Executive Order No. 24
“AN ORDER FOR THE CREATION OF LOCAL HOUSING BOARD IN THE
MUNICIPALITY OF MAGSAYSAY, MISAMIS ORIENTAL AND DESIGNATING
MEMBERS THEREOF”

WHEREAS, the Local Government Units, in coordination with the government

housing agencies, private sectors, and CSOs, have been given tasked to exert efforts in
continuing the advocacy for socialized housing, which is considered as one of the
priority areas of investment;
WHEREAS, there is a need to establish and create a local housing board in the
Municipality of Magsaysay, Misamis Oriental, as a special body to ensure the
implementation mandated by the Urban Development and Housing Act or RA 7279;
NOW, THEREFORE, I, CHARLIE B. BUHISAN, Mayor of the Municipality of
Magsaysay, by virtue of the powers vested in me by law, do order to organize the Local
Housing Board of the Municipality of Magsaysay, Misamis Oriental;

SECTION 1. COMPOSITION. The Local Housing Board shall be composed of the

following:

SECTION 2. POWER AND FUNCTIONS. The Local Housing shall exercise the
following powers and functions.

1. Prepare, based on local shelter plan guidelines and with the assistance of the HDCC and
other concerned government agencies, a comprehensive municipal shelter plan which
from part of the municipal development plan;

2. Designate, at least one (1) representative of the board to the Municipal Development
Council (MDC);

3. Assist the Municipal Development Council in the formulation of its Comprehensive

Land Use Plan (CLUP);

4. Ensure compliance with the balanced housing requirement as provided for the Section
18of RA 7279 and its implementing rules and regulations;
 5. Conduct an inventory of all lands within the Municipality, and update the same every
three (3) years, in accordance with Section 7 of RA 7279 and the guidelines issued for the
purpose;

6. Identify sites for socialized housing;

7. Advice the Sanggunian on Matters of Local taxation that may affect the municipal
government’s socialized housing program, including but not limited to the formulation
of socialized housing tax, idle land tax, and an additional levy on the real property tax
constituting Special Socialized Housing Fund;

8. Recommend for approval of the Mayor, partnership arrangements with the national
government.

SECTION 3. MEETING AND ADJOURNMENT. The Board shall meet at least once a
month or as often as may be necessary. A majority of the members of the board shall constitute
a quorum with the presence of the Chairman during meetings.

SECTION 4. COMPENSATION AND REMUNERATION. The chairman and members

of Local Housing Board shall perform their duties without compensation and remuneration.
Members thereof who are not government officials or employees shall be entitled to the
necessary travelling expenses and allowances chargeable against the funds of the LGU subject
to the existing accounting and auditing rules and regulations.

SECTION 5. FUNDING. Resources to fund the LHB shall be included to the Annual
Budget Preparation.

SECTION 6. EFFECTIVITY. This Order shall take effect immediately upon signing.
