SECTION 6810

CLOSED CIRCUIT TELEVISION SYSTEM (CCTV)

1.0 GENERALLY NOTED

1) The Closed Circuit Television System (CCTV) shall provide security and operational
automated visual surveillance and alarm notification and recording video and data for key
indoor and outdoor areas and locations including cameras at the apron’s contact and remote
stands.

2) These specifications, the Bills of Quantities (BOQ) and the Drawings are guidelines, and
the Contractor shall offer a complete system, including all necessary items, to achieve
optimum performance.

3) The CCTV system shall be an enterprise IP video security solution that provides seamless
management of digital video, audio and data across any IP network enabling the viewing
and control of images from different points on the network.

4) The IP CCTV is a part of the Integrated Security Management Solution (ISMS), which is
designed to integrate different technological modules to provide a unified professional
system, allowing control, management, logging and reporting facilities.

5) The system as specified is an integrated CCTV surveillance and digital video recording
system. The system shall utilize a physically diverse hardware scheme, with digital
recording devices located at MER (G1) and MER (G2) rooms.

6) The new Terminal Building T2 CCTV system shall be shall be capable of integrating with
the existing Terminal Building CCTV system.

7) The system shall be based on digital high performance IP cameras and IP pan/tilt/zoom
(PTZ) cameras transmitting digital IP video signal to a Video Server computer and Digital
Video Management System to achieve viewing and control of any camera image from
different points at the Local Area Network and via TCP/IP internet protocol. Signals
coming from cameras shall be routed to data switches connected to the LAN backbone.

8) The CCTV system shall combine state-of-the art modular design and powerful user
programmable software together with versatile and flexible hardware options to make it
easy to integrate the CCTV system and for it to be interfaced with other security systems.

9) The Terminal Building LAN shall be used to communicate between the monitoring
locations and the digital recording and Management System. Coordination with the LAN
contractor is required for IP addressing schemes, bandwidth requirements and other
network related issues.

10) The Contractor shall be responsible for verifying locations of CCTV cameras for the
intended field of vision. The Contractor shall also be responsible for verifying spaces for
networks and equipment based on actual dimensions of equipment furnished.

11) Equipment and devices shall be connected to provide an integrated system in accordance
with applicable codes.

12) The CCTV system generally shall consist of:


a) Different types of fixed and PTZ IP cameras,
b) Remote dedicated workstations for subscribers and remote video monitors,
c) Rear projection equipment,
d) Redundant Video servers,
e) For occasional users, common access using Web Browser facilities,
f) All CCTV cameras shall support H.265 and PoE as well as megapixel,
g) Graphic display terminals and workstations shall use 32-inch colour monitors.

1.1 Extent of Work

1) The extent of work covers the CCTV System as described by the Specifications and
indicated on the Drawings, riser diagrams and Bills of Quantities (BOQ).

2) Work shall include, but is not limited to, all labour, Plant, equipment, cable networks,
connections, testing, training, etc. to furnish and install a complete fully functioning
system.

3) The CCTV System shall cover the following buildings including interconnecting wiring
and networks:
a) Passenger Terminal Building T2.
b) Primary Substation Building.
c) Secondary Substation Buildings.
d) Commercial building.
e) Parking Areas.

1.2 Reference Codes and Standards

1) In addition to General Codes and Standards, the equipment and installations shall comply
with the current provisions of the following standards:
a) Life Safety Code NFPA 101.
b) National Electrical Code NFPA 70.
c) Applicable IEC requirements and standards pertaining to system and wiring.
d) Relevant Egyptian life safety codes for public buildings.
e) Standards of local authorities having jurisdiction.
f) Electronic Industries Association EIA.
g) PAL (colour camera broadcast, Europe).
h) CCIR (monochrome standard, Europe).
i) International Electro-Technical Commission IEC.
j) International Organization for Standardization ISO.
k) International Telecommunication Union ITU.
l) All equipment shall be manufactured by ISO 9000 certified companies.

m) CE: Conformance European.


n) FCC-Part 15, Part 68 is a USA Federal regulation that sets exact limitations on the
amount of electromagnetic interference (EMI).
o) ISO/IEC: 15504 Level 3 or higher (SPICE 2.0 Software Process Improvement and
Capability Determination).

2) The CCTV operating software shall be compliant with an ISO 9001 environment and
American Software Engineering Institute - Capability Maturity Model SEICMM Level 3
or higher.

3) The CCTV system shall be using appropriate hardware listed by Underwriters Laboratories
Inc. (UL) for use in:
a) UL 983 - Surveillance Cameras.
b) UL 1492 – Audio-Video Products and Accessories.
c) The Subcontractor performing the specified CCTV system services shall be qualified
and listed to maintain ongoing certification of the completed system to the UL for
specific installed system listing.

1.3 Submittals

1) Generally: Submit the necessary complete sets of documentation indicating type, size,
rating, style, catalogue numbers, manufacturers names, photographs and/or catalogue data
sheets for all items to ensure compliance with the Specifications. Any document submitted
by the Contractor during the bid stage shall not be considered as a technical submittal, it
shall be used only to approve the manufacturer’s name. During the technical submittal
stage, the Contractor shall submit all required technical documents for study and approval.
This study may lead to the rejection of a vendor previously approved during the bid stage.

2) Product Data: Submit manufacturer's technical product data, including:


a) Compliance sheet to the specification cross referenced to related items in data sheet,
point by point, indicating deviations, if any, giving reasons for such deviations, also
indicating any extra features/specifications.
b) Complete one-line riser diagram(s) showing all system components.
c) Pin-to-pin riser diagrams showing all system components and interconnections
between the system and all other related systems.
d) Complete description data including UL listing or any equivalent standards for all
system components.
e) Provide all system related calculations supported by manufacturer specific software
and perform all necessary calculations validating the shop drawing system
distribution and related installations.
f) Complete description of system operations and functions of each system component.
g) Provide the interface programs required for communication with the ISMS.
h) Manufacturer's technical product data sheets, including quantities and specifications
of every item, specification of every device, system component, quantities, software
and installations for each unit of equipment.
i) Contractor shall submit a list of the manufacturer's authorized local representative
responsible for installation coordination and servicing, and pre-qualification evidence

for the system provider and the installer


j) Complete description and data including related standards for all system components.
k) Documents indicating system expandability options included in the submitted
products and system included redundancy features.
l) Documents indicating that the supplied system components are the latest and most up
to date products from the system manufacturer and software versions are the latest
produced by the system manufacturer.
m) Integration documents approved and stamped by the Contractor’s overall project
systems integrator. Such documents should illustrate that the system will satisfy the
project system integrator’s requirements in terms of software interface protocols and
hardware interfaces to achieve fully interoperable systems.
n) All technical material submittals shall be provided in both hard copy and soft copy.
The softcopy shall allow for searching capabilities. The technical material submittal
will be rejected if the softcopy was not included.
o) Shop Drawings: Provide shop drawings and composite drawings showing equipment,
device locations, labelling, part numbers and connecting wiring of the systems,
including riser diagrams. Shop drawings shall include, but not be limited to, the
following:
i) Complete pin-to-pin one-line riser diagram(s) showing all approved equipment,
size, type and number of all conductors, interconnections between the system
and all other related systems.
ii) Installation details for all system components. Installation detail drawings shall
show all accessories used in the installation such as back boxes, glands,
washers, etc.
iii) Complete grounding details as per system manufacturer’s requirements,
indicating connections with dedicated grounding system, including connections
with telecommunication grounding bus bars, as part of overall grounding and
bonding system, including telecom main grounding bus bar.
iv) Exact location of every single component of the system in coordination with all
other works (Electromechanical, Building and Civil, etc.).
v) Coloured composite drawings for all MEP systems showing all coordinated
MEP works.
vi) Signature of all involved Contractor’s personnel representing different
disciplines (Electromechanical, Building and Civil, etc.) to confirm their
approval of such locations, installations and coordination.
vii) Complete sequence of operations and functions of the system.
viii) All drawings should be submitted in both softcopy and hardcopy formats.
Number of copies shall be according to the Contract requirements (at least
three copies shall be submitted).

3) Maintenance Data: Submit maintenance data and parts lists for each type of CCTV
equipment installed including furnished specialties and accessories. Include this data,
product data and shop drawings in maintenance manual.

4) Instruction Manuals: The Contractor shall provide, with the assistance of the equipment
manufacturer and his authorized local representative, in addition to one (1) approved copy
of the CCTV system submittal, complete operating instructions, pertinent system
orientation documents and system service and testing documentation, for the permanent
use of the Employer.

1.4 Quality Assurance

1) Compliance with Standards


a) Comply with applicable requirements of standards pertaining to CCTV systems.

2) Manufacturer Qualifications
a) Manufacturing firms of the CCTV system shall be regularly engaged in manufac-
turing of CCTV systems of type, size and characteristics similar to those required for
the project and whose products have been in satisfactory service in similar projects
for not less than five (5) years.

3) Installer Qualifications
a) Engage an experienced installer who is a factory-authorized sales and service
representative to perform the work of this Section.
b) The installer firm shall have at least five (5) years of successful installation
experience of similar Closed Circuit Television Systems to that of the Project.

1.5 Delivery, Storage and Handling NOTED


1) Deliver products in factory containers. Store in a clean, dry, enclosed space in original
containers, protect products from fumes and handle with extreme care to avoid shocks or
damage.

1.6 As-built Drawings NOTED


1) During the construction of the system, the Contractor shall put in writing all his remarks
during the progress of the work concerning any suggested alterations from the shop
drawings in wiring routes, locations of equipment or devices, which arise from
coordination between the system and other activities.

2) No execution of alterations shall be allowed before receiving written approval from the
Engineer.

3) All alterations shall be registered and filed by the Contractor and extra copies shall be
submitted to the involved parties (the Engineer, Project Manager, Site, etc.).

4) A complete as-built draft set of drawings and equipment schedules shall be prepared fifteen
(15) days after completion of work for approval of the Engineer. The draft as-built
drawings shall include all previously approved alterations. Final originals and copies of as-
built drawings shall be submitted in accordance with Specification Section 1165
"Contractor’s Submissions".

1.7 Integration COMPLY


1) The CCTV system shall be fully integrated with the Integrated Security Management
System (ISMS), Access Control System (ACS) and also interfaced with the Fire Detection
and Alarm System (FA System)

2) The CCTV system shall immediately respond to alarm events associated with the ACS or
FA System by displaying designated camera views near the site of the alarm on designated
alarm monitors in the ISMS room and Security Centre. These images shall be in real-time
in order to assess the current condition of the alarm. If the designated view is from a PTZ-

style camera, the CCTV system shall select a programmed preset position at the direction
of the ACS or the fire alarm detector to allow the PTZ camera to rotate and zoom in on the
area of the alarm event. If the area is capable of being viewed from several cameras, the
closest view will be called up to the designated alarm monitor with additional images being
called up in sequence to a designated alternate alarm monitor.

2.0 PRODUCTS

2.1 Generally COMPLY


1) The closed circuit television system CCTV shall be used for security and operational
surveillance using colour video cameras.

2) The screens/monitors shall be designed to work 24 hours/day.

3) All workstations shall be A Grade type.

4) All CCTV units shall be powered by the UPS network. For PoE cameras, provision of UPS
220V AC electrical source close to the PoE camera locations shall be part of the Section
6520 “Active LAN and Core Switches” work scope.

5) Display of multiplexed pictures shall be through 42” LCD/LED monitors, which display
16 pictures each and/or cameras in sequence, and also for close monitoring of a selected
camera and playing back recordings.

6) All monitors, servers and control equipment shall be rack or console mounted.

7) Cameras shall be indoor, outdoor and movable type cameras, which shall be controlled
remotely for pan, tilt, zoom, focus and camera ON/OFF.

8) The management and control of the system shall be fully digital. All CCTV equipment
shall be matching and operating all together as one system.

9) The CCTV system shall allow for future extension in numbers of cameras and monitors.

10) Sensitivity of cameras shall be fit for clear reproduction of pictures in maximum and
minimum light intensity conditions of each location.

11) Outdoor cameras shall be equipped with full environmental protection enclosures.

12) The monitoring and control stations of the CCTV system shall include, but are not limited
to:
a) Digital Video and Video Recording Management system installed on hot stand-by
servers along with the related equipment and system software:
i) Network Video Storage Array.
ii) Work stations.
iii) Colour cameras.
iv) 32” LCD/LED monitors.
v) 60" LCD/LED monitors.
vi) Printers.
vii) Keypads with Joystick.
viii) Multiple video cards shall be supported.
ix) Racks and consoles.
13) Interface with the BMS

a) The CCTV system shall be interfaced with the Building Management System to
transmit the main CCTV alarms:
I) Video server default.
ii) Camera status synthesis.
iii) Power loss synthesis.

14) Interface with the Network Active Storage system (NAS)


a) The hardware interface between the CCTV server and the NAS through the Airport
Local Area Network shall be part of the scope of this Section.
b) The Contractor shall guarantee a complete interface between the CCTV video servers
and the dedicated Airport VLAN,
c) The Contractor shall configure the compatibility matrix between the Video servers
and the NAS.
D) A storage capacity of minimum one (1) month duration of recording on the network
video recorder (NVR) and a backup for the last three (3) months on the system area
network (SAN) shall be provided.

15) Interface with the Master Clock System

a) The CCTV system shall use the Master Clock System time reference.

2.2 System Operation COMPLY


1) The CCTV system shall display live colour video pictures for security and operations
surveillance in areas indicated on the Drawings.

2) Cameras connected to the LAN shall be displayed on LCD Monitors and shall be
configured and controlled from the Digital Video management system.

3) The operator can record scenes from any camera for periods up to 24 hours per day for 3
months and shall retrieve recordings of any past time using time search technique. It is also
possible to select specific cameras at specific times to be displayed on the close-monitoring
screen.

4) The operator of the security/CCTV room shall have the facility to select, observe, control
and record any of the working cameras.

5) All outdoor cameras shall be equipped with back light compensation (BLC), automatic
bright light limiter and light intensity control (CCD auto-iris or CCD with auto iris-lens).

6) Cameras shall be Day/Night type.

7) All PTZ cameras shall be 230V AC operated and supplied through the Power Supply.
Fixed Cameras will use PoE.

8) Lens selected shall be varifocal and auto iris to provide the required field of vision
according to locations as indicated on the Drawings.

9) The Contractor shall be responsible for selecting the fixing location and adjusting lens
variables for the best results.

10) The monitoring and control equipment shall have supervisory functions in order to give the
necessary announcement whenever any camera fails to transmit signals.

11) The CCTV system shall be looked to as the primary security system that shall be used for
operational surveillance also, and which shall only be programmed and configured by
authorised security officials from the Security Centre. Authorisation to access the system
resources shall be made in levels (Administrator, Manager, etc.) as programmed.

12) The CCTV system server computers shall perform real-time capture of video pictures at
MPEG-4 4-CIF at 25fps and give an IP address to each of them, compress and digitally
record the camera compressed pictures at MPEG-4 2-CIF at 6.25fps. Adopted compression
shall be non-proprietary encoding algorithm schemes that secure no visible degradation
from PAL quality video.

13) All the CCTV system equipment shall be matching, interfaced and operating all together as
an integrated system and allow for future expansion in number of server computers,
cameras and workstations.

14) The system servers shall be supplied from the Uninterruptible Power Supply (UPS)
equipment source to ensure uninterrupted operation in case of power supply failure.

15) The CCTV system shall utilize the Ethernet LAN using TCP/IP protocols connectivity to
provide communication and interface between the system and FA, BMS, ISMS and ACS.

16) Colour PAL based video and programmable CCTV shall perform video security and
operational visual surveillance and alarm notification at key indoor and outdoor areas and
locations. It shall provide security and operational digital and programmable management,
monitoring and recording functions. Automatic digital recording of live video scenes shall
provide user activated, event activated, scheduled recording and video motion detection
activation including related data.

17) The CCTV system shall utilize indoor and outdoor fixed and PTZ colour PAL TCP/IP

network based digital cameras. PTZ type cameras shall be controlled remotely for pan, tilt
and zoom movements, focus adjustment and camera on/off. This shall be done using the
appropriate software modules that run under the management main software platform and
drive the PTZ cameras as configured by the system server.

18) The CCTV system shall automatically display alarm related live video scenes and data of
the detected events on selected workstations, as programmed and configured. It shall also
activate recording and actions according to preset camera settings for automated actions. It
shall also allow viewing real-time live video pictures and manually position PTZ cameras.

19) The CCTV main server computer shall perform interlocking and coordinate with other
security-related systems, if required using special interfacing modules as part of the
software that runs the CCTV system and the mentioned systems to communicate and
integrate the necessary functions through the LAN using TCP/IP protocols. The CCTV
cameras shall be centrally processed and managed and shall be located at positions to cover
the intended fields of surveillance.

20) CCTV functions shall consist of: Partially COMPLY

a) Capture of the images by means of IP cameras with two (2) built-in codecs able to
transmit two (2) digital streams: one for live monitoring at 25 frames/second and one
for recording and storage.
b) Embedded camera codecs shall be compatible with TCP/IP protocol through the
Deterministic Network Enhancer (DNE)/Core Switches on dedicated CCTV VLAN.
IP transmission shall be done on High Speed Ethernet network of the Active LAN
Network for playback of the stored pictures and for live view accessible to all remote
subscribers (workstations). IP switching and IP Control Management shall be part of
DNE scope of work. Close coordination with DNE is requested to adjust the number
of switches in accordance with the requested bandwidth at each level.
c) Storage services to manage the interface with the Network Attached Storage (NAS)
system.
d) Directory services to manage access rights and CCTV database
e) Web Browser facilities shall allow live display and access to recorded pictures for
any occasional and authorized user from a common computer linked to the Terminal
DNE.
f) The Contractor is required to provide the storage capacity calculations based on
approved manufacturer software and devices.
g) CCTV response time: The maximum time between a door alarm appearance or an
information elaboration by the PIACS and the display on the video monitor shall be
less than 1 second at the worst scenario, which means the maximum time between a
screen.
h) Display request by a switch push, with the mouse, or an alarm appearance and the
total display on the screen.
i) All CCTV systems shall be:
i) 25/s Rail Video and Record.
ii) H265 not MPRG.
iii) Lux: Shall be not less than 0.01 without IR/or 0 Lux with IR.
iv) All cameras shall be Rail WDR +120dB
v) All cameras shall have IR not less than 50m.

vi) All Ports and any interfaces shall be 10G


vii) All PTZ cameras (indoor/outdoor) shall be PoE+ or work with Power Ejector;
shall be (H 360 - V 180) Angle.
viii) Any (outdoor) cameras (fixed/PTZ) shall be IP66.
ix) The entire system shall be connected to (NAS/SAN) storage.
x) Any fixed cameras shall be PoE.

2.3 Equipment and Materials COMPLY


1) Digital Video management system
a) The CCTV central management shall be done by the main hot standby mirrored and
clustered CCTV Digital video management servers, which shall provide management
and communications functions of the integrated system. It shall control the CCTV
system and any of the connected equipment and devices through the LAN. It shall
also perform all necessary management and control functions on the sub-servers,
workstations and the CCTV console located at the security and operation rooms. It
shall perform interfacing functions necessary for connection with other related
systems such as the Fire Detection and Alarm system.
b) It shall also include the necessary hardware, software and firmware, including
interfaces for two way TCP/IP communication with third party systems or databases
that shall be needed for integration purposes running on different software other than
Windows based systems such as UNIX.
c) The main CCTV servers shall be configured over the network with the appropriate
authentication procedures. This includes programming, configuration, control and
operation of the system functions such as adding new cameras, create and view
camera groups, create and conduct camera tours, view the system audit logs, etc.
d) The man-machine interfacing shall take place using the CCTV main system
workstation, which shall perform all programming tasks allowing the operator to
program, configure and monitor all the system components and functions.
e) The software packages shall include a Graphical User Interface (GUI) to integrate
the CCTV system incorporating Object Linking and Embedding (OLE) technology.
The GUI shall be customized to provide drawings and integrates information data of
the Terminal Building and external areas and the system operation together with the
command menus for the Engineer’s approval.
f) It shall allow for the direct import of files created using standard software (AutoCAD,
etc.).
g) The operating software shall manage functions and secure video and data control and
management, digital storage and any necessary real-time alarm management
applications.
h) It shall allow for distribution of monitoring, control and GUI system functions across
the LAN.
i) The system software shall also include a video motion detection module that can
monitor all camera inputs in real-time including selectable regions of different
sensitivities and ambient conditions for motion trigger in any view.
j) Configurable modules for operation, monitoring, reporting, alarm inputs and outputs
and alarm event recording shall perform true real-time alarm of any point on the
system including all video and related information and activate programmed actions.
k) The system software shall perform, but not be limited to, the following:

i) Program, run programs, configure and change the configuration of the system
server, computers and functions including logging of all system status and
operator actions.
ii) Manage and access live video scenes received from CCTV cameras so as to be
viewed by the operator's workstations including the management of camera
control commands and pre-set camera settings for automated actions and
manual command of PTZ position of cameras.
iii) Transmit and automatically display live video scenes related to alarm events, as
configured, activate recording, and initiate any programmed action commands
in response to alarms received from the IP cameras including creation and view
camera groups and conduct camera tours.
iv) Manage the storage of live video scenes to hard disks and transmit previously
stored video scenes to workstations, archive and retrieve previously stored
video to off-line storage media, exporting of pictures and data and manual
recording of incidents and search through the stored video clips of cameras.
v) Supervisory functions and reporting of all the system component malfunctions
and failures and issue maintenance reports.
vi) Generated and view full audit logs of all system status (camera, server,
computers, etc.) and operator’s actions and report any failures (cameras etc.).
vii) Export the recordings into MPEG format.
viii) Compression using non-proprietary encoding algorithms schemes and secures
no visible degradation from PAL quality video.
ix) Software shall support a video analytic feature.
x) Interfaces with all system components.
xi) Integration of all software modules under a single platform program.
xii) Alarm event logging and reporting.
xiii) Supports live on-screen in-window PTZ video displays.
xiv) Supports multiple workstations through the LAN.
l) Web-based add on module for access of information using standard web browser
software shall be possible, configurable and manageable from the main server. This
function shall be fully protected by the system levels of security and authentication.
m) Video recording security shall use a minimum 128-bit encryption standard, approved
by the security authority to ensure the video has not been altered. The encryption
shall contain time and date information. All recorded and exported images shall be
authenticated to protect the chain of evidence with recordings.
n) The Storage Capacity shall secure for periods up to twenty-four (24) hours per day
for three (3) month duration of recording.
o) The network security shall use multiple server computers for port-based security for

2) CCTV Hot Stand-by Servers: COMPLY


a) Redundant and monitored hot stand-by servers shall be located at MER-1 and MER-
2 configured as primary and backup having on-line duplicate databases to keep them
updated at the same level.
b) The Contractor shall be responsible for delivering the latest Server technology
according to the manufacturer’s server configuration recommendation at the time of
purchase.
c) It shall run the operating software that manages the CCTV system and stores the
configurations of all the system equipment and functions including field equipment
and computers, workstations, cameras and devices.

d) It shall maintain a database of all network-connected equipment and their


configurations.
e) The system shall support all of the connected number of IP cameras, it shall allow for
an increase of the connected number of cameras.
f) The main servers shall also perform functions such as monitoring, management,
recording etc. functions for the integral project on digital programmable bases in
response to the received security event, pictures and data triggered by any camera.
g) Recorded video scenes shall be searched by date, time and events. Clips of interest
from different cameras shall be exported as required.
h) The main servers shall execute full real-time management, monitor and recording of
the captured pictures and on the recorded and compressed IP tagged pictures together
with their related data. It shall communicate with other computers through the LAN
using Ethernet TCP/IP protocols.

3) Video recording management system: COMPLY


a) It shall manage the IP cameras, RAID storage Systems and control all disk arrays in
the system as a single virtual common pool of storage, intelligently allocated.
b) The video recording management system shall allow each camera to use storage as
needed.
c) The system shall provide flexible retrieval via search database of recordings and
shall provide redundancy for storage provisioning and failover design for central
recording management service.

4) Network Video Storage Array Partially COMPLY


a) The Network Video Storage Array shall provide a short-term storage and retrieval
solution for video and audio; the Storage system shall be managed by the video
recording system management software; the system shall comprise a server platform
and RAID 5 storage which receives the MPEG-4 video stream across the Network.
b) The array shall be provided with a powerful 64-bit processor and a 2GB Controller
cache and shall have the capability to be equipped with Dual controllers.
c) The array unit shall be equipped with SATA hard drive slots with hot swap
capability depending upon the amount of storage calculated by the system supplier
and approved by the Engineer.
d) It shall provide dual-redundant power supplies and battery back-up.
e) The units shall be housed in a rack mounted enclosure, with front panel provided
with LED status indicators for the main components of the unit.
f) The unit shall be provided with Dual 4Gbit/sec Fibre Channel connectivity and Dual
SCSI 1GB ports per controller along with RJ-45 Ethernet port.
g) The operator can record scenes from any camera for periods up to 24 hours per day
for 3 months with a recording speed of 6.25fps and resolution 2-CIF.
h) Recorded video scenes shall be searched by date, time and events. Clips of interest
from different cameras shall be exported as required.

5) Graphic Display Terminals and Workstations’ characteristics shall be as follows:


a) Hardware:
i) Latest generation of multi-core processor with highest speed available on the
local market.

v) The colour monitor and keyboard for the workstation shall display real-time
data, allow operator's commands, and report system activity. Monitor shall
be at least 32” LED screen. It shall be designed to work 24 hours a day.
vi) The host work station shall function as the system programmer's and system
operator's work station, for entering and editing the system database,
entering custom operating software, and monitoring the operation of all
system functions.
b) Alarm output:
i) The output of alarm displays shall depend upon the relative priority of each
alarm.
ii) The system shall automatically prioritize alarm displays.
iii) The format shall include a dedicated and protected area of the viewing
screen for the current date and time.
c) Advisory messages: Each workstation monitor shall display system advisory
messages upon hardware malfunction or restoration in a dedicated and protected area
of the viewing screen.
d) Access rights: The usage of workstation for any function shall be purely based on
access rights of the user defined by his password.
e) Flexibility: Workstations shall be fully flexible. Their function can be adapted at any
time depending on the authorization password.
f) Single attachment to the DNE network: The CCTV workstation will have one
dedicated Ethernet TCP/IP communication card with the Airport Network.
g) Web Browser: Shall allow authorized user to access to CCTV live pictures and
CCTV recorded pictures, access shall be internal to the TB only, external web access
is not allowed and access shall be secured.
h) Workstations in control rooms shall be provided with wireless mouse and keyboard.

6) Printer COMPLY
a) The Inkjet printer shall be especially for photo printing, colour and graphics
document printing as well as for high-volume black and white printing.
b) Technical Specifications:
i) Speed: up to 10ppm colour and 12ppm black.
ii) Up to 4800 x 1200dpi colour printing.
iii) 2 input trays (1,100 sheets).
iv) Paper input capacity: Up to 600 pages.
v) Audible alarm for empty paper tray.
vi) High-capacity ink cartridges.

7) Cameras COMPLY
a) All cameras shall be supplied with power supplies, wide range of Mounting Brackets
(Wall brackets, pole brackets, ceiling brackets, etc.) according to the location of

b) Location of cameras
i) According to the location of cameras required, the exact locations shall be
coordinated with the lighting fixtures, diffusers, grilles, speakers, sprinklers,
access panels and other architectural features.
ii) The final locations of cameras and testing on Site will be conducted in the
presence of the Engineer and the Employer’s security representative to check if
the visual angle is compatible with the requirements.
c) Operating temperature for indoor cameras shall be from -5°C to 45°C while
operating temperature for outdoor cameras shall be from -20°C to 55°C.
d) All Cameras along with its power supplies shall be EN Approved for EMC,
immunity, emissions and harmonics.
e) Fixed camera lenses shall permit capture of images without vignetting. The fixed anti
vandal mini dome shall be equipped with a manual zoom lens (vari-focal lens), with
the following characteristics:
i) Range: manual optical zoom 2x minimum.
ii) Minimum aperture recommended: f/1.2 or 1.4.
iii) Minimum illumination: 0.45 lux colour/0.02 lux BW at 50 IRE, F1.21, lux at
the maximum aperture of the lens and 40% of video signal and 60% of noise
signal.
iv) The lens shall be optically clear without distortion in any portion of the lens.
f) IP high speed dome day/night cameras shall comprise an integrated system (back box,
dome drive) with variable speed, pan and tilt drive unit, high resolution colour CCD
or CMOS camera, auto focusing motorized zoom lens with additional electronic
digital zoom capability, integral addressable, control code selectable receiver/driver
and shall be indoor in-ceiling mounted or wall mounted, as applicable. The cameras
shall conform to the following requirements:
i. Video compression: MJPEG, MPEG 2 or 4 (ISO/IEC 14496-2) mpeg 4 AVC
(H265), H.265 Baseline/Main/High Profile, Motion JPEG or any new standard
that becomes applicable in future.
ii. Automatic day/night function

iv. WDR (Wide Digital Range) or equivalent for Backlight Compensation (BLC)
v. The system shall be capable of minimum 340 degrees continuous pan rotation
and minimum 90° vertical tilt and shall have a privacy-masking zone function.
The pan and tilt drive unit shall operate under manual control in pan, tilt and
zoom functions (PTZ). The minimum variable speed capabilities shall be 100°
per second for Pan and 90° per second for Tilt. The dome camera (dome) shall
have zoom scalable pan speed to have a smooth control while zooming.
vi. The pan and tilt drive unit shall operate under variable speed automatic preset
control, from 256 preset positions minimum.
vii. The pan and tilt drive unit shall provide the ability to define alarms as lower or
high priority.
viii. Manual speed from 0.5° to 200°/s.
ix. 360° endless Pan Travel and from -10° to 190° Tilt Travel.
x. Minimum 16 Privacy Mask, Manual tilt speed from 0.5° to 84°/s, preset speed
up to 400°/s.
xi. Pre- and post-alarm memory integrated (memory card); the pan and tilt drive
unit shall be designed with an auto-flip feature that allows the dome to rotate

g) Fixed IP Cameras shall generally conform to the following requirements:
i) Vandal-resistant with polycarbonate clear dome glass, for maximum protection
and rugged polycarbonate dome (IK10) with IP66 enclosure ingress rating.
ii) High-resolution colour CCD camera comprising an enhanced CCD/CMOS
sensor, solid state circuitry and state of the art electronics incorporating the
latest in digital technology.
iii) The colour CCD sensor shall be a 1/2.7" or 1/3” using PAL/CCIR signal
format specifications.
iv) Video compression: MJPEG, MPEG 2 or 4 (ISO/IEC 14496-2) mpeg 4 AVC
(H265), H.265 Baseline/Main/High Profile, Motion JPEG or any new standard

ii) All outdoor PTZ cameras shall have a built in heater and fan assembly and
sunshields.
iii) Not less than 32x digital zoom capability.

8) Keyboard with Joystick Not Included in BOQ


a) The keyboard shall be a full function, multipurpose keyboard used for system control
and programming. It shall include an integral variable speed pan/tilt/zoom joystick.
Power shall be provided from the digital video recorder, when used in a local
configuration. At remote distances, an optional auxiliary power supply shall provide
power. The keyboard shall be connected to the system using 3m cable. No additional
programming is required for operation, just plug and play.
b) The keyboard shall feature a quick selection menu function, providing immediate
access to the most commonly used screen displays.
c) Specifications:

a) The racks and consoles system shall be capable of supporting all the specified
equipment.
b) The console shall comprise of floor-mounted bases consisting of three main parts,
upper part, bottom part and the middle part.
c) The upper part shall be modules assembled together to form an operating console;
the modules shall be 20-inch standard.
d) The bottom part shall have a minimum space of 60cm height - enough to handle a
CPU of a PC or store videodiscs or any other equipment.
e) The middle part is a work surface handstand of minimum 45cm front width.
f) The work surface stand shall be wood or any non-metal material.
g) The upper part shall have from 10" to 15" tilt towards the operator for the equipment
placed in the top,
h) The upper part shall be provided with removable equipment finishing masks or
surrounds cut to the size of the face of the mounted equipment.
i) All modules shall be capable of supporting EIA standard 19-inch width rack
mounted equipment, whether or not the original equipment are of 19-inch width EIA
dimensions.

13) Licencing
a) The supplier shall provide a licence covering all necessary devices and any future
extensions of the CCTV system. In particular, no licence limitations or additional
dongle requirements shall exist in the number of servers and/or clients on a
concurrent basis.
b) User licences shall be limited to the number of users + 25%.

c) Equipment licences shall be limited to the number of items of equipment + 25%


d) Customization of the software shall remain the property/right of the Employer and be

maintenance, revisions, upgrades and the like.

3.0 EXECUTION

3.1 Examination

1) Examine conditions, in the presence of the installer, for compliance with the requirements
and other conditions affecting the performance of the CCTV system work.

2) Do not proceed until unsatisfactory conditions have been corrected.

3.2 Installation of Basic Wiring System Materials

1) Install wiring in raceway/conduit except within consoles, desks and counters and except in
accessible ceiling plenums, where cable wiring methods may be used. Use UL-listed
plenum cable in environmental air spaces, including plenum ceilings. Conceal wiring.

3.3 Installation of CCTV System NOTED


1) Generally: Install systems in accordance with CCIR, NFPA, local codes and other
applicable reference codes and standards. Install equipment and wiring in accordance with
manufacturer’s written instructions.

2) Appropriate measuring equipment shall be used (signal strength voltage, current, etc.) for
CCTV network adjustment and troubleshooting.

3) The installation of the closed circuit television system (CCTV) shall include three (3)
different groups, the control and monitoring equipment, the TV cameras and the cable
network. Each of these groups shall be installed and shall match with each other in
performance, hardware specifications and dimensions.
a) Wiring Methods: Install wiring in raceway/conduit except within consoles, desks and
counters and except in accessible ceiling plenums, where cable wiring methods may
be used. Cables used in environmental air space shall be listed for this use. Conceal
cables in accessible ceilings, walls and floors wherever possible.
b) Surge Suppressors Installation: Where AC power-operated devices are not protected
against voltage transients by integral surge suppressors, install surge suppressors at
the devices' power line terminals.
c) Wiring within enclosures: Bundle, lace and train the conductors to terminal points
with no excess. Provide and use placing bars and distribution spools.
d) Pulling Cables: Do not exceed manufacturers recommended pulling tensions. Do not
install bruised, kinked, scored, deformed, or abraded cable. Do not splice cable
between indicated termination, tap or junction points. Remove and discard cable
where damaged during installation and replace with new cable.
e) Exposed Cable: Install parallel to building lines, follow surface contours and support
as recommended by manufacturer.

f) Grounding: As recommended by manufacturers.


g) Make final connection to equipment in the presence of the equipment manufacturer's
representative.

4) Installation of the Control and Monitoring Equipment:


a) The installation of this equipment shall cover the following:
i) Installation of the racks and consoles, which enclose the equipment.
ii) Internal signal, power and control wiring.
iii) External signal, power and control wiring related to the system.
iv) Adjustment, testing and putting into operation of the equipment and other
related equipment, such as TV cameras and wiring, to achieve the specified
performance.

5) Installation of the TV Cameras: TV cameras shall be installed in their positions as specified


on the Drawings after making sure that the field of vision of each of them is covered
without any obstructions. Necessary modifications to these positions due to unforeseen
constraints or hardware limitations shall be approved in advance by the Engineer.

6) All necessary installation materials for the CCTV cameras are considered as part of the
equipment and costs thereof shall be covered by the BOQ rates or prices for these cameras.

7) Airfield cameras and roof-installed cameras shall be easily reachable for maintenance; the
Contractor shall provide and install a stable mast against the wind.

8) Special care shall be taken by the Contractor to keep the clear height of the parking area
and routes as specified on the Drawings and select the appropriate components such as the
camera type, housing and mounting parts which satisfy this requirement.

9) Physical and operational adjustment, testing and putting into work shall be included.
a) Camera Mounting: Install cameras at the locations indicated on the Drawings,
adjusted to final locations defined by camera location tests. Provide adequate
headroom below cameras and their mountings. Where necessary, change the type of
mounting to provide adequate headroom below.
b) Install power supplies and other auxiliary components at the security desk. Do not
install such items in the vicinity of the devices they serve.

3.4 Field Quality Control NOTED


1) Manufacturers' Field Services: Provide services of factory authorized service
representatives to supervise the field assembly and connection of components and system
presetting, testing and adjustment.

2) Inspection: Verify that units and controls are properly labelled and interconnecting wires
and terminals are identified.

3) Presetting: Align and adjust the system and pretest all components, wiring and functions to
verify they conform to specified requirements. Replace malfunctioning or damaged items
with new items. Retest until a satisfactory performance schedule is achieved.

4) Operational Acceptance Tests: Perform operational system tests to verify it conforms to


specifications. Include all modes of system operation. Methodically test for proper system
operation in all functional modes.

5) CCTV Camera Location Test: Support each camera temporarily at the location indicated
and connect to monitor. Adjust camera location and mounting and substitute fixed lenses as
approved, to provide required performance at monitor. Adjust within a distance of 15 feet
(5m) of indicated locations at no extra cost.

6) Record the results of tests.

7) Retest: Correct deficiencies identified by tests and observations and retest until specified
requirements are met.

3.5 Occupancy Adjustments

1) When requested by the Employer within one (1) year of date of the issue of the Taking-
Over Certificate, provide on-site assistance.

3.6 Cleaning and Protection

1) Prior to final acceptance, clean system components and protect from damage and
deterioration.

3.7 Special Tools and Test Equipment

1) The Contractor shall provide his list of recommended special tools and test equipment
required for maintenance and repair of the system for the Engineer's approval as indicated
in the BOQ.

4.0 METHOD OF MEASUREMENT NOTED

1) Rates generally shall include the following:


a) Furnishing, installation and testing all Plant, equipment, software and Materials.
b) All necessary Contractor’s Equipment, Temporary Works and material required for
installation and erection.
c) All other components and devices, adjusting, operation and protection.
d) Demonstration.
e) Training.
f) Interfacing with (Fire Detection and Alarm System, Access Control System, BMS,
etc.) and all other related systems, as specified.

2) The Main CCTV Management Server with fully redundant and hot standby CCTV
management server shall be measured as a Lump Sum (L.S.).
a) The Lump Sum shall include the following:
i) Supply, installation, programming, testing, commissioning, start-up and hand-
over.
ii) Emergency power supply, conduits, boxes, raceways, cables, terminations and
labelling.
iii) All necessary accessories required to complete the work.
iv) Hardware, software and all requirements for interfacing with (CCTV, Fire
Detection and Alarm System, Access Control System, etc.) and all other related
systems.

8) Cameras (Dome Cameras, Wall Mounted Cameras, PTZ Cameras) shall be enumerated
(No.).
a) Rates shall include the following:
i) Supply, installation, commissioning, start-up and handover and ensuring
compatibility with all other system elements.
ii) Housing, power supply, mounting brackets, conduits, boxes, raceways, cables,
terminations and labelling.
iii) All necessary accessories required to complete the work.

9) The CCTV Console shall be measured as a Lump Sum (L.S.).

General
• The user interface was updated and redesigned.
• TVK-600 keypad support was added (Device Manager support only).
• TVE-xx20 support was added.
• Bookmarks were added to the Navigator database, so they are available after
Navigator is closed and restarted.

Settings
• In the Server tab, support for installing an SSL certificate from a Certified
Authority was added (client/server only).
• In the Notifications tab, support for adding multiple user email addresses,
and SMS phone numbers (US only), for notification was added.
• In the Notifications tab, support for email notification threshold (repeat
motion detection and video loss notifications) was added.
• In the Groups and Users tab, support for adding a user’s SMS phone
number and carrier was added (US only).
• The Event-Actions tab was added. Event-action configuration permits the
user to cause an action on any device in the Navigator panel triggered from
any number of devices reporting notifications.

Navigator panel
• Map icon designs were updated and device description labels were added to
map icons.
• Thumbnail search was added to the camera context menu (only works with
recorders that support this feature).
• Logical view support for all devices (Decoder, UltraSync, IFS switch, Encoder,
TruPortal) was added.

Viewer panel
• The ability to add multiple timelines for up to four cameras was added.
• ANPR camera support with LPR notifications (EMEA only) was added.

Notifier panel
• The Date Time filter was added.

Summary of bugs fixed


• WIN Server 2016: Fixed an issue where, when the text display size is set to
125%, a few options were not available for scroll and selection.
• Fixed an issue where 360° cameras in 4-PTZ view PTZ operations were not
working.

Summary of limitations
Decoder integration (TVE-DEC12)
• When added to a decoder scene, the TVB-56xx, TVD-56xx, TVT-56xx, and
TVW-56xx model cameras exhibit unexpected behavior.
• The active scene is not retained after decoder reboots.
• Cannot use the '&' symbol when creating new scenes or renaming existing
scenes.

Settings
• Modifications to a user group are not seen in the Audit History tab.
• ANPR events (EMEA only) are not added into the Event list in the Event-
Actions tab.
• ANPR events (EMEA only) are not available in the Email Notifications list in
the Notifications tab.

Server
• The client can still auto-login even though domain names are removed from
LDAP server settings.
• Some LDAP user details from Server are not available in TruNav.

Navigator panel
• When added to multiple devices, Show in map is inconsistent for 360°
cameras.
• The UltraSync panel server level permission exhibits unexpected behavior.

Recurring video export


• Recurring tasks are not cleared in a server PC when the exporting device is
deleted from the client PC.

Localization
• The domain name is not translated into the local language.
• Localization strings are not updated for the UltraSync panel area when
configured on a map.
• Danish language: the attributes titles under the recording group box have
overlapping text.
• Device report attributes are missing in the following languages: Italian, Dutch,
Slovak, Turkish, and Portuguese.

Overview
The TruVision Series 6 line of IP dome cameras leverages the latest
H.265 video compression technology to bring state of-the-art, high-
definition pictures to the mass video surveillance market. With video
resolutions from 2 megapixel to 4K, these IP cameras represent a
flexible video surveillance device to meet any need. Equipped with
advanced technology and signal processing capability, they effectively
capture video under challenging conditions.

TruVision cameras utilize H.265 and/or H.264 compression technology


with triple-streaming capability, making it easy to manage the camera’s
bandwidth usage. Motorized varifocal lens technology allows the user
to remotely adjust the varifocal lens and focus the camera with the
touch of a button. Recording to a local MicroSD card (not included)
protects data in the event of network disruptions.

These cameras go above and beyond standard motion detection with


enhanced alarm capabilities, including cross line detection, intrusion
detection and face detection features. Each is user-configurable to
best suit the installation environment. A Region of Interest function
(ROI) ensures specific portions of an image are given priority during
instances of high network traffic or network degradation.

Overview

TruVision NVR 22P (TVN 22) is a robust high performance


H.264/H.265 network video recorder. With a total bandwidth of
256 Mbps (16-channel) or 320Mbps (32- and 64 channel)
available, the TVN 22P is able to connect up to 16/32/64 IP
cameras and provide real time recording (25/30 fps) at Full HD
1080p resolution on all channels simultaneously. With its fully
flexible bandwidth allocation, the TVN 22P allows recording
resolutions up to 8MPX at various frame rates.

TVN 22P was designed to make system configuration and


overall use easier for both the installer and end-users through
features such as: ezDDNS, start-up wizards, plug & play hard Standard Features

The TVN 22P is supporting both H.264 and H.265 compression expansion
techniques. The H.265 compression is the next evolution of E New icon based front pane
video encoding. Using H.265 will result in a reduced file size for E Real-time Full HD recording
the same video content and a reduced transmission bandwidth E Motion detection, VCA, privacy masking, tamper detection
compared to H.264. This means that for the same storage E TruVision IP camera auto-discovery

Overview
The TVP-5102 compact PTZ is a compact size pan tilt zoom camera
for use in both indoor and outdoor installations. The camera's 2
megapixel resolution combined with excellent low light capabilities
ensures you capture the required level of detail at all times.
The camera is fully programmable, with up to 300 presets along with 8
patrol tours (32 presets per tour).
A 8-zone privacy mask feature allows these cameras to block out
sensitive areas. In addition, the variety of intelligence features and
analytics adds substantial value and enhanced performance to any
video system.

Technology
The camera features H.265 compression to optimise its bandwidth and
storage requirements. At the same time, H.264 support ensures the
camera can easily be connected to legacy installations where needed.
ONVIF, PSIA and CGI command sets ensure that this camera can
also be easily connected to virtually any video surveillance system.

Installation
For the detailed instructions, refer to the
Installation Guide for the PTZ camera that you
are installing. The following requirements are

Used to temporarily secure the safety lanyard in
place, while mounting the wall mount to the surface. • The wall must be thick enough to install
the expansion screws.
• Ensure that the wall is strong enough to
withstand more than eight times the
weight of the PTZ and wall mount.
Wrench A: 1 pcs
• Install the appropriate safety lanyard to
the wall mount, depending on the mating
lanyard connection type, which may be a
chain, clip or metal loop. Prior to installing
the PTZ, attach the PTZ to the wall mount
using the safety lanyard.

To attach the safety lanyard A to the
wall mount (TVP-WMB):
1. Using wrench A, unscrew the two screws
to remove the panel at the bottom of the
TVP-WMB wall mount. Leave the access
panel off of the wall mount until after you
complete running the interconnect cables.

2. Attach the appropriate safety lanyard to To attach a PTZ camera to the wall

with the zip tie so it protrudes from the
wall mount.

2. While holding the PTZ, attach the safety


lanyard that is located in the wall mount to
the PTZ camera lanyard. Depending on
