SPEAKERS PROFILES

Ms. Amy Ang


Deputy Head (Legal)
Consumer Association of Singapore

Ms. Amy Ang is the Deputy Head of the Legal Department of the Consumers Association of Singapore. She was
called in 1993 and 1995 to the English and Singapore Bar respectively. She has been a legal academic and practising
lawyer before joining CASE.

Lemon Law - Defective Cars


Ms. Ang will share about Lemon Law, the latest amendment to the Consumer Protection (Fair Trading) Act. It is a key
legislation in place to protect consumers’ rights and interests when buying goods which are defective, e.g. defective
cars. She will explain how the legislation applies to disputes between consumers and businesses. Ms. Ang will then
provide case studies on consumers involved in disputes with motor dealers. This will help participants understand the
circumstances under which the Lemon Law is applicable. Finally, she will touch on the CaseTrust-SVTA accreditation
scheme and the Motor Industry Disputes Resolution Centre (MIDReC).

Mr. Bernard Tay

SRSC & AA Singapore

Mr. Bernard Tay has been the President of the Automobile Association of Singapore (AA Singapore) since 2006. He
was appointed by Deputy Prime Minister and Minister for Home Affairs, Mr Wong Kan Seng as Chairman of the
Singapore Road Safety Council (SRSC) in February 2010. In May 2010, he was appointed as a member of the
Ministry of Home Affairs’ Community Involvement Steering Committee. These appointments further accentuate the
role that Mr Tay has been playing in road safety improvement.

In April 2009, Mr. Tay was elected President of FIA Region II (Asia and the Pacific). He has also been re-elected as a
member of the FIA’s World Council for Automobile Mobility and Tourism, a post he has held since 2006. His regional
involvement is a boost to his work on road safety, as the local motoring community could benefit from the extensive
global research and resources on this topic.

Mr. Bernard Tay has over 30 years of experience in accounting and management consulting. In recognition of his
outstanding service and selfless contributions towards the public and the community, Mr. Tay had been conferred
various public service awards including the prestigious Pingat Bakti Masyarakat (Public Service Medal) conferred by
the President of the Republic of Singapore.

Heavy Vehicles
Mr. Tay will talk about the impact of heavy vehicles on road safety in Singapore. He will touch on how the increased
presence of heavy vehicles has resulted in more accidents, often with fatalities. Mr. Tay will then speak to the
audience about what measures are being taken by the transport industry and authorities to enhance road safety in
areas that see large numbers of heavy vehicles.

MAJ Andy Choo Liew Kuan

MAJ Andy Choo is the Team Leader of the Fire Investigation Team (FIT) of the SCDF Fire Investigation Unit (FIU). He
is a Certified Fire and Explosion Investigator (CFEI – National Association of Fire Investigator). He graduated from
Nanyang Technological University with a Bachelor of Engineering (Mechanical) Degree and joined SCDF after
spending a few years with the construction industry as a Mechanical & Electrical consultant. His operational stint at
Ang Mo Kio Fire Station, Seng Kang Fire Station; as the Commander of Woodlands Fire Station and as FIT Leader
saw him accumulating approximately 6 years of experience in incident management of countless rescue and fire
operations as well as about 8 years of experience in conducting post-fire investigations. He is trained in advanced
origin and cause investigations by the US Bureau of Alcohol Tobacco and Firearms (ATF) at the Federal Law
enforcement Training Centre (FLETC) of Glynco, USA. His last appointment prior to taking up the post in FIU was that
of a Subject Matter Expert in Red Teaming matters in the Homefront Security Division of Ministry of Home Affairs.

Vehicles Fire Statistics of Singapore


MAJ Andy Choo will be presenting the statistics of vehicle fires in Singapore. The statistics over the last 2 years will be
shared with the audience. Following that, a few case studies involving vehicle fires will also be presented.

Mr. Sam Tan


GIA Motor Convenor
General Insurance Association of Singapore

Mr. Sam Tan is currently the Vice President of Claims Department, AIG Asia Pacific Insurance Pte. Ltd. Prior to joining
AIG, he was a Claims Manager under the General Insurance profile in NTUC Income Cooperative Insurance Limited
from 1993 - 2001. During his earlier years, he also worked as a Police Officer - Assistant Superintendent of Police
from 1988 - 1991.

Mr. Tan holds a Degree in Business Administration from National University of Singapore (NUS) as well as a Fellow
with Life Management Institute (Life Office Management Association - USA) with Distinction. His other professionals
involvement are a member of the GIA in Motor Committee since 2003 – recently appointed as the Motor Convenor, a
member in the GIA Special Risk Pool committee (since 2005) and also as a council member in the Motor Insurance
Bureau (MIB) since 2009.

Motor Insurance Matters


Mr. Tan will touch on current issues concerning motor insurance and the motorist. This includes: accidents involving
foreign vehicles on Singapore roads, consequences of non-reporting of motor accidents, senior citizens insurance as
well as the proposed private vehicle hire scheme.

Mr. Derek Teo


Executive Director
General Insurance Association of Singapore

Mr. Derek Teo was elected President of General Insurance Association of Singapore in 2005. He has been actively
involved in the General Insurance Association’s activities since 1986. Mr. Teo had served on the Fire & Marine
Committee, and Professional Standards Committee, and was Chairman of the Agents Registration Board from 2001 to
2004. He was also a panel member on the Committee for the Enhancement of Standards for General Insurance
(CESGI) and Premium Payment Framework Committee.

In addition, Mr. Teo was elected to key positions in the Singapore Insurance Institute (SII). He was elected Vice-
President in 2002, and served as President in 2003 and 2004.

A veteran in the general insurance industry for more than 38 years, Mr. Teo has held senior management positions in
international insurance companies where his leadership has transformed business models, and brought consistent
profitable growth in consumer lines business.

Mr. Teo was appointed full time Executive Director from 1 July 2013. He is an Associate of the Chartered Insurance
Institute, United Kingdom.
