It is a project for the construction of a wind park (WP) Ramno 2, with a capacity of ÿ50 MW, located
in the northeastern region of the country, near the border with the Republic of Serbia, and the Investor, in accordance
with the provisions of the Law on the Environment (Article 80), has prepared and submitted a Notice of Intent to
Implement/Perform the Project, in order for the Ministry of Education and Culture to decide whether there is a need
from the evaluation of the impacts of the project on the environment, as well as for determining and defining the scope
of the EIA Study.

2. Characteristics of the Project

"VERTEX ENERJI" DOOEL Skopje - Energy Production Company (Investor),

plans to build a wind farm in North Macedonia. For that whole, the Investor held initial talks with relevant
institutions in North Macedonia. The project location for the construction and operation of the wind park is
named "Ramno 2" and has a capacity of ÿ 50 MW, located in the northeastern part of the country, near the
border with the Republic of Serbia. The wind park will contain a total of 10 wind turbines, spread over an
altitude of 600 m to 1000 m above sea level, on Kozjak Mountain.

The construction and operation of VP Ramno 2 aims to use renewable energy from the wind for the production
of electricity, which will contribute to the total production of electricity in the Republic of North Macedonia.

With the implementation of the project, the Investor will contribute to the production of electricity from renewable
sources (so-called "green energy"), and thus will have a positive impact on the environment. By starting the
implementation of the project activities, the project will
contributed to the achievement of the main goals of the following strategic documents and the national energy
legislation:
• Strategy for the use of renewable energy sources until 2020;
• National Strategy for Sustainable Development (2009-2030);
• Strategy for energy development of the Republic of Macedonia until 2030;
• Third National Plan for Climate Change, December 2013; and
• National Law on Energy ("Official Gazette" of the Republic of Moldova, no. 16/11, 136/11, 79/13,
164/13, 41/14, 151/14, 33/15, 192/15, 06/16 and 96/18).

3. Introduction

The increasing demand for electricity in recent decades highlights the importance of building and using
renewable energy systems. The implementation of the project for the construction of VP Ramno 2 will contribute
to increasing the share of renewable energy sources in the total production of electricity in the Republic of
North Macedonia.
In the past period, several studies have been done to determine the potential of wind energy in the country
and to ensure the selection of the most suitable locations for the construction of wind turbines. In 2005, on the
initiative of AD "Electrani na Makedonija", a preliminary wind atlas of the Republic of Macedonia was prepared.
The main goal was to identify and select regions and locations that possess sufficient energy potential where
measuring stations will be placed to determine the real possibilities for the implementation of the projects.

The best wind resources according to the atlas in North Macedonia are in the mountainous regions, while the
plains and valleys have a significantly lower average wind speed.
The northeastern region is one of the most favorable parts of North Macedonia for the production of electricity
through the use of wind energy. For that reason, the company
"VERTEX ENERGY" DOOEL Skopje is interested in investing in a wind park in the territory of the Municipality
of Staro Nagoricane.
The wind farm will contain 10 wind turbines, with a total installed power of ÿ 50 MW.
For the Ramno 2 wind farm, the determination of the wind potential and energy yield of the wind farms was
carried out. The obtained data were measured at a height of 101 meters, for a duration of 6 months. The
measured average wind speed is 7.15 m/s. The measured long-term average wind speed for the turbine
positions and for different heights of 120 m, 125 m and 129 m varies between 7.0 m/s and 7.13 m/s. Energy
yield evaluations were made for the 3 wind farm scenarios, shown in Table 1.

4. Location of the project


The project scope for the construction and operation of VP Ramno 2 is located in the northeastern part of
the country, within the Municipality of Staro Nagoricane, near the border with the Republic of Serbia.
Macro location
The project site is located on the slopes of Mount Kozjak, near the border with the Republic of Serbia in
the north. In the western part of the project scope, the border crossing "Tabanovce" (about 16 km away),
the A1 highway (about 17 km away), the regional road R 1104 (about 16 km away) are located
km), while the city of Kumanovo (about 22 km) is located in the southwestern part. In the southern part of
the project site, the E-871 Highway (about 13 km), the village of Kuklitsa (about 20 km) and the village of

Microlocation
The project site is located in a hilly-mountainous region on the slopes of Mount Kozjak, with heights from 430 m to 1270 m
above sea level, near the "ASNOM" memorial center (about 3.5 km
west) and the megalithic observatory "Kokino" (about 1 km east). The project scope is near the border with the Republic of
Serbia - from 3 km to 5 km north of the project location. The border crossing "Prokhor Pchinski" is located in the northwestern
part of the project site at a distance of about 4.5 km.

The project area for the construction and operation of the Ramno 2 wind park falls under the municipality of Staro Nagoricane.
The Ramno 2 wind park project site is spread over the cadastral municipalities: Žegljane Municipality and Stepance
Municipality. In the immediate vicinity are KO Pelice, KO Karlovce, KO Coince, KO Vragoturce, KO Malotino, KO Kokino and
KO Ramno.

In the northern part of the project site VP Ramno 2, about 1.5 km away, the village of Vragoturce is located
and the village of Malotino (at about 1 km), as well as the river Bistrica (at about 0.7 km). A part of the regional road R2244
passes through the project scope of VP Ramno 2, while the regional road R1207 is located in the western part of the project
site at a distance of about 5 km. In the western part are located: Pelince village (3 km away), "ASNOM" Memorial Center
(about 3.5 km away), Pÿinja River (about 3.5 km away) and Chelopek village (about 6 km away). In the southern part of VP
Ramno 2 are located: the village of Karlovci (about 1.2 km), the village of Zheglane (about 0.8 km), the village of Stepantse
(about 2.6 km) and

the megalithic observatory "Kokino" (about 1 km). To the east of the project site is the village of Ramno
(about 1.5 km away). The project location is part of: Key Biodiversity Area (KBA) – "Pcinja River - Petroshnica
River - Kriva Reka"; Emerald area "Pcinja - German" and Significant Ornithological Site (ZOL) "Pcinja River
- Petroshnica River - Kriva Reka".

5. Description of the project

ÿ General data about the project


At the project site for the construction and operation of VP Ramno 2, the company "VERTEX ENERGY"
DOOEL Skopje plans to install 10 wind turbines (4.8 MW per turbine) manufactured by Nordex, with a
total installed capacity of 48 MW.

Operating parameters of the Nordex 4.8 MW wind turbines are:


- Minimum working wind speed Vmin=3 m/s – that is, that is the speed at which they are
starts electricity production;
- Nominal operating speed Vn=12 m/s – speed at which the aggregate achieves its nominal power;

- Maximum operating speed Vmax=22.5 m/s – is actually the speed at which the turbine
it stops working.
Wind turbines are composed of three basic parts:
- Rotor
- Generator
- Pillar
ÿ Rotor
The role of the rotor is to convert wind energy into rotational energy. The rotor has three blades placed at
an angle of 120° to each other. The diameter of the rotor is 120 m. The aerodynamic profile of the fins is
the main factor that determines the way the kinetic energy of the wind is converted. Due to the difference
in the wind speeds from the back and the front, a pressure difference occurs, which results in a driving
force, i.e. causes a vortex
moment.

The speed and power are regulated by changing the angle of the fins, to obtain the optimal speed and
power of the generator. At the same time, the optimization reduces the load on the system. The adjustment
of the speed to the required of the generator is done with a 3-stage multiplier (device for increasing the
speed). The maximum speed of rotation of the rotor is
14.9 revolutions / minute. If the wind speed is like that, the rotor would spin at a higher speed
from the maximum, it is braked with an appropriate brake.

ÿ Generator
The generator is mechanically connected to the output side of the multiplier. It is asynchronous
wound rotor generator and double feed. It is air cooled. The automatic voltage and frequency control
system is performed with IGBTs as power components. The control system allows variable speed operation
with maximum power output, control of active and reactive power and easy connection and

disconnection from the electrical network.


ÿ Bearing pillar of the wind turbines
The pole on which the wind turbine will be mounted is steel, conical and tubular. The height of the pillar is
90 m. The rotor, multiplier and generator are mounted on the pole. At the foot of the pole is the point of
connection to the electrical network.
ÿ Foundation
Standard wind turbine foundations have a combined truncated cone and cylindrical shape. They will be
designed using calculations based on the load capacity of the wind turbine
and geological soil surveys.
During the construction phase of the wind turbines, control of the embedded concrete masses should be carried out in accordance
with the applicable regulation and building regulations in the Republic of Moldova. S. Macedonia
To dimension the foundations of each wind turbine separately, geomechanical investigations should be
carried out at the site. Based on the field and laboratory tests, a report will be prepared for geological,
engineering-geological, hydrogeological, geomechanical and geophysical research for the locations planned
for the installation of each wind turbine.

The results of the report, as well as the assessment of possible impacts, will be part of the study

ÿ Access roads and internal roads within the project site of VP Ramno 2
critical cross sections
The main access roads relevant to the project site are: Highway E-75 "Skopje Kumanovo" (located about
20 km southwest of the Ramno 2 project site); the border crossing "Tabanovce" (located 16 km northwest),
and E-871 "Kumanovo - Kriva Palanka" (located about 13 km south of the Ramno 2 project site), the A1
highway (about 17 km
west of the project site), regional road R 1104 (about 16 km southwest).
Other relevant access roads to the project site are: Regional Road R2244 (passes through the project site)
and Regional Road R1207 (located 5 km west of Ramno 2). Parts of Regional Road R2244 pass through
the Ramno 2 project site (on the eastern side). The regional road R2244 is in very bad condition (dirt and
uneven road) which runs near the Bistrica River (which was dried up during the field visit). Malotino village is
located along the regional road. The regional road R1207 is in good condition (asphalted and leveled road),
which leads to the border crossing "Prokhor Pchinski", near the village. Pelince and the "ASNOM" memorial
center. The River Pcinja flows near this regional road

It is planned to build internal roads between the wind turbines themselves. According to the technical
characteristics, the internal roads between the turbines will be designed according to the needs of installing
the wind turbines. They will be made of natural material (macadam).
ÿ Overhead transmission line and network connection for VP Ramno 2
According to the engineering analysis for the electrical connection of the Ramno 2 wind farm, with the
transmission network in North Macedonia (prepared by the company "Timel project", Skopje, April 2021),
several different scenarios have been considered for the network connection of the planned wind farm
Park Ramno 2.

All scenarios are with 110 kV overhead transmission line, with steel grid poles and proper grounding.

The final network connection between the wind farms and the existing network will be made based on: the analysis to be
performed by MEPSO, the discussion between the developer and MEPSO and the final approval of the connection by MEPSO.

6. Characteristics of the environment


Municipality of Staro Nagoricane
The municipality of Staro Nagoricane is located in the northeastern region of the Republic of North Macedonia. The number of
inhabitants in the Municipality of Staro Nagoricane is 4840 (2271 are women and 2569 are men), on an area of 451 km2
. According to the number of inhabitants, the population density is 12 inhabitants per km2. In the
Municipality of Staro Nagoricane there are a total of 39 settlements: Algunja, Aljince, Arbanashko,
Bajlovce, Breško, Bukovljane, Vojnik, Vragoturce, Vrachevce, Dejlovce, Dlabochica, Dobracha, Dragomance, Drenok,
Žegljane, Zheljuvino, Kanarevo, Karlovce, Coince, Kokino, M'glence, Makresh, Malotino, Mlado Nagoricane, Nikuljane,
Oblavce, Orah , Pelince, Puzaljka, Ramno, Ruÿince, Staro Nagoricane, Stepance, Strezovce, Strnovac, Cvetishnica, Cvilance,
and Chelopek.

Climatic-meteorological characteristics
In the Municipality of Staro Nagoricane, the average annual air temperature is about 11°C with an average annual air amplitude
of about 20°C. The coldest month is January with an average monthly air temperature of 0°C, while the warmest month is July
with an average monthly temperature of

the air of 22°C. The month of August is also warm, with an average air temperature of 22°C. The average
monthly air temperature in October is higher by 0.1°C than in April, which is characteristic of the Mediterranean
influence on the thermal regime of the air.
The average annual amount of precipitation is about 565.5 mm. In certain years this amount changes from
532.5 mm to 852.3 mm. The wettest month is May with an average monthly amount of precipitation of about
81.5 mm, the second wettest month is November with an average precipitation of 62.1 mm. It's summer
the driest period of the year, with a minimum of precipitation in the month of August, with a monthly average
rainfall total of 27 mm. The average annual number of snow days is 34.
Based on the basic climatic elements (air temperature and precipitation) as well as its characteristics, the
climate in the Municipality of Staro Nagoricane can be defined as moderate with modified Mediterranean
influences in the pluviometric regime. The wind rose relevant to the VP Ramno 2 project site is shown in
Figure 7.

Biodiversity
According to the available information and the conducted field visits, the project site VP Ramno 2 is
characterized by a xerothermophilic oak forest (Blagun and white hornbeam forest). Xero-thermophilic oak
forest is present on the lower parts of the terrain, while on the opposite higher parts of the terrain, hilly
grasslands with sclerophyllous vegetation (maquis) occur as the second most common habitat relevant to the
project site. The river Pÿinja passes west and northwest of the project site VP Ramno 2. As a left tributary of
the river Pÿinja, the river Bistrica was observed as dried up. The species of fauna that can appear within the
project site VP Ramno 2 are characteristic of oak-hornbeam forest habitats.

More detailed information about the types of habitats, identifying the types of flora and fauna,
monitoring of species of birds and bats that visit/use the area covered by the planned wind park throughout the year, with
special emphasis on species from the list of
Natura 2000, especially the Birds Directive as well as species from the Berne Convention annexes,
will be done in the next phase of the project in order to assess the biological diversity for VP Ramno 2.

ÿ Flora and Fauna


In terms of habitat and vegetation, the project site is represented by the xerothermophilic oak forest (forest of blagun and
white hornbeam, belongs to the plant family Quercoÿ Carpinetum orientalis macedonicum). Hilly grasslands with sclerophyllous
vegetation (maquis) appear as the second most common habitat relevant to the project site. Ruderal vegetation and
agricultural fields appear near the village. Stepantse, village Žegljane, village Vragoturce and s. Little bit. Riparian vegetation
appears along the riverbeds of the Bistrica River (located about 0.7 km north of

the project location) and the river Pÿinja (passes about 3.5 km west and northwest of the project location). The most dominant
plant species, characteristic of the project location, are the following species: Quercus pubescens (white oak), Carpinus
orientalis (white hornbeam), Populis nigra
(black poplar), Rosa canina (rosehip), etc. Animal species that can occur within
on VP Ramno 2, are: Vulpes vulpes (fox), Sus Scrofa (wild boar), Buteo buteo (hawk), Picus viridis
(green woodpecker), Parus major (great finch), etc.
ÿ Protected areas
The Ramno 2 wind park project site coincides with the following protected areas: Important Ornithological Site (SAL) – "Pÿinja
River – Petrošnica River – Kriva Reka River", Key Biodiversity Area (KBA) – "Pÿinja River - Petrošnica River – Kriva Reka
River" " and Emerald area "Pcinja - German". Figure 9 and Figure 10 provide locations of the nearest protected areas relevant
to the VP Ramno 2 project site.

Relief, geomorphological and geological features


The municipality of Staro Nagoricane is one of the northernmost municipalities within the Northern Republic
Macedonia. The territory of the municipality covers mainly the so-called Kozjaÿia area (the Kozjak mountain and
its eastern slopes), the eastern slopes of the Ruen mountain and the wide valley of the Pÿinja river. This area
belongs to the upper catchment area of the river Pÿinja. According to the morphology, the territory of the
municipality is diverse. On the western side is the valley and alluvial plain of the river Pÿinja. On the eastern side
of the territory of the municipality, the hilly-mountainous relief structure is distributed. The oldest geological
structure of the terrain of the municipality is represented by a complex of Precambrian gneisses, (as the basis of
the entire terrain), discovered in the northeastern part of the territory, in the area of Kozjaÿija and Mount Kozjak,
as western parts of the Serbian-Macedonian massif. A heterogeneous transitional zone of Paleozoic
metamorphites (crystalline schists, marbles, quartzites, etc.) was discovered. Hydrographic, hydrological and
hydraulic characteristics

The hydrography of the Municipality of Staro Nagoricane mainly consists of the upper catchment area of the river
Pÿinja, smaller springs and streams.
From the conducted visit, in terms of hydrological characteristics, two watercourses are relevant for the Ramno
2 wind park project site: the Pÿinja river (about 3.5 km west and northwest of the project site) and the Bistrica
river (which was dried up during the field visit ), near the village Little bit.

Land use
The land cover through which the project scope passes is distinguished by the agricultural areas with crops,
which extend around the project scope of the wind turbines. The pedological composition of the soils is
represented by alluvial soils along the river courses, semi-valley in the lowest part of the valley and cement soils
along undulating hilly terrains.
Demographics
The number of inhabitants in the Municipality of Staro Nagoricane is 4840 (2271 are women and 2569 are men),
