Introduction/ Rationale
The aim of this project is to analyze the gap among the performance targets in the DHVSU’s
strategic plan and the performance data vis-à-vis various quality management standards or
framework such as SUC Levelling, AACUP standards, etc. Specifically, it seeks to find answers to
the following:
1. What are the performance indicators and targets contained in the DHVSU’s strategic plan?
2. What are the performance indicators and targets of various quality management standards or
framework?
3. What are the gaps between DHVSU’s performance indicators and targets; and various quality
management standards?
4. What intervention can be developed to align DHVSU’s strategic plan to various quality
management standards or framework.
Methodology
The team used comparative research. Comparative research is designed to identify similarities
and differences between two individuals, subjects or groups. (https://www.indeed.com/career-
advice/career-development/types-of-research). In this study, the researchers compared the
different standards, where the institution is subjected to assessment or evaluation in term of its
performance, to the institution’s existing plan. The different standards are the SUC Levelling,
PREXC, QS and AACCUP. Each standard has specific performance indicators. First, the
researchers listed all the different performance indicators for each standard and the DHVSU’s
existing plan. Second, the researchers grouped the performance indicators into thematic areas
following SUC Levelling standards, namely: Quality and Relevance, Research, Extension and
Resource Management. Third, the researchers compared each performance indicator to find
which are common and not included yet in the DHVSU’s existing plan. Finally, the researchers
produced an integrated table of all performance indicators and defined the maximum target based
on the standard. From here, the researchers compared whether DHVSU’s targets meet the
standards.

Analysis
There are 23 indicators for access and equity based on the new SUC Levelling instrument. These
must be integrated in the institutional performance indicators and cascaded to specific DPCR
and IPCR.

Number of indicators in the Revised SUC Levelling Instrument: 25
Number of QS indicators: 4
The existing institutional performance indicators for KRA 3 is 25. However, the basis of the
determination of these indicators is the old SUC levelling instrument. Considering the latest SUC
levelling instrument, QS indicators and PREXc indicators, the final indicators for KRA 3 is 36

Analysis
In consonance with the old SUC levelling instrument of eight (8) indicators under Services to the
Community of which DHVSU Strategic plan currently has ten (10) and considering the new SUC
levelling instrument with nineteen (19) indicators, it is proposed that DHVSU adopt twenty three
(23) indicators under the same KRA addressing those that of the SUC levelling criterion as well as
satisfying the existing six (6) DBM/PREXC requirements, twelve (12) ISA indicators and four (4)
core criterion for QS Star Rating along with contributory factors to two (2) of the United Nations
seventeen (17) Sustainable Development Goals (SDGs) and Objectives.

It can be gleaned from the table that there are 19 indicators that are currently existingting in DHVSU's performance
targets. Out of 19, only 3 are consistent with SUC Levelling indicators. A large number of indicators for SUC Levelling and
QS Standards are not currently present. This only confirms the status of DHVSU as Level 3 SUC based on last evaluation by
the CHED. Should DHVSU aspires for higher level as an institution that is at par with international universities, there may
be a need to include the missing indicators and be part of the strategic plan and performance targets.
Recommendations
1. For the administrative council/PMT to consider and adopt the new indicators and forms;
2. For the planning committee to continue with this project to identify gaps in the standard targets
versus the baseline data to serve as basis for future targets;
3. For the Performance Management Team to enhance the OPC, DPC and IPC with specific benchmark
statements such that these are anchored on the new indicators;
4. For the Planning office and admin council to spearhead the development of the university medium
term development plan that contains specific milestones using the new indicators.
5. For the Planning office and admin council to review DHVSU’s planning framework capturing these
new indicators.
