Factors Introduction
The impact of COVID-19 on the health of people is very hard to emphasise. Vaccines provoke
immune responses to perceive and fight diseases. The purpose of the report is to critically assess
the implementation of chosen policy in the context of healthcare management. The chosen policy
is compulsory bio-defence vaccination and that aims to ensure the safety of both patients and
health care workers. The policy aimed at all categories of healthcare workers to reduce the risk
of virus spread to ensure patients’ safety. Thus, the study outlines that vaccinating healthcare
workers must be compulsory, particularly for those who deal with high-risk diseased patients. It
will consider policy review to enable the effective application of policy into practice.

Contributing to the successful implementation of policy into practice

According to…… in the health care system, it has been analysed that stakeholders’ involvement
and engagement are very essential for the successful implementation of policy. The
implementation of the bio defence vaccine policy into practice consists of the issue of lack of
engagement. Stakeholder engagement is a crucial factor and can be achieved by having more
focus on open communication, consulting and monitoring for the successful implementation of
policy.

From the policy analysis, it can be evaluated that leadership is also an important factor that
contributes to the effective implementation of the biodefence vaccination policy. Healthcare
leaders should listen to their staff to reduce conflicts or confusion among team members. At the
healthcare level, healthcare workers must be diverse because this helps them in operating
patients from vivid countries or states. In this healthcare policy, workers are more prone because
of their work with various patients. Hence, this factor can also be considered a milestone in the
implementation of this policy. Effective improvement in the management of time can increase
the productivity of policy. It aids to deliver better care to more patients by providing vaccination
to the healthcare workers. It has been analysed that this policy has failed to manage its schedule
and implied time. Hence, considering this factor can also contribute to effective policy
implementation.

Apart from that, following stages of the policy implementation process such as awareness
raising, leadership and ownership of the changes, testing of the changes, the embedding of

changes and spreading of changes can also contribute to achieving policy outcomes. Through
such factors, the policy stakeholders can celebrate their progress and strive for continuous
improvement in policy implementation.

With the implication of the PDSA cycle (Plan-Do-Study-Act), the policy stakeholders were
facing problems related to engagement, leadership, schedule and time management and process.
By changing the developing effective plans, workers can engage and involve with health care
policy. Also, perceptive and learning plans can help in reducing conflicts among the workers.
Furthermore, and determining what modifications ought to be created to take a look at health
care policy. The PDSA cycle will help the healthcare workers to make improvements in patient
care. This cycle will facilitate continuous improvements in the healthcare system by providing
significant insights into specific stages to enhance efficiencies. Moreover, improvements in
policy practices will also help in achieving positive health outcomes for high-risk patients. This
cycle exemplifies that health care workers need to constantly work for effective implementation
of policy. The success and outcomes of this policy will be measured by assessing patients’
health, speed, and number of cases of virus infection.

Review of Policy Implementation 300

From the review of the policy, it has been determined that the implementation of the policy was
not so effective. It could be effective by vaccinating health care workers at starting time because
they are more likely to catch diseases from individuals and distribute them to various patients. It
could have been more accessible to the majority of experts if it would have targeted a specific
group of healthcare workers. Mandatory vaccination policies are rare, and implementation
appears to be poor, if not non-existent. In this policy, the implementation was not applied well. It
could have been more effective to apply specific references for different groups of healthcare
workers functioning in surroundings with vulnerable persons. Rather than particular vaccine-
preventable diseases, by emphasizing all categories of workers' vaccination, it could have
received better outcomes.

Suggestions for Improvements 350
It would be suggested that the above PDSA cycle can help the health care policy through
changing the developing effective plans.

Providing proper education and awareness which inspires changes to improve and maintain
healthcare and safety to avoid unhealthy diseases. The government should provide
implementation to provide health education to develop a healthy lifestyle and increases
awareness about the importance of healthcare. Due to covid-19, the vaccine is one of the most
important effective tools to hinder the spread of diseases. Providing proper training and
education to the healthcare workers will improve the population’s health by reducing health
disparities. Furthermore, the government should provide health education to focus on methods to
diminish and avoid the spread of COVID-19.

Also, the policy stakeholders are facing challenges to fulfill the complex requirements. To
resolve these problems, stakeholders have to involve a new approach to HRM (Human Resource
Management) in the role of leadership in healthcare policy. Adopting a transformational style
improves the way healthcare workers communicate which will help them to reduce conflicts
among the workers. The safety of patients will increase and healthcare workers can create a safe
culture by Adopting a transformation leadership style.

Furthermore, stakeholder engagement and involvement is an important methodology that helps

to improve clinical, scientific, and public healthcare policy. Stakeholders should maintain regular
communication with the healthcare workers to get familiar with every information related to the
program for improvements. It will also help to gain stakeholder support. Consumer engagement
can develop trust which enables the healthcare services to achieve more challenging innovation.
Also, it can make it easy for them to propose well-defined ideas or solutions to achieve change.
