Manila Quick Reference

SETUP
1 – Each player takes 3 pawns (“accomplices”) of a color (3 players: 4 pawns) and 30 pesos. Discard unused pawns.
2 – Take 3 of each color share card, shuffle them, and deal 2 face-down to each player as their hand.
3 – Sort all remaining cards and place piles face-up near board.
4 – Put the 4 black market markers (discs) on the matching spaces below 0 on the black market table.
5 – Place the punts (boats), ware loads (good values strips), dice, and remaining pesos (bank) near the board.
The game lasts many Voyages, until 1 or more black market marker reaches 30.
VOYAGE OVERVIEW
1) HARBOR MASTER
a) Auction harbor master
I) Previous harbor master (1st turn: oldest player) starts bidding at 1 peso or passes.
a) If he passes, go left and that player can start the bid or pass to his left.
II) Each player must outbid or pass. A passing player gets bid back but may not bid again.
III) Continue until all but 1 player passes. That player is the new harbor master and pays bid to the bank.
IV) No bids? Previous harbor master retains position.
b) Harbor master actions
I) Buy a share: May buy 1 available share for current black market price, minimum 5 pesos. Pay bank.
II) Load goods: Put 1 ware load on each punt. Set unloaded ware and its matching die aside.
III) Place punts in water: Put them on 0-5 of each column. The totals of these positions must equal 9.
2) PLACE PAWNS AND MOVE BOATS
a) Starting with harbor master, each player places 1 pawn on a vacant space and pays amount shown to the bank.
I) See DEPLOYMENT below for details of some spaces.
II) A player may choose not to place a pawn, but he cannot place any more pawns this Voyage.
III) 3 players: Place a 2nd pawn the same way.
b) 1st roll: Harbor master rolls the dice and moves the punts in any order to match dice rolls.
d) Starting with harbor master, each player places 1 pawn on a vacant space and pays amount shown to the bank.
e) 2nd roll: Harbor master rolls the dice and moves the punts in any order to match dice rolls.
I) Punt landed on space 13? See PIRATES below.
II) Punt moved past space 13? Place punt in 1st empty Port space, starting with A.
f) Starting with harbor master, each player places 1 pawn on a vacant space and pays amount shown to the bank.
g) Small pilot may move 1 punt +/-1 space. Then, large pilot may move 1 punt +/-2 spaces or 2 punts +/-1 space.
NOTE: Pirates do not attack if pilot moved a punt to 13, but punts moved past 13 do dock at the Port as above.
h) 3rd roll: Harbor master rolls the dice and moves the punts in any order to match dice rolls.
I) Punt landed on space 13 and pirates? See PIRATES below.
II) Punt moved past space 13 (or on 13 and no pirates)? Place punt in 1st empty Port space, starting with A.
III) Punt on 12 or below? Place punt in 1st empty Shipyard space, starting with A. Return punt’s pawns.

3) PROFIT DISTRIBUTION: Pay from bank, except Shipyard.


a) Punt pawns at the port: Share profit listed on ware load evenly between pawns, not players.
b) Port/Shipyard pawns: Earn listed profit if a ship reached the dock where they stand.
I) If placed, Insurance pawn must pay Shipyard pawns or bank, for each Shipyard space with a punt.
4) WARE VALUES RISE: Raise matching black market marker up 1 for each punt’s good that reached the Port.

TAKING CREDIT
Out of money? Player can (and must, if making a payment) take a loan by setting a share apart from their hand
(encumbering) and taking 12 pesos for it. To repay at any time (and game end), pay 15 and return card to hand.
No money and all shares encumbered? Place pawns for free as “blind passengers” (except Insurance).
DEPLOYMENT
1) Pirate ship: 1st pawn takes front pirate ship space.
2) Insurance: Pay nothing, and receive 10 pesos.
PIRATES
1) Punt on 13 after 2nd roll? 1st pirate may take empty punt space. 2nd pirate may do the same, if available.
2) Punt on 13 after 3rd roll and pirates? Return punt pawns. Pirates share profit listed on ware load. 1 st pirate
decides whether to send plundered punt to the Port or to the Shipyard.
