It is a project for the construction of a wind park (WP) Ramno 2, with a capacity of ÿ50 MW, located
in the northeastern region of the country, near the border with the Republic of Serbia, and the Investor, in accordance
with the provisions of the Law on the Environment (Article 80), has prepared and submitted a Notice of Intent to
Implement/Perform the Project, in order for the Ministry of Education and Culture to decide whether there is a need
from the evaluation of the impacts of the project on the environment, as well as for determining and defining the scope
of the EIA Study.

plans to build a wind farm in North Macedonia. For that whole, the Investor held initial talks with relevant
institutions in North Macedonia. The project location for the construction and operation of the wind park is
named "Ramno 2" and has a capacity of ÿ 50 MW, located in the northeastern part of the country, near the
border with the Republic of Serbia. The wind park will contain a total of 10 wind turbines, spread over an
altitude of 600 m to 1000 m above sea level, on Kozjak Mountain.
The construction and operation of VP Ramno 2 aims to use renewable energy from the wind for the production
of electricity, which will contribute to the total production of electricity in the Republic of North Macedonia.
With the implementation of the project, the Investor will contribute to the production of electricity from renewable
sources (so-called "green energy"), and thus will have a positive impact on the environment. By starting the
implementation of the project activities, the project will
contributed to the achievement of the main goals of the following strategic documents and the national energy
legislation:
• Strategy for the use of renewable energy sources until 2020;
• National Strategy for Sustainable Development (2009-2030);
• Strategy for energy development of the Republic of Macedonia until 2030;
• Third National Plan for Climate Change, December 2013; and
• National Law on Energy ("Official Gazette" of the Republic of Moldova, no. 16/11, 136/11, 79/13,
164/13, 41/14, 151/14, 33/15, 192/15, 06/16 and 96/18).
3. Introduction
The increasing demand for electricity in recent decades highlights the importance of building and using
renewable energy systems. The implementation of the project for the construction of VP Ramno 2 will contribute
to increasing the share of renewable energy sources in the total production of electricity in the Republic of
North Macedonia.
In the past period, several studies have been done to determine the potential of wind energy in the country
and to ensure the selection of the most suitable locations for the construction of wind turbines. In 2005, on the
initiative of AD "Electrani na Makedonija", a preliminary wind atlas of the Republic of Macedonia was prepared.
The main goal was to identify and select regions and locations that possess sufficient energy potential where
measuring stations will be placed to determine the real possibilities for the implementation of the projects.
The best wind resources according to the atlas in North Macedonia are in the mountainous regions, while the
plains and valleys have a significantly lower average wind speed.
The northeastern region is one of the most favorable parts of North Macedonia for the production of electricity
through the use of wind energy. For that reason, the company
"VERTEX ENERGY" DOOEL Skopje is interested in investing in a wind park in the territory of the Municipality
of Staro Nagoricane.
The wind farm will contain 10 wind turbines, with a total installed power of ÿ 50 MW.
For the Ramno 2 wind farm, the determination of the wind potential and energy yield of the wind farms was
carried out. The obtained data were measured at a height of 101 meters, for a duration of 6 months. The
measured average wind speed is 7.15 m/s. The measured long-term average wind speed for the turbine
positions and for different heights of 120 m, 125 m and 129 m varies between 7.0 m/s and 7.13 m/s. Energy
yield evaluations were made for the 3 wind farm scenarios, shown in Table 1.

The project site is located in a hilly-mountainous region on the slopes of Mount Kozjak, with heights from 430 m to 1270 m
above sea level, near the "ASNOM" memorial center (about 3.5 km
west) and the megalithic observatory "Kokino" (about 1 km east). The project scope is near the border with the Republic of
Serbia - from 3 km to 5 km north of the project location. The border crossing "Prokhor Pchinski" is located in the northwestern
part of the project site at a distance of about 4.5 km.
The project area for the construction and operation of the Ramno 2 wind park falls under the municipality of Staro Nagoricane.
The Ramno 2 wind park project site is spread over the cadastral municipalities: Žegljane Municipality and Stepance
Municipality. In the immediate vicinity are KO Pelice, KO Karlovce, KO Coince, KO Vragoturce, KO Malotino, KO Kokino and
KO Ramno.
In the northern part of the project site VP Ramno 2, about 1.5 km away, the village of Vragoturce is located
and the village of Malotino (at about 1 km), as well as the river Bistrica (at about 0.7 km). A part of the regional road R2244
passes through the project scope of VP Ramno 2, while the regional road R1207 is located in the western part of the project
site at a distance of about 5 km. In the western part are located: Pelince village (3 km away), "ASNOM" Memorial Center
(about 3.5 km away), Pÿinja River (about 3.5 km away) and Chelopek village (about 6 km away). In the southern part of VP
Ramno 2 are located: the village of Karlovci (about 1.2 km), the village of Zheglane (about 0.8 km), the village of Stepantse

the main factor that determines the way the kinetic energy of the wind is converted. Due to the difference
in the wind speeds from the back and the front, a pressure difference occurs, which results in a driving
force, i.e. causes a vortex
moment.
The speed and power are regulated by changing the angle of the fins, to obtain the optimal speed and
power of the generator. At the same time, the optimization reduces the load on the system. The adjustment
of the speed to the required of the generator is done with a 3-stage multiplier (device for increasing the
speed). The maximum speed of rotation of the rotor is
14.9 revolutions / minute. If the wind speed is like that, the rotor would spin at a higher speed
from the maximum, it is braked with an appropriate brake.
ÿ Generator
The generator is mechanically connected to the output side of the multiplier. It is asynchronous
wound rotor generator and double feed. It is air cooled. The automatic voltage and frequency control
system is performed with IGBTs as power components. The control system allows variable speed operation
with maximum power output, control of active and reactive power and easy connection and

ÿ Access roads and internal roads within the project site of VP Ramno 2
critical cross sections
The main access roads relevant to the project site are: Highway E-75 "Skopje Kumanovo" (located about
20 km southwest of the Ramno 2 project site); the border crossing "Tabanovce" (located 16 km northwest),
and E-871 "Kumanovo - Kriva Palanka" (located about 13 km south of the Ramno 2 project site), the A1
highway (about 17 km
west of the project site), regional road R 1104 (about 16 km southwest).
Other relevant access roads to the project site are: Regional Road R2244 (passes through the project site)
and Regional Road R1207 (located 5 km west of Ramno 2). Parts of Regional Road R2244 pass through
the Ramno 2 project site (on the eastern side). The regional road R2244 is in very bad condition (dirt and
uneven road) which runs near the Bistrica River (which was dried up during the field visit). Malotino village is
located along the regional road. The regional road R1207 is in good condition (asphalted and leveled road),
which leads to the border crossing "Prokhor Pchinski", near the village. Pelince and the "ASNOM" memorial

characteristics, the internal roads between the turbines will be designed according to the needs of installing

ÿ Overhead transmission line and network connection for VP Ramno 2
According to the engineering analysis for the electrical connection of the Ramno 2 wind farm, with the
transmission network in North Macedonia (prepared by the company "Timel project", Skopje, April 2021),
several different scenarios have been considered for the network connection of the planned wind farm

The final network connection between the wind farms and the existing network will be made based on: the analysis to be

Climatic-meteorological characteristics
In the Municipality of Staro Nagoricane, the average annual air temperature is about 11°C with an average annual air amplitude
of about 20°C. The coldest month is January with an average monthly air temperature of 0°C, while the warmest month is July

the air of 22°C. The month of August is also warm, with an average air temperature of 22°C. The average
monthly air temperature in October is higher by 0.1°C than in April, which is characteristic of the Mediterranean
influence on the thermal regime of the air.
The average annual amount of precipitation is about 565.5 mm. In certain years this amount changes from
532.5 mm to 852.3 mm. The wettest month is May with an average monthly amount of precipitation of about
81.5 mm, the second wettest month is November with an average precipitation of 62.1 mm. It's summer
the driest period of the year, with a minimum of precipitation in the month of August, with a monthly average
rainfall total of 27 mm. The average annual number of snow days is 34.
Based on the basic climatic elements (air temperature and precipitation) as well as its characteristics, the
climate in the Municipality of Staro Nagoricane can be defined as moderate with modified Mediterranean
influences in the pluviometric regime. The wind rose relevant to the VP Ramno 2 project site is shown in
Figure 7.

Biodiversity
According to the available information and the conducted field visits, the project site VP Ramno 2 is
characterized by a xerothermophilic oak forest (Blagun and white hornbeam forest). Xero-thermophilic oak
forest is present on the lower parts of the terrain, while on the opposite higher parts of the terrain, hilly
grasslands with sclerophyllous vegetation (maquis) occur as the second most common habitat relevant to the
project site. The river Pÿinja passes west and northwest of the project site VP Ramno 2. As a left tributary of
the river Pÿinja, the river Bistrica was observed as dried up. The species of fauna that can appear within the
project site VP Ramno 2 are characteristic of oak-hornbeam forest habitats.

River – Petrošnica River – Kriva Reka River", Key Biodiversity Area (KBA) – "Pÿinja River - Petrošnica River – Kriva Reka
River" " and Emerald area "Pcinja - German". Figure 9 and Figure 10 provide locations of the nearest protected areas relevant
to the VP Ramno 2 project site.

The hydrography of the Municipality of Staro Nagoricane mainly consists of the upper catchment area of the river
Pÿinja, smaller springs and streams.
From the conducted visit, in terms of hydrological characteristics, two watercourses are relevant for the Ramno
2 wind park project site: the Pÿinja river (about 3.5 km west and northwest of the project site) and the Bistrica
river (which was dried up during the field visit ), near the village Little bit.
Land use
The land cover through which the project scope passes is distinguished by the agricultural areas with crops,
which extend around the project scope of the wind turbines. The pedological composition of the soils is
represented by alluvial soils along the river courses, semi-valley in the lowest part of the valley and cement soils
along undulating hilly terrains.
Demographics
The number of inhabitants in the Municipality of Staro Nagoricane is 4840 (2271 are women and 2569 are men),
on an area of 451 km2. According to the number of inhabitants, the population density is 12 inhabitants per km2
.

• Serbs – 926
• Albanians – 1
• Roma – 1
• Others – 6
Education
On the territory of the municipality of Staro Nagoricane there is one preschool institution which is under the
administration of the municipality of Kumanovo.
There are three central primary schools: O.O.Sh. "Svetozar Markoviÿ" in Staro Nagoricane, O.O.U.
"Hristian Todorovski Karposh" in the village Dragomance and O.O.U. "Christian Karposh" from the village Mlado
Nagoricane and 9 district schools. The total number of students in the 2018-2019 school year was
295 children.
Infrastructure
Main and regional routes pass through the territory of the municipality of Staro Nagoricane
are:

wind energy), without the constant presence of employees. Regular maintenance and emergency servicing
of the wind farm equipment will be performed by competent personnel. Negative impacts in the operational
phase can occur in the event of a breakdown / accident with wind turbines, where due to the repair of the
breakdown, certain types of waste can be created, which can affect the soil and the surrounding biodiversity.

During the construction phase of the wind park Ramno 2 in the Municipality of Staro Nagoricane, possible

duration of construction activities, meteorological conditions, etc. Local population, workers (village Žegljane, village Stepance
village Malotino, village Vragoturce, etc.) and the surrounding biodiversity (species of fauna: reptiles, birds, mammals, etc.),
are characterized as sensitive receptors that will be exposed to air emissions. Air quality impacts, during the construction
phase, are evaluated as negative, direct, reversible, with a certain probability of occurrence and with a local character.
Operational phase
In the operational phase of the Wind Park, air emissions are not expected to occur, except in case of breakdowns and
accidents (need to use machinery - mobile pollution sources).
Construction phase
The increase in noise and vibrations will be created as a result of construction activities (construction of a wind park, transport
of construction material, waste and workers, etc.) Local population, workers (village Žegljane, village Stepance, village
Malotino, village Vragoturce etc.) and fauna from the surrounding environment, are characterized as sensitive receptors,
which will be exposed to increased noise and vibrations. The impacts of noise and vibration are assessed as negative,
direct, high intensity, reversible, with a certain probability of occurrence and of a local character.

Noise impacts in the operational phase are insignificant and are expected only in case of breakdowns and accidents (need
to use machinery).
Water quality
Construction phase
According to the conducted field visit to the project site, two surface water flows are relevant to the Ramno 2 wind park project
site: the river Pÿinja and the river Bistrica (which was dried up during the field visit), near the village. Little bit. Both
watercourses are located outside the boundaries of the Ramno 2 wind park project site. Direct impact on the relevant
watercourses is not expected during the construction phase, as they are not located within the project site. Indirect possible
impact will have on
groundwater, which will arise as a result of an unexpected situation (engine oil leakage). The generation of sanitary
wastewater is also expected during the construction phase by the workers.
Operational phase
In the operational phase, no impacts on the waters are expected.
The impacts on water quality, both during the construction phase and during the operation of the Ramno 2 wind farm, are
assessed as negative, direct, reversible, with a certain probability of occurrence
and with a local character.

Construction phase
Impacts on the quality of the soil are expected during the performance of geotechnical investigations of the
substrate, excavations and adjustment of the terrain, construction of access and secondary roads, etc. As a
result of these project activities, the possibility of erosion, soil compaction,

Biodiversity
According to the national strategy for biodiversity, the national red list of flora and fauna of RSM, and the
conducted field visits, no endangered, significant plant and animal species have been identified within the
project site and its wider environment. The Ramno 2 wind park project site coincides with several protected
areas: Important Ornithological Site (SLO) "Pÿinja River - Petrošnica River - Kriva Reka River", Key Biodiversity
Area (KBA) "Pÿinja River - Petrošnica River - Kriva Reka River" and Emerald area
"Beefs - German". In order to determine the impacts of the project on biodiversity, a detailed survey and
monitoring of the current state of the flora and fauna relevant to the Ramno 2 wind farm project site will be
carried out in the further phases of the project. Mitigation measures will be proposed for all phases of the

Construction phase
Vegetation removal can cause soil erosion in areas where construction activities will take place. The use of

will be presented and described in detail in the further phases of the project (the EIA Study).
Impacts on biodiversity during the construction phase and operational phase of the project are
evaluate as possible local, negative, with medium intensity and duration as well as the time required for
the construction works and the operation of the wind turbines.
Landscape and visual aspects during the construction phase are mainly related to construction activities,
presence of vehicles, waste storage, etc. while in the operational phase the visual aspects mainly refer to the
installation of the wind turbines. The implementation
the project will have a large impact on the landscape and visual effects, because the wind turbines are tall
objects (about 100 m) placed at a high altitude of 600 m - 1000 m above sea level and they will be visible from
a long distance.
The impacts on the landscape during the construction and operational phases are evaluated as negative,
direct, irreversible, of high intensity, with a high probability of occurrence, of a local character.
Cultural heritage
Construction phase
No archaeological or historical sites have been identified within the Ramno 2 wind park project site. The closest
archaeological and historical sites are the memorial center "ASNOM" (at a distance of about 3.5 km west of the
Ramno 2 wind park project site) and the megalithic observatory "Kokino" (at a distance of about 1 km east of
the Ramno 2 wind park project site ). Construction activities during the construction phase may cause negative
effects on possible undiscovered sites that have cultural
inheritance.
Operational phase
No negative impacts are expected in the operational phase.
Impacts on possible undiscovered cultural heritage sites during the construction phase are assessed as
negative, direct, irreversible, with a possible probability of occurrence, by national
meaning.
Risks of accidents/accidents

Social aspects
Construction phase
During the construction phase, there will be a need for temporary or permanent expropriation of arable land. The compensation

as by-products from the use of renewable energy sources.
Due to the fact that the nearest settlements are located at an aerial distance of 250 m to 3.5 km, impacts on the local population
in terms of their health and safety are not expected during the construction and operational phases.
