Emplacement on Community-Based Programme

Your loved one (supervisee) will be emplaced on Community-Based


Programme (CBP) – Home Detention (HD)/Residential Scheme (RS) soon.
The purpose of HD/RS is to allow your loved one to serve his/her remaining
sentence at home while in the community.   The programme aims to facilitate
his/her rehabilitation and reintegration back to the community, with the
support from you, other family members and pro-social friends. 

Our Roles 我们的角色


Reintegration Officer (RO) 
 Prior to his/her emplacement, he/she will be assigned a RO. 
 The RO is in-charge of his/her conduct, behaviour and requests while on
programme. 
Counsellor 
 He/She may be assigned a counsellor. 
 Counselling sessions mandated by the counsellor are compulsory. 
 Disciplinary action may be taken against him/her who fail to attend
counselling sessions without a valid reason. 
Career Coach (CCH) 
 A CCH will be assigned to him/her with job placement. 
 The CCH ensures that employment rights of your loved one is covered under
the Employment Act. 
On Emplacement Day
Do ensure that the Home Monitoring Unit (HMU) has been installed at your
home. 
 Your loved one needs to be home by 2000hrs, where the curfew will start. 
 He/She needs to get a handphone with an active line before curfew on
emplacement day. 
Curfew
Your loved one will be wearing an Electronic Monitoring System (EMS) tag
on his/her ankle during the programme period. 

For supervisee without job placement: 


 Non-curfew is from 1200hrs to 1500hrs daily, except Public Holidays. 

For supervisee with job placement/studying: 


 Non-curfew hours are adjusted based on working/studying hours. He/She will
be given 2 hours to travel between work/school and home, and back. 
 Non-curfew on days off is 0800hrs to 2000hrs. 
 Disciplinary action will be taken against him/her if they are found to have
misused their non-curfew hours granted for work/study and/or skip
work/study without a valid reason. 
*Curfew hours are subject to change and he/she will be informed by their
ROs accordingly. 

Scheduled Urine Test (SUT)


Your loved one will receive an SMS notification the day before he/she is
required to report for SUT. 
 Disciplinary action may be taken against him/her if they fail to report for SUT
without a valid reason. 

Other Conditions
Your loved one is not allowed to travel out of Singapore. 
 He/She is not allowed to consume/inhale any intoxicating substances
(including alcohol). 
 He/She must not commit any new offences. 
 He/She must not patronise places of ill-repute (eg. Nightclubs, brothels, den
of vices). 
 He/She must not tamper/cut his/her EMS tag or abscond from the
programme. .

Frequently Asked Questions


Question:   I have signed the CBP undertaking form. When will the HMU be
installed in my home? 
Answer:   The HMU vendor will contact you 2 to 3 days prior to your loved
one’s emplacement date. 

Question:   Do I need to be there on emplacement day? What time will my


loved one be out? 
Answer:   Your loved one will be out between 1300-1600hrs from Selarang
Park – Community Supervision Centre (SPCSC) on the day of emplacement.
There is no need for you to be present at SPCSC and your loved one can
meet you back home on emplacement day.  

Question:   My cousin is getting married next month. Can we attend the


wedding together with the supervisee? 
Answer:   The supervisee may request to his/her RO 3 working days in
advance, to extend non-curfew hours to attend the wedding. 

Question:   My grand-daughter is having high fever, and my son (supervisee)


needs to bring her to A&E. Is he allowed out during curfew? 
Answer:   Supervisees may attend to emergency cases during curfew. They
need to call the hotline and provide documentation proof (e.g. Doctor memo
for daughter’s fever at A&E) subsequently.
