LEGAL NOTICE FOR TRAVELLERS ARRIVING IN SINGAPORE

(Vaccinated Travel Lane [VTL])

This Legal Notice sets out the requirements1 you are to comply with upon your arrival and entry
into Singapore, in view of the COVID-19 pandemic. For the avoidance of doubt, all references to this
Legal Notice includes Annex A.

COVID-19 TESTS

2. Pursuant to an order made under Section 45A of the Infectious Diseases Act (“IDA”) (Annex A),
you are required to undergo:

(a) a Polymerase Chain Reaction (“PCR”) test2 on the day of your arrival in Singapore;

(b) an Antigen Rapid Test (“ART”) (self-administered under supervision) by 2130 hours3 on
the 3rd and 7th days of your arrival in Singapore.

(Note: the day of your arrival in Singapore refers to the day that you clear arrival immigration
in Singapore. To illustrate:

(i) If you clear arrival immigration at 2330 hours (Singapore time) on 3 December 2021 (i.e.
Day 1), you are required to undergo the tests on 3, 5 and 9 December 2021 (i.e. Days 1,
3 and 7).

(ii) If you clear arrival immigration at 0030 hours (Singapore time) on 4 December 2021 (i.e.
Day 1), you are required to undergo the tests on 4, 6 and 10 December 2021 (i.e. Days
1, 3 and 7).)

declared place of accommodation and remain isolated, until your PCR test result is confirmed to be negative.

3. You will be provided with a weblink to book your ARTs at a Combined Test Centre (CTC) / Quick
Test Centre (QTC)4 via the contact number and/or email address you had declared in the Singapore
Arrival Card (SGAC) and electronic Health Declaration Card (eHDC). You should schedule an
appointment once you have received the instructions from the Safe Travel Office (STO), which will be
sent to you at the following timings, and take the ARTs at the CTC or QTC on the appropriate dates
(see paragraph 2).

4. Should you test positive for COVID-19 on any of your ARTs, you must book a confirmatory PCR
test at a Combined Test Centre (CTC)5 via a separate weblink which will be provided to you as soon as
possible and undergo the PCR test no later than 2130 hours of the following day. For example, if you
test positive for COVID-19 though an ART taken on 6 December 2021, you are required to undergo a
PCR test by 2130 hours of 7 December 2021.

5. If you test positive for COVID-19 on a PCR test, further isolation and treatment measures will
be imposed on you, in accordance with the Ministry of Health’s protocols. You should return and
remain in your place of accommodation, and not come into close proximity with any other person.
The Ministry of Health will contact you with further details on how your case will be managed.

6. Please note that if you fail to undergo any of the required tests, you may be required, for public
health reasons, to serve a Stay Order/Stay-Home-Notice (SHN) pursuant to the Infectious Diseases
(COVID-19 – Stay Orders) Regulations 2020, and to pay for all charges related to your stay, as well as
any additional COVID-19 tests required as part of the SHN regime.

CONSEQUENCES OF NON-COMPLIANCE

7. The relevant Government authorities will conduct checks to ensure that you comply with the
requirements in this Legal Notice. Should you fail to do so, you will be deemed to have put the well-
being of the wider community at risk, and one or more of the following measures may be taken:

a. You may be prosecuted in court for an offence(s) under Singapore law, including the IDA
and/or any Regulations promulgated thereunder. On conviction, you may be liable to
imprisonment, or a fine, or to both (see Notes under Annex A and B);

b. In addition:

i. If you are a Singapore Permanent Resident, Long-Term Visit Pass holder,


Dependant’s Pass holder or Student’s Pass holder, your Re-Entry Permit or pass may
be revoked or its validity shortened , and you may be barred from entering Singapore
in future;

ii. If you are a short-term visitor, your visit pass may be cancelled, and you may be
barred from entering Singapore in future; and

iii. If you are a foreign employee (including foreign domestic worker) issued with a work
pass, your work pass may be revoked. This is because the requirements of this Legal
Notice are imposed on you as a condition of your work pass pursuant to Section 7(4A)
of the Employment of Foreign Manpower Act6.

ASSISTANCE

a. Singapore Citizens, Permanent Residents, Long-Term Visit Pass holders, Student’s Pass
holders and short-term visitors may send your query to the Safe Travel Office at

b. Foreign employees (including foreign domestic workers) issued with work passes should
call their respective employers or Singapore employment agencies. If the employer or
Singapore employment agency fails to provide assistance, please send your query to the
Ministry of Manpower (MOM) at www.mom.gov.sg/eFeedback.

Annex A

THE INFECTIOUS DISEASES ACT (CHAPTER 137)

ORDER RELATING TO MEDICAL EXAMINATIONS OF PERSONS ARRIVING IN SINGAPORE


UNDER SECTION 45A

WHEREAS it is provided under Section 45A(1) of the Infectious Diseases Act (“IDA”), that the
Director of Medical Services (“Director”) may, for the purpose of preventing the spread or possible
outbreak of any infectious disease in Singapore, by written order, require all or any persons arriving
in Singapore to undergo any medical examination specified in the order;

2. AND WHEREAS I am satisfied that it is necessary for you to undergo medical examinations, in
the manner specified in this order, to prevent the spread or possible outbreak of the Coronavirus
Disease 2019 (“COVID-19”), an infectious disease, in Singapore.

3. TAKE NOTICE that in the exercise of my powers under Section 45A of the IDA, I hereby make
the following orders that:

(I) you undergo a polymerase chain reaction test for SARS-CoV-2 (“PCR test”), a medical
examination which tests for the aetiologic agent of COVID-19, on the day of your arrival in
Singapore;

(II) for the purpose of the PCR tests, you provide your nasal, nasopharyngeal and/or
oropharyngeal swab samples to the examiner carrying out the medical examination;

(III) you self-administer antigen rapid tests for SARS-CoV-2 (“ART”), a medical examination
which tests for the aetiologic agent of COVID-19, by 2130 hours7 on the 3rd and 7th days of
your arrival in Singapore (one ART to be administered on each day8 using ART kits) under
supervision at a Combined Test Centre (CTC) / Quick Test Centre (QTC),

Note: Your day of arrival in Singapore refers to the day that you clear arrival immigration
in Singapore. To illustrate, if you clear arrival immigration on 3 December 2021 (i.e. Day
1), you are required to self-administer the ARTs on 5 December 2021 (i.e. Day 3) and 9
December 2021 (i.e. Day 7);

You will not be required to take the ART(s) on the 3rd and/or 7th day of your arrival (as applicable) if you will be
departing from Singapore before 2130hrs on the 3rd or 7th day of your arrival.

(IV) for the purpose of the ARTs, you provide your nasal, nasopharyngeal and/or oropharyngeal
swab samples in accordance with the instructions enclosed with the ART test kits, under
supervision at a CTC or QTC; and

(V) In the event that you test positive for SARS-CoV-2 through any ART mentioned in paragraph
3(III), you undergo a PCR test by 2130 hours of the following day,

Illustration: If you test positive for SARS-CoV-2 through an ART taken on 6 December
2021, you are required to undergo a PCR test by 2130 hours of 7 December 2021.

NOTE:

1. This order may be read as a consolidated order, with each COVID-19 test ordered made
pursuant to Section 45A of the IDA.

2. Failure to comply with this order, without reasonable excuse, by a person subject to the order
may constitute an offence which may render that person liable upon conviction, in the case of a first
offence, to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 6 months or to
both; and in the case of subsequent offence(s), to a fine not exceeding S$20,000 or imprisonment for
a term not exceeding 12 months or to both.

3. If you test positive for COVID-19, further isolation and treatment measures will be imposed on
you, in accordance with the Ministry of Health’s protocols. You should remain in your place of
accommodation, and not come into close proximity with any other person, until you receive further
instructions on the measures that will apply to you.
