STAY-HOME NOTICE

1. The Government of Singapore requires you to remain in (a) your place of residence
OR (b) a designated place of accommodation (with either (a) or (b) to be informed to
you by the authorities) at all times for a 14-day period or until such time that the results
of the COVID-19 test (see paragraph 3 below) are notified to you (whichever is later), as
you are assessed to be an “at-risk individual” who may have been exposed to a risk of
infection with COVID-19 1 . This is a necessary measure to minimise the risk of
transmission of COVID-19.

2. The SHN period will commence with immediate effect from the time it is issued
to you and will be in effect for that day and (i) 14 days subsequent thereafter or (ii) until
the results of the COVID-19 test are notified to you, whichever is later. In the case of (i),
the SHN period will end at 12 noon on the 15th day2. In the case of (ii), the SHN period
will end immediately once the COVID-19 test results are notified to you. During this
period, you are required to comply with the requirements in Annex A.

3. During the SHN period, you may be required to report for a COVID-19 test as part
of the SHN requirements. The date, time and venue of the COVID-19 test will be made
known to you at least one day prior to the COVID-19 test. If you have not made payment
for the COVID-19 test, and are required to do so, you will receive a link to effect payment
prior to the test date. Please make timely payment in order to ensure that the COVID-
19 test may proceed. It will be a breach of the SHN requirements if you do not undergo
the COVID-19 test.

4. If you have children/wards under 18 years of age travelling with you, you are
required to ensure that they also comply with the SHN. If your child/ward travelling with
you is a full-time student attending a preschool, school or other educational institution
in Singapore, please contact the preschool, school or institution to inform them that
your child/ward is required to comply with the SHN at your designated place of
accommodation.

5. The Government of Singapore will conduct checks to ensure that you comply with
the SHN. If you fail to comply with the SHN, you are deemed to have put the well-being
of the wider community at risk, one or more of the following measures may apply:

a. You may be prosecuted in court for an offence under Singapore law,
including the Infectious Diseases Act3 and/or any regulations promulgated
thereunder, such as the Infectious Diseases (COVID-19 – Stay Orders)
Regulations 20204. Upon conviction, you may be liable to imprisonment, or
a fine, or both;

b. In addition:

i. If you are a Singapore Permanent Resident, Long-Term Visit Pass


holder, Dependant’s Pass holder or Student’s Pass holder, your Re-
Entry Permit or pass may be revoked or its validity shortened5 and you
may be barred from entering Singapore in future;

ii. If you are a short-term visitor,6 your visit pass may be cancelled and
you may be barred from entering Singapore in future;

iii. If you are a foreign employee (including foreign domestic workers)


issued with a work pass, your work pass may be revoked. This is
because the SHN is imposed on you as a condition of your work pass
pursuant to Section 7(4)(a) of the Employment of Foreign Manpower
Act;7 and

iv. If your child/ward is a full-time student attending a preschool, school


or other educational institution in Singapore, your child/ward might
be subject to disciplinary action, including suspension or dismissal. If

Any person guilty of an offence under Regulation 3(3) or Regulation 4(2) of the Infectious Diseases
(COVID-19 – Stay Orders) Regulations 2020 shall be liable on conviction to a fine not exceeding $10,000
or to imprisonment for a term not exceeding 6 months or to both.

An immigration pass is issued subject to the condition under Regulation 8(4) of the Immigration
Regulations that the pass holder shall, if so required by the Controller of Immigration, undergo quarantine
and medical surveillance in accordance with such requirements as the Controller may determine.
Pursuant to this condition, a pass holder is required to observe the requirements of the SHN.

The Controller of Work Passes may at any time vary or revoke any of the existing conditions of a work
pass or impose new conditions. As an additional condition of your work pass, you must comply with the
SHN.

your child is a foreign student, your child/ward’s Student’s Pass or
Dependant’s Pass may also be cancelled and he/she may be barred
from entering Singapore in future.

6. If you require general assistance during the SHN period:

a. Singapore citizens, permanent residents, Long-Term Visit Pass holders and


short-term visitors8 may call the SHN helpline 6812 5555;

b. Foreign employees (including foreign domestic workers) issued with a work


pass should call your employer or your Singapore employment agency. If the
employer or Singapore employment agency fails to provide assistance,
please email the Ministry of Manpower (MOM) at mom_qops@mom.gov.sg;
and

c. Students studying in Ministry of Education (MOE) schools, Institute of


Technical Education, polytechnics, autonomous universities or private
education institutions may call their schools. Parents/guardians of preschool
children may call the Early Childhood Development Agency (ECDA) at 6735
9213.

7. Please note that if you are under a SHN, you may only leave your place of
accommodation to seek medical treatment, where necessary to obtain:

a. Emergency medical treatment or other medical treatment that is of a


pressing nature. For such cases, please call 995 directly for assistance; and

b. Medical treatment for a suspected COVID-19 infection at a hospital, medical


clinic or any other place designated by the Director of Medical Services for
the treatment of COVID-19.

Please note that where you leave your place of accommodation for either of the two
purposes stated above, you must wear a mask over your nose and mouth.

8. For non-emergency medical needs (such as follow-up visits for chronic conditions,
refilling of prescriptions, etc.):

a. For Singapore citizens, permanent residents, Long-Term Visit Pass holders


and short-term visitors,8 you may call the SHN helpline at 6812 5555. PA will

assist you to make the necessary arrangements with the nearest Public
Health Preparedness Clinic (PHPC) or GP clinic, or to arrange for a house call
by a GP (for those with mobility issues). Please inform the staff and doctor
of your travel history and that you have been issued a SHN;

b. For students/preschool children, you can seek assistance over the phone
from your school or MOE/ECDA; and

c. For foreign employees (including foreign domestic workers) issued with a


work pass, you should seek assistance over the phone from your employer,
your Singapore employment agency or your dormitory operator.

Annex A

WHAT YOU SHOULD DO WHEN ON STAY-HOME NOTICE

1. You must remain in your place of residence at all times from the time the SHN is
issued to you, and for the next 14 days, unless otherwise informed to you. You
may not leave your residence, even if it is to purchase food and essentials. You
may opt for home delivery services or enlist the assistance of others for your daily
necessities.

2. You are prohibited from coming into contact (within 2 metres) with other persons
(who do not stay with you), other than for the purposes of delivery of food or other
essential supplies.

3. If sharing a house with others, stay in your own room as much as possible, and use
a dedicated toilet if possible.

4. The prohibition against leaving your residence is strict. You are not permitted to
leave your place of residence to use common facilities in your estate/ building such
as the pool, gym, or playground.

5. You may only leave your residence for your scheduled COVID-19 test appointment
at the designated testing facility, and you must return back immediately to your
residence after the test. You should use your own private vehicle or pre-booked
taxi to travel to the testing facility and back. If you use a taxi, you should only book
one from the list of contact numbers provided. Please identify yourself as a person
subject to a Stay-Home Notice when making the booking and when boarding the
vehicle. When travelling in the taxi, you should sit alone in the back seat, with
windows down and the air-conditioning turned off. Public transport should be
avoided.

6. If applicable, inform your employer or school that you have been issued a Stay-
Home Notice as soon as possible.

7. The Singapore Government agencies (MOE, MOM and ICA) or your child/ward’s
pre-school/ school/ institution may contact you daily through multiple platforms
including Short Message Service (SMS), voice/video calls and/or visits to your place
of stay during the SHN period. You are to report your location by clicking on the
link on the SMS within one hour and to ensure that you download Whatsapp to
facilitate your video calls.

8. During the SHN period, you may be required to report for a COVID-19 test as part
of the SHN requirements. The date, time and venue of the COVID-19 test will be
made known to you at least one day prior to the COVID-19 test. If you have not
made payment for the COVID-19 test, and are required to do so, you will receive
a link to effect payment prior to the test date. Please make timely payment in
order to ensure that the COVID-19 test may proceed. It will be a breach of the SHN
requirements if you do not undergo the COVID-19 test.

CHECK FOR SYMPTOMS

9. Monitor your health closely, i.e. twice daily for fever (i.e. ≥ 38°C) and respiratory
symptoms such as cough and breathlessness.

10. If you are unwell, seek medical attention immediately, and avoid contact with
others.

AVOID INTERACTION WITH VULNERABLE PERSONS

11. Avoid interactions with vulnerable persons, for example, seniors aged 60 and
above or persons with underlying health conditions, even if you are not
experiencing any symptoms. Consider alternative accommodation if these
interactions cannot be avoided.

OBSERVE GOOD PERSONAL HYGIENE

12. Maintain good personal hygiene, including regular hand washing with soap and
water. Flush the toilet after use, and wash your hands before and after handling
food or eating, and after going to the toilet.

13. Do not touch your face.

14. Cover your mouth when coughing or sneezing.

15. Maintain good indoor ventilation.

16. Carry out frequent cleaning of your place of residence.

17. Do not share food, crockery, utensils and other personal hygiene items.

18. If you need to leave your room, e.g. to go to the toilet, avoid touching any surfaces
such as doorknobs and handles, or wipe them down with disinfectant should you
do so.

19. Masks are mandatory at all times when leaving the house (after seeking relevant
approvals), e.g. if you need to seek medical attention.

PENALTIES FOR BREACH OF STAY-HOME NOTICE

20. Individuals who breach their Stay-Home Notice may be prosecuted under the
Infectious Diseases Act. First-time offenders can be fined up to $10,000, jailed for
up to six months, or both.
