TRAINING OF PERSONNEL ON OSH

OSH Training

INTRODUCTION

OSH training aims at improving the capability, capacity, and performance of staff,

leading to safe and health-oriented behaviour, often linked directly to specific tasks. This

is achieved by the acquisition of knowledge, skills, and competencies.

Why is it Important to Provide OSH Training

Under the safety system required by the Framework Directive training is envisaged as an

important part of a hierarchy of prevention measures which has elimination of risks and

prevention of risks at source as the priorities.

What can you Learn From OSH Training

This training aims to equip participants with the basic knowledge and skills on

identifying safety, health, and environmental hazards; determining appropriate control

measures, and developing and implementing OSH policies and programs.

What is the Purpose of OSH Training

Providing training and development to employees allows employers to pinpoint the

knowledge and skills they want their employees to have. Training and development

programs can educate employees about new skills or provide updates on existing skills to

enhance productivity.

General Provisions

Rule 1031: General Provisions

The Bureau, either directly or through accredited organizations or the OSHC or other

institutions authorized by law shall conduct continuing programs to increase the supply

and competence of personnel qualified to carry out the provisions of these Standards.

Rule 1031: General Provisions

The Bureau shall prescribe the required training programs which shall, in consultation

with the OSHC or other institutions authorized by law and other technical societies,

contain provisions requiring the incorporation into the training programs of the latest

trends, practices and technology in occupational safety and health.

Definitions

Rule 1032: Definitions

01. Safety Officer

Refers to any employee/worker trained and tasked to implement occupational safety and

health programs in the workplace in accordance with the provisions of the Standards and

shall be synonymous to the term "Safety Man" as used in these Standards.

02. Occupational Safety and Health Personnel


Refers to Physician, Nurse, Dentist, Chemist, Engineers, Safety Officer, First-Aider and

other persons engaged by the employer to provide occupational safety and health services

as required by the Standards.

03. Practitioner in Occupational Safety and Health

Refers to any qualified person as assessed and duly-accredited by the Bureau to practice

and render occupational safety and health services in a defined and specific scope or core

competency.

04. Occupational Safety and Health Consultant

Refers to any practitioner in occupational safety and health or group of persons or

organizations duly-accredited by the Bureau to practice, perform and/or render

consultative and/or advisory services on occupational safety and health in at least two (2)

fields of specialization as enumerated in Annex "A".

05. Trainer

Refers to a person who facilitates learning situation in one or more topics in an

occupational safety and health training.

06. Training Organization

Refers to an institution accredited or authorized by law to conduct training in a particular

field or a combination of fields on occupational safety and health.

07. Hazardous Establishment


Refers to a establishment where work operations or practices performed by a worker in

the establishment or workplace in conjunction with or as an incident to such operations or

practices and which expose the employee or worker to hazards likely to cause disabling

injury, illness, death or physical or psychological harm.

08. Highly Hazardous Establishment

Where potential hazard within the company may effect the safety and/or health of

workers not only within but also persons outside the premises of the workplace. The

following are workplaces commonly associated with potentially high hazardous

activities.

(b) Chemical works and chemical production plants;

(c) LPG storage and materials;

(d) Stores and distribution center for toxic/hazardous chemicals;

(e) Large fertilizer stores;

(f) Explosives factories;

(g) Works in which chlorine is used in bulk;

(h) Activities closely similar to the activities enumerated above; and


(i) Activities as determined by the Bureau in accordance with existing issuances related

to classification of establishments

Training and Personnel Compliment

Rule 1033:Training and Personnel Compliment

The minimum qualifications, duties and number of required safety and health officers

shall be as follows:

All safety officers must complete the Bureau-prescribed training course prior to their

appointment as in their respective places of employment.

All full-time safety officers must meet the requirement of duly-accredited Safety

Practitioners or Safety Consultants by the Bureau.

Not less than the following number of supervisors or technical personnel shall take the

required trainings and shall be appointed as a safety officer on a full-time or part-time

basis, depending on the number of workers employed and the hazardous or non-

hazardous nature of the workplace pursuant to Rule 1013 of these Standards.

Duties of the Safety Officer - The duties of the safety officer are specified under Rule

1040 of these Standards. A part-time safety officer shall be required to perform the

duties of safety officer at least six (6) hours per week.

The employment of a full-time safety officer may not be required if the employer

enters into a written contract with a qualified consultant or consulting organization

whose duties and responsibilities shall be the duties of a safety practitioner as stated in

these Rule. The employment of a consultant, however, will not excuse the employer

from the required training of his supervisors or technical personnel.

CONTENTS OF OSH TRAINING


1. Needs assessment

Training should first of all start with a needs assessment, to determine the objectives of

the training, the content and how it should be organized.

2.Setting Objectives

Training objectives or goals establish the results that the training should achieve.

Training objectives should be as specific as possible, in order to enhance the evaluation.

The selection of content and methods also benefits from clear objectives.

3.Selection of content

Depending on the needs assessment and objectives, the content has to be carefully

determined. The content of the training should be in line with what is expected in terms

of knowledge and skills. It is particularly important to tailor OSH training to the risks

associated with the tasks and working conditions. Therefore, the content must be based

on the results of the risk assessment.

PRACTITIONERS IN OCCUPATIONAL SAFETY AND HEALTH

 To develop, implement and promote occupational safety and health programs in

the workplace.

 The individual must have completed the 40-hour Basic Occupational Safety and

Health Training Course as prescribed by the Bureau;

 Must have at least three (3) years of relevant experience in occupational safety

and health;
 Must possess the minimum qualifications stated under Rule 1964.01 nos. 1 to 5,

whichever may be applicable; and

 Must be duly-licensed to practice his/her profession in the Philippines

o If the applicant is a graduate of any 4 or 5-year college course without a

license, he/she must have at least four (4) years relevant experience in any

of the sub-components in a field of specialization as enumerated in Annex

"A";

 To advise and assist the employer in complying with the provisions of the

Standards, especially in the submission of the reporting requirements.

 If the applicant is a college undergraduate he/she must have at least ten (10) years

relevant experience in occupational safety and health.

 To perform at least a quarterly appraisal/assessment of the implementation of

occupational safety and health programs in the workplace

 To prepare an annual report of safety and health programs of establishments.

CONSULTANT IN OCCUPATIONAL SAFETY AND HEALTH

 The applicant must be an accredited practitioner for at least five (5) years

with experience in at least two (2) fields of specialization enumerated

in Annex "A".

 Must have experience in policy formulation and development, monitoring

and evaluation, and implementation of occupational safety and health

management systems.
 Must have completed the 80-hour Advanced Occupational Safety and

Training Course as prescribed by the Bureau; and

 To be present during the scheduled safety inspections by authorized

government agents and as requested during regular health and safety

committee meetings.

 Must have earned an additional 480 hours of training/seminar or related

learning processes in various fields of occupational safety and health from

accredited organizations or institutions authorized by law.

OCCUPATIONAL SAFETY AND HEALTH CONSULTING ORGANIZATION

 The applicant must be composed of two or more accredited occupational

safety and health consultants.

 Must submit a certified true copy of business registration, licenses, and

permits to operate.

 Must submit the organization's profile.

OCCUPATIONAL SAFETY AND HEALTH TRAINING ORGANIZATION

A Bureau-prescribed and/or approved course of study shall be used or followed

by accredited organizations. Any deviation from the prescribed training must be with the

previous approval of the Bureau.


The organization must provide adequate training facilities that include safety and

health-related equipment, manuals and modules, library, training rooms, audio-visual and

other training resources and paraphernalia.

Trainers must be composed of persons with the following qualifications.

(a) Must have completed the 40-hour basic occupational safety and health training

course;

(b) Must have completed at least 24 hours of a Training of Trainers course; and

(c) Must have at least three (3) years of experience in the design, conduct and

evaluation of any OSH training program

and permits to operate.

OCCUPATIONAL SAFETY AND HEALTH CONSULTANTS/CONSULTING

ORGANIZATIONS

To assist, advise or guide the employer in complying with the provisions of these

Standards, or including the development of health and safety programs.

In the absence of a Safety Officer, to be present during scheduled safety

inspections by authorized government agents and as requested during regular health and
safety committee meetings and to render at least six (6) hours of service a week in the

establishment in the performance of these activities.

To advise and assist the employer in complying with the reporting requirements

of the standards.

DUTIES AND RESPONSIBILITIES OF OSH TRAINING ORGANIZATION

To develop, monitor and evaluate their training programs on occupational safety

and health.

To conduct continuing OSH programs to increase the number of competent and

qualified personnel/individuals to implement the provisions of the Standards.

To submit to the Bureau the following requirements:

(a) Yearly calendar of training activities;

(b) List of trained individuals, training content and names and topics of

speakers/lecturers, five (5) days after the conduct of every training;

(c) Program on updating trainer's knowledge and skills.

TRAINING PROGRAMS

Mandatory Training Programs

Basic Occupational Safety and Health Training

This training aims to equip participants with the basic knowledge and skills on

identifying safety, health, and environmental hazards; determining appropriate control

measures, and developing and implementing OSH policies and programs.


Basic Occupational Safety and Health for SO1 Training

BOSH for SO1 is an 8-hour OSH orientation plus 2-hour Training of Trainers

designed to impart knowledge and skills on basic concepts and principles of occupational

safety and health to enable potential safety officers (SO1-certification) to implement their

respective company’s safety and health program.

Advanced Training Programs

Fire Safety Training

● Is a 40-hour course that aims to provide participants with the fundamental

knowledge and skills in fire and life safety assessment standards in compliance

with the Fire Code of the Philippines of 2008 and fire science and technology that

would aid them towards effective delivery of duties and responsibilities as fire

safety practitioners.

Industrial Ventilation Training

● Is a three-day training which aims to provide participants with a basic

understanding of the principles and applications of industrial ventilation in

controlling heat emissions and exposure to airborne contaminants in the

workplace.

Managing Emerging Health Issues in the Workplace


● This advanced training discusses and explains various health issues as they

impact the worker and the workplace. The training will prepare the participants in

formulating and developing health promotion policy and appropriate workplace

programs to ensure the well-being of workers.

40-Hour Fundamentals of Industrial Hygiene Online Training Course

● This training workshop is designed to provide an introductory course

outlining the broad principles of Industrial Hygiene as the basis for anticipation,

recognition, evaluation and control of various health hazards that may be present

in the working environment.

Seminar on the Safe use of Chemicals at Work

● This seminar is designed to orient the participants on the different aspects

of managing and promoting chemical safety and in developing their capability in

implementing solution-oriented approaches on the safe use of chemicals.

Accident Investigation Training

● The training aims to appreciate the importance of accident investigation;

to equip investigators with general knowledge and skills necessary to carry out

such activity; to familiarize with the systematic procedure in conducting an

accident investigation; and to enumerate the existing OSH Rules and other OSH

Issuances in line with compliance on the Philippine OSH Standards.

Work Environment Measurement Training


● This training provides necessary knowledge and capabilities in the

workplace assessment of chemical and physical hazards by applying the

fundamental concepts of Industrial Hygiene particularly giving emphasis on Work

Environment Measurement in the Evaluation Principle of Industrial Hygiene and

in building internal WEM capability of the company.

Drug Assessment Team Training

● The training aims to enhance the decision-making skills of the participants

in ascertaining the level of care and management of workers with drug use issues

and provide knowledge and skills in conducting drug assessment and in

establishing a referral system.

Training on Ergonomics in the Workplace

This advanced training aims to develop the ability to assess ergonomic risk factors

in the workplace, and to apply basic ergonomic principles to manage identified risks and

prevent occupational and work-related injuries and illness.
