INTRODUCTION
Dear Parents,
Today, we are living in modernized world and ever fastest technological era
of 21st century. Competition is at high in every sphere of life and especially when

1.1) Why NEET (UG)?
(A) Admissions to all seats of Undergraduate Medical / Dental Courses will be done through NEET
(UG). The following are the seats available under different quotas:
 All India Quota Seats
 State Government Quota Seats
 Central Institutions/Universities/Deemed Universities
 State/Management/NRI Quota Seats in Private Medical / Dental Colleges or any Private University
 Central Pool Quota Seats
 All seats including NRI Quota as well as Management Quota are in private unaided/aided minority / non-
minority medical colleges.
 AIIMS Institutes across India/JIPMER.
 The Counseling for successful candidates for Seats under 15% All India Quota and 100% including 85%
State quota seats of Central Institutions (ABVIMS & RML Hospital / VMMC & Safdarjung Hospital /
ESIC) / Central Universities (including DU/ BHU /AMU) / AIIMS/ JIPMER and Deemed Universities,
will be conducted by the MCC / DGHS for Undergraduate Medical / Dental Courses. MCC only does
the registration for AFMC and forwards the data of registered Candidates to AFMC Authorities for the
admission process. DU / BHU and other Universities may use the score for any other relevant courses
being offered by them.
(B) Indian Citizens / Overseas Citizens of India (OCI) intending to pursue Undergraduate Medical
Courses in a foreign Medical / Dental Institute also need to qualify for NEET (UG).
(C) Admission to all seats of BAMS, BSMS, BUMS, and BHMS Courses through NEET (UG). The
following are the seats available under different quotas:
 All India quota Government.  Central Universities / National Institutes.
 All India quota Government aided.  Deemed to be Universities.
 All India quota Private.  Management / NRI Quota.
 State Govt. quota / Institutional quota.
(D) The Result of NEET (UG) may be utilized by other Entities of Central and State Governments, in
accordance with their respective eligibility criteria / other norms / applicable regulations / guidelines /
rules. The result data will also be utilized for B.Sc. (H) Nursing courses in accordance with their
respective eligibility criteria / other norms / applicable regulations / guidelines / rules. The NEET (UG)
data will also be used for admissions to BVSc & AH courses under the 15% quota of VCI in recognized
Veterinary Colleges. However, the Council has to approach the MCC of DGHS, MoHFW in order to
obtain the said data of results.

1.2) Pattern of the NEET (UG) Examination
The Test pattern of NEET (UG) - 2023 comprises four Subjects. Each subject will consist of two sections.
Section A will consist of 35 Questions and Section B will have 15 Questions, out of these 15 Questions,
candidates can choose to attempt any 10 Questions. So, the total number of questions and utilization of time
will remain the same.

- NEET (UG) – 2023 is a Pen & Paper-based Test, to be answered on the specially designed machine
gradable OMR sheet using Ball Point Pen provided at the Centre. Moreover tampering with the OMR at any
stage will lead to debarring of the candidature for 3 years.
- The duration of the test would be three (03) hours and 20 minutes.
- Candidates can opt for a Question Paper in any one of the following 13 languages:

- NMC (National Medical Commission) has notified the syllabus of NEET (UG) - 2023. The Question
Paper will be based on the given syllabus (Appendix-III) which is available on the NMC website
(https://www.nmc.org.in/neet/neet-ug). Furthermore, to rationalize the decision of reduction in the
syllabus by various School Education Boards, the NTA has taken a decision to provide choice in Section “B”
for each of the 4 (four) Subjects.
TIPS: ● According to an experienced teacher, NCERT book should be studied in depth for NEET (UG) preparation. One should study a
reference book for Physics & Chemistry. ● In the opinion of Toppers student, during the examination, first the questions of Biology and
then Chemistry & Physics should be solved, and at the same time the answer of the question should be marked in OMR.
1.3) Eligibility and Qualifications
 Eligibility for appearing in NEET (UG), He/she has completed 17 years of age at the time of admission or
will complete that age on or before 31 December of the year of his/her admission to the first year of the
Undergraduate Medical Course. No upper age limit.
 Qualifications for NEET (UG), The candidate must have passed 12th (10+2) or (10+2+3) in Physics,
Chemistry, Biology / Biotechnology, and English individually in the Regulations of NMC and DCI.

serving outside Gujarat by deputation,
o Sons and Daughters of Gujarat Govt. Employees, who have been posted outside the Gujarat
state for administrative reasons,
o Sons and Daughters of defense personnel who are domicile of Gujarat state and presently
serving outside Gujarat state.
 Following reasons for Not Eligible Candidate :

o Not qualified in the NEET-UG of current academic year.
o Was not born in the state of Gujarat and neither was the domicile of the state of Gujarat.
o Document verification is not done after registering online at the help center.
o Declared unfit by the Medical Board.
o In addition to this one is not qualified according to the admission rules.
2.2) Process for Admission in UG Medical Course
Admission Committee for Undergraduate Medical Educational Courses for MBBS, BDS, BAMS & BHMS
has been constituted by the Health and Family Welfare Department of the Government of Gujarat for admission
process named "Admission Committee for Professional Undergraduate Medical Education Courses

Online Choice Filling & Allotment of Admission
Candidate, himself/herself, can select the Date, time

submit to the Help Centers
 The candidate has to get ‘Registration Acknowledgement Slip’ duly signed by nodal officer of respective
help center to complete his registration process
 The candidate applying for NRI Quota, document verification and submission will be done only at Office
of ACPUGMEC, Ground Floor, GMERS Medical College, Civil Hospital Campus, Gandhinagar – 382016,
Gujarat. They have to submit Demand draft of Rs. 10,000/- (Non-Refundable) in-favor of ‘ACPUGMEC’,
payable at Gandhinagar as a processing fee at the Office of ACPUGMEC, GMERS Medical College,
Gandhinagar only at the time of document verification and submission.
 Merit list will be prepared as per the rules of Notification (No.: GP-5/MCG/1017/SFS-I5/J) of Health and
Family Welfare Department, Gandhinagar, and published on the official website of ACPUGMEC
 After merit list declaration, choice filling will be initiated online for each round. Mock round may be
conducted before actual first round of choice filling to create awareness regarding online allotment process.
Mock round allotment will not be considered as true (actual) allotment. Actual first round will be conducted
after the Mock round. Candidate can fill fresh choice or modify their previously filled choices.
 Once the choice filling period is over, the ACPUGMEC will process for allotment of seats and declare the
status of allotment on the website. The candidates can view their status of allotment by login through their
own User ID.
 The candidate has to pay the requisite amount of tuition fees of his allotted institute by cash/DD at any of
designated bank branches or through online payment within the time limit specified by the ACPUGMEC.
 The candidate has to submit the original documents (as per his category, as mentioned in Annexure II in
point 3) along with Allotment Letter of respective Round and Receipt of Payment of Tuition Fees at
appointed Help Center for confirmation of admission.
 The candidate, who fails to pay prescribed fees and submit original documents, his admission will not be
granted under any circumstances.
Explain the rule of closure in detail.
 You are allotted one UG seat in the previous round as per your choice and merit number of ACPUGMEC. In
the next round you will be granted admission on choices of college and branches, which are allotted to merit
number higher than the merit number of candidates filled choices numerically above to number on which
you have got admission in previous round. You will not be provided admission to numerically lower choices.
E.g. A student's merit number is 120 and he fills his choice for the first round as follows:
(1) B.J. Medical College, Ahmedabad
(2) Smt. N. H. L. Municipal Medical College, Ahmedabad
(3) GMERS Medical College, Sola, Ahmedabad
(4) GMERS Medical College, Gandhinagar
(5) Government Medical College, Vadodara.
 The student was given the admission on the second-choice number in the first round i.e. at N. H. L.
Municipal Medical College, Ahmedabad. But in the second round he wants to get admission at Government
Medical College, Vadodara. But the merit number of the student who got the last admission at Government
Medical College, Vadodara in the first round was 140. This means that the student could get admission in
Government Medical College, Vadodara according to his merit number in the first round. Now in the second
round or the next round, the student can take Admission in B. J. Medical College, Ahmedabad but student
will not get admission as per the closure rule, Government Medical College, Vadodara.
2.3) Seat Distribution in UG Medical Course
1. Available Seats for Admissions

a. Government and Grant-in-aid Medical, Dental, Ayurveda and Homeopathy Colleges
i. Government Seats (GQ) = 85% seats of total sanctioned seats after deduction of 15% seats for All
India Quota
b. Self- Financed Medical and Dental Colleges
i. Government Seats (GQ): 75% seats of total sanctioned seats
ii. Management Seats (MQ): 10% seats of total sanctioned seats
iii. NRI Seats (NQ): 15% seats of total sanctioned seats
c. Self- Financed Ayurveda and Homeopathy
i. Government Seats (GQ): 60% seats of total sanctioned seats
Note: 25 % seats (including 10 % Management seats and 15 % NRI Seats) of self-financed
ayurvedic and homeopathy colleges will be filled by Consortium (Group of Institutions may be one
or more than one).
2. Seat Distribution as per Reserved Category

 Constitutional Reservation (as per rules & regulation formed by Govt. of Gujarat, time to time) is
applied to Government Seats (GQ) in all Institutes
 Mention the percentage of reserved and non-reserved seats.
o Scheduled Caste - 7%
o Scheduled Tribe - 15%
o Social and Educational Backward Class - 27%
o Economically Weaker Classes (EWS) - 10%
o All other seats are available to the general category.
 Other reserved seats besides seats mentioned above
o In addition to reserved seats in accordance with the general rules prescribed by the
Government of Gujarat, 5% of seats (in that category) are reserved for Persons with
Disability (PwD) candidates only in Government Institutions.
2.4) Information about Management / NRI and Local Quota
Management / NRI (Non-Resident Indian) quota:
 For admission to the Management / NRI (Non-Resident Indian) quota, it is necessary to fill up the
application form and should be in the merit list published by the admission committee.
 Management quota seats including NRI seats in MBBS and BDS course are filled based on merit cum
choice only.
 Management quota seats including NRI seats in BAMS and BHMS courses shall be filled by the
Consortium for each course. The Consortium shall, by an advertisement in two English and two Gujarati
leading newspapers widely circulated in the State, invite an application from the eligible candidates for the
admissions to the BAMS and BHMS Courses on the management seats. The advertisement shall contain the
date of issue of application forms, centers from where the application forms may be obtained and to where
submitted, last date for submission of application forms, details of fees to be paid and eligibility criteria and
numbers of seats available for admission on the management seats and such other information as may be
necessary in this behalf. The Consortium shall also make necessary arrangements to issue and receive the
application forms for admission to the Management seats at the office of the Admission Committee at the
GMERS Medical College, Gandhinagar. All the management seats shall be filled in by the Consortium by a
Single Window System on the basis of merit list prepared on the basis of All India Overall rank of the
candidates and whose names appear in the merit list prepared by the Admission Committee. Provided further
that no candidate shall be admitted against the management seats unless his name appears in the merit list
prepared by the Admission Committee. Provided also that where any NRI seat remains vacant, such seat
shall be converted into management seats and filled in from the merit list of management seats.”

Local Quota:
 Candidates who want to apply in Local Quota Seats of Smt. NHL Municipal Medical College,
Ahmedabad (67 Seat) or Surat Municipal Institute of Medical Education & Research (SMIMER),
Surat (70 Seat), Candidate in addition to online registration must obtain certificate that he/she is local
student of Ahmedabad/Surat city from Dean of respective institute, for this candidate has to contact
respective college.
 The candidate seeking admission on local quota seats of NHLMMC-Ahmedabad or SMIMER-Surat shall be
considered first for the admission to the available local quota seats of NHLMMC-Ahmedabad or SMIMER-
Surat as the case may be and thereafter, they shall be considered for admission on the seats of other than
local quota of the same institute.

3.4) National Medical Commission (Foreign Medical Graduate Licentiate) Regulations
According to National Medical Commission, THE GAZETTE OF INDIA : EXTRAORDINARY [ Part

III – SEC.4] (18th November, 2021),
In Point Number 4. Grant of permanent registration to Foreign Medical Graduate – No foreign medical
graduate shall be granted permanent registration, unless he has–
(a) (i) undergone a course leading to foreign medical degree with minimum duration of fifty-four months;
(ii) Undergone an internship for a minimum duration of twelve months in the same foreign medical
institution;
(iii) Received a foreign medical degree with medium of instructions in English; and
(iv) studied the mandatory subjects specified in the Schedule-I;
(b) registered with the respective professional regulatory body or otherwise, competent to grant license to
practice medicine in their respective jurisdiction of the country in which the medical degree is awarded and
at par with the license to practice medicine given to citizen of that country;
(c) undergone supervised internship in India for a minimum term of twelve months, after applying for the same
to the Commission; and
(d) has cleared the National Exit Test or such other mandated test or tests conducted by the Commission.
In SCHEDULE-I Point Number 2. Eligibility for primary medical qualification in a country outside India:
1. Duration of course and training in subjects leading to primary medical qualification:

a. Any person who pursue the foreign medical degree should have undergone a course of theory, practical
and clinical training equivalent to Bachelor of Medicine and Bachelor of Surgery (MBBS) of India; and
b. Should have been completed internship of twelve months in addition to such course referred to in clause
(a), in the same foreign institution where the primary medical qualification has been obtained, along with
hands-on training in clinical subjects including but not limited to Community Medicine, General
Medicine, Psychiatry, Paediatrics, General Surgery, Anaesthesia, Obstetrics and Gynaecology,
Orthopaedics, Otorhinolaryngology, Ophthalmology, Dermatology, Emergency or Casualty services, lab
services and their sub-specialties.
2. Content of course or Training leading to primary medical qualification:
a. The course and internship or clinical clerkship shall commensurate with the MBBS course of India in
accordance with the Regulations on Graduate Medical Education, 1997and subsequent amendments
thereto, and shall include the subjects mentioned therein as are duly recognised by the Commission under
sub- section (2) of section 61 of the Act;
b. The course curriculum shall be made available for review by appropriate authorities, and if necessary, in
the website of the institution or university where the course is being pursued at the time of joining the
course.
3. Location of medical college or institution and administration of the course or training:
The entire course, training and internship or clerkship shall be done outside India in the same foreign
medical institution throughout the course of study and no part of medical training and internship shall be
done in India or in any country other than country from where the primary medical qualification is
obtained.
4. Duration of course:
Duration of course: The total duration of the foreign medical graduation course shall be completed within
ten years from the date of joining the course.

4.1)
 Beneficiaries Under MYSY Scholarship

The students who can avail the benefit under the scheme are given below
o Students who get admission in the first year of the undergraduate course by getting 80 or more percentile
in standard 12th (general or science stream) examination of recognized board in Gujarat will get benefit.
o The students who have scored 65% marks in diploma and wants to take admission in the bachelor course.
o The family annual income should not exceed more than 6 lakh.
o The children of Shahid Jawan can avail themselves of the benefit under this scheme.
o Students seeking admission in the first year of UG course should apply online at https://mysy.guj.nic.in/
 There are three types of scholarships that are offered under the MYSY Scholarship which are as follows:-
1. Tuition fee grant 2. Hostel grant 3. Book / instruments grant
Tuition Fee Grants

Professional Graduation Courses such as BAMS, BHMS, Pharmacy etc. 50,000/-

In the case of medical students, the assistance towards tuition fees will Rs 2 lakh per annum per

the candidate can avail an additional assistance of Rs 4 lakh under the Kanya Kelavani Yojana.

4.2) Freeship card to Scheduled Caste students in Post Matric Scholarship.
 All eligible SC students shall be entitled to take admission in the institutions without pre payment of tuition
fees and hostel fees as per the Scheme Guidelines. To enable this, a FREESHIP CARD will be issued by the
State Government to the eligible students, as per procedure detailed below. This Freeship card shall make the
student eligible to study in the institution without pre - payment of the fees, and on the condition that as and
when amount is released to the student's account, the institution would be intimated to collect the same from
the student.
 The student shall, well before the expected date of admission, register for issuance of a Freeship Card on the
respective scholarship portal giving the details like the Aadhaar number, the name of the course in which he
/ she wants to take admission (e.g. MBBS, B.Sc., Class XI etc.) and an undertaking that the institution's
charges would be paid within 7 working days from the date of receipt of the scholarship amount in his / her
account. For the purpose of registration of Freeship Card, the portals shall remain open throughout the year.
4.3) Gujarat Bin-Anamat Loan Scheme (GUEEDC)

EDUCATIONAL & ECONOMICAL DEVELOPMENT CORPORATION.

relative's property. And the property valuation should be one and a half times to the Loan amount.
o In case of loan above Rs. 7.50 lakh: Mortgages in favour of one's own or any other relative's property.
And the property valuation should be one and a half times to the Loan amount.
 Repayment of Loan:
o In case of total loan up to Rs. 5.00 lakh, it will have to be paid in equal monthly instalments in 5 (five)
years after 1 year of completion of study.
o In case of loan above Rs. 5.00 lakh, it will have to be paid in equal monthly installments in 6 (six) years
after 1 year of completion of study.
o The repayable loan money will have to be deposited at first interest.
o The borrower can repay the loan even before the fixed time limit.
4.4) Interest Subsidy Scheme on Education Loan (KCG)
 Objective: Interest Subsidy Scheme on Education Loan

 Eligibility Criteria:
o Passed 12th standard with 60 or more percentile.
o Family income must be up to 6.00 lakh
o Education loan received from scheduled banks on or after date 04/07/17 to pursue higher Education.
o Not Availed Benefit of any other Government Scheme. Objective: Interest Subsidy Scheme on Education

 Amount of Subsidy:
o Subsidy is available on education Loan up to Rs.10lakh.
o Interest subsidy will be deposited in applicant’s loan account at the end of 31st March of every year.
