CSC Academy on-boarding Guidelines and Policy
Background
Common Services Centers (CSCs) are a strategic cornerstone of the Digital India programme,
which are the access points for delivery of various digital services to villages in India. CSCs
offer assisted access of e-services to citizens with a focus on enhancing governance, delivering
essential government and public utility services, social welfare schemes, financial services,
education and skill development courses, health and agriculture services and digital literacy,
apart from a host of B2C services.
There are 2.5 lakh CSCs functioning as delivery points of government and public services for the
rural population in rural and semi-urban areas at their doorstep working. Today, these are
primarily located at each gram panchayat level across the country. As of May 2019, there are
more than 300 Government and other private sector services being delivered through the CSCs,
including more than 30 education and skill oriented courses/services.
CSC e- Governance Service India Limited is a Special Purpose Vehicle (CSC SPV) incorporated
under the Companies Act, 1956 by the Ministry of Electronics and Information Technology
(MeitY), Government of India, to monitor the implementation of Common Services Centers
Scheme (CSCs).
To further the sustainability of these CSCs, CSC Academy was setup in 2017 that provides
access to professional learning for learners of diverse backgrounds and educational needs. The
CSC Academy is a not-for-profit society under the Societies Registration Act 1860 (Act 21 of
1860), as applicable to the Union of Delhi with its registered office in Delhi. The CSC Academy
board comprises of the Additional Secretary, Ministry of Electronics & Information Technology,
Government of India as Chairman, and others reputed members from academia. The Academy is
granted Income Tax exemption under 12A and 80G.
The CSC Academy is further committed to teaching, delivering of specialized courses/ training
programmes, leadership, communication skills and promotion of entrepreneurship among the
rural masses in India. The CSC Academy aims to:
● Foster the capability and development of the learners, especially the Village Level
Entrepreneur and other stakeholder of the Common Services Centre scheme through the
extensive use of Information and Communication Technologies and teaching, by
delivering specialized courses/ training programmes and ensuring ubiquitous reach of
training services and community development programmes (health, housing, education,
financial services etc).

● Develop, maintain and support the online learning environment for ensuring large scale
e-learning opportunities for learners across India, particularly in rural and far- flung
regions. Also design, develop content and delivery framework through CSC for
education, skill up gradation and other areas for community development in rural areas.
● Corporate Social Responsibility related Activity.
The goal for establishing the CSC Academies is to provide education and skill-based training
to the masses in rural and semi-urban India so that VLEs can:
• Increase income via skill and educational courses
• Show the way for expanding the business to new products and services
• Increase markets and reach new customers
• Improve existing business from a small enterprise to make them a big employer, creating
new jobs
• Further the learning goals of the community, and they strive to become facilitators
imparting career-oriented education
• Encourage as a Micro entrepreneurship
CSC Academy shall deliver various Government of India sponsored skill and education
programs, in addition to courses from the private sector. Many of them are funded under
Government schemes or under Corporate Social Responsibility, CSR funding. Over a period of
time the CSC Academy, shall become Education Hub to provide life-long education and
learning. These may cover programs at school level, career level, professional level and self-
development level. In the first phase it is targeted to establish CSC Academy at each of the
Block level, approximately 6,500.

CSC Academy Registration and Certification Process
All VLE interested to get their CSC eligible as CSC Academy, are required to check their
eligibility based on the criteria laid down in the Table-1 below.
1. New Entry (within existing CSC) - Block wise CSC Academy will be verified by
district nodal officers, based on online registration by VLE’s.
2. New Entry (Outside CSC) - DC/DM can identify an existing institute/training centre,
meeting the CSC Academy minimum eligibility criteria. They are required to first
register t as a CSC, and then they will be able to register as a CSC Academy.
3. VLE registers by filling online form, pay the registration fees through VLE Wallet and
upload signed affidavit.
4. Affidavit shall be printed on Rs 10/- stamp paper (Rupees Ten Only). Each page shall be
duly signed including stamp paper page. The document shall be notarized.
6. Post submission of online form the CSC Academy Central team and State team shall do
the shortlisting and physical verification of the CSC.
7. Based on the verification, the CSC Academy Central team shall consider giving approval
for the CSC to be certified under “CSC Academy”. Those not approved will be refunded
the amount less GST.
8. All CSC Academy VLE shall have some level of uniformity e.g. CSC Academy sign-
board outside the center, records management, and those notified from time-to-time by
the state and district nodal officers of CSC Academy. All CSC Academy VLE shall
comply to the uniformity standards within the time-frame as notified.
9. From time-to-time regular audit and inspection shall be done by the central team of CSC
Academy. During the process, if any CSC Academy VLE is found not adhering to the

notified standards, shall be liable to be terminated with immediate effect or given a time
frame to comply the deficiency.

Eligibility Criteria –
i. Abide by the rules & regulations made by CSC Academy time to time.
ii. All education service as per the CSC Academy course & quality education to the
beneficiaries / students registered enrolled or admitted in my CSC Academy.

iii. Conduct examination as per guidelines of Examinations / Rules / Regulations and
without any malpractices and violation of any examination guidelines, rules or
regulations
iv. Abide by all other notifications, Circulars, guidelines etc issued by CSC ACADEMY time to
time.
v. Undertake and ensure that I shall be responsible for Day to day Compliances and
monitoring and the overall functioning of the CSC Academy.
vi. Liable for true and correct and timely reporting regarding the CSC academy as asked by
CSC Academy Official.
vii. Provide access to CSC Academy official/ Representative to verify & take the review of
the target assigned to the CSC Academy on monthly basis & report.
viii. Declare that I will not verify and submit any false/wrong or fake / wrong documents
/data and indulge in any unlawful activity.
ix. Not misuse Centre of CSC Academy or any Intellectual property or rights obtained
through enrolment or affiliation with CSC Academy for empanelment and appointing
franchisee by collecting money.
xi. Abide by the condition our CSC Academy is not transferrable to any other person/
agencies.
xiii. Allow the observers deputed by Officials / State Govt./ District Administration or other
Government agency to visit my CSC Academy Center and submit all documents / support
for inspection / audit.
6. I have no Objection in cancellation / termination of the CSC Academy at any time without prior
notice for any of the Non- Compliance of termination policy guidelines as under-
i. If VLE demand, extra cost from the students.
ii. If VLE not take/ arrange regular classes according to the demand of courses.
iii. If non ethical support provided by VLE during the examination time.
iv. If VLE close their CSC Academy for more than 15 days without any prior information to
Students and DM/ DC.
v. In case any complaint received against CSC Academy from student/ parents/local
government / police then our state team shall investigate this matter within 15 days and

according to their observation and report CSC Academy may be liable for termination,
temporary or permanent on the bases of seriousness of the case situation.
vi. In case of temporary termination the VLE due to non-compliance of any of the points
above i,ii,iii,iv,v shall rectify the compliance within 15 days, otherwise termination will
be deemed permanent.
vii. In case of permanent termination as a penalty the VLE should transfer their students to
another CSC Academy (selected by central team of CSC Academy) along with the fees
paid by the student.
7. If VLE / Owner is responsible for all acts, deed, compliances of its employees regular/contractual
Operators any person authorized by VLE to operate or deliver functional, operational
responsibilities of CSC Academy.
8. VLE includes the owner, operator or any other person to whom VLE delegates the
responsibilities for delivering services of CSC Academy.
