AN ORDINANCE PROVIDING — MONETARY INCENTIVE TO ALL PUBLIC
ELEMENTARY AND HIGH SCHOOL TEACHERS TO BE GRANTED DURING THE
CELEBRATION OF TEACHERS’ DAY EVERY OCTOBER 5 OF EACH YEAR,
SUBJECT TO FULL COMPLIANCE WITH ALL APPLICABLE LAWS, RULES AND
REGULATIONS
WHEREAS, Republic Act 7160 also known as Local Government Code of 1991 LGC
£1991") empowers the Sangguniang Panlalawigan to pass resolutions and enact ordinances to
‘{Wyhen the finances of the provincial government allow, provide for additional allowances and
other benefits to judges, prosecutors, public elementary and high school teachers, and other
national governuent officials starioned or assigned! to the provinee [Section 468(a)(I Yi)
WHEREAS, Republic Act No. 10743 was approved on January 29, 2016, declaring the
5" day of October of every year as the National Teachers’ Day;
WHEREAS, the significant role of dedicated, devoted and committed teachers in the
Province of Oriental Mindoro to whom the education of its 7 citizens depends is worthy of
recognition and appreciation: /

WHEREAS, in view of the above, provision of incentive to public elementary and
secondary teachers for their noble endeavors and sacrifices is appropriat
NOW THEREFORE, BE IT ORDAINED, AS IT 1S HEREBY ORDAINED BY TILE
SANGGUNIANG PANLALAWIGAN OF ORIENTAL MINDORO, that
Section 1. Title: This ordinance shall be entitled “An ordinance providing monetary incentive to
all public elementary and high school teachers to be granted during the celebration of the Teachers’
Day every October 5 of each year, subject to full compliance with all applicable laws, rules and
regulations”
Section I is the policy of the Provincial Government of Oriental
Mindoro (PGOM) to recognize the signilicant role of teachers in nation building particularly in
molding the province’s youth as productive and upright citizens,
Section 3. Grant o
icentive:
3.1. All qualified public elementary and high school teachers in the Province of Oriental
Mindoro are hereby granted the following monetary ‘es and service recognition awards:
3.1.1, One Thousand! Pesos (P1,000.00) shall be granted annually to all public elementary
and high school teachers who have been in the service as permanent for at least one (1)
3.1.2, Five Thousand Pesos (P5,000.00) and plaque of recognition shall be granted to all
public elementary and high school teachers who have rendered 25 years of service on the
celebration of the Teachers’ Day every h year; and
3.1.3. Ten Thousand Pesos (P10,000.00) and plaque of recognition shall be granted to
public clementary and high school teachers who reached the age of 65 and have been in
the service for at least fifleen (15) years,
3.2. The grant of incentive herein provided is limited only to public elementary and high schoo!
teachers under the Department of Education (DepEd)-Schools Divisions of Calapan and
Oriental Mindoro. ‘Teachers as defined under Republic Act 4670 otherwise known as the
‘Magna Carta for Public School Teachers” shall mean all persons engaged in classroom
teaching, in all public elementary and high schools, on full-time basis, including guidance
counselors, school librarians, industrial arts or vocational instructors, and all other persons
performing supervisory and/or administrative functions in such schools; but shall not include
school nurses, school physicians, school dentists, and other school employees.
3.3. Incentives as provided under subsections 3.1.2 and 3.1.3 above shall be granted to and
received by the qualified beneficiaries only once. Public elementary and high school teachers
who have retired from service before October 5 are still qualified and shall be granted with
incentives provided under subsections 3.1.2 and 3.13.
3.4. The monetary incentives and/or the plague of recognition shall be granted to qualified
beneficiaries on October 5 every year, coinciding with the celebration of Teachers’ Day.
Section 4, Funding. For the effective implementation of this Ordinance, PGOM shall appropriate
the amount necessary for the effective implementation of this Ordinance.
Section 5. Administrative Provisions. The Governor's Office, in coordination with the
Department of Education Schools Divisions of Calapan and Oriental Mindoro, shall be in-charged
in the implementation of this Ordinance.
Seetion 6. Effectivity Clause. This Ordinance shall take 7 ipon approval
