development through Strategy 2030” states that, a renewed focus on achieving SDGs will be essential
as countries seek to rebuild from the Covid-19 pandemic.
On February 9, 2021 The Indian Economic Trade Organization (IETO) and the Government of Karnataka signed a
Memorandum of Understanding(MoU) at Bengaluru, Karnataka to work closely to implement the SDGs more
effectively in the state and to expand the scope of the sustainable future.
