THE CASE OF THE OVERPRICED AIRPORT


1. What lessons have we learned from this case?
- The lessons I’ve learned from this situation are that all financial aspects of the project
should be fully stated and suitably allocated before the project starts and contracts are
issued. After the project has started, no more budget adjustments should be made. The
functioning of the terminal should not be postponed since delaying its use while the
anomaly in this project is investigated would put a pressure on the airport’s ability to
limit the number of planes using the airport and drastically reduce the airport authority’s
revenue. Another thing I took away from this case was that corruption emerges when the
government fails to pay attention to every initiative performed. This is one of the grounds
for the occurrence of corruption. NAIA Terminal 3 is expected to cost

2. How can the Philippine government prevent a repeat of this incident?


- The government should implement effective law enforcement is essential to ensure the
corrupt are punished and break the cycle of impunity, or freedom from punishment or
loss. Reform public administration and finance management on improving financial
management and strengthening the role of auditing agencies. And transparency have a
long tradition of government openness, freedom of the press, transparency and access to
information.

3. What charges may be filed against public officials linked to this scandal?
- Charges may be filed against public officials involved in this scandal is anti-graft and
corruption.
According Republic Act No. 3019 or also known as ANTI-GRAFT and CORRUPTION
PRACTICE ACT. Section 1 It is the policy of the Philippine Government, in line with
the principle that a public office is a public trust, to repress certain acts of public officers
and private persons alike which constitute graft or corrupt practices or which may lead
thereto.

4. It is possible to open and operate while the decision of the court is still pending?
- No, a scandal-riddled project should not be allowed to open and operate while the courts
decisions are still pending, especially in the case of an airport this must be prohibited
because airport is a place where thousands of people come and go everyday even the
tourist. Airport must be the number one place that has to safe and scandal free. If there is
something then that should be investigated first and once it’s solved then the airport can
operate like before.
