Principal Accountabilities
1) Manage the activities of process safety and loss prevention system for plant facilities and projects within
Operations area. Implement and improve Operations safety and emergency management systems through
recommending changes to technical documents (i.e. fire & safety philosophy / guidelines, HAZID,
HAZOP, SIL, risk assessments, process hazard analysis, simultaneous operations (SIMOPS), QRA, LOPA,
dispersion analysis, ENVID, flare system, relief system adequacies, etc.
2) Provide advisory / technical support services to Operations, Maintenance on process safety and loss
prevention systems of Operations assets.
3) Engage in process safety and loss prevention engineering, design reviews, and construction activities to
ensure compliance with company safety standards and requirements in EPIC projects / PSSR / PCR /
MOC.
4) Plan and supervise assessment for plant facilities on process safety and loss prevention system and provide
necessary trainings and awareness sessions based on identified process risks to the operations and
maintenance staff.
5) Plan and participate in all Operations assets safety audits, initiatives, procedures with clients / contractors
to ensure compliance and encourage continuous improvement. Initiate and execute technical safety reviews
/ inspections to ensure the effectiveness of implementation of risk and process safety management system,
apply QA / QC on quantitative risk assessment (QRA) studies and technical safety reviews, insurance
requirements. To ensure follow-up and implementation of recommendations. Initiate and perform
independent reviews to ensure compliance of the management of change process in relation to process
safety, loss prevention and technical safety aspects.

6) Lead, participate and provide specialist loss prevention and process safety inputs during incident
investigations. Ensure implementation of corrective measures to avoid recurrence including assuring the
adequacy and integrity of SCD / SCE. Coordinate/ participate for the continuous update of all risk analysis
(qualitative and quantitative) and hazard identification studies, hazardous area classification, F & G cause
and effect diagrams and HAZOP reports and ensure implementation of same. Compliance to QP HSE Risk
Management requirements.
7) Initiate/ manage/ participate in the safety reviews e.g., HAZID, HAZOP, QRA study, What-lf analysis,
cause and effects reviews, etc. to determine safety and feasibility of facility modifications. Ensure
development of safety instrumented system (SIS), life cycle management program, layers of protection
analysis (LOPA), safety critical equipment and develop bow-tie analysis for Operations.
8) Ensure safety of personnel, contractors, and assets (facility and process units) from engineering perspective
for compliance with respect to statutory requirements (Qatar civil defence requirements), QP corporate /
industry guidelines and develop mitigation mechanisms. Ensure emergency response facilities are
functional when required by monitoring and follow —up on the planned maintenance and testing plans.
9) Ensure that all Operations assets fire & safety risk mitigation systems and recovery measures are as per the
design requirements and functioning.
10) Review and provide necessary inputs to department short term and long-term business plans. Mandate,
update, and report management division objectives and ensure Process Safety key performance indicators
KPl's (Lagging & leading) achievement.
Job Description
• The incumbent shall demonstrate a good technical working knowledge of process safety and loss
prevention engineering and design including installation practices for operations facilities. Work in
accordance with approved policies, procedures and industry standards and practices, considerable
independence in conducting studies and providing advice.
• Major challenge is developing a safety culture in a multi-national environment where perceptions of safety
and risk vary considerably and independent judgement on technical safety matters.
• To ensure necessary training to develop national developees joining the department.
