CHAPTER I

BACKGROUND OF THE STUDY

Bureau of Fire Protection is a Philippine government agency who are mandated to prevent
and suppress all kinds of destructive fires investigate its causes, enforce fire-related laws, and
provide emergency medical and rescue services. Every month of March, the BFP conducts a
program “Fire Prevention Month” by virtue of Presidential Proclamation 115-A. All the activities
of the BFP shall all anchor the Fire Prevention Month mainly towards the safety at home by
introducing an informational programs and activities to motivate the public to take fire safety as
everyone’s concern. The 2022 theme name was “Sa Pag-iwas sa sunog, di ka nag-iisa”
(Department of Interior and Local Government 2021)

When it comes to Fire Prevention and Safety, it is necessary when it comes to workplace
to prevent the occurrence of fire, protect important things that may cause their destruction
generally caused by fire. Developing actions of fire prevention and safety protocols on an area are
not only required by the law but also for the protection of everyone’s life who are inside the area
which makes that Fire Prevention is an important way of both preventing fire and saving lives.
(ALSCO Uniform 2021)

The concept of Fire Prevention is a never-ending process of analysis, development and


implementation of programs which deals with hazards and risk existing in the community.
Therefore, the outcome of fire prevention is mainly preventing the occurrence of fire and saving
lives and properties. Since the cause of fire offers complexity and sometimes obviosity, in both
manners the practice and applied fundamentals of fire prevention must be performed. That is why
the role of public in fire prevention is vital but providing them an informational training and
education can make a difference. (Diamantes & Jones 2020)

To further elaborate the process of Fire Prevention, the study of Appleton, et.al (2019),
they examined the process of assessing the effectiveness of Fire Prevention within the jurisdiction
of Fire and Rescue Service in Northwest England by showing and properly demonstrating it was
being applied. The assessment includes the following: overall fire and rescue service performance
and multi-agency collaboration to support the effectiveness of it. The result shows that the fire

prevention strategies and activities conducted have a very clear impact on the reduction of fire
case incidents. In which the analysis of fire effectiveness of fire prevention activities can give
information about fire prevention strategies.

Fire statistics in the Philippines shows that the statistics lowered during 2021 in occurrence
of pandemic compared the past few years since people are just at their homes according to BFP
Regional Director, Fire Supt. Christopher Regencia. (Philippine News Agency-Lena 2022) which
stand the statistics of Bureau of Fire Protection Intelligence and Investigation Section that in the
month of January 2020 to July 2020 the record shows 3,064 fire incidents which was decreased on
the year of January 2021 which records only 2,301 fire incidents. (BFP Intelligence and
Investigative Section n/d)

The fire incidents above can be prevented with Fire Prevention and Safety knowledge
which can be acquire with just consideration of putting combustible things on their respective
places such as gas containers and oils which should be handled with care and avoiding such unsafe
and unnecessary paying of the equipment. (Ardalan, et.al 2019)

In most cases, Human Factor/Errors was one of the main causes of fire incidents. In United
States, a data shows that human ignitions were predominant causes of fire incidents. In throughout
the 48 states, human ignitions fire incident were 98 percent of the county. Only in the area of West
counties, the pattern was reversed. (The Science Analysis of The National Cohesive Wildland Fire
Management Strategy 2022)

In the Philippines, BFP Spokesperson Supt. Annalee Carbajal-Atienza said that a total of
2,103 were recorded in January and February 2022. It was increased by 12.9% from only 1,863
fire incidents at the same month of 2021. Most of the causes of fire are Faulty Electrical
Wiring/Overloading. It shows that improper wiring, old wiring, and octopus connections can heat
up to extent which result to a fire. Unattended Cooking was also mentioned, wherein cooking was
mainly associated with oil and gas which if we didn’t properly control it, a fire might be
destructive. Flammable Chemicals being placed not on their proper storage will also have the
chance to start a fire. As an owner of the flammable liquids, you must seal them properly and put
them in a proper location with moderate/room temperature which is most likely to be indicated on
its packaging. (Phelps Dodge in accordance with BFP/PNA n/d)

Based on the interview of Philippine Inquirer regarding to the fire that broke on Star City
in Pasay, the main cause of fire that left 1 million pesos worth of damages was Light Ballast
overheating which is conducted by BFP Inter-Agency Anti-Arson Task Force. BFP spokesperson
Gerrandie Agonos reminded the public that to prevent fires, remember to regularly check and
maintain electrical appliances wiring and connections to avoid overheating which can result into
conflagration. (PH Inquirer – Marquez 2019)

In Bacoor City, a fire started at a one residence which results to a big fire that destroyed
almost 700 houses in Barangays Alima and Sineguelasan during the commemoration of All Saints’
Day. The fire reach up to 4th alarm but reported no fatalities since all of them were able to evacuate
as early as possible since it is a preventive measure for the arrival of super typhoon Rolly. The
BFP-Bacoor reported that the cause of fire was a faulty electrical wiring ignition due to lose of
connection which immediately set fire to the roof made of nipa. A 80 firetrucks and 9 ambulances
responded. (BFP-Bacoor)

To further support the statement, home electrical fires can start in wiring, electrical
distribution systems, and any other equipment which were powered by electricity such as cooking,
heating, washers and dryers, electrical fan and any other electrical appliances. According to then
data gathered, the kitchen has the highest risk of fire, civilian deaths, and injuries followed by the
bedroom and assembly or any other concealed space. While the main cause of them shows that
wiring and related equipment has the highest data of fires, civilian deaths and injuries followed by
lamp and lighting, and cord or a plug. The data shows that most of the electrical fire incidents
happened were mostly on electrical wirings. (Campbell 2019)

In Ormoc City, Leyte, a fire broke and burned 4 houses. No casualties reported but an
estimate of 1.7 milliojn pesos worth of damages left. According to Fire Officer II Leo Hernandez,
the fire started at Makabenta, 88 years old, who fell asleep while cooking. Due to unattended
actions, it turned 4 houses into ashes. All of them failed to saved valuable belongings since the fire
was already destructive and the houses were made of light materials. (PNA Roa 2020)

In Cebu, a fire started at the kitchen of Glenn Alecante, a balot vendor. The kitchen was
reportedly made of light materials which results into the fire to quickly spread throughout of the

room. The BFP-Cebu recorded that 25 houses were destroyed by fire and the main cause of it was
unattended cooking. (Cebu News 2017)

To support the statement, the National Fire Protection Association (NFPA), cooking fire
incidents was the leading cause of reported fires and casualties in 2015-2019 while being second
to the leading cause of home fire deaths. In the year of 2019, the thanksgiving day, Christmas eve
and Christmas day was the peak day of unattended cooking fire incidents. Tips was also given
when cooking to avoid conflagration which are: a.) Be alert on what you are doing especially when
drunk or sleepy, do not engage anything on the stove. b.) Stay in the kitchen when cooking, do not
go further away from the cooking. c.) Use a timer on timed cook; and d.) Keep anything away that
may easily catch on fire. Now if cooking fire was already happening, first is to get a lid and smother
or starve the fire, then if it continues to spread go out and call for emergency. (NFPA 2020)

During All Saints’ Day at Cebu City, a fire broke out which burned and destroyed 41 homes
and damaged three others in Sitio Lusimba in Barangay Basak San Nicolas, Cebu City. 200
individuals were left homeless. According to the BFP, the cause of fire was an unattended candle
which serves as a commemoration of All Saints’ Day. (Cebu Daily News Francisco 2019)

In Roxas City, an unattended candle was left at the top of a plastic cabinet inside the
bedroom of a house while the owners left. The blaze only left a partial damage of 50,000 pesos.
(Panay News 2018)

Unattended candles was one of the most responded fires in the United States. 7,400 home
structure fires that were started by candles per year. hese fires caused an annual average of 90
deaths, 670 injuries and $291 million in direct property damage. NFPA left a reminder that when
you lit a candle, keep it at least 12 inches from anything that may be caught easily on fire and in
case of black out, blow out all the candles when you were about to leave or sleep. (NFPA 2020)

Information and Education Campaign or IEC is a program which tasked to share awareness
regarding a certain issue/topic that we were currently facing. It is a strategy of sharing knowledge
and information to their target audience. The channel includes broadcasting, poster, flyer, or
seminars/webinars. Some of the Beneficial Attributes of IEC are the; a.) The Targets were specific

– the participatory system of IEC was an opportunity to engage in a local issues and solutions
which may be beneficial for both of the organizer, speakers, and audiences. b.) External Support
– most of the IEC Campaigns were supported by local groups which shares the same ideas and
solution of the issue. c.) Cost Effective – since IEC can be broadcasted or conducted via
seminar/webinars, they can conduct it on a small audience and those audiences shall disseminate
the information and strategies that they learned during the said programs. (The Vitual House – Kar
2019)

An IEC Premonition model was used in Breslin, et.al. as their design and approach to the
community. The purpose of their study was to understand and predict the behaviors of household
community which results into concern on fire services. The overall result of the study shows that
annual repeated visits with the same household, fire risk factors within the area are further reduced.

In a conference in Cebu City, BFP directors for operations, Chief Supt. Felixto Abrenica,
seated with other BFP-7 Regional Director Chief Supt. Jaime Ramirez and deputy for operations
Senior Supt. Mary Joy Candelario leads other officials on wherein the conferences was on urging
firefighters to continuously engage in with the communities for their fire safety plans and activities.
As the BFP modernization law, the BFP’s flagship contingency planning model called community
fire protection plan directed every fire station in the region to choose a target barangay under its
area of responsibility where they can conduct hazard evaluation, hazard elimination, and tactical
defense. Every barangay within their own jurisdiction will be guided on creating a community
hazard map, exit routes, evacuation routes just in case an emergency strikes. (Philippine News
Agency-Saavedra 2022)

With regards to the fire incidents above that were most likely to start with human ignition,
the Bureau of Fire Protection conducts also a which serves as the Information and Education
Campaign to employees/employer, worker, and the community. In March 22, 2018 in Valenzuela,
as part of Fire Prevention Month, KMBI, a microfinance NGO, became the audience of the BFP
Seminar regarding Fire Prevention and Safety held at Head Office at Kaharutan, Valenzuela. They
were briefed about the safety procedures during fire and the basic survival techniques along with
the proper use of fire extinguisher and sounding the fire alarm. (KMBI 2018). The Department of
Science and Technology - Advanced Science and Technology Institute (DOST-ASTI) also

conducts seminar regarding Fire Safety Prevention Seminar and Drills in accordance with BFP-
Krus na Ligas Substation initially led by Insp. Nelson Cortez, emphasized topics during the
seminar which are the importance of such event on raising the awareness people regarding fire
safety and being more prepared when an incident occur. (DOST-ASTI 2022).

The seminar is being done annually to refresh the awareness of staff/people to prevent fire
incidents and casualties and freshly educate them about fire safety procedures or them to be
prepared when emergency situations occur.

Not only on employees and staff, BFP-CAR enjoins kids on school with regards of seminar
about Fire Prevention and Safety Advocacy in April 17, 2019. Around 170 pupils from different
public and private schools joined the advocacy and discussion where in they introduced to the kids
about the firefighting techniques, fire suppression equipment, fire exit drills, confined – space
evacuation drills, handling ropes and knot tying, rappelling and basic life support. Different
approach was used compared to the approach they used on adults, BFP Mascot Berong Bumbero
and Berang Bumbera joined the kids on the fun learning activities conducted by the BFP. (BFP-
CAR 2019)

Why do they conduct seminars on children? Children are becoming an independent learner.
At a very young age, supporting them and giving them important lessons and knowledge can be
valuable to them. Children learn in many different ways which includes seeing, hearing, reading,
and some by doing only. Introducing them on how to prevent fire and doing fire safety can be
beneficial for both of the parents and the child. Discussing about the avoidance of igniting
combustible material such as matches can prevent a deadly fire. (Raising Children 2021)

The researchers are 4th year students at Holy Angel University who also went and had been
an audience of seminar about Fire Prevention and Safety conducted by Bureau of Fire Protection
Region III – Angeles City Fire Station. During their deployment, they were instructed of the house
rules of the organization, taught on fire fighting techniques and equipment’s, and went to several
seminars with other personnel. Based on their observation, the IEC/seminar of the BFP was very

informative and knowledgeable but sometimes we can’t argue that the people who are attending
the seminar have hidden thoughts regarding seminars. That is why we created this study to be able
to determine the Level of Effectiveness of Fire Prevention and Safety through Information and
Education Campaign in Angeles City.

To give you further information about evaluation, it is the process of gathering and
analyzing information to provide feedback and improve an effectiveness regarding a certain
scenario. The audiences answering the evaluation can help establish a program’s succession and
progress by assessing its effectiveness and impact. The reason on why we need an evaluation, was
to identify whether the program was effectiveness and if not, does is making progress. It also
allows the organization to make constructive changes that will ultimately benefit the entire
organization, or even cancel the program altogether. (Burdo 2018)

In which, evaluation is a systematic way of investigation of the merit and significance of a


program. Program evaluation is an essential and efficient organizational practice for all types of
community relation programs which includes IEC on Fire Prevention and Safety. It serves a as a
way of the community evaluating the specific projects, discussion and learning activities
conducted by the organization rather than the usual evaluating the entire organization. Program
Evaluation mainly focuses on evaluating the specific seminar and how effective it was for the
evaluator. (Milstein n/d)

Lastly, evaluation is not a one-time event. It is a continuing series of progress until the
evaluators/community are satisfied and reach the effectiveness of such programs. It is a
independent assessment of an individual who participated on a program or activities. The
evaluation must be within the scope of the individual only since they were going to rate the
effectiveness of such programs. (McDavid & Hawthorne 2018)

TEAM HOTEL: BFP NARRATION

Intern A said that were assigned at the Bureau of Fire Protection. They were taught about the
elements of fire which consist of the heat, fuel, and air. The fire tetrahedron which is the same with
the fire triangle but with an additional element or chemical reaction. The different modes of
extinguishment of fire which is divided into cooling, starving, and smothering. The different
classes fire from class A which is classified as solid, class B which is Liquid, Class C which are
Electric devices, class D which are the combustible metals and the newly classified class which is
class K which consist of kitchen materials such as cooking oil, lastly the major functions of the
Bureau of Fire Protection. He said that these topics were recently taught to them in their Fire Arson
Investigation subject making it easy for them to understand the lessons they were teaching because
they are already equipped with foundational knowledge regarding fires. Intern A also had great
experiences which were directly related on what they have learned in their past subjects. A perfect
example is when the Fire Officers asked them about the properties of fire and the different ways
of extinguishing it. They answered their questions easily and confidently. Intern A was also
assigned in different task. For example, he was required to speak on a opening ceremony in one of
the seminars. He was also tasked to handle and give instruction on one of the stations in a fire
brigade training. These experiences provided the intern an overview on what are the jobs of a Fire
Officer. His memorable experience here in the BFP is when they were trained for Firefighting. It
was really a fruitful experience for then because were given a privileged to experience how to be
a firefighter and were exposed on their endeavors when there is a fire scene. Now he could really
say, its not easy being a Fire fighter. Intern A believes that his strongest area which he was able to
ace his performance is having a background knowledge regarding the subjects related to BFP. On
the other hand, he believes that he is having a little difficulty on confidently speaking with some
higher rank officials. One situation that challenged him the most was about having mistaken
especially when doing an actual drill. As we all know, on the law enforcement culture they practice
“the fault of one if the fault of all”. That’s why he always tries to execute everything smoothly. He
shared that there is this one time that one of their teammates accidentally stepped on the carabiner
and as a punishment, they did a 4-weeks push up. He recommends to the future interns that will
be assigned at the Bureau of Fire Protection, is to prepare themselves physically and mentally. He

shared that even though they are just interns, they are practicing and applying a training center
style of teaching.

Intern B stated that, In the last part of my OJT which is the Bureau of Fire Protection, they taught
us different skills and knowledge. In the past three (3) years one of our subjects taught us the
different learnings regarding the fire prevention, and it is really helpful in our part because it is not
new to us the things that we are doing in the said agency. Those learnings gave us the chance to
experience different part of the jobs in Bureau of Fire. According to them The BFP is in charge of
ensuring public safety by preventing or suppressing all destructive fires involving buildings,
houses, and other similar structures, forests, land transportation vehicles and equipment,
ships/vessels docked at piers, wharves, or anchored at major seaports, and petroleum industry
installations. It is also in charge of enforcing the Philippine Fire Code (PD 1185) and other related
laws, as well as conducting investigations into fire events and causes, as well as filing proper
complaints and cases.

Intern C, stated that During our second year in Criminology, we tackled the Law Enforcement
Agency which includes all the department and bureau under the Law Enforcement Agency. One
of them is the Bureau of Fire Protection. According to their website, Bureau of Fire Protection or
BFP is a government body in the Philippines responsible for the provision of fire services. It is
under the jurisdiction of the Department of the Interior and Local Government or DILG. The
mission of the bureau is to commit to prevent and suppress destructive fires, investigate it causes;
enforce fire code and other related laws; respond to man-made and natural disasters and other
emergencies. This mission was fully furnishing and explained by our site supervisor, FO2
Reverend Subaba during our orientation and every seminar on barangay/s. He boldly stated that
the job of a firefighter/fire officer is not to just suppress fires in which all the community were
very familiar about. They also conduct seminars regarding on fire safety and prevention on every
barangay of their jurisdiction, they also do rescue, operations and manhunt during natural or man-
made disasters, investigate on other fires and produce fire safety evaluation and clearance on every
structure, and they also respond on emergency incident in which the community were not familiar
of.

Intern D stated that, The BFP is our most enjoyable agency we’ve entered as an Intern, since for
the past years the CCJEF has the subject of Fire Protection and Arson investigation which when
we’ve enter the BFP we have a bit of insights and basic functions and powers of BFP. The
observations that I’ve noticed at first, is that the fire station has it sectors divided for admin,
operations and kitchen which I applaud because of its cleanliness and neatness. I also observed
that respect is common practice in uniform personnel such as the BFP. My duties in the BFP along
with my fellow interns, is we obey what our supervisor and other BFP personnel are tasking us to
do, like assisting in paper works, participating in a fire prevention seminar, passing of command
and others more. We are also responsible in cleaning our stay room, which is the conference room,
which we need to stay clean and neat. Regarding to the people I’ve encountered they we’re all
professional and respect each other, our supervisor in the BFP was FO2 Reverend Subaba, which
he supervised and given us tasks withing our 2 weeks stay in the BFP. The most memorable
moment that I’ve encountered was the firefighting drills which was discussed by SFO1 Aguilar
and FO2 Reverend Subaba, the discussion composed of familiarizing with the firefighting
equipment as well as their PPE used in firefighting. Then the drill was started during 6pm which
we all participate, the most memorable moment at that time is when we have boodle fight with the
all criminology intern batch 2022.

All the practicumers both enjoyed and learned about Bureau of Fire protection, although their job
was not only through suppression of fires, but also responsible for the enforcement of RA 1185
or the Fire Code of the Philippines, with the power to investigate all cause of fires and necessary,
file the proper complaint with the city or provincial prosecutor who has jurisdiction over the
case, and response in other emergency. Through their internship at the BFP, they joined the
ACFS personnel in conducting seminars at establishments, school, companies and other that the
BFP would require, these help them to nurture everything about the BFP, it helped to be aware of
the Bureau’s functions and mandates.

CHAPTER II

RESULTS AND DISCUSSION

The practicumers came up with the idea of a face-to-face interview with observed health protocols
with regards to the audiences of the seminars of the Bureau of Fire Protection Region 3, Angeles
City Fire Station. The interview questions were approved and validated. The result and findings
of the interview was stated below:

QUESTION 1. Do you find the seminar effective? If yes why, if not why?

Participant A, according to the participant who answered yes, it is effective and participant A, gain
knowledge about the seminar about Fire prevention and Safety, and other specific topic that help
him enlighten as well as the co-workers of the participants which is a great help for preparation
and readiness in case of fire.

Participant B, according to the participant who answered yes, and the participant stated that he
personally gains idea and knowledge on specific topic like the fire equipment in which he is
familiar with but don’t know how to use it properly and also that the fire extinguisher don’t have
a strict expiration date.

Participant C answered that the seminar is effective and went great, the discussion was full of
information but hesitated only because of lack in the actual demonstration and fire drills.

Participant D also answered that the seminar was effective and new knowledge was learned
especially those who attended the seminar which are half of the participants are fresh graduate and
new at their company which they can be used in case of petty fires started at their house and also
at their company.

Participant E finds the seminar effective since the participants are the Barangay Tanod which they
need to be ready in case of fire incidents in their area, since they are the eyes of the barangay which
they work 24/7 by shifting schedule. Their readiness can save a lot of lives either petty fire like
bush fire up to hazardous or dangerous fires.

According to the data, all of them finds the seminar effective and gains new knowledge on topics
they weren’t familiar with. This kind of seminars produces readiness and awareness on everyone,
it has the result of rather than panicking in fire situation, people can help on fire suppression.

There is no common answers in this question, which is because the speaker we’re different
from the others although the same content the feedbacks aren’t that similar. In accordance to the
venue and time had all different response since the venue who answered 10 are in a place where
heat isn’t a disturbance and the time was rated 8-10 since the time when the seminar was conducted
is all of them are present.

Participant A answered that it is effective not only because of the interaction but also because of
the fire drills experiences, actual fire safety equipment in which can’t be achieve if it was done
online.

Participant B answered yes that it is effective they have the firsthand experiences in which they
participated when the BFP personnel let them try the fire safety equipment like fire extinguisher
and other techniques on how to deal with leaking LPG.

Participant C answered yes that it is effective since they were a non-development yet, the face-to-
face interactions conducted with the topic Fire prevention and safety secure readiness especially
for the workers who are most expose in fire hazard.

Participant D agreed that it is effective, and that face-to-face seminars and IEC provides full view
of participation of the audience and has two-way communication which allows the audiences to
interact with the speaker.

Participant E agreed also that the face-to-face seminars was conducted at that time that it is
effective, and the participant will feel more active together with excitement when the seminar was
conducted F2F.

All of the common answers gathered was that F2F IEC drive is effective not only for interaction
but the presence of the speaker make its more likely to an audience to be active and alive during
the seminars.

of ACFS about fire prevention and safety?

Participant A’s key takeaway/s was on how to use the fire extinguishers and other techniques on
putting out petty fires.

Participant B’s key takeaway/s was always be prepared not only by compliance but for saving
lives of other people.

Participant C’s key takeaway/s was the importance of Fire prevention and safety seminar to
everyone especially on establishments.

Participant D’s key takeaway/s are the fire electrical safety which is useful because they work at
an office with technologies and appliances.

Participant E’s key takeaway/s was on how to put out petty fires because once a person doesn’t
have a knowledge on this simple situation there is a high chance that the fire will grow.

The common key takeaway/s that they had during the seminar regarding Fire prevention and safety
was different from one another due also to different speaker during the seminars.

QUESTION 5. What did you like most about the seminar?

Participant A answered that the topic about the LPG tanks and they only become explosives when
not use correctly.

Participant B most enjoyed the demo part on putting out fire that has been set up by the BFP
personnel which they participated.

Participant C likes the interaction of the speaker throughout the seminar, although the audience of
the seminar who are workers are tired form their job the speaker managed to deliver a presentation
with sense of humor.

Participant D likes the improvisation of the speaker in which is interesting and not only relying on
PowerPoint presentation.

Participant E likes the actual demonstration the most not only for entertainment but for the
knowledge of everyone. Participant D also stated that anyone can use the fire extinguisher but
doesn’t know how to aim, and how to store them once they’ve been used.

Common answers are the actual demonstration and the speaker itself which plays a big role in
seminars, the speaker must get the interests of the audience for it to enjoy and nurture the
knowledge that the speaker was delivering. In the actual demonstration is the main key to at least
experience on how to suppress petty fires, and its different approach.

QUESTION 6. What are your suggestions to improve the seminar?

Participant A suggests that topic about short circuits on electricals which is also the main reason
of fire incidents.

Participants B suggests that actual drill on specific situation must be done, especially on schools
and university.

Participant C suggests more on actual demonstration not only on using fire extinguisher, but
example is also when a man was caught on fire, actual demo on this kind of situation.

Participant D suggests that more on dissemination of fire prevention and safety using social media
of a certain fire station in the area, although seminars will do, it is the best for everyone to spread
knowledge and awareness.

Participant E suggests that bring out the interests of the audience about the topic on the seminar.
Improve a way or techniques on how to deliver a memorable yet knowledgeable seminar.

Suggestions brought by the participants shows no common similarities which the researchers can
perceive that different place and speaker can lead to different suggestions the participants wants
to improve on the seminar, hence, this each suggestions is needed to improve not only for the
seminar itself but also to fulfill the needs of the audience.

CHAPTER III

CONCLUSION

Based on the data and information we’ve gathered the results as well; we conclude the following:

1. IEC is effective way of spreading awareness and knowledge about fire prevention and
safety.
2. Evaluation tool must produce and use after the seminar conducted by the BFP personnel.
3. Speaker’s interaction among the audience will identify whether the IEC of Fire prevention
and safety is effective.
4. Lack on actual demonstration of suppression of petty fires.
5. IEC must also be done through social media.
6. Include topics about electrical wiring and short circuits.
7. School drills lacks cooperation from the students.

RECOMMENDATION:

Based on the conclusion that we’ve formulated; we recommend the following:

1. IEC drive for Fire prevention and safety helps the community to have knowledge on how
to control petty fires and not results to a dangerous one.
2. Evaluation tool is needed to have the audience’s feedback and fix it based on the evaluation
for better effectivity of Fire prevention and safety IEC.
3. A BFP personnel must attend seminars on how to do an effective IEC.
4. Actual demonstration must be detailed and explained carefully during seminars.
5. Use the social media platform to spread awareness and knowledge about Fire prevention
and safety.
6. An electrical engineer must be present during Fire prevention and safety IEC to discuss
about electrical-incident fire.
7. Fire School Drills must be required and form properly for it to execute properly in case of
fire emergency.
