Article (1/3) Facades and Local Arabic, Islamic and Heritage Cultural
Identity:
1. Arabic and Islamic identity as well as the local urban features, color
harmony and compatibility with the surrounding environment upon
preparing designs and treating the urban facades of different buildings
particularly, building constructed on heritage areas, should be all taken
into considerations.

Two car parking for each apartment with an area exceeding (148)
m2.
One car parking for each studio.
2. Offices:
One car parking for each (90) m2 of the office
3. Commercial Use:
One car parking for each (90) m2 of the total area assigned for the
commercial use (stores, showrooms... etc.)
One car parking for each (70) m2 of the total area used in the malls
or when applicable an electrical escalator.
4. Hotels:
One car parking for each (5) hotel rooms.
One car parking for each (46) m2 of restaurant areas.
One car parking for each (18) m2 halls and lobbies area.
One car parking for each two hotel suits.
One car parking for each (46) m2 of hotel offices and showrooms.
One car parking for each hotel apartment.
One car parking for each hotel room, if the room included a
kitchen or kitchenette.
One car parking at least for disabled or 1/80 of total parking areas.
5. Schools and Educational Institutions:
One car parking for each classroom.
One car parking for each (46) m2 of the administrational areas.
One car parking for each (3) classrooms.
Excluding already constructed old schools with common exterior
parking areas, in case of performing amendments on such schools,
then the abovementioned car parking conditions shall be applied, after
carrying out proper studies and the approval of public services
administration at the Planning & Survey Department in the Emirate.

12. Clinics:
One car parking for each (70) m2 the total floor area.
13. Express Post Companies:
One car parking for each (70) m2
14. New and Used Cars Selling Offices and Squares:
One car parking for each (46) m2 of the total floor area of the main
building, or the area designed for exhibiting cars, the common
plots or parking are not permitted for such purpose.
15. Collecting, Manufacturing and Canning Facilities or Similar Industrial
Institutions:
One car parking for each (46) m2 of the office areas, besides
loading and discharging places.
16. Billiards, Game Machines, Small Entertainment and Recreation Areas
(without Seats or Benches) and Sports Training Halls:
One car parking for each (46) m2
17. Hospitals:
One car parking for each bed assigned for patients, however, in
case of exterior clinics subjoined to the hospital, then a number of
car parking shall be added as per stated in the above-mentioned
clinics clause.
18. Libraries, Museums and Public Exhibitions:
One car parking for each (46) m2 of the total land area, or one car
parking for each (4) seats, whichever is bigger.
19. Cinemas and Public Occasion Halls:
One car parking for each (18) m2
20. Mosques:
One car parking for each (13) prayers (for quarter mosques)
according to the maximum capacity of prayers, and one car parking
for each (5) prayers for Jum'ma mosques and assigning two
covered car parking for the Imam.
21. Gardens and Parks around the Emirate:
One car parking for each (90) m2 of the total area of garden of
park.

o. The plots located in the central business area (old Sharjah) according to
the usage classification map shall be exempted from providing car parking
conditions, excluding the following cases:
1. In case the floors exceeded the allowed number in the area
scheme, then car parking shall be provided for the extra floors
as per the car parking conditions located in other areas.
2. If the plot is located on two streets, one of them is the
subsidiary one and the other one is a main street, then entrances
and exits of cars shall be made on the subsidiary road only, or as
determined by the Public Services Department of the Planning
& Survey Directorate in the Emirate.

t. The minimum limit of net car parking height shall be 2.5m., and
maximum limit of height shall be 3m. Unless the parks constitute an
integral part of a storey in which another activity is being practiced, then
the storey height shall be unified according to the maximum height
permitted for that story.
v. Car parking must be provided for disabled people at the rate of 1.3% of
total parking lots. Provided that the fraction of park shall be considered as
a complete parking lot with maximum limit of 10 parking lots, along with
setting all guiding signs for this purpose. Also, direct tracks must be
provided without any obstacles from parking lots up to the lifts or the
main entrances of the buildings and installations. The dimensions of these
parks shall be according to the international applicable standard criterions.
Revision and coordination should be made with the Public Services
Department of the Planning & Survey Directorate according to the
project nature.

Concerning the villas of small area built on the ground floor only,
the setbacks between the villa and neighbors shall be equivalent to
10% of the plot length facing the street. Also, the setbacks between
the one storey villas that have small area must not be less than 4m.,
unless the competent authority considers otherwise. The matter
shall be dealt with according to the Urban planning Statement.

A building roof room maybe added over the last floor for all
buildings with the exception of residential villas, industrial
installation buildings and labor housing.
The roof floor shall be allocated for building rooms for the lifts
machines, water tanks, pumps, electricity, telephone, in addition to
some of the beautification shades and swimming pools. Moreover,
establishing sport training gyms and their relevant services for
servicing the building dwellers may also be authorized if the plot
area exceeded 230m2.
In all cases, the installations area must not exceed 10% of the total
area of repeated floors with maximum limit of 100m2, provided
that their setback must not be less than 1.5m from the building
boundaries. Swimming pool is exempted from the setback
condition and is not included into the percentage calculation of
installations area.
A swimming pool maybe built on the roof with its relevant bowers,
which shall not be included into the percentage 10% specified in
the previous paragraph of this Article.
It should be observed that the swimming pool height must not
exceed 2.5m from the roof level, and the height of the sport
training halls must not exceed 3.6m. as well.
Lifts maybe used for servicing the roof room.

maybe increased if the nature of usage calls for such increase as the
concerned department may decide in this regard.
The construction rate, building heights and offices areas relevant
to the big factories and usages that has peculiar characteristic, shall
be determined according to the nature of usage and planning
conditions at the moment of appropriating the plot.
The height of windows sills of ground floor overlooking the
streets and path ways must not be less than 1.8m. in the event of
making the construction on the plot boundaries immediately.
No commercial activities and trade shows maybe practiced in the
industrial installations unless such activities are being included in
the Urban Planning Statement issued by the Planning & Survey
Directorate in the Emirate.
With the exception of plots that are subject to special system,
fence walls must be erected at a height no less than 1.8m. and not
exceeding 2.5m. on the industrial plot boundaries from all sides.
Fence walls must be coated in a manner not deforming the general
view, and that the width of the main entrance must not be less than
4.25m.
The internal setback between buildings must not be less than 3m.
If the industrial firm is located on a main street, the part facing the
main street maybe used for commercial activities with a depth of
15m. according to the Urban planning Statement. The statement
shall determine the number of the commercial building floors
according to the usages of plot.

The height of the shop and annexes must not exceed 4.5m.
Two rooms maybe made maximum for labor housing in all petrol
stations located within the city boundaries, and three rooms for
petrol stations located beyond the city boundaries.
The access entry and exit roads from/to the station must be
observed in order to be compatible with the road traffic movement
facing the station while setting the design.

openings must not be more than (13cm). For wide staircases located at
the buildings entrances, an additional handrail must be installed at
every 2.50m. from the staircase width.
7. For emergency staircases, the staircase must be separated by a
fireproof wall and a smoke resistant door for at least one hour,
provided that the door must be of the type that closes automatically
according to the safety and fire prevention conditions. The fire
emergency exits in all buildings must be provided with apparent marks
indicating their locations. Moreover, all safety conditions and
specification and protection from fire that are approved by the Civil
Defense Department in the Emirate must be complied with while
setting the design of all types of staircases, along with determining the
number of emergency exits.

6. It should be assured that the lifts are equipped with electric closing
system, and alarm system when exceeding the maximum loading
weight, in addition to the emergency landing system. Sufficient

systems as prescribed in the vocational environment and safety
legislations valid in the Emirate.
7. Guiding and warning signboards must be placed inside the lifts for
banning smoking, determining the number of persons, and total
allowable weight, in addition to placing warning signboards beside
every door showing that lifts must not be used in the case of fire.
8. The owner must obtain the lifts annual validity certificate issued by a
company approved by the concerned department.

Hotel Installations
9. Skylights that are closed from all four sides must comply with the
following conditions:
a. The minimum area shall be from 6-8m2 if the building
importance prompts so, provided that their minimum width
should be 2m.
b. The section should be the same for the entire height.
c. Skylights should be free from any projection with the exception
of water pipes used, ventilation pipes and electric piping.
d. Skylight should be kept open from its upper part toward the open
air.
10. The width of skylights, designed for the ventilation of bathroom and
toilets only excluding staircases, should not be less than 75cm if they
are opened from any of their sides outward. If the skylight was closed
from all four sides and designed for the ventilation of two water
closets and two bathrooms, or one water closet and one bathroom in
each story, then its section shall be 1.5m. provided that its width
should not be less than 0.75m.
11. Every hotel institution, whatever class, must place an external
signboard that can be seen by the public that should include the name
of the hotel institution in both Arabic and English.
12. These institutions should have a spacious garden and balconies
compatible with the institution importance.
6. When the room is lit and ventilated through a balcony, the room
depth shall be measured from the balcony façade or its roofed surface.
7. It is preferable that the room furniture should light-weight and easy to
move type and raised off the floor for facilitating cleaning operation.

15. Health certificates must be obtained for all hotel staff for evidencing
that they are free from any epidemic diseases.

9. Separate water closets should be provided for men and women at the
ground floor to be compatible with the number of rooms at the rate of
one bathroom for every 40 rooms and water closet for every 30
rooms.
10. A lobby should be provided to the ground floor which area shall be at
the rate of 1.5m (For every room).
11. It is not allowed to establish festival halls in order to avoid annoying
the neighboring inhabitants.
12. The external shape of the building must be changed in order to be
extinguished from the neighboring buildings and to give the
impression that it is used as a hotel.
13. The kitchen area must be compatible with the number of room and
the area shall be at the rate of 8m2 for every room, along with
providing the hygienic conditions.
14. The services and activities that should be available in hotels shall be
complied with.
Apart from the foregoing, the other technical and hygienic conditions that
must be available in hotels must be provided like the lighting, ventilation,
rooms’ areas, cleanliness, services, etc.

Section Five
Educational Buildings
Arabic Private School : Means the private school that applies the curriculum and
plan of the Ministry of Education & Youth in the state of
the United Arab Emirates.
Foreign Private School: Means the private school that applies a foreign curriculum
approved by the Ministry.
Community School : Means the private school that applies a foreign curriculum,
which originally constitutes an institution for the service of
non-Arabic community.
Training Colleges & Centers: Means the private institutions that exercise
educational and training activities, which take the
form of training and educational courses, where the
period of each course does not exceed six months,
which does not stipulate specific age for accepting
applicants. The college is licensed to exercise only one
activity. Whereas the centers maybe licensed to
practice several activities, and it shall not be
considered as an institute or a training center in
applying the provisions of these Regulations, non of
the following : a training college or center: enterprises
and centers of selling, buying and maintaining

3. Providing halls for multi-purpose activities, the area of each hall shall
not be less than (40m2) and to be compatible with the number of
students.
4. A clinic consisting of two connected rooms but separated by a
partition, and the area of each room must not be less than (6m2).
5. W.Cs. to be compatible with the number of students and the stage, so
that the single W.C. shall serve more than 30 students. Regarding that
the units allocated for boys must be separated from those allocated for
girls, and to be provided with the necessary water connections.
6. Labs for science and computer compatible with the educational stages.
The area of each lab must not be less than (40m2), provided that a
depot for keeping chemical materials to be annexed to the lab.
7. A school library which area must not be less than (50m2).
8. A mosque or prayer place which area must not be less than (30m2).
9. A cafeteria, depot and room for keeping exam papers.
10. Ready-made wood room (Caravans) and ceiling made of asbestos
material may not be used.
11. A separate building or section shall be allocated for each educational
stage. A separate building with its facilities shall be allocated for each
sex starting from 5th grade. Several sections may share the use of the
educational facility like (Labs and activities halls), provided the
accessible outlets shall not lead to mixing between the different
sections or both sexes.
12. The building must be surrounded with a suitable external fence wall
from all sides.
13. Providing all safety systems and equipment.
14. Providing the healthy ventilation and lighting and safety of the
electrical and sanitary installations.
15. The school building should include spaces and playfield which area
must not be less than two folds of the total classrooms area, provided
that 30% of its must be shaded, and the floors must be identical to the
safety and security conditions.
16. Providing a guardroom to be annexed to the school building.
17. Providing suitable parks for cars and buses.

western and south-western. If it is necessary to make big openings in
these facades, then external shading shall be used whether by using the
vertical sun breakers or by using trees or Protrusions.
6. It should be observed to use the reversed section in the sequence of
isolating the external ceiling of the building. It is permitted to have such
layers installed according to the ordinary order in the case of adding the
same to the already existing buildings.
7. It is preferable to use the botanic components (Trees, bushes and ever-
green climbing plants) in the western facades, and (Dangling plants) and
(Horizontal sun breakers) in the southern facades, in addition to the
(vertical sun breakers) in the western facades for ensuring the appropriate
shading to the building.
8. The ideal direction of the building must be studied as much as possible,
particularly, the direction of windows. Regarding that the ideal direction
in the Emirate in general is (Northward/Southward). It is preferable to
avoid the western openings as much as possible.
9. It is preferable that the building entrance to be secondary one for
mitigating the thermal loss and realizing convenience, especially in public
buildings.
10. Working on taking all necessary precautions for avoiding the leakage of
external air into the building from cracks, doors and windows by placing
insulating tape in leakage areas.
11. The external coats of the building must in general be of light color, and
the external walls and surfaces must be smooth for realizing the thermal
reflection property of these walls. In spaces in which dark colors are used,
an equivalent thermal outcome must be complied with for its counterpart
in the case of light colors.
12. It should be observed that the connection points used for the installation
of thermal insulating materials on walls must of rustproof material.
13. It is preferable to use (Programmed control) in official buildings, schools,
hospitals and medical clinics, through which the internal temperature for
these buildings maybe raised at times when the building is evacuated from
people.

5. In the case of piling foundations, the length and diameter of pile should
be clarified, in addition to the method of reinforcing it and providing the
appropriate protection to it.
6. Piles shall be bound from the middle through the binding beams.
7. Detailed drawing for the staircase reinforcement.
8. Detailed drawing for sections, including the horizontal and vertical
projection for the lift walls and other concrete walls, along with
illustrating the reinforcement steel for wall, around the openings and
sides, in addition to the details relevant to sills.
9. Illustrating the number of floors according to which the foundations have
been designed. The number of designed floors must be the same
approved for the building in the building license.
9. Concerning the embedded beams and slabs which length exceeds 6m, the
actual denture must be calculated according to the British specifications
or any other specifications. Also, the denture impact shall be calculated on
the long run.
10. Concerning the foundations installed/piles bases/concrete mat, the loads
decentralization shall be taken into consideration in the design in respect
to the foundation center.
11. In the case of piling foundations, the lowest distance between piles
centers must be 2.5 of the pile diameter, or as stated in the soil report.
12. Concerning the piles or concrete mat, the horizontal force resulting from
the wind loads must be taken into account with the ordinary loads.
13. In the case of using the manual methods in calculating the flat slabs or
concrete mat bases, the distances of columns and method of distributing
them must follow the British or American specifications. Otherwise, they
should be analyzed through the infinite elements.
14. In the case of flat slabs which thickness is 15cm and 20cm, the walls loads
shall be considered as loads based on connections.

200mm.
3. The bearing walls of 150mm thickness or less may not be built with
hollow block.
4. Block of thickness less than 150mm may not be used for the single
bearing walls, but maybe used for the double walls along with using
bracing between them.
5. The said bearing force mentioned above, represents the average of
the pressure bearing forces for ten blocks being tested according to
the British Specifications 6073 – Part 2.
b. Cement Mortar.
The cement mortar used in the erection of walls must be equal in its force
at least to the proportion 1:1:6 (Portland cement, lime and fine sand)
according to the proportion of dry materials or according to the
proportions mentioned in the British specifications 5628 – Part 1-
1978/1985 for the mortar described in the third degree, after observing
the homogeneity of cement mortar with block and place of usage.
c. Walls Bracing:
The British Code No. 1243-1978 shall be used for the specifications of
metal bracings used in the double walls, unless such walls are subjected to
hard environment conditions. In this case, rust-proof steel shall be used
as stated in the British Code No. 5628, Part 3.
d. Supporting Walls:
The bearing walls must be firmly braced from both sides with a cross
shoring wall or concrete column provided such columns must be of
sufficient dimensions for shoring the bearing wall all along its height.
e. Cut in Walls:
The depth of vertical cut in walls must not exceed one-third of the wall
thickness. Also, the depth of the horizontal cut in walls must not exceed
one-sixth of walls thickness, along with observing that the cut does not
affect the balance of these walls.

a. Soil tests shall be carried on the spot by a lab specialized in soil tests to be
licensed in the Emirate of Sharjah, with the necessity of studying the
following technical points:
1. Type and properties of soil layers.
b. The locations of digging the soil for test must be determined on the site
map, along with determining the coordinates according to the
Municipality survey reference.
c. The recommendations of the concrete specifications and appropriate
cement for the site soil (According to the British Specifications 5328 –
Part 1 – 1997, and Syria newsletter No. 31, provided that the breaking
force of the reinforced concrete must not be less than 30N/mm2.
d. The foundations must be within the plot boundaries. The bases maybe
projected beyond the plot limits within 40cm from the road side only.
Regarding that the depth of the bases must not be less than the depth
specified in the soil report for protecting the basis from the soil drift and
changes in humidity resulting from the climate and temperature
conditions.
e. A system for draining underground water must be provided if necessary
for avoiding the leakage of humidity inside the building.
f. When making deep excavations for the basement floors or other
purposes, a protection system must be provided for protecting the
shoring of sides of excavation within the plot limits. The system of
shoring the sides of excavation may extend beyond the plot limits from
the street or path way side only after getting the Municipality's written
approval thereon. Moreover, it should be observed in the design that the
protrusion beyond the plot boundaries should not affect the adjacent
buildings and services.

g. The method of (Digging) may not be used for pegs fixing, or the use of
vibration for soil compaction. In the case of resorting to this method in

Sand Trap : Any tank made or installed on any drainage for trapping
sand, crushed stones and sedimentation materials.
Sanitary Ware : All fittings like sinks, bathrooms, latrines, urinals, kitchen
sinks, washing basin and shower.
Hydro Trap : Any hydro trap installed between the sanitary ware and
drainage pipes for preventing the entry of gases and odors into the building.
Sewerage Trap : An installed unit containing a hydro trap and strainer,
which accumulate sewage in order to be drained to sewerage.
Ground Hydro Trap : A ground installed unit containing a hydro trap and strainer
installed in bathroom and kitchens for assembling unclean water and sending it
to the collecting trap.
Grease Trap : A tank equipped with a strainer installed for disposing of
grease, fat and kitchen leftover materials in a mechanical or chemical method.
Oil Trap : A tank erected for disposing of the oils and grease resulting
from car washing and workshops.
Equation Tank : Any tank erected or provided with some materials and
methods for reducing and equating the rate of chemical and radiating materials
to the permissible limit in order to be drained to the sewage outlet.
Drainage Tank : A well that receives the treated sewage from the treatment
tank in order to drain it to underground.

Drainage Pipe : Any pipe installed whether vertically or horizontally for the
purpose of transferring all kind of dirty liquids that are free from solid materials.
Work Pipe : Any pipe installed whether vertically or horizontally for the
purpose of hauling solid drained materials.
Anti-Absorption Pipe : Any pipe connected to the sanitary ware outlets for
equating air pressure for preventing hydro traps absorption.
Ventilation Pipe : Any pipe installed vertically or horizontally for the purpose
of ventilating drainages and sanitary installations.

Article (2/83): General Provisions.
Without prejudice to the local conditions, laws and orders issued in respect
of sewerage systems, the execution of the following general conditions shall
be observed:
1. The Municipality shall own and be held responsible for the common
sewerage networks, irrigation, water drainage, installations, and manholes
connected to the common network, which constitutes an integral part of
it, and which runs the drainage for more than one building located outside
plots boundaries.
2. The owner of plot or building shall be responsible for the maintenance
and conservation of the sewerage connections property, in addition to
their connections, sanitary ware, manholes, treatment tank, drainage, and
any other sewerage installations for the building located within the plot
limits. Also, the owner shall be held responsible toward any damages
inflicted to others arising from the foregoing unless there is a special
contract stipulating that the tenant or investor shall be responsible in this
connection.
3. Apart from the two items (1 - 2) mentioned above, the Municipality shall
the owner and shall be held responsible for the secondary sewerage
pipelines and sewerage connected to the main common network being
installed across the plots. Consequently, the sewerage authorities shall
have the right to request the permission of the owner or tenant for having
access to the plot upon a preset appointment for the purposes of
maintenance, operation and inspection.
4. Should there be secondary sewage drainage systems; the authorities may
approve the connection of any building to the adjacent building
connection. (Passage right).
5. The sewerage authorities approval must be obtain when:
a) Implementing or supervising any sewerage or sanitary installations.
b) Using the underground passages relevant to the Sewerage Section.
c) Introducing any services contradicting with the sewerage pipelines.
d) Implementing any works of whatever type in the areas adjacent to the
sewerage services.
e) Laying the pipes of draining shallow water.
6. The connection of sewerage water to the storm water drainage network is
prohibited.
7. Pumping, draining or causing the entrance of salt water into the storm
water drainage network is prohibited.
8. Downloading of any petroleum products or any other products that may
cause fire or explosion, or be harmful to man or sewerage pipelines or
their accessories may not be made except after the preliminary treatment.
9. No person may drain or pump any leftover water resulting from industry
that include any chemical, physical, organic, or radiating materials, or their
properties affect the proper operation of purification methods to the
common main sewerage network except after being preliminary treated
on its own account.
10. It is prohibited to throw any dead animal, trash, fish, fruits, vegetables or
any other solid materials or things of whatever nature that may impede or
stand in the way in any manner or affect the capacity of sewerage
operation.
11. No body may assume the drainage operations in the sewerage pipes for
any water or liquid which temperature exceeds 143 centigrade without a
written permit issued by the sewerage authorities.
12. No body may cause or allow the vapor emanated from any steam
machines or vapor issued from steamers or boilers to be drained directly
to the common main sewerage or its subsidiary connections except after
reducing its temperature below 43 centigrade by using the cooling tanks.
13. It is prohibited to drain the water resulting from industrial or human use
into the sewerage network if the density of hydrogen ions was below five
or more than ten.
14. It is prohibited to drain water resulting from use into the sewerage
network if included hanging materials and the rate of oxygen required for
the biological interaction exceeded 800 mg/liter. But, in the case of the
availability of the approved preliminary treatment methods, then such
water maybe drained into the common main sewerage so long as such
methods are working properly.
15. Petroleum products, calcium carbide, or materials used in cleaning, fuel
oil, petrol or any other inflammable or explosive materials, or their
inflammation degree was below 85 centigrade, should not be drained into
the sewerage network.
16. Gases of bad odor or materials resulting from the purification of
generating acetylene should not be drained into the sewerage pipes.
Likewise, hydrogen sulfur, sulfur dioxide, nitrogen oxide, or any of the

engineer may accept a dry manhole with a double covered insulating bad
odors and gases.
11. Bathroom and kitchens built below the ground floor level may not be
connected with the slope sewerage network unless it is installed at a level
higher than the external street level, or by using a pushing pump.
12. The ground installation pipes must be wrapped with concrete of thickness
at least 150mm if the pipes depth was lesser than 120cm, or upon
installing them in corridors and path ways.
13. No more than three latrines maybe connected to one horizontal line
except with the consent of the competent authority, provided the pipe
diameter in this case must be 150mm along with providing them with
cleaning openings.
14. The ground sewage drainage lines must be provided with a ventilation
pipe of diameter no less than 100mm at the beginning of lines and
branches which length exceeds 6m, provided also their height must not be
less than 90cm from the building top roof.
15. T or Y connections or the like may not be used in the ground piping
without getting the competent authority's consent thereon.
16. It is preferable that the pipes to be made on straight line from any sanitary
equipment up to the hydro trap or the sanitary drainage trap, or manhole.
17. All sanitary equipment must be connected to a collecting hydro trap
before connecting them to manhole.
18. All big restaurants and kitchens must be connected to fat trap before
connecting them to manhole.
19. Water closets must be connected vertically to manhole.
20. All basement floors must be provided with the proper means and
equipment for water drainage and purification like (Sand sedimentation
room – pumps – grease traps, etc.).
21. In the event of draining big quantities of greases or oils to the sewerage
network from restaurants, kitchens or buildings in which the number of
kitchens is more than 50 kitchens and likewise, a trap for grease and oil
must be installed, which design must be approved by the concerned
department.
22. Drainage must be provided for (Trash room, pumps room, clothes drying
room, skylights and balconies).

9. The above table mentioned in the previous item maybe amended with the
consent of the competent authority.

11. Should there be a difference between the bottom of the main manhole
and the level of pipes connected to it, a concrete slope maybe made inside
the manhole, provided that the slope height must not be more than 60cm,
and must be vaulted in a manner not impeding the flow of organic
materials and liquids.
12. In the event of pipes which level is higher than the manhole bottom by
more than 60cm, a vertical connection maybe made outside or inside the
manhole (Back/Internal Drop), provided that it must be wrapped with
concrete if it has been building from outside.
13. A manhole must be built on every collecting hydro trap (GT) of size 30 x
30cm, to be covered with a cover of weight no less than 14kg and depth
not exceeding 30cm.
14. The manhole cover, which depth is lower than one meter, must have the
same dimensions of manhole, and that more than one cover maybe
installed.
15. All manholes must be built inside the plot boundaries. While setting the
manhole design and determining its location, the selection of location and
proper levels of the last manhole must be observed in respect to the easy
connection to the common main sewerage network and its realization to
the conditions of the concerned department.

4. Storm water may not be drained to the sewerage pipes or to the treatment
tanks, or to be drained to the neighboring location. But, must be driven
superficially toward the streets and path ways. Storm water maybe driven
directly to the common network for the drainage of storm water or to the
drainage tanks after coordinating with the concerned department in this
connection.
5. Air-conditioners and balcony water may not be driven toward the street
directly or to the storm water drainage pipelines, but must be driven

2. The sewerage piping shall be inspected and taken over after carrying the
technical inspections and tests, provided that they should be carried by
using any of the following methods:
a. Smoke test.
b. Hydro pressure test.
c. Air pressure test.
d. TV test.
e. Any other suitable means.
3. No body is allowed to cover or close the sanitary piping except after
being tested, examined and permitted by the competent authority.
4. Upon authorizing any takeover operation for the sewage drainage works,
a takeover certificate shall be issued by the competent authority.
5. No bracing or connection of any building to the branch drainage system
maybe made except after getting permission for connection issued by the
competent authority after paying the due fees.
6. All sanitary drainage piping and manholes of any residential or industrial
building must be placed within the plot boundaries.
7. The sanitary laying and installation drawings must be kept at site in order
to be submitted to the competent authority upon demand.
8. The takeover and inspection of sanitary works and piping shall be made
according to the attested drawings that are identical to the already
performed works.
9. The owner shall be held responsible toward any damage or disturbance
may result from the use of the sanitary drainage piping and fittings before
being inspected and taken over by the competent authority.
10. The sanitary drainage representative may cancel the works relevant to the
sanitary fittings and piping either totally or partly it has been revealed to it
that they are non-identical to the technical specifications and attested
drawings.
11. A copy of all references and drawings relevant to the sanitary fittings and
piping for any building shall be deposited with the Sewerage Section.
12. The buildings performance certificate shall not be approved except after
connecting the facility to the main common sewerage network or to the
treatment tank.

Article (3/5): Cables Holder from Main Telephone Room to the Repeated
Floors.
In Multi-storey buildings, cable holders shall be installed from the telephone
main room to the repeated floors provided complying with the following:
3 galvanized cable holders shall be installed vertically; the width of the
first tray shall be 0.3m and the 2nd and 3rd holders shall be 0.2m, to
be installed near the pipes entering the telephone main room and
passing across all floors through suitable openings located in the
repeated ceilings.
The holder edges must not be sharp in order not to cause scratch or
damage to the telephone network cables.
Holders shall be installed vertically and to be connected to the
telephone room from the ground floor up to the last storey of the
building. If it is difficult to do so, then the advice of specialized
persons of Etisalat must be solicited.
The location of the distribution point in every storey must be located
inside the telephone room at the point in which the ascending main
cables end. This calls for consulting Etisalat at the stage of setting the
design and execution. Regarding that the ascending cables to the
repeated floors must be identified (i.e. the number of storey must be
written on them).
If the building consisted of more than one tower, the requirements
mentioned above must be fulfilled for every tower. The network must
be connected internally in all towers from the main room through
installing separate cable holders or through suitable plastic pipes, or
through special raceways to be installed in the common corridors floor
extended between buildings. Provided that their diameters and size to
be determined by Etisalat at the stage of setting the design. The same
requirements must be available for mezzanine and penthouse.
A separating distance of no less than 0.3m shall be provided between
the telephone network cable holders and other services networks.

and the access in the case of such boards shall be from both sides. While in
the hinged distribution boards, the hinges maybe located at a vertical edge
provided that the panel width may not be more than 1.5 times of its length.
Also, the distribution boards maybe assembled together provided that this
operation shall not depend on dismantling the panel hinges for having access
to the other panel. As for the distribution panel room door, it must be
equipped with a lock and to be opened from the external side with the
possibility of opening it from inside the room without using a key. Also,
nothing shall impede opening the door in the space in which it is opened,
and must be of the fireproof type.
a. Main Switches:
The main switch and others shall be characterized with
distinguishing marks either through assembly or coloration method
for identifying them easily and quickly in emergency cases.
Should there be more than one main switch in the building, then it
shall be distinguished by using other marks like those parts of the
building controlled by every switch. The main switches not being
included in the main distribution panel shall be provided with
secondary distribution boards compatible with the internal cables.
In the case of linking the distribution panel of the low voltage to
the coil of low voltage transformer by a direct connection without
any breaker/ (electric breaker), the panel main switch must of the
pulling type. If this was not possible, then the main switch shall be

In the case of ordinary or sandy soil, the trench bottom located under the
cables track shall be covered with a layer of fine sand of 200mm thickness for
laying the cable over it, then to be covered with another similar layer after
laying the cable. Whereas the cables marking tape shall be placed over the top
layer all along the cables track. For cables laid underground, the cables must
lay on a homogenous horizontal surface only. In this case, it is not allowed to
make the laying on double surfaces, and the separating distance between any
two cables must not be less than 150mm horizontally. Moreover, laying must
not be made on depth below 600mm or more than 1000mm. While bending
the cable, the bending diameter must not be less than (10-15) from the cable
diameter.

While installing the reinforced cables above ground for the purpose of
operation a branch or final electric circuit, reinforcement wires maybe used
for cables as a ground conductor, provided fulfilling the following
requirements:
a. The cable end must be connected through the pressing ends sleeves that
brace the reinforcement wires.
b. The sleeves of the cables pressing ends shall be fixed firmly in their place
with an appropriate locking bolt, and to be complemented with the earth
connection end.
c. The cable pressing end shall be connected to the earth rod by an earth
connector. In installing the reinforced cables passing underground for the
purpose of operation a secondary or terminal electric circuit, the
reinforcement wires must be connected to underground by suitable
pressing ends sleeves as mentioned in paragraphs (a, b & c) above.

Regarding that the bracer should not be used a earth conductor along, but
additional earthing must be made by using any of the following methods:

for this purpose. Also, the conduit fixing brackets must be placed at
distances not exceeding 1.5m for the galvanized steel tubes or 1.2m for
reinforced polythene tubes, but this shall not be applicable to ductile
tubes. When installing conduits under the buildings structure surface or all
along the building inter, a connection shall be made to conduit for this
purpose, provided it must be of the same conduit material.
2. When installing a laying pipe of reinforced polythene on construction
structure surface or concealed into pipe or cavities between ceilings, and
extendable connection shall be made at every (8)m all along the conduit
or by making distant pulling boxes. The distant extension connection
from both ends of 20mm, and the pipe ends between them shall be
covered by the extending part that capable of being pulled out to two
folds of its natural length. The conduit end shall be fixed firmly from
inside the connection leaving a space of about 75mm to be overlapped
with the other conduit.
3. The number of cables of one phase pulled inside any conduit shall allow
the re-pulling of any cable inside it at a later time. Whereas the number of
these cables must not exceed the number stipulated in the latest edition of
the Institute of British Engineer's Regulations, or inside the conduit. By
the same token, the number of cables must not exceed what may make
the space covered with cables more than 40% of the conduit section area.
(4) Cables 4mm2 (P.V.C.) for the equivalent and charged lines.
(2) Cables 2.5mm2 (P.V.C.) for the ground line. All cables
mentioned above can be pulled inside one conduit of 20mm for
ensuring the connection of one electric circuit only.
4. The minimum curved radius of any conduit shall be 2.5 times of conduit
diameter.
5. The steel conduit may not be used for the ground conductor in any of the
installations. A separate ground conductor shall be provided for every
conduit and other secondary circuit. For circuits, the ground conductor
shall also be circular with the electric circuit.
6. The installation of conduit for every electric circuit must be completed
before starting pulling any cable inside the conduit. Also, pulling boxes or
checking fittings shall be provided for ensuring the easy pulling of cables

and their safety. The pulling boxes shall also be provided for changing any
cable without damaging it completely or dismantling the conduit.
7. The ductile galvanized steel conduits shall be used only in the final
connection of motors or other machines should there be vibrations or for
the purpose of easy access for moving the machine for cleaning and
maintenance. When using the galvanized steel conduits in any installations
inside the machinery room, or if they were exposed to the external
climatic conditions, then they must be covered with polythene (P.V.C.).
The Authority's approval should be obtained when using the non-metal
ductile conduits in any electrical installations. Moreover, the ductile
conduits must be firmly fixed on the main conduits or to the equipment
leading to them. Thus, that ductile part of connection shall be ready to
ensure the continuity of mechanical contact in the conduit without
making any twist in it. But, the ductile connection may not be used as a
part of the ground conductor. Rather, a separate ground conductors shall
be provided to fulfill the same hard installations requirements. Regarding
that the maximum limit of the ductile conduit length shall be 2.5m. When
installing a ductile conduit of a length below 1.5m over the floor or in a
place that makes its movement easy, shores must be provided at distances
not exceeding 300mm, with the exception of conduits which length is
more than 1.5m that are connected to mobile motors.
8. Copper washers shall be available in the conduits boxes that use different
connections, which include the switches, current plugs, etc. This holds
true to P.V.C. and galvanized conduits as well.
9. The reinforced (P.V.C.) conduits box shall be supplied, which is used for
the lighting buttons, current plugs or any additional use in the wall
installation, and to be provided with spirally toothed holes to fit the
toothed nails 3.5mm.

b. Buildings that are ready for installation by using wood, asbestos and
concrete slabs, etc. made from fiberglass or other insulating material being
approved for installing the external walls and ceiling.
Cable conduit shall be made in buildings of the type (A) by using
polythene cables passing into hard and galvanized tubes or reinforced
P.V.C. tubes, which must be concealed inside the building. Introducing
changes to the preliminary design maybe made after starting installations
in the same manner, and upon making the electric installation inside the
cavity after getting the Authority's written consent regarding the type of
connection and installation. Regarding that the cable conduit in buildings
of the type (B) shall be made in the same method applied for the type (A),
or by using covered polythene cables to be compatible with the British
Standard Specifications' Regulations No. (6004/1969) or their equivalent
specifications. Nevertheless, it should be observed what has been
prescribed under item No. (4-6-5).

b. Separate circuit for all pumps exceeding 0.37kw, including the three
phases, fitted with proper protection against the rise of current in
motor or the cable connecting between the protection device and
motor. The 3phase starter shall be equipped with a protection device
against the loss of either phase, so that the current could be
automatically and finally disconnected. This device shall be according
to the manual resetting system. The Authority must be consulted in
respect to the motors starters which rationalization is more than
.037kw. All motors being installed far from the control device or
isolation switch installed outside the building, it must be of the type
protected from climate change. A distance of 2m at least should be left
in the installation between the water pump and any adjacent water
tank.
9. All electric equipment units installed outside the building or exposed to
high humidity must be of the weatherproof type, or wrapped completely
inside a weatherproof container.

be placed for easy operation beside the lighting switches. Connection shall
be made via flexible outlet installed near the fan. Small housing fans can
be connected to lighting circuits.

voltage shall not exceed 500v. (Direct). While the insulation resistance tests
for all distribution boards shall be as follows:
1. Between one phase and another (Charged line, and another).
4. Between the neutral line and nearest earthing point. These tests
shall be carried while fuses being fixed and current switches turned
off, and all main and secondary switches must be turned off.
Provided that the result of the previous insulation resistance must
not be below (1) mega ohm for testing the installation parts. All
lamps shall be dismantled and electric appliances shall be
disconnected. Then, all controlling switches shall be turned off. If
it was difficult to isolate the electric appliances and lamps
practically, the controlling switches shall be kept on the open
position.

d. The power factor correction condenser must be of the dry type or soaked
in oil, and to be wrapped and firmly closed.
g. The load current decided for conductors used in the condenser circuit
must not be less than 1.5 times of the load decided for the condenser.
h. A sign shall be provided for every condenser and bearing its name, and
stating the rationalized voltage and frequency, (KVAR), number of
phases, used liquid details (If any), means of evacuation and factory name.

5. Tanks must be placed in clean locations away from any pollution source,
and shall be raised on bases of distance no less than (20cm) from floor
level. The tank shall be fixed in a manner that does not affect the roof
insulation layers and in a shaded place. Also, the tank should not appear
in a manner that deform or impede the movement on the roof.
6. While selecting the water tanks locations and pumps chamber, it should
be observed that they should be close from the main water line. But, they
must be as far as possible from the electricity services (Electricity and
transformers chamber). Moreover, tanks must be away from sewerage
lines, manholes, treatment tanks and absorbing excavations. In all cases, it
is not allowed to place the sewerage lines on or beside the water tanks if
tanks are located below the ground surface level.
7. The calculation of water tanks capacity shall be made according to the
building's actual requirements (Compatible with the consumption volume

for at least one day), and as the Water General Department may
determine in this connection.
Method of calculating the tank capacity required for the building shall be
as follows:

8. The ground tank must insulated by using materials resistant to the growth
of bacteria (Ceramic, paints, fiberglass, etc.), which should be easily
cleaned and harmless to public health.
9. If the water tank dedicated for firefighting was separated from the water
tank dedicated for human use, there must be connection between both
tanks for avoiding the stagnancy of water that may lead to its pollution.
10. Water tanks must be cleaned once at least every six months. Provided that
the materials used in cleaning must not include toxic materials or harmful
to public health. And when carrying cleaning, the hygienic conditions
must be strictly complied with.
11. The inspector shall have the right to enter any building for inspecting
water tanks for ensuring their compliance with the hygienic and technical
conditions.

Water meters may also be installed in every storey of the repeated floors
for high-rise buildings provided they should be placed in firmly closed
chambers or boxes and well-lit for facilitating the operation of
maintenance and reading.
4. Water meters fixed over the staircase tower or any place that make access
to meters difficult, a spiral staircase shall be installed for enabling the
collector to reach the top and read the water meters.

5. Water pipes installed on open roof shall be of the type (U.P.V.C. – P.V.C.
CLASS E) or (G.I. CLASS PIPE C or D) or (COPER) or their equivalent.
Pipes must be thermally well-insulated and supported by cushions, after
taking into account the expansion coefficient due to heat over the open
roofs. Also, the water feeding pipes connected to apartments should pass
through skylights or their own sleeves for facilitating the operation of
their maintenance.
6. A pressure pump shall be provided for the upper floors in the high-rise
buildings, in addition to installing a pressure reducer spigot for protecting
pipes from damage located in the lower floors.
7. The system of pumping water to the top tank must be automatic and of
high efficiency for meeting the consumption.
8. No withdrawing pump maybe installed on the main pipe feeding the
building except after getting the approval of the Water General
Department thereon.
9. Pipes thermal insulation:
a. Pipes shall be fixed in a suitable place as possible, so as not to increase
water temperature. If pipes were exposed to the direct sunray over the
roof, it is necessary to insulate these pipes for preventing the waste of
water.
b. All feeding pipes that convey hot water must be thermally insulated
for preventing the leakage of temperature.
c. A cooling system must be provided for the top tanks in villas and
buildings as possible for use during summer season.

b. Urinals:
Urinals must be provided with a flushing tank designed to give a
quantity of water not exceeding two liters per one use. It is
preferable to be manually operated).

2. The main gas regulator shall be placed at height of 1.5m above ground
and to be placed into a box for protecting it from damage and
tampering.
3. The branch of natural gas service for the building shall be of 25cm at
least from any other utilities.
4. The preliminary regulator of feeding the building shall be designed
through the external pipes directed toward the roof, then through the
vent skylights to the gas meters chambers located in every floor.
5. Polyethylene pipes (PEX) may not be used in closed locations.
6. The size of the main vent skylights shall be compatible to the number
of floors in the building as follows:
a. From (Ground floor+1st floor) to (Ground floor+6th floor)
1m x 1m.
b. More than (Ground floor+7th floor) to (Ground floor+20th
floor) 1.5m x 2m.
c. More than (Ground floor+21st floor) floors
2m x 3m.
7. The vent skylights shall be designed so that the skylight must be open
toward the outer space from the top. A top mesh should be provided
for preventing the fall of any debris.
8. The vent skylight shall be equipped with an access door with hard
horizontal step, and a fence wall for provide safety for every building
consisting of more than one ground floor + 20 floors.
9. Meters room should be designed in a place adjacent to the vent skylight.
10. Meters room shall be provided with sufficient ventilation and fitted with
an aluminum door of ventilation strips, in addition to upper opening of
75cm x 75cm on the room top level.
11. All gas meters chambers must be provided with aluminum door
equipped with aluminum louvers.
12. Proprietor shall furnish every tenant with a key of meters chamber,
which must have only one master key for opening all rooms in the
building.
13. Minimum dimensions of the meter room must be 1m x 1m.

General
The engineer should take into consideration the methods of preventing the risk
of fire while setting the design and execution of all kinds of buildings. Beside,
the engineer should refer to and study well the book (Fire Prevention
Requirements – Part One – Buildings) issued by the Civil Defense General
Department in the state of the United Arab Emirates. Furthermore, the engineer
must prepare the fire prevention drawings and gets the approval of the Civil
Defense Department in the country in respect of all buildings, including the
private housing (villas).
