CONSTRUCTION METHODS
OUTLINE OF NARRATIVE DESCRIPTION
1.0 INTRODUCTION

The bidding shall be conducted at the Office of the BAC Chairman of the DPWH-Upper Kalinga District Engineering
Office, Bulanao, Tabuk City, Kalinga. After thorough evaluation of the bids tendered by the pre-qualified bidders, the
contract shall be awarded to the complying lowest bidder.

2.0 BRIEF DESCRIPTION

Basically the contract is focused on the CONSTRUCTION/ IMPROVEMENT OF ACCESS ROADS LEADING TO
TRADES, INDUSTRIES AND ECONOMIC ZONES (ROAD LEVERAGING LINKAGES FOR INDUSTRY AND TRADE
INFRASTRUCTURE PROGRAM - ROLL - IT) - BALANTOY - DOA-ANGAN - POSWOY - ABABA-AN ROAD IN SUPPORT OF
COFFEE PROCESSING INDUSTRY, HOMESTYLES INDUSTRY (BASKETRY AND SOFTBROOM MAKING) AND FOOD
PROCESSING INDUSTRY, BALBALAN, KALINGA. As evidenced by the Bill of Quantities furnished by the implementing
agency; with our detailed cost estimates, concreting works is the major item of work.

3.0 CONSTRUCTION METHODS AND PROCEDURES

3.1 METHODOLOGY OR GENERAL APPROACH


PROVISION OF COMBINED FIELD OFFICE, LABORATORY AND LIVING QUARTERS BUILDING FOR THE ENGINEER
ITEM A.1.1(6) :
(RENTAL BASIS)

Shall provide and maintain field offices and testing laboratories, including all the necessary electricity, water, drainage
and telephone services for the use of the Engineer and his staff. The offices and laboratories shall have at least the floor
area prescribed on the Plans and shall contain the equipment, supplies and furnishings specified in the Contract.

ITEM A.1.1(11) : PROVISION OF FURNITURES/ FIXTURES, EQUIPMENT AND APPLIANCES FOR THE FIELD OFFICE FOR THE ENGINEERS

Shall provide and maintain such offices, stores, workshops latrines, housing and messing accommodations as are
necessary. These should be located in the Contractor’s compound, distinct and separate from the Engineer’s compound.
The location, dimensions and layout of such buildings and places shall be subject to the approval of the Engineer.

OPERATION AND MAINTENANCE OF TEMPORARY FIELD OFFICE, LABORATORY AND LIVING QUARTERS BUILDING FOR
ITEM A.1.1(15) :
THE ENGINEER

Shall be responsible for the maintenance and protection of all facilities to be provided during the duration of the
Contract, including providing adequate stock of all expendable items, such as light bulbs, light tubes, laboratory
equipment and supplies at all times to ensure proper and continuous functioning of all the Engineer’s facilities.

ITEM A.1.2(2) : PROVISION OF 4X4 PICK-UP TYPE SERVICE VEHICLE FOR THE ENGINEER ON BARE RENTAL BASIS

Shall comply in all respects with all relevant Philippine national or local laws statutes and regulations. The vehicle shall
carry or be fitted with the accessories as may be prescribed by laws and have comprehensive insurance. The vehicle on
deliveryshall be new and shall be driven by a competent qualified and experienced driver
who shall be under the direct order of the Engineer.

ITEM A.1.2(5) : OPERATION AND MAINTENANCE OF 4X4 PICK-UP TYPE SERVICE VEHICLE FOR THE ENGINEER

Shall provide equivalent substitute vehicles during any period when the specified vehicles are taken out of service for
maintenance, repair or any other reason. The vehicle shall be turned over to the Procuring Entity at the end of the
Contract.
ITEM B.5 : PROJECT BILLBOARD/SIGNBOARDS

Furnishing and placement of billboards for the information of the public.


ITEM B.7(2) : OCCUPATIONAL SAFETY AND HEALTH PROGRAM

Shall provide and maintain throughout the duration of the contract, a medical room together with all necessary supplies
and protective gears for the construction workers and staff to be sited in the contractors main area.
ITEM B.8(2) : TRAFFIC MANAGEMENT

Shall provide safety signage installed for purposes of warning, informing and controlling the workers and the public on
an on-going construction operation.
ITEM B.9 : MOBILIZATION/ DEMOBILIZATION

Shall consist of the mobilization and demobilization of equipment, manpower, accomodation, and other particulars prior
to the project construction and clean up upon project completion.
ITEM 100(3)a2 : REMOVAL AND RELOCATION OF UTILITIES (ELECTRIC POST)

Shall then notify the electric cooperative in writing of a “Deposit Notice”, which entails the EC to remove the affected
facility within seven (7) day “Removal Period”.
ITEM 100(3)a2 : CLEARING AND GRUBBING

Shall consist of clearing, grubbing, removing and disposing all vegetation and debris as designated in the Contract,
except those objects that are designated to remain in place or are to be removed in consonance with other provisions of
this Specification. The work shall also include the preservation from injury or defacement of all objects designated to
remain.
ITEM 100(3)a1 : INDIVIDUAL REMOVAL OF TREES (150-300mm DIA., SMALL)

Shall be the number of hectares and fractions thereof acceptably cleared and grubbed within the limits indicated on the
Plans or as may be adjusted n filed staking by the Engineer. Areas not within the clearing and grubbing limits shown on
the Plans or not staked for clearing and grubbing will not be measured for payment.
ITEM 100(3)a2 : INDIVIDUAL REMOVAL OF TREES (SMALL, 301mm - 500mm DIA.)

Shall be the number of hectares and fractions thereof acceptably cleared and grubbed within the limits indicated on the
Plans or as may be adjusted n filed staking by the Engineer. Areas not within the clearing and grubbing limits shown on
the Plans or not staked for clearing and grubbing will not be measured for payment.
ITEM 102(2) : REMOVAL OF ACTUAL STRUCTURES/ OBSTRUCTION (0.20m THICK PCCP - UNREINFORCED)

Shall be removed and stockpiled as required in Subsection 101.2.1, otherwise such materials shall be disposed off as
directed.
ITEM 102(2) : REMOVAL OF STRUCTURES AND OBSTRUCTION (610mm DIA. RCPC)

Shall not be removed until satisfactory arrangements have been made to accommodate traffic. The removal of existing
culverts within embankment areas will be required only as necessary for the installation of new tructures. Abandoned
culverts shall be broken down, crushed and sealed or plugged. All retrieved culvert for future use as determined by the
Engineer shall be carefully removed and all precautions shall be employed to avoid breakage or structural damage to
any of its part.
ITEM 102(2) : REMOVAL OF STRUCTURES AND OBSTRUCTION (CONCRETE)

Shall consist of the removal wholly or in part, and satisfactory disposal of all buildings, fences, structures, old
pavements, abandoned pipe lines, and any other obstructions which are not designated or permitted to remain, except
for the obstructions to be removed and disposed off under other items in the Contract. It shall also include the
salvaging of designated materials and backfilling the resulting trenches, holes, and pits.
ITEM 102(2) : SURPLUS COMMON EXCAVATION

Shall consist of roadway and borrow excavation, and the disposal of materials in accordance with this Specification and
in conformity with the lines, grades and dimensions shown on the plans or established by the Engineer.

physical measurements or visually by the Engineer.
ITEM 102(3)b : SURPLUS ROCK EXCAVATION (HARD)

Shall consist of igneous, sedimentary and metamorphic rock which cannot be excavated without blasting or the use of
rippers, and all boulders or other detached stones each having a volume of 1 cubic meter or more as determined by

ITEM 103(1)a : STRUCTURE EXCAVATION (COMMON SOIL)

Shall be excavated to the lines and grades or elevations shown on the Plans or as staked by the Engineer. They shall be
of sufficient size to permit the placing of structures or structure footings of the full width and length shown. The
elevations of the bottoms of footings, as shown on the Plans, shall be considered as approximate only and the Engineer
may order, in writing, such changes in dimensions or elevations of footings as may be deemed necessary, to secure a
satisfactory foundation.
ITEM 103(1)a : STRUCTURE EXCAVATION (SOFT ROCK)

Shall consist of roadway and drainage and borrow excavation and the disposal of material in accordance with this
Specification and in conformity with the lines, grades and dimensions shown on the Plans or established by the
Engineer.
ITEM 103(6)a : FOUNDATION FILL

Shall fill to be paid for will be the number of cubic metres measures in final position of the special granular material
actually provided and placed below the foundation elevation of structures as specified, complete in place and accepted.

ITEM 103(6)a : PIPE CULVERT AND DRAIN EXCAVATION (COMMON SOIL)

Shall be sufficient to permit proper jointing of the pipe but not wider than that specified in the plan, prior to laying of
the culvert. A bedding material shall provide to a maximum of 100mm thick when tamp.

ITEM 103(6)a : PIPE CULVERT AND DRAIN EXCAVATION (SOFT ROCK)

Shall be sufficient to permit proper jointing of the pipe but not wider than that specified in the plan, prior to laying of

ITEM 104(1)b : EMBANKMENT FROM ROADWAY/ STRUCTURE EXCAVATION (SOFT ROCK)

Shall consist of the construction of embankment in accordance with this Specification and in conformity with the lines,
grades and dimensions shown on the Plans or established by the Engineer.

ITEM 105(1)a : SUBGRADE PREPARATION (COMMON MATERIAL)

Shall consist of the preparation of the subgrade for support of overlaying structural layers. It shal extend to full width of
the roadway. Unless authorized by the Engineer, subgrade preparation shall not be done unless the construction of the
pavement structure.
ITEM 200(1) : AGGREGATE SUBBASE COURSE

Shall consist of furnishing, placing and compacting an aggregate sub-base course on a prepared subgrade in accordance
with this Specification and the lines, grades and cross sections shown on the Plans, or as directed by the Engineer.

ITEM 311(1)e1 : PORTLAND CEMENT CONCRETE PAVEMENT (Unreinforced) - 280mm thick - 14 days

Shall be the number of square meters (sq.m) of concrete pavement placed and accepted in the completed pavement.
The width for measurements will be the width from outside edge to outside edge of completed pavement as placed in
accordance with the Plans or as otherwise required by the Engineer in writing. The length will be measured horizontally
along the centerline of each roadway or ramp. Any curb and gutter placed shall not be included in the area of concrete
pavement measured.
ITEM 404(1)a : REINFORCING STEEL BAR (GRADE 40)

Shall consist of furnishing, bending, fabricating and placing of steel reinforcement of the type, size, shape and grade
required in accordance with this Specification and in conformity with the requirements shown on the Plans or as
directed by the Engineer.

ITEM 404(1)b : REINFORCING STEEL BAR (GRADE 60)

Shall consist of furnishing, bending, fabricating and placing of steel reinforcement of the type, size, shape and grade
required in accordance with this Specification and in conformity with the requirements shown on the Plans or as
directed by the Engineer.
ITEM 405(1)a3 : STRUCTURAL CONCRETE (CLASS A, 20.68 Mpa, 28 Days)

Shall consist of furnishing, bending, placing, and finishing concrete in all structures except pavements in accordance
with this Specification and conforming to the lines, grades, and dimensions shown on the Plans. Concrete shall consist
of a mixture of Portland Cement, fine aggregate, coarse aggregate, admixture when specified, and water mixed in the
proportions specified or approved by the Engineer.
ITEM 405(1)a3 : STRUCTURAL CONCRETE (CLASS B, 16.50 Mpa)

Shall consist of furnishing, bending, placing, and finishing concrete in all structures except pavements in accordance
with this Specification and conforming to the lines, grades, and dimensions shown on the Plans. Concrete shall consist
of a mixture of Portland Cement, fine aggregate, coarse aggregate, admixture when specified, and water mixed in the
proportions specified or approved by the Engineer.
ITEM 407(8) : INLETS, TYPE (910 mm. Dia.)

Shall consists of two steps, the design of inlet internal duct surface and design of lip surface, with the latter being the
top issue. Basically, the difficulty of designing the lip surface comes from two factors, the topological one and
aerodynamic one.
ITEM 506(1) : STONE MASONRY

Shall consist in minor structures, in headwalls for culvert, in retaining walls at the toes of slopes, and at other places
called for on the plans, contructed on the prepared foundation bed, in accordance with this specification and in
coformity with the lines, grades, sections and dimensions shown on the plans or as ordered in written by the Engineer.

ITEM 600(4) : DRAIN PIPE (PVC)

Shall provide concrete base with required gradient for a firm base for pipe installation. Install the pipe between the
manholes as per the specification and approved drawings. Provide head vent on the first or starting Manhole. Make sure
that the maximum distance between manholes should be only 25 to 30mtrs.
ITEM 600(4) : CURB AND GUTTER (CAST IN PLACE)

Shall be considered in the design of paved roads if the functions is to facilitate the channelling of surface water run-off
thus preventing the erosion of shoulders and slope.
ITEM 612(1) : HAZARD MARKERS (CHEVRON SIGNS - 600mmx800mm)

Shall be warned when they are about to encounter a roadside hazard which they should keep either left or right of. To
indicate to motorists which side(s) of the hazard they should maneuver their vehicle to, the WA-36 (L/R) hazard marker
sign is used.
ITEM 612(1) : TREES FURNISHING AND TRANSPLANTING

Shall consist of furnishing, planting and mulching trees, shrubs, vines and ground cover plants of the type and size
indicated on the plans or special provisions. It shall also include all incidental operations, such as the care of the living
plants and the replacement of dead and unsatisfactory plants or unsatisfactory materials before final acceptance of the
contract.

Shall conform to the requirements of AASHTOM 86M (ASTM C 14M), Standard Specification for Nonreinforced Concrete
Sewer, Storm Drain, and Culvert Pipe for the specified internal diameters, wall thickness, length, straightness and
strength classes.
3.2 : PROGRAM OF WORK

The sequence of activities can be seen in our submitted Percedence Diagram Method supported by manpower and
equipment utilization schedule, and detailed cost analysis. Some activities are done simultaneously to be able to cope up
with the given construction duration.
3.3 : FINANCIAL PROGRAM

Before the award of the contract, the contractors are evaluated whether they have enaough working capital, For the
processing of collectibles, the contractor shall request for an inspection on the accomplishments for approval and
verifications. Collectibles amounts shall be in conformance with accomplishments and construction schedule. Upon
completion of all activities, the contractor shall request the Inspectorate Team of the Department of Public Works and
Highways - UKDEO for inspection of accomplishment to verify whether the accomplishments are in accordance with the
plans and specifications.
