its various rewards and recognition program.

In the first quarter of the year the division received a service satisfaction rating of
98.39% from its fourteen clients. Some left the remarks:

1.3 Number of requests for documents received


In the first quarter of the year, the division received three requests for Loyalty
certificate reprinting and two requests for accreditation documents from the
Graduate School.

II. SUPPORT TO OPERATIONS

In line with the Center’s pursuit to be accredited by the CSC Program to Institutionalize
Meritocracy and Excellence in Human Resource Management (CSC PRIME-HRM)

Maturity Level II, the division participated in the assessment and assisted stage of the
accreditation with the help of Dir. Philip Apostol from the CSC Field Office Makati.

In response to the gaps identified during the assessment stage held last 7 February 2022,
the division has been working on preparing the evidence requirements and closely
coordinating with the PRAISE Committee since then. In the spirit of teamwork and
service commitment, the division hopes for greener pastures in the Center’s application
for the accreditation.

III. CORE FUNCTIONS (based on office Mandates)

I. HEROES: Honoring Excellence, Recognizing Oneness, Exemplifying Service

Last March 2022, the division forwarded its plan to conduct one of its annual
awarding celebrations, HEROES, to the HRDC Director. In the proposed plan of
action a face-to-face ceremony will be anticipated since the country have shown
remarkable improvements relative to its response to the threats posed by the lethal
virus resulting to promising recovery rates, strengthened vaccination initiatives and
imposed lowest alert level in the entire nation. As we progress to light on this thriving
time, invitations (face-to-face) as to the ceremony attendees are limited to the
awardees, whilst the community is encouraged to join the festivity through live
telecast. Posthumous awardees’ families will be offered an invitation to receive the
award to honor their dearly departed loved ones who valiantly performed their duty
even in the face of death. The momentous awarding ceremony has been set to take
place during the University Foundation Week, October 2022.

In the spirit of providing information, the division is already on the move to prepare
the event collaterals as far as Loyalty Awardees, Posthumous Awardees, and Retirees

are concerned. The Compensation and Benefits Division has already provided the
roster of loyalty awardees and retirees. This Office forwarded it to the Office
President to create and disseminate the Official Order. The official order was intended
to keep the community informed on the roster of awardees this year and give ample
time for those who would like to clarify or have concerns about their eligibility for the
recognition. As a reference, the plan is attached herein to this report.

II. On-the-spot Recognition

Last 3 March 2022, the RTU Committee on Program on Awards and Incentives for
Service Excellence convened at the RTU Blue Room. The HRDC-Division Head was
able to present the Guidelines of the On-the-Spot Recognition. The Division Head
favorably gained the favor of the Committee in the adoption of the guidelines as a
mechanism for the Selection Criteria and Conferment Process of the PRAISE Types
of Incentives Item 5.6.

The Committee members shared their feedback, questions, and insights to enhance
the mentioned guidelines. As requested by the Committee members, the HRDC-
CARE Division Head shall present the revised guidelines again at the following
meeting to be called by the PRAISE Committee Chairperson. A copy of the meeting
minutes is attached to this report, granted with the permission of the PRAISE
Committee.

III. SILAB: Salaysay ng Inspirasyon, Laban at Aral sa Buhay ng mga Guro

The HRDC-CARE (Commendation, Awards, and Recognition of Employees)


Division is the university's reward and recognition force. The division is in charge of
creating avenues for rewarding and recognizing employees based on their
performance, superior accomplishments, innovative ideas or suggestions, exemplary
behavior, and extraordinary acts or services in the public's interest. The division's
vocation is to sustainably recognize and intensify its will to yield an exemplary,
empowered, and engaged workforce through cultivating a culture that upholds
employee appreciation and supports recognition of employee worth.

Our lingkod-bayanis is what the RTU is now; competent, change agent, excellent and
relevant. Unceasingly, the kawanis of the institution drove to excellence the delivery
of both its academic and operational services. Affirmatively, the community's
individual and combined efforts unearthed the institution's capacity to transcend the
ordinary. Indeed, these acts of love for service are worth rewarding.

In line with this, the division proposed to the HRDC Director to institutionalize one of
its programs, SILAB: Salaysay ng Inspirasyon, Laban at Aral sa Buhay ng mga
Guro. The previous year, the program was launched, featuring a trilogy story of
selected RTU educators. Responding to the call to elevate the grant of such
recognition, the division proposed the program guidelines, which the Director
favorably approved.

Last 22 April 2022, the guideline was forwarded to the Office of the President for her
grace's approval. As a reference, the guidelines are attached herein to this report.

3. Medalya Ng Ginto At Bughaw Para Sa Natatanging Lingkod-Bayani: Rtu Honor


Awards Program (RTU-HAP)

In accordance with the Nationwide Honor Awards Program (HAP) through the
National Search for Outstanding Government Workers of the Civil Service
Commission that aims to adopt measures to promote morale, efficiency, integrity,
responsiveness, and courtesy in the civil service, as well as to strengthen the merit and
rewards system and seeks to recognize and reward state officials and employees for
their outstanding contributions and achievements in the delivery of public service, the
Rizal Technological University through its Program on Incentives and Awards for
Service Excellence (PRAISE) adopted the Honor Awards Program Guidelines for
2021 Search for Outstanding Government Workers and the Years Thereafter for the
conferment of the Medalya ng Ginto at Bughaw Para sa Natatanging Lingkod-
Bayani RTU Honor Awards Program.

In line with the annual national search, the division took the initiative to create the
guidelines of an In-House Honor Awards Program to provide a fair mechanism for
selecting agency-based champions who will eventually be recommended for the
national search the following year. As a reference, the guidelines are attached herein
to this report. The HRDC-CARE Division Head desires to present the same to the
RTU PRAISE Committee during its quarterly meeting for their perusal and approval.

In addition, the division also forwarded to the PRAISE Committee for their
appropriate action the call for nomination on the Search for Outstanding
Government Workers of Year 2022.

4. Recognition to Birthday Celebrants

The division was able to successfully recognize and greet virtually the employees
who were celebrating their birth every month from January to March during each
month’s Flag Raising Ceremony.

5. Commendable Anniversary Recognition of Employee Service (CARES Program)

Commendable Anniversary Recognition of Employee Service (CARES) is one of


the programs of the HRDC-Commendation, Awards, and Recognition of
Employees (HRDC-CARE) Division. The program was designed to recognize

milestones in the events of employee's work life, which can be classified as follows:
(1) The work anniversary of all officials and employees holding regular and casual
employment status, (2) The renewed commitment to service of personnel holding a
contractual and temporary employment status (3) The achievement of permanency
status of academic officials and employees. The objective of CARES is to provide an
opportunity for the institution to extend its eternal gratitude to its employees.
Indubitably, the realization of its mission, vision, and goals wouldn't be possible and
conquered faster than anticipated without the community's annual dedication to
service, commitment to excellence, impactful contributions, and competent qualities.  
 
The program aims to provide timely digitized recognition by maximizing the
utilization of the University's institutional email, where the eligible candidates for the
award will receive an electronic certificate of recognition. In addition, the division
will also prepare a publication material and have it posted on the Official Facebook
Page of the Human Resource Development Center, where the community can also
offer their warmest greetings to the awardees. 
 
Gratifyingly, categories renewed commitment to service (early this year) and work
anniversary recognition were actualized this year.

19 virus. On 1 April 2022, thirteen
temporary Faculty Members from
different colleges of the University were baptized with a renewed commitment to the delivery
of technology-driven and transformational educational experience to the RTU learners .

With almost six months of preparation and
validation of data on the First Day of Service of
each kawani, the division was able to make the
program segment happen last January 2022.
The segment provides on-time delivery of recognition to employees during the
month (every last Monday) of their work anniversary. The program aims to make the
employees realize the journey they have made with RTU and the institution they MADE
out of RTU. With pride and great bearer of news, the division can convey that the work
anniversary recognition of each regular (permanent) of the University has been realized. 
 
The program received an overwhelming response from its lingkod-bayanis since the kick-
off of the program segment. Most were surprised, and much more were looking forward
to receiving their recognition.

In addition, last 14 January 2022 five employees from different colleges were granted
with a Permanency status in the University as Faculty Members.

6. Recognition of Newly Hired Employees

As a result of the inter-division meeting of the Center last December 2021, HRDC-
STAR, HRDC-LEAD, and HRDC-CARE Divisions have decided to have the New
Employee Orientation and New Employee Recognition every quarter. A month
before a quarter strikes, the HRDC-LEAD Division will conduct the Newly Hired
Employee Orientation. The month after will be the Recognition for those employees
who have successfully completed the program.
 
The plan was actualized this year, and last 7 March 2022, the division recognized
thirty-eight (38) newly hired employees; twelve (12) part-time faculty members and
twenty-six (26) contract of service administrative personnel were onboarded.

IV. SUPPORT FUNCTIONS

1. With the aid and support of the University's Administration, Colleges, Cultural
Affairs Center (CAC), and Management Information Center (MIC), the HRDC-
CARE Division unceasingly actualized the hybrid commencement of
the SEREMONYA NG PAGWAGAYWAY NG WATAWAT for the past three
months. The program's success was due to the fruits of each office's heart work
and efforts to ascertain the smooth transition of the program per se. 

JANUARY

The January Flag Raising Ceremony was hosted by the Office of the Vice
President for Research and Extension Services. The program highlighted the
observance of Philippine Tropical Fabrics Month by Presidential Proclamation
No. 313 s. 2021. In addition to the mentioned theme, the event also coincides with
the opening of classes in the Second Semester of School Year 2021-2022 with the
theme "SILAY 2022: Bagong Taon, Bagong Umaga para sa RTU."

The program was delivered virtually using the zoom application and Facebook
Pages of RTU and HRDC. The program evaluation manifested a high rating from
the community. It received a favorable rating and remark from the criteria's
program objectives and methodologies, which yielded 98% (3.93
average) and 98% (3.90 average), respectively—earning an overall average
of 3.91 or 97.83%. Please see attached evaluation result prepared by the Division
for further information.
FEBRUARY

On the other hand, the Office of the Vice President for Student Services was the
host during the February Flag Raising Ceremony. The ceremony highlighted the
nationwide observance of the National Arts Month by virtue of Presidential
Proclamation No. 683, s. 1991. The cluster proposed the theme "Sining ng Umaagos
na Pag-asa" to recognize the Arts' role in enabling creative and innovative
interventions in the circumstances of the pandemic and other societal issues the nation
resiliently faced.

The host office received favorable ratings and remarks from the RTU community
on the criteria's program objectives and methodology, which yielded 95% (3.82
average) and 94% (3.74 average), respectively—earning an overall average
of 3.78 or 94.29%. Please see attached evaluation result prepared by the Division
for further information.
MARCH

Meanwhile, the Office of the President hosted the first hybrid setup of the Flag
Raising Ceremony as the lowest yet alert level (Alert Level II) was implemented in
the National Capital Region. Reporting on-site employees were invited to
participate in the ceremony on an official order. The employees on a work-from-
home set up and students were invited to join the celebration via Zoom or through
Facebook Livestream. 

The ceremony highlighted the nationwide observance of the Women's Role in


History Month by Presidential Proclamation No. 227, s. 1988. The Philippine
Commission on Women Board Members and Inter-Agency Technical Working
Group identified the National Women's Month Celebration theme "We Make

Change Work for Women" in 2017, utilized from 2017 to 2022. The central
theme recognizes women's empowerment as active contributors and claimants to
progress. This development endeavor is likewise founded on the dedication to
"Malasakit at Pagbabago," or True Compassion and Real Change.

2. New Employee Orientation

Last 28 February held the New Employee Orientation Program for the new hires of
the institution. The division participated in the three-day onboarding program
organized and facilitated by the HRDC- Learning, Engagement, Advancement, and
Development (HRDC-LEAD) Division. Prof. AJ Adriene C. Cisnero, HRDC-
CARE Division Head, presented the processes and programs of the division
intended for the contract of service and regular personnel. She also presented the
successful projects and/or initiatives of the division, which were actualized the
previous year, including SILAB, HEROES, On-the-spot Recognition, and the like.
 

3. RTU Committee on Awards and Incentives for Service Excellence (PRAISE)


Meeting

Dated 3 March 2022, the PRAISE Committee convened for a meeting on the
requests for incentives of several RTU employees for an Educational Grant four-
under educational allowance for their doctorate and one under the dissertation
incentive. In addition, the College of Arts and Sciences also requested the

provision of incentives to its faculty members due to the diligent efforts of its
academic workforce resulting in the historical performance of RTU in the Board
Licensure Examination of Psychometricians (BLEP) last 8-9 February.

The Committee was also able to discuss concerns on the endeavor of the Human
Resource Development Center to be accredited for the CSC Program to
Institutionalize Meritocracy and Excellence in Human Resource Management
(CSC PRIME-HRM) Maturity Level II. The HRDC-CARE Division implored the
support of the Committee on its participation and involvement in the preparation
and gathering of evidence requirements for the mentioned activity.

STRATEGIC FUNCTION

1. In line with the Center’s pursuit to be accredited by the CSC Program to


Institutionalize Meritocracy and Excellence in Human Resource Management (CSC
PRIME-HRM) Maturity Level II, the division submitted the 2021 evidence
requirements to the HRDC-CSC Focal Person, Instr. CARLIE H. MOMONGAN.
Since the CSC Focal Person made it clear to the HRDC Division Heads on the annual
internal audit of documents of its core systems, the division initiated the creation of a
filing system specifically for the CSC PRIME-HRM ERs documentation.

The photos presented herein are the folders created by Mr. SHENTELLE LEI
MASALONGA, Division Specialist, and Ms. KAMILLE VIDALLO, Division
former intern. The division is currently working closely with the PRAISE Committee
to produce the remaining ERs for the Year 2022 for the division to make it on the
submission of ERs to the CSC Field Office for review this 30 June, Thursday.

Person, Instr. CARLIE H. MOMONGAN, the division head of the CARE Division
joined in with the CSC Field Office Cluster Meeting. Whereas the Flexible Working
Arrangement, appointments, CSC PRIME-HRM Accreditation status of various
agencies and the like were discussed.

The meeting was called last 9 June 2022, 9:00 AM at the SDO Makati, 3rd Floor
AVR, Division Office.

VI. CORE FUNCTIONS (based on office Mandates)

V. HEROES: Honoring Excellence, Recognizing Oneness, Exemplifying Service

The division already had its boat sailing on the realization of its plans and
preparations for the annual conduct of HEROES. During the third week of June, from
June 13-15 (Monday to Wednesday), the division together with the Cultural Affairs
Center and Management Information Center spearheaded the Pictorial of the Loyalty
Awardees, Retirees, and Family of the Posthumous Awardees. A Series of
announcements were made through an official order and postings on the Center’s
Facebook Page. 
 
The CAC Team did an inCAREdible work from setting up the Pictorial Area up to
the styling of the outfits and appearances of the awardees. Meanwhile, the two-man
team from the MIC worked hand-in-hand in taking the photos and editing the raw
pictures of each employee. The staff from different divisions and the director’s office
also helped out in the pre-program activity. Assistance to the queries of the clients,
hairstyle and make-up get-up, and outfit styling were the activities that the staff
delivered. 
 
The pre-program success is owed to the collective efforts, commitment, and
enthusiasm of the working committee in making sure that the awardees had a
remarkable pre-recognition experience.

The photos attached were the publication materials circulated on the Facebook Page
of the Center to inform the community about the above-cited subject. The information
was also disseminated through an issued Office Order.

The division also facilitated the accomplishment of the confirmation form of the
awardees. The form was issued two (2) weeks before the pictorial schedule. Its
purpose was to see the availability of the awardees on the set schedule of their
groupings. Should employees have the difficulty in attending their scheduled
pictorial, request for changing of schedule is plausible.

A total of forty-five (45) awardees were able to attend the pictorial. The awardees
answered the Client Satisfaction Survey and Consent Form provided by the division.
The working committee garnered a total of 4.99 or Very Satisfactory result from the
survey conducted. Here are some of the remarks of the clients:

grace's approval. Up to date, the division is still waiting for the guideline’s approval.
Hopefully, the search may still be realized this year in time for the projected awarding
ceremony in December 2022.

6. Silent Heroes with the P.E.R.F.E.C.T: A Program Exemplifying and


Reinvigorating the Frontliners as Exceptional Core Team Players

Opportunities to live for the nation's interest are the noblest way to lose oneself in
service.
 
The prevalence of the pandemic compelled government institutions to reconsider their
methods of operation to reengineer their activities to match the hybrid work
paradigm. Regardless of how severe the circumstance of transitioning from a previous
normal to a new normal may be, the need to rise above it and propose an appropriate
plan of action should be emphasized immediately. The unprecedented time prompted

the agency to challenge its whole system and workforce to elevate its delivery of
academic and operational services that respond to and meet the needs of its
stakeholders.  
 
The RTU skeleton workforce valiantly reported to their work on-site and attended to
minor to major concerns of its clients. Notwithstanding the lethal threat and
unimaginable horror, the virus posed, the unwavering commitment, diligent efforts,
resilience, competent qualities, and novel means to render service to the workers
unearthed the institution's capacity to realize its target operational commitments even
in the most unsettling period. These heroic acts of service convey what it truly means
to be a servant-hero; honorable, true (to service, people, and nation), a person of
character, and an agent of change.
 
Last 27 September 2021, Rizal Technological University is one of the two State
Universities conferred with the CSC Mark of Recognition during the 121st
Philippine Civil Service Anniversary with a 10-year overarching theme
"Transforming Public Service in the Next Decade: Honing Agile and Future-Ready
Servant-Heroes." The recognition attested to the integral role of the RTU skeleton
workers in the continuous delivery of life to its academic and administrative services.
Worthy of praise and tribute, it's high time that our frontline workers be recognized
individually.
 
In line with the forthcoming appreciation program for the University's frontline
workers, the division proposes an avenue where each kawani will be recognized for
their significant role, especially during the pandemic. Bayani is a Filipino word that
can be translated to Hero in English. A Bayani's language is not limited to being an
inspirational, brave, game changer, compassionate excellent. A "real" Bayani is not
perfect: occasionally fails but considers the situation an opportunity, dives into
discomfort to trail on a journey for growth, embraces and recognizes one's
shortcomings, and unceasingly loves and honors one's nation and people. The RTU's
first responders in academic and administrative operations sustained the institution's
spirit beyond comprehension; indeed, it was a hero one wouldn't have known they
were themselves all along.

Through the program proposed by the HRDC-Learning, Engagement, Advancement
and Development (HRDC-LEAD) Division entitled The Silent Heroes with the
theme PERFECT: A Program Exemplifying and Reinvigorating the Front liners
as Exceptional Core Team players, a program to institutionalize a recognition for
the skeleton workforce brought about the conceptualization of BAYANI: Pagkilala
sa Bayaning Ipinamalas ang Yamang Galing at Talento ng Pilipino (Kawani Ako,
Lingkod Bayani Tayo), a recognition segment of the above-cited program which
responds to its objectives of exemplifying the individual and collective contributions
made by the RTUian servant-heroes.

In the course of the three-day program dated 14-15 July 2022, an awarding rite is set
for the community during the evening of the second day. The participants are
encouraged to dress up with a smart casual Filipiniana and Barong themed look.
Furthermore, the awardees will bring home memorabilia which will be conferred to
each one of them during the awarding rites, not limited to a certificate, medal of valor
and tokens.

Brimming with honor and pride, alas, our behind-the-scene community, our unsung
heroes, and the meaning of the institution’s life receives long-sought distinction it is
owed.

Mabuhay ang mga kawani ng gobyerno!

The division, together with the Cultural Affairs Center and Management Information
also conducted a pre-program activity for BAYANI, the pictorial. All of the members
of the skeleton workforce were invited to participate. The theme of outfits of the
employees was inspired by Filipino Heritage, Filipinian, and Barong. Announcements

8. Commendable Anniversary Recognition of Employee Service (CARES Program)

Commendable Anniversary Recognition of Employee Service (CARES) is one of


the programs of the HRDC-Commendation, Awards, and Recognition of
Employees (HRDC-CARE) Division. The program was designed to recognize
milestones in the events of employee's work life, which can be classified as follows:
(1) The work anniversary of all officials and employees holding regular and casual
employment status, (2) The renewed commitment to service of personnel holding a
contractual and temporary employment status (3) The achievement of permanency
status of academic officials and employees. The objective of CARES is to provide an
opportunity for the institution to extend its eternal gratitude to its employees.
Indubitably, the realization of its mission, vision, and goals wouldn't be possible and
conquered faster than anticipated without the community's annual dedication to
service, commitment to excellence, impactful contributions, and competent qualities.  
 
The program aims to provide timely digitized recognition by maximizing the
utilization of the University's institutional email, where the eligible candidates for the
award will receive an electronic certificate of recognition. In addition, the division
will also prepare a publication material and have it posted on the Official Facebook
Page of the Human Resource Development Center, where the community can also
offer their warmest greetings to the awardees. 

In the course of 2nd Quarter, no individual was indorsed to the division who were
qualified on the second and third segments. Meanwhile, a total of one hundred seven
(107) employees were recognized for the significant years of service they have
rendered to the institution from the months of April to June.

The division created a dashboard of the program since its launching to monitor
efficiently and effectively the number of eligible recipients and identified individuals
who will celebrate their Work Anniversary on a monthly basis. Graph No. 1 presents
the distribution of the academic workforce (permanent) and Graph no. 2 presents the
distribution of the administrative workforce who were recognized from the 1 st to 2nd
quarter, to be recognized the following month (July, 3rd quarter), and “on-hold” which
connotes to those who will receive their recognition on the following months.

Last 13 June 2022, the division recognized twelve (12) newly hired employees; one
(1) full-time faculty member and eleven (11) contract of service administrative
personnel were onboarded.

VII. SUPPORT FUNCTIONS

4. With the aid and support of the University's Administration, Colleges, Cultural
Affairs Center (CAC), and Management Information Center (MIC), the HRDC-
CARE Division unceasingly actualized the hybrid commencement of
the SEREMONYA NG PAGWAGAYWAY NG WATAWAT for the past three
months. The program's success was due to the fruits of each office's heart work
and efforts to ascertain the smooth transition of the program per se. 

APRIL

The April Flag Raising Ceremony was hosted by the Office of the Vice President
for Academic Affairs. The program highlighted the nationwide celebration of
the Literature Month by Presidential Proclamation No. 968, s. 2015. The Office
adopted the theme “Muling Pagtuklas sa Karunungang-Bayan” from the
National Commission for Culture and the Arts (NCCA), Komisyon ng Wikang
Filipino (KWF) and National Book Development Board of the Philippines which
burns for the encouragement and enthusiasm of the redemption of interest of the
previous and present generations in studying, discovering, and paying homage to
stories and folklores in all its form and nature.

program was delivered virtually using the zoom application and Facebook Pages of
RTU and HRDC. The program evaluation manifested a high rating from the
community’s responce. It received a favorable rating and remark from the criteria's
program objectives and methodologies, which yielded 96% (3.85
average) and 95% (3.80 average), respectively—earning an overall average
of 3.83 or 95.63%. Please see attached evaluation result prepared by the Division
for further information.

MAY

On the other hand, the Institute of Physical Education was the host during the
February Flag Raising Ceremony. The ceremony highlighted the celebration of
the National Heritage Month by Presidential Proclamation No. 439, s.
2003 bannering this year's theme "PAMANANG LOKAL: Binhi ng Kulturang
Pilipino," which emphasizes the significance of preserving and promoting local
heritage within a community and its role in shaping Philippine cultural identity. In
addition, every 18th of May each year is proclaimed as the National Higher
Education Day (NHED) by virtue of Republic Act No.11522. As the Commission
on Higher Education embarks on its 28th Founding Anniversary and 2nd National
Higher Education Day, it adopts the theme "CHED at 28: Claiming Victory for
Quality Higher Education: Dekalidad na Edukasyon, Karapatan ng
Mamayan" in view of championing quality education for all.

The CAC also prepared a short program for the opening of the National Heritage
Month exhibit they have prepared in the ground floor RTU Wellness Building. The
Himig Rizalia, Tunog Rondalia and Teatro Rizalia prepared live performance for

JUNE

Meanwhile, the host of the Flag Raising Ceremony last June 13 was the College of
Engineering, Architecture and Technology. The ceremony highlighted the
nationwide observance the celebration of the Linggo ng Kalayaan by
Proclamation No. 914, s. 1992 The college proposes the theme “Tunay na
Kalayaan ay Tunay na Bukas” in commemoration of the 124th Philippine
Independence Day.

the community’s response. It received a favorable rating and remark from the
criteria's program objectives and methodologies, which yielded 97% (3.86
average) and 93% (3.70 average), respectively—earning an overall average
of 3.78 or 94.55%. Please see attached evaluation result prepared by the Division
for further information.

5. New Employee Orientation

Last 26-27 May held the New Employee Orientation Program for the new hires of
the institution. The division participated in the three-day onboarding program
organized and facilitated by the HRDC- Learning, Engagement, Advancement, and
Development (HRDC-LEAD) Division. Instr. AJ Adriene C. Cisnero, HRDC-
CARE Division Head, presented the processes and programs of the division
intended for the contract of service and regular personnel. She also presented the
successful projects and/or initiatives of the division, which were actualized the
previous year, including SILAB, HEROES, On-the-spot Recognition, and the like.
The division head also introduced the awards/incentives under Program on Awards
and Incentives for Service Excellence (PRAISE).
 
6. RTU Committee on Awards and Incentives for Service Excellence (PRAISE)
Meeting

Dated 6 June 2022, the PRAISE Committee convened for a meeting on the
requests for incentives of several RTU employees for an Educational Grant, one
under educational allowance and one under the dissertation incentive. Meanwhile,
RTU has performed remarkably in different licensure examinations this year. To
name a few it includes the Civil Engineer Board Licensure Examination, Certified
Plant Mechanic (CPM) Mechanical Engineer's Board Examination, and the
Architecture Licensure Examination (ALE). Moreover, a request was also made
for the NBC Local Evaluators for delivering a significant performance on their
special assignment. The committee agreed to approve all the requests and grant the
incentives to all the eligible employees.
 
In addition, updates were provided by the Center’s CSC Focal Person on the status
of approval of the PRAISE System to the Regional Office. Suggestions were also
provided by Mr. JOHN PATRICK OCOL on the fast tracking of documents to
the Regional Office.

The UCHRDM-CARE (Commendation, Awards, and Recognition of Employees) Office is


the University's reward and recognition forces. The office is in charge of creating avenues for
rewarding and recognizing employees based on their performance, superior accomplishments,
innovative ideas, or suggestions, exemplary behavior, and extraordinary acts or services in the
public's interest. The office’s vocation is to sustainably recognize and intensify its will to yield
an exemplary, empowered, and engaged workforce through cultivating a culture that upholds
employee appreciation and supports recognition of employee worth.

The UCHRDM-CARE Office advocates for employee-centered reward and recognition


programs. At its heart, its primary purpose of developing and innovating relevant reward and
recognition programs is to keep the employees engaged, motivated, valued, and after the
achievement of their fullest potential personally and professionally.

1. HEROES: Honoring Excellence, Recognizing Oneness, Exemplifying Service

Last 12 October 2022 held the conduct of the HEROES program at the RTU
SNAGAH Building, Penthouse A featuring the Loyalty Awardees, Retirees,
Posthumous Awardees, and Outgoing Board of Regents. The program was attended
by the University officials, guest from the CSC- Field Office Makati, Dir. Philip C.
Apostol, the awardees together with their
loved ones, and the RTU community. The
RTU community witnessed the ceremony
at the Penthouse B of the same building.
The program was hosted by Instr. Ariel
U. Bosque and Asst. Prof. Dolores A.
Cruz.

Kultura Rizalia also performed a tribute dance performance for the retirees in sync
with the song composed by Mr. Michaele Angelo O. Cantos.

The office conducted a program evaluation immediately after the ceremony


concluded. Whereas, a total of 55 individuals answered the program effectiveness
form, with the most promising and positive rating and remarks.

The evaluated criteria of the ceremony were the program objectives and program
methodologies.

As mentioned, the program evaluation received favorable ratings and remarks from
the RTU community from the criteria: program objectives and program
methodologies which yield to 100% (4.00 average) and 99% (3.96 average),
respectively.

With an overall average of 3.98 or 99.50% or OUTSTANDING.

In response to the request of the Vice President for Finance and Administration
(VPFA), Dr. Rodolfo L. Ducut on the conduct of recognition to the partner
individual, agencies, and organizations of the University, the UCHRDM-CARE
Office conducted a meeting to design a program proposal on the above-cited
subject.

Introduction of the program proposal

The ongoing health crisis brought by COVID-19 in addition to the aftermath and
occurrence of either natural calamities or man-made destructions, characterized the
implementation of projects and activities of different private and government
agencies to be challenging. Throughout the unprecedented period, the University
steadily carried out its mandates and commitments. The Institution gracefully rose
above the occasion, leaving no stone unturned in the race against coronavirus;
champion quality education for all. The Institution ably reconsidered its
methodologies of operation to reengineer its activities that match the hybrid work
paradigm and new normal educational landscape. The notion of “delivering
academic and operational services that respond to and meet the needs of the
stakeholders through challenging the agency’s whole system and workforce” were
the silver lining sought out of the unsettling period.

The period of uncertainty, by nature, led the agency to discover that necessity is the
mother of invention. The University adopted the online learning system launching
its own learning management system through Moodle which was managed by its
very own Curriculum Instructional Development and Resources Center (CIRDC).
Moreover, regardless of how toilsome the circumstance of transitioning to a new
normal may be, the agency emphasized on taking immediate actions on the
sustenance of its operations; from conventional pen and paper to technology-driven
services. Capacity building efforts for teaching personnel were performed in
preparation to the crucial delivery of the new normal educational system which
promotes curriculum reforms, inclusivity, establishment of effective virtual learning
environment, professional development to educators and the like. Likewise, the non-
teaching personnel participated on technical training programs, fora, conferences
and mental health related webinars alongside with the teaching personnel. All these
invested for activities paved the way in in achieving its priority thrusts over the
years; 2020-2021.

The University owe these breakthroughs and accomplishments not only to its
dependable and committed servant-heroes. These results were also made possible
due to the immeasurable and seamless support of its partner organizations, agencies
and individuals. These acts of services truly enrich the spirit of “bayanihan” in our
nation most especially this difficult time. The significant programs, projects,
activities, and assistance extended by the University’s partners were integral in
triumphantly winning over its hopeful pursuits for the students, personnel and
administration. Inculcating a culture of appreciation, the Office designed an avenue
that recognizes the steadfast commitment of its allies which brought forth GAWAD

RIZALIANO. GAWAD RIZALIANO is a program that confer the highest form of
distinction to the unwavering support of the agency’s partners in ascertaining the
realization of the its vision, mission and goals. The recognition also serves as an
attestation to the pivotal role of the partner agency, organization and individual(s)
on the continuous delivery of life of the Institution’s academic and administrative
services. Praiseworthy, it's high time that the partners be awarded for cultivating and
enriching the operations of the Rizal Technological University.

The program is set to be conducted on the kick-off year of 2023, the 20th of
January. The participants are encouraged to dress up with a Filipiniana Barong-
themed look. Furthermore, the awardees will bring home mementos not limited to a
glass wall plaque, medallion, and Jose Rizal memorabilia. The selected awardees
(agencies) may bring a maximum of five (5) persons from the cited agency, whilst
individual awardees can be escorted by two (2) other people.

10. Recognition of Newly Hired Employees

There was no 3rd Quarter NEOP as advised by the UCHRDM-LEAD Office. Whilst the 4 th
Quarter NEOP will commence the following year.

Last 21-22 December 2022, the CARE Office conducted its operational plan.
During the activity, the following were conducted:

 Process review on the processes of the office;

 Preparation for the perpetual programs of the Office namely; HEROES:


Honoring Excellence, Recognizing Oneness, Exemplifying Service,
SILAB: Salaysay ng Inspirisayon, Aral at Laban sa Buhay ng mga Guro,
and GAWAD RIZALIANO (Recognition to University partners), CARES:
Commendable Anniversary Recognition of Employee Service,
Recognition to Newly Hired Employees, and Recognition to Birthday
Celebrants;

 New programs were also planned to be actualized the following year such as
Recognition to Promoted Individuals, and On-the-Spotlight Recognition.
The office crafted an SOP for the mentioned programs. As well as the
following: Document Request, Gawad Rizaliano, SILAB, HEROES program
conduct, Posthumous Awardee List, and the Recognition to Promoted
Employees through NBC or Merit Promotion;

 The office also reviewed the existing guidelines of On-the-spotlight


recognition and CARES. The following programs were improved in reference
to the evaluation made by the recipient of the recognition;

 The office also crafted guidelines for the GAWAD RIZALIANO, this
guideline will be used for the year 2024 since the award will be made as a
University-wide search;

 The office also kicked off the planning phase of its BIG THREE programs for
the year 2023: HEROES, SILAB and GAWAD RIZALIANO. Mr. Shentelle
Masalonga, Ms. Mikaela Cobarrubias, and Mr. Rafael Zaldivar presented their
plans for the programs, respectively.

 The office specialists also prepared a program proposal (new possible


programs) for the year 2023.

 The office also discussed the BAC-related process for the procurement of the
award collaterals of the CARE programs the following year.

13. Award Needs Assessment

The Rizal Technological University rewards and recognition system is designed to


create avenues that promote a culture of appreciation for the contributions, efforts,
suggestions, inventions, superior accomplishments, and other personal efforts which
contribute to the efficiency, economy, or another improvement in public service
operations. Effective rewards and recognition mechanisms elicit a positive
impression about the work culture of an institution leading to attracting and
acquiring competent candidates for employment and increasing retention of high-
performing employees. In order to maximize the promising potentials of rewards
and recognition, a two-way transaction is necessary; employer and employee efforts.

In the spirit of excellent public service delivery that responds to the needs of the
community, the office initiates conducting an Awards Needs Assessment. The
office devised a survey questionnaire to analyze and assess the University’s current
and potential reward and recognition programs, customized to further improve the
levels of work motivation and engagement of its workforce.

An office order was issued relative to this undertaking. Please see Annex I for a
copy of the Office Order.

IX. SUPPORT FUNCTIONS

8. In view of the re-organization of the University’s management, the former Cultural


Affairs Center is now known as University Center for Culture, Arts and Events.
One of the mandates of the Events Management Division is to oversee and
facilitate the Flag Raising Ceremony of the University.

In the spirit of assistance, the office provided help in the management of the Flag
Raising Ceremony for the months of November and December whereas the hosts
were the University Center for Human Resource Development and
Management and the Office of the Vice President for Finance and
Administration, respectively.

In the future delivery of the program, the Center will be assisting the UCCAE in
terms of the attendance of the Community.

3rd Quarter

The UCHRDM-CARE (Commendation, Awards, and Recognition of Employees) Office is


the University's reward and recognition forces. The office is in charge of creating avenues for
rewarding and recognizing employees based on their performance, superior accomplishments,
innovative ideas, or suggestions, exemplary behavior, and extraordinary acts or services in the
public's interest. The office’s vocation is to sustainably recognize and intensify its will to yield

The UCHRDM-CARE Office advocates for employee-centered reward and recognition


programs. At its heart, its primary purpose of developing and innovating relevant reward and
recognition programs is to keep the employees engaged, motivated, valued, and after the
achievement of their fullest potential personally and professionally.

XI. CORE FUNCTIONS (based on office Mandates)

2. Silent Heroes with the P.E.R.F.E.C.T: A Program Exemplifying and


Reinvigorating the Frontliners as Exceptional Core Team Players

Opportunities to live for the nation's interest are the noblest way to lose oneself in
service.
 
The prevalence of the pandemic compelled government institutions to reconsider their
methods of operation to reengineer their activities to match the hybrid work
paradigm. Regardless of how severe the circumstance of transitioning from a previous
normal to a new normal may be, the need to rise above it and propose an appropriate
plan of action should be emphasized immediately. The unprecedented time prompted
the agency to challenge its whole system and workforce to elevate its delivery of
academic and operational services that respond to and meet the needs of its
stakeholders.  
 
The RTU skeleton workforce valiantly reported to their work on-site and attended to
minor to major concerns of its clients. Notwithstanding the lethal threat and
unimaginable horror, the virus posed, the unwavering commitment, diligent efforts,
resilience, competent qualities, and novel means to render service to the workers
unearthed the institution's capacity to realize its target operational commitments even
in the most unsettling period. These heroic acts of service convey what it truly means
to be a servant-hero; honorable, true (to service, people, and nation), a person of
character, and an agent of change.
 
Last 27 September 2021, Rizal Technological University is one of the two State
Universities conferred with the CSC Mark of Recognition during the 121st
Philippine Civil Service Anniversary with a 10-year overarching theme
"Transforming Public Service in the Next Decade: Honing Agile and Future-Ready
Servant-Heroes." The recognition attested to the integral role of the RTU skeleton
workers in the continuous delivery of life to its academic and administrative services.
Worthy of praise and tribute, it's high time that our frontline workers be recognized
individually.

In line with the forthcoming appreciation program for the University's frontline
workers, the division proposes an avenue where each kawani will be recognized for
their significant role, especially during the pandemic. Bayani is a Filipino word that
can be translated to Hero in English. A Bayani's language is not limited to being
inspirational, brave, game changer, compassionate excellent. A "real" Bayani is not
perfect: occasionally fails but considers the situation an opportunity, dives into
discomfort to trail on a journey for growth, embraces and recognizes one's
shortcomings, and unceasingly loves and honors one's nation and people. The RTU's
first responders in academic and administrative operations sustained the institution's
spirit beyond comprehension; indeed, it was a hero one wouldn't have known they
were themselves all along. 

Through the program proposed by the HRDC-Learning, Engagement, Advancement


and Development (HRDC-LEAD) Division entitled The Silent Heroes with the
theme PERFECT: A Program Exemplifying and Reinvigorating the Front liners
as Exceptional Core Team players, a program to institutionalize a recognition for

the skeleton workforce brought about the conceptualization of BAYANI: Pagkilala
sa Bayaning Ipinamalas ang Yamang Galing at Talento ng Pilipino (Kawani Ako,
Lingkod Bayani Tayo), a recognition segment of the above-cited program which
responds to its objectives of exemplifying the individual and collective contributions
made by the RTUian servant-heroes.

In the course of the three-day program dated 14-15 July 2022, an awarding rite was
set for the community during the evening of the first day. The participants were
encouraged to dress up with a smart casual Filipiniana and Barong-themed look.
Furthermore, the awardees brought home memorabilia which was conferred to each
one of them during the awarding rites, not limited to a certificate and tokens.

Brimming with honor and pride, alas, our behind-the-scene community, our unsung
heroes, and the meaning of the institution’s life receive the long-sought distinction it
is owed.

12. Commendable Anniversary Recognition of Employee Service (CARES Program)

The Commendable Anniversary Recognition of Employee Service (CARES) is a


program that recognizes milestones in the events of employees’ work life, which can
be classified as follows: (1) The work anniversary of all official and employees
holding regular and casual employment status, (2) The renewed commitment to
service of personnel holding a contractual and temporary employment status and (3)
The achievement of permanency status of academic officials and employees. The
objective of CARES is to provide an opportunity for the institution to extend its
eternal gratitude to its employees. Indubitably, the realization of its mission, vision,
and goals wouldn't be possible and conquered faster than anticipated without the
community's annual dedication to service, commitment to excellence, impactful
contributions, and competent qualities.

The program aims to provide timely digitized recognition by maximizing the


utilization of the University's institutional email, where the eligible candidates for the
award will receive an electronic certificate of recognition. In addition, the division
will also prepare a publication material and have it posted on the Official Facebook
Page of the Center, where the community can also offer their warmest greetings to the
awardees.

In the course of the 3rd Quarter, no individual was indorsed to the office who was
qualified on the second and third segments. Meanwhile, a total of seventy-two (72)

employees were recognized for the significant years of service they have rendered to
the institution from the months of July to September.

The office created a dashboard of the program since its launching to monitor
efficiently and effectively the number of eligible recipients and identified individuals
who will celebrate their Work Anniversary on a monthly basis. Graph No. 1 presents
the distribution of the academic workforce (permanent) and Graph no. 2 presents the
distribution of the administrative workforce who were recognized from the 1 st to 3rd
quarter, to be recognized the following month (October, 4 th quarter) and “on-hold”
which connotes to those who will receive their recognition on the following months.

implemented programs of the office were discussed and provided with future

XII. SUPPORT FUNCTIONS

10. With the aid and support of the University's Administration, Colleges, Cultural
Affairs Center (CAC), and Management Information Center (MIC), the HRDC-
CARE Division unceasingly actualized the hybrid commencement of
the SEREMONYA NG PAGWAGAYWAY NG WATAWAT for the past three
months. The program's success was due to the fruits of each office's heart work
and efforts to ascertain the smooth transition of the program per se. 

JULY

The July Flag Raising Ceremony was hosted by the College of Business and
Entrepreneurial Technology. The program highlighted the celebration of Nutrition
Month by Presidential Decree No. 491, s. 1974 which goes with the theme “New
Normal Na Nutrisyon, Sama-Samang Gawan Ng Solusyon!” the theme “calls
for strengthened nutrition interventions and solidarity towards nutrition
improvement as the country shifts towards living with the COVID-19 virus.”
according to the National Nutrition Council (NNC).

The Publication Material was conceptualized and prepared by the


College of Business and Entrepreneurial Technology.

The ceremony was conducted in a hybrid manner wherein; on-site workers were
encouraged to attend the face-to-face ceremony while work-from-home individuals
were encouraged to tune in to the Facebook live or Zoom live streaming. The
college received an overall rating of 3.81 or 95.36% for an organized and theme-
wise hybrid program. Please see Annex D for a copy of the evaluation report.

AUGUST

On the other hand, the August ceremony was hosted by the College of Education
which highlighted the celebration of Buwan ng Wikang Pambansa by
Presidential Decree No. 1041, s. 1997 and Buwan ng Kasaysayan by
Proclamation No. 339, s. 2012 that goes with the theme “FILIPINO AT MGA
KATUTUBONG WIKA: KASANGKAPAN SA PAGLIKHA AT
PAGTUKLAS NG KAMALAYANG HANGO SA KASAYSAYAN TUNGO
SA PAG-UNLAD.”

conducted in a hybrid

Meanwhile, the host of the Flag Raising Ceremony was the College of Arts and
Sciences which highlighted the celebration of Buwan ng Sebisyo Sibil by
Proclamation No. 1050, s. 1997 that goes with the theme “Transforming Public
Service in the Next Decade: Honing Agile and Future-Ready Servant-
Heroes”, which was introduced as a 10-year overarching theme of the Civil
Service Commission. The ceremony also highlighted the start of National
Teacher's Month which was celebrated from 5 September- October 5 annually.

Moreover, members of the community received institutionalized recognition
during the ceremony relative to the response they made to the call for national-
level public service.

The unprecedented time brought by the pandemic prompted the government to


elevate its delivery of public service and alleviate further suffering on the nation’s
health and safety, economy, and livelihood by responding and gradually meeting
the needs of the Filipino people. The security measures of the government in
containing the rampant spread of the COVID-19 virus were realized through the
support of the Armed Forces of the Philippines (AFP) and the Joint Task Force,
Reservist Task Unit, Navy Task Group, National Capital Region (JFT-RTU-NTG-
NCR) as Force Enforcers and Multipliers in collaboration with the Inter-Agency
Task Force (IATF).

The RTU community was filled with pride in the knowledge its very own LTC
Jeremias F Buraga, Faculty Regent, LT Andres Delos Santos, MAJ Alexander
Quilang and MAJ Nicanor Macaballug have raised the banner of gold and blue
in delivering public service to our fellow countrymen as Personnel Officer,
Operations Officer, Deputy Personnel Officer, and Operations Officer,
respectively, during the Enhanced Community Quarantine.

The following individuals also received distinctive awards namely: The award of
the Military Commendation Medal from the NCR Regional Community
Defense Group Army Reserve Command and the Award of the Bronze Cross
Medal from the JTF-NCR Armed Forces of the Philippines.

Indeed, it's the community's greatest honor to work with exemplars of public
service.

Together with the CSC Field Office Makati Director, Dir. Philip C. Apostol, Dr.
Ma. Eugenia M. Yangco, University President, and Dr. Rodolfo L. Ducut, Vice
