AN ORDER PLACING THE ENTIRE PROVINCE OF ABRA


UNDER GENERAL COMMUNITY QUARANTINE
AND PROVIDING GUIDELINES FOR THE
IMPLEMENTATION THEREOF

WHEREAS, as of September 15, 2021 has a total of Five Hundred Ninety One (591)
active COVID-19 cases, a total of Two Thousand Six Hundred Forty Nine (2,649)
reported COVID-19 cases, and a total of Sixty One (61) confirmed COVID-19 related
deaths;

WHEREAS, as of September 15, 2021 the current status of Provincial Hospital


Facility (HF) Bed Occupancy Rate is at 50.50% where most confirmed cases are
admitted, and the status of all Temporary Treatment and Monitoring Facilities
(TTMFs) at 15.18% currently catering to One Hundred Eight (108) other confirmed
cases, Nineteen(19) close contact, Four (4) probable cases, with individuals under
home isolation distributed as follows, One Hundred Seventy (170) confirmed cases,
Fifty Three (53) probable cases, Twenty (20) suspected cases, Four Hundred Sixty
Eight (468) close contacts, Thirteen (13) LSI and One (1) ROF;

WHEREAS, as of 08:00 PM of September 16, 2021, an additional One Hundred Thirty


One (131) COVID-19 cases was confirmed and Twenty Five (25) recorded recoveries
bringing the total active cases to Six Hundred Ninety Seven (697);

WHEREAS, the Epidemic Risk Level of the Municipalities of Boliney, Daguioman,


Danglas, Dolores, Lagangilang, Malibcong, Peñ arrubia, Pidigan, Sal-lapadan, San Juan
and San Quintin are at Critical Level, and the those of Bangued, Bucay, La Paz,
Lagayan, Langiden, Luba, Tayum, and Tineg are at High Level, and the rest of the
province is at moderate, low to minimal risk level;

WHEREAS, COVID-19 has mutated bringing about multiple variants of concern


(VOC) considered as more contagious and may be more fatal for the members of the
vulnerable sector i.e. Delta variant (B.1.617.2), Alpha variant (B.1.1.7), Beta variant
(B.1.351), P.3 and Lambda variant (C.37);

WHEREAS, the continued existence of COVID-19 calls for the need to further
strengthen and enforce community quarantine protocols for the health and safety of
the people and to prevent the spread of the virus in the province;

WHEREAS, President Rodrigo Roa Duterte extended the State of Calamity


throughout the Philippines for a period of one (1) year, effective September 13,

2021 to September 12, 2022 through Presidential Proclamation No. 1218 unless
earlier lifted or extended as circumstances may warrant;

WHEREAS, Section 465 (b)(vii) of Republic Act No. 7160 otherwise known as the
Local Government Code of 1991 empowers the provincial governor to carry out
such emergency measures as may be necessary during and in the aftermath of man-
made and natural disasters and calamities;

NOW THEREFORE, I, MARIA JOCELYN VALERA BERNOS, Governor of the Province


of Abra, by virtue of the powers vested in me by law, do hereby order the following:

1. SECTION 1. DECLARATION OF GENERAL COMMUNITY QUARANTINE (GCQ). The


entire Province of Abra shall be placed under GCQ which shall refer to the
implementation of temporary measures limiting movement and transportation,
regulation of operating industries, and presence of uniformed personnel to enforce
community quarantine protocols.

2. SECTION 2. PERIOD OF IMPLEMENTATION. GCQ shall be imposed and these


guidelines shall be implemented at 12:00 am on September 18, 2021 until October
30, 2021 or unless sooner withdrawn or modified as may be warranted by the
circumstances.

3. SECTION 3. MINIMUM PUBLIC HEALTH STANDARDS. All individuals shall


continue to observe the following minimum public health standards to avoid COVID-
19 infection:

3.1. Wearing of Face Mask and Face Shield – every individual permitted to
leave their residences shall strictly observe compliance to the use of face
mask and face shield specially when in public places, inside of public and
private establishments, and in the presence of other persons.

3.2. Physical Distancing – every individual shall maintain a distance of at least


one (1) meter to two (2) meters if possible from other individuals specially
in public places;

3.3. Frequent sanitation and disinfection – frequent handwashing with soap


and water, or the application of alcohol-based disinfectants shall be
observed specially when regularly exposed to other individuals;

3.4. Thermal Scanning – Checking of body temperatures at each entry points of


all public and private offices or establishments;

3.5. Submission of Health Declaration Form (HDF), Monitoring through Log


Book or via QR Code Scanning – every individual shall fill-out manual or
digital HDF forms or log their details in log books prior to entry in any public
or private office or establishments, and other frequently visited places for
monitoring and contact tracing purposes.

All establishments, both public and private, are directed to strengthen the campaign
on these public health standards by posting these information within their offices
and establishments.

A “No Face Mask, No Face Shield, No Quarantine/Pink Pass, No Entry” policy shall be
strictly imposed in all public and private offices and establishments.

4. SECTION 4. ISOLATION UNITS. The protocols for the following isolation units shall
be strictly observed:

4.1. Barangay Isolation Unit / Municipal Isolation Unit – for inbound or


returning individuals whose residence is not advisable for home quarantine,
or for symptomatic individuals upon arrival.

4.2. Provincial Isolation Unit – Asymptomatic confirmed COVID-19 cases shall


be placed in the PIU.

4.3. Abra Provincial Hospital – Confirmed COVID-19 cases with mild to


moderate symptoms shall be placed in the APH COVID-19 isolation Facility.

4.4. Referral to Level 2 and Level 3 Hospitals – for COVID-19 cases with
severe symptoms.

5. SECTION 5. MOVEMENT OF PERSONS AND PERSONS NOT PERMITTED TO


LEAVE THEIR RESIDENCES. The movement of all persons shall be limited to
accessing goods and services from permitted establishments, for work in such
establishments, or for such other activities allowed herein after.

Any person below eighteen (18) years old, those who are over sixty-five (65) years
of age, those with immunodeficiency, comorbidity, or other health risks, and
pregnant women, shall be required to remain in their residences at all times, except
for obtaining essential goods and services, or for work in industries and offices or
such other activities permitted herein after.

Each person permitted to leave their residence to access basic commodities and
essential services shall use a quarantine pass (PINK PASS) to be presented at each
quarantine control point, except during emergency cases and for individuals
working in permitted industries where an office or company ID shall be sufficient.

The Pink Pass shall be used by any member of the household aged 18 years old to 65
years old, but shall only be used by one member at a time.

6. SECTION 6. TRAVEL PROTOCOLS. The following travel protocols shall be observed


by all individuals whether APOR and NON-APOR, except for OWWA endorsed ROFs
with complete release papers from the Bureau of Quarantine (BOQ):

6.1. Registration - all travelers shall, at least twenty-four (24) hours PRIOR TO
TRAVEL, either to or from the province, be required to register and create
an S-PASS account at:

and obtain a Travel Coordination Permit and/or Travel to Pass-through


Permit, when applicable.

6.2. Requirements for inbound Travel Coordination Permit, to be uploaded


through S-Pass Account:

6.2.1. One (1) Valid Government issued ID or Barangay Certificate of


Residency;

6.2.2. Negative RT-PCR Test (Nasopharyngeal Swab or Saliva Test), sample


tested within the last seventy-two (72) hours prior to entry, for all
travelers; or Negative RT-PCR Test every seven (7) days for Frequent
Border Crossers; and

6.2.3. Acceptance letter from the LGU of destination (LSI/RR/RI), or


Delivery Receipt or Purchase Order (Cargo/Deliveries), or Travel Order
or Official Itinerary (APOR).

6.3. Protocol at each Quarantine Control Point (QCP): All travelers shall be
required to present at each QCP the following :

INBOUND To be presented at the QCP

1. One Valid ID;


2. S-Pass QR Code;
3. Official Receipt of payment
of test (Private and/or
public testing
institutions), or Original
Copy of Test from issuing
office (LGU or public
hospital sponsored tests);
and
4. Health Declaration Form.

OUTBOUND To be presented at the QCP

1. One Valid ID;


2. S-PASS QR Code approved
by LGU of destination;

6.4. All requirements shall be uploaded or saved in the travelers S-PASS account
which shall generate a S-PASS QR Code once approved, which can be
downloaded or printed to be presented upon entry;

6.5. Review and approval of TCP application shall be conducted every weekdays
during working hours only from 08:00 AM to 05:00 PM only;

6.6. QR Code Scanning shall be conducted upon entry of traveler, regardless of
status. Printed, downloaded, or a screenshot of the S-PASS QR Code shall be
accepted for scanning for validation and verification of TCP and
requirements.

Any person with cancelled or pending TCP status shall be denied entry.

6.7. All inbound personnel shall pass through the triage unit for symptom
screening, and clinical and exposure assessment.

Any person manifesting any signs and symptoms shall be immediately


placed in isolation regardless of negative test results.

7. SECTION 7. TESTING AND QUARANTINE. The testing and quarantine protocols


shall be uniform in all local government units in the entire Province of Abra, which
shall be as follows:

7.1. Testing

7.1.1. All travelers shall be required to attach or submit though their S-PASS
Account, and present upon entry, a negative result with samples tested
as provided for under Section 6.2.2;

7.1.2. All close contacts of confirmed cases, suspected cases, or persons


manifesting signs and symptoms, shall be subjected to any DOH and
FDA approved testing immediately, and shall be managed according to
established guidelines.

7.1.3. Confirmatory Testing shall be conducted within 5 th to 8th day of


quarantine.

7.2. Quarantine

7.2.1. Any inbound individual with negative RT-PCR test and without
symptoms shall no longer be required to undergo quarantine;

7.2.2. Any inbound individual manifesting signs and symptoms upon entry,
regardless of status and negative RT-PCR test result, shall be
immediately subjected to facility-based quarantine;

7.2.3. Any non-resident who will present or yield a positive test result shall
be denied entry and immediately referred to the LGU of origin or
residence;

7.2.4. Any resident or APOR assigned in the province who will present or
yield a positive test result shall immediately be subjected to facility
based quarantine;

7.2.5. Any asymptomatic individual who will yield a negative result from the
Confirmatory Testing may be released from any facility-based

quarantine, and may complete the rest of the 14-day mandatory
quarantine at home;

7.2.6. All returning overseas Filipinos (ROFs) shall be strictly subjected to


facility-based quarantine upon arrival to the province and shall never be
considered to complete the mandatory quarantine at home;

8. SECTION 8. TRIAGE UNITS. All access points to the province that will remain open,
shall have a designated triage unit to be established by the LGU concerned, for
symptom screening and surveillance testing of all inbound individuals and travelers.

All triage units shall be manned by both health and other LGU personnel, with the
assistance of the members of the Municipal Police Station concerned to provide
security, and to maintain peace and order.

9. SECTION 9. ACCESS POINTS. The following access points or points of entry to the
province shall be remain opened, and shall be manned by both uniformed, medical,
and/or health, and other LGU (Barangay, Municipal, and/or Provincial) personnel:

Abra-Ilocos Sur Road: Brgy. Tangadan, San Quintin


Abra-Kalinga Road: Sitio Baquero, Brgy. Nalbuan, Licuan-Baay

These access points shall ensure compliance to all border and quarantine protocols
including triage and QR Code scanning for the S-PaSS travel management system.

All other access points shall be closed and shall be manned by both uniformed and
LGU personnel to ensure border control.

10.SECTION 10 . TRANSPORTATION. Public and private transportation shall be


subjected to the following protocols:

10.1. Public Transportation

10.1.1. Public Utility Jitney/Jeepney – shall be temporarily suspended, except


for LGU sponsored shuttle or transportation. Provided the following are
observed:
a. Protective barriers between passengers;
b. Protective barriers between driver and passengers;
c. No Face Mask and Face Shield No Ride Policy. and
d. Fully opened windows when the weather permits;

10.1.2. Tricycle – shall be allowed to operate with maximum of one (1)


passenger subject to the following:
a. No Face Mask, No Face Shield, No Ride Policy.

10.1.3. Motorcycle – back-riding shall be allowed subject to the following:


a. Both rider shall wear Face Masks and Helmets during transit.

This is without prejudice to the existing “No Riding-in-Tandem”


ordinance in each respective municipality.

10.2. Private Vehicles

10.2.1. Private non-rented vehicles shall be permitted to travel, provided that


only 50% of the seating capacity shall be utilized with due observance of
the appropriate physical distancing.

11.SECTION 11. CURFEW. No movement of individuals outside of their residences


shall be allowed from 08:00 PM to 04:00 AM except for uniformed, health and
emergency personnel, and other persons in authority. Provided further, that any
person shall not be covered by the curfew ordinance in emergency cases.

12. SECTION 12. LIQUOR BAN. Buying, selling, distributing, or drinking of any kind of
alcoholic beverage or any intoxicating liquor shall be temporarily banned during the
period of GCQ.

13. SECTION 13. PERMITTED OPERATIONS / ACTIVITIES. The following business


establishment and activities shall be permitted as follows:

13.1. Work – Work in all government offices including the private sector
may be allowed to resume physical reporting to work at an operating
capacity deemed appropriate by its management or under such
alternative work arrangements as agencies may deem proper in
accordance with relevant CSC or DOLE rules and regulations.

13.2. Business Activities


13.2.1. Public and Private Hospitals – 100%
13.2.2. Health, emergency and frontline services, including those
provided by dialysis centers, chemotherapy centers, HMOs,
health insurance providers, disaster risk reduction management
officers, and public safety officers and the like – 100%
13.2.3. Manufacturers of medicines, and vitamins, medical supplies,
devices and equipment, including suppliers of input, packaging,
and distribution -100%
13.2.4. Industries involved in agriculture (crops, fruits, vegetables,
livestock and poultry), forestry, fishery, and such other
components of the food value chain and their workers, including
farmers and fisherfolks – 100%
13.2.5. Logistics service providers (delivery, and courier services, cargo
handling, warehousing, trucking, freight forwarding, shipping,
port, and terminal operators) – 100%
13.2.6. Essential and priority construction projects, whether public or
private, and small scale construction projects such as those for
housing or residential, in accordance with the guidelines issued
by the Department of Public Works and Highways (DPWH)
through DO 30-2021– 100%
13.2.7. Manufacturing related to food and other essential goods such as
but not limited to soap and detergents, diapers, personal hygiene
products, toilet paper and wet wipes, and disinfectants – 100%

13.2.8. Companies that manufacture, distribute and/or supply
equipment or products necessary to perform construction or
maintenance works, such as cement and steel or spare parts –
100%
13.2.9. Essential retail trade and service establishments such as public
markets, supermarkets, grocery stores, convenience stores,
pharmacies, or drug stores, hardware, office supplies, bicycle
shops, laundry shops, and water refilling stations – 100%
13.2.10. Food preparation establishments such as kiosks, commissaries,
restaurants, and eateries:
13.2.10.1. Take-out and delivery – 100%
13.2.10.2. Outdoor dine-in services (al fresco) – 30%
13.2.11. Public and private financial service providers involved in the
distribution of government grants and amelioration subsidies –
100%
13.2.12. Business process outsourcing establishments (BPOs), and
export-oriented businesses, including mining and quarrying
activities – 100%
13.2.13. Public transport providers and operators – 100%
13.2.14. Media establishments and their total permanent staff
complement, inclusive of reporters and other field employees –
100%
13.2.15. Dental, rehabilitation, optometry and other medical clinics for
the treatment of illness or injuries. Provided, that there is strict
observance of infection prevention and control protocols.
Provided, further, that the wearing of full Personal Protective
Equipment (PPEs) by dentists and attendants shall be
mandatory. Provided, finally, that home service therapy for
Persons with Disabilities (PWDs) shall be allowed. – 100%
13.2.16. Veterinary Clinics - 100%
13.2.17. Banks and capital markets, money transfer services, including
pawnshops only insofar as performing money transfer functions,
microfinance institutions, and credit cooperatives, including
their armored vehicle services, if any – 100%
13.2.18. Water supply and janitorial/sanitation services and facilities,
including waste disposal services, as well as property
management and building utility services – 100%
13.2.19. Energy Sector (Oil, Gas and Power Companies) including third
party contractors and services providers – 100%
13.2.20. Telecommunications and internet service providers – 100%
13.2.21. Necrological and embalming services – 100%
13.2.22. Security personnel licensed by the PNP – Supervisory Office for
Security and Investigation Agencies - 100%
13.2.23. Printing establishments authorized by the Bureau of Internal
Revenue and other government agencies to print accountable
forms and other security documents - 100%
13.2.24. Establishments engaged in repair and maintenance of machinery
and equipment for households and essential permitted
establishments, for motorized and non-motorized vehicles,
including the sale of spare parts - 100%

13.2.25. Leasing of real and personal properties - 100%
13.2.26. Employment activities that involve recruitment and placement
for permitted sectors - 100%
13.2.27. Teachers, professors and other staff for purposes of conducting
online/offline, and flexible classes, completion of grades, and
processing of student credentials, requirements and documents -
100%
13.2.28. Lawyers and law offices - 100%
13.2.29. All other establishments, to the extent necessary for the buying
and selling of consumer goods or services via the internet -
100%
13.2.30. Private corporations are encouraged to process payrolls online.
Payroll managers, and such other employees required for the
processing of payroll and accounting firms - 100%
13.2.31. Other Manufacturing industries – beverages, electric machinery,
wood products, furniture, non-metallic products, textiles /
wearing apparels, tobacco products, paper and paper products,
rubber and plastic products, Coke and refined Petroleum
products, Other non-metallic mineral products, Computer,
Electronic and Optical Products, Electric Equipment, Machinery
and Equipment, Motor Vehicles, Trailers and Semi-Trailers,
Other Transport Equipment. – 100%
13.2.32. Hotels and other accommodation establishments – allowed to
operate at such capacity and protocols in accordance with
guidelines issued by the Department of Tourism (DOT);
13.2.33. Office and Administrative and Office Support i.e photocopying,
billing, and record keeping services - 100%
13.2.34. Other financial services e.g. money exchange, insurance,
reinsurance, lending companies, and non-compulsory pension
funding) - 100%
13.2.35. Management Consultancy Activities – 100%
13.2.36. Architecture and Engineering Activities; Technical Testing and
Analysis - 100%
13.2.37. Scientific and Research Development - 100%
13.2.38. Advertising and Market Research - 100%
13.2.39. Computer programming, information service activities, and
other related activities – 100%
13.2.40. Publishing and printing services i.e. printing of newspapers,
magazines and other periodicals, books, brochures, manuscripts,
posters, advertising catalogues etc. 100%
13.2.41. Film, music and TV production - 100%
13.2.42. Recruitment and placement agencies for overseas employment -
100%
13.2.43. Other services such as photography, fashion, industrial, graphic,
and interior design - 100%
13.2.44. Wholesale and retail trade of motor vehicles, motorcycles, and
bicycles, including their parts and components - 100%
13.2.45. Pet grooming services - 75%
13.2.46. Non-leisure whole sale and retail establishments - 100%
13.2.47. Driving schools – 100%

13.2.48. Testing and tutorial centers – 75%
13.2.49. Review Centers – 75%
13.2.50. Language, dance, acting, voice schools – 50%
13.2.51. Non-contact OUTDOOR sports courts or venues or activities,
such as, but not limited to walking, jogging, and running; golf,
tennis, and badminton; equestrian, range shooting, archery, and
Philippine Sports Commission (PSC) authorized venues and
sanctioned activities for training purposes, including National
Golf Association of the Philippines (NGAP) trainings – 100%
(limited within the general area of residence e.g. within the
barangay, purok, subdivision and/or village.

13.3. Religious Activities – religious gatherings shall be allowed up to ten


percent (10-30%) of the venue capacity with strict compliance to the
minimum public health standards.

13.4. Gatherings for Necrological services – including wakes with a


maximum of five (5) days, inurnment, funerals for those who died of
causes other than COVID-19 shall be allowed, provided that the same
shall be limited to immediate family members, upon satisfactory proof of
their relationship with the deceased and with full compliance with the
prescribed minimum public health standards for the duration of the
activity.

13.5. Classes – Face-to-face or in-person classes at all levels shall be


suspended both in public and private schools including seminaries, and
other institutions. The education sector shall operate in accordance with
the guidelines of the CHED for higher education, TESDA for technical
vocational education and training, and DepEd for basic education.

14. SECTION 14. SUSPENDED OPERATIONS OR ACTIVITIES. The following business


establishment operations and activities shall be suspended during the imposition of
GCQ.

14.1. Indoor dine-in services;


14.2. Indoor non-contact sports courts or venues, fitness studios, gyms, spas or
other indoor leisure centers or facilities, and swimming pools;
14.3. All contact sports, indoor contact sports, scrimmages, games or activities;
14.4. Indoor visitor or tourist attractions, libraries, archives, museums,
galleries, and cultural shows and exhibits;
14.5. Outdoor tourist attractions and all other tourism related activities;
14.6. Indoor venues for meetings, incentives, conferences, and exhibitions
(MICE);
14.7. Personal care services – beauty salons, parlors, barbershops, and nail
spas;
14.8. Other personal care services which include make-up salons, medical
aesthetic clinics, cosmetic or dermaclinics, reflexology, aesthetics,
wellness and holistic centers, and other similar establishments,
acupuncture and electrocautery establishments, and massage therapy

including sports therapy establishments. It also includes establishments
providing tanning services, body piercing, tattoing and similar services;
14.9. Gatherings outside of residences with members not of the same
household;
14.10. Social events i.e. concerts and parties, wedding receptions, engagement
parties, wedding anniversaries, debut and birthday parties, family
reunions, and bridal or baby showers;
14.11. Parades, processions, motorcades;
14.12. Travel agencies, tour operators, reservation service and related
activities;
14.13. Cinemas, amusement and theme parks, Casinos, horse racing, lottery and
betting shops, and other gaming establishments;
14.14. Recreational venues such as internet cafes, billiard halls, amusement
arcades, bowling alleys, and similar venues;
14.15. Traditional cockfighting and operation of cockpits;
14.16. Entertainment venues such as karaoke bars, bars, clubs, concert halls,
and theaters;
14.17. Fairs/peryas, kid amusement industries such as playgrounds, playroom
and kiddie rides.

15. SECTION 15. PERSONS DEPRIVED OF LIBERTY. Management of all persons


deprived of liberty including children in conflict with the law, shall be in accordance
with Executive Order AU-03 series of 2020.

16.SECTION 16. LOCAL ANTI-COVID-19 TASK FORCE REPORTING. All Barangay


Anti-COVID-19 Task Force shall submit a daily report to the Municipal ACTF which
shall be consolidated and submitted daily to the Provincial Anti-COVID-19 Task
Force through the PDRRMO through this google form:

17.SECTION 17. MANDATORY REPORTING. All health and medical professional,


personnel, clinics, and hospitals including the Barangay Health Emergency Response
Teams shall report any COVID-19 concerns and other communicable diseases such
as the following:

17.1. Deaths in the hospitals or community by unknown causes;


17.2. Patients manifesting signs and symptoms of COVID-19;
17.3. Members of the community manifesting signs and symptoms of COVID-
19; and
17.4. Other reportable cases as may be deemed necessary by the Provincial
Health Office.

18.SECTION 18. DISTRIBUTION OF RELIEF GOODS AND OTHER DONATIONS. No


local government unit (LGU) shall deny, restrain, or delay the distribution of relief
goods to their constituents, nor shall any LGU be allowed to deny donations for
intended individuals or families. Provided, that private entities shall not be allowed
to go directly to their donees or beneficiaries without coordinating with the
concerned LGU or through the Provincial Social Welfare and Development Office or
the Provincial Disaster Risk Reduction Management Office.

19. SECTION 19. IMPLEMENTATION OF GRANULAR LOCKDOWNS. The Municipal
Mayor with respect to their component barangays subject to the concurrence of the
Regional Inter-Agency Task Force (RIATF) Cordillera shall be authorized to impose
stricter quarantine measures or granular lockdowns not longer than fourteen (14)
days, to individual houses, residential buildings, streets, blocks, puroks,
subdivisions, and/or villages within their jurisdictions subject to compliance with
the parameters set forth under National Task Force COVID-19 Memorandum
Circular No. 2 dated 15 June 2020.

The declaration of granular lockdowns by local chief executives shall be


provisionally effective immediately and shall include due notice to the RIATF.

All requests for concurrence shall be directly submitted to the RIATF through the
Department of Interior and Local Government – Abra Field Office, copy furnished
the Provincial Anti-COVID-19 Task Force through the Office of the Governor.

All request for concurrence shall be submitted with the following documents:

19.1. Zoning Strategy Matrix;

20.SECTION 20. ACTIVATION OF LOCAL ZONING AND CONTAINMENT


COMMITTEES. All Municipal Mayors are directed to activate their respective Local
Zoning and Containment Committees for timely data gathering and data input
necessary for the implementation of granular lockdowns with the prescribed
members as follows:

Chair : Municipal Mayor


Co-Chair : Municipal Local Government Operations Officer
Members : Chief of Police, Municipal Police Station
Municipal Health Officer / Public Health Nurse
Municipal Epidemiology and Surveillance Unit Officer
Municipal Disaster Risk Reduction Management Officer
Municipal Fire Marshal

Each committee shall primarily conduct the analysis for the zoning of areas during
the imposition of localized or granular lockdowns in full compliance to the
preceding section with reference to NTC MC No. 2.

SECTION 21. STAY SAFE PH. The use of StaySafe.ph shall be used as the primary
contact tracing digital tool by accessing the platform through
https://www.staysafe.ph

All Local Government Units are hereby directed to disseminate and encourage all
residents, business establishments, private and public offices to use the application
system and to establish QR Code Scanning scheme.

All government officials and employees in the Province of Abra are hereby directed
to register at StaySafePh.

21.SECTION 22. ANTI-DISCRIMINATION. Any form or acts of discrimination against


COVID-19 Frontline worker, OFW, LSI, and individuals suspected of contracting
COVID-19 shall be dealt in accordance with Provincial Ordinance No. 300 series of
2020 without prejudice to the filing of cases under applicable laws.

22.SECTION 23. VIOLATIONS. Any violations of this Order shall be dealt with in
accordance of the applicable provision of RA 11332, the Revised Penal Code,
Provincial Ordinance, or any other applicable law, rule, or regulation.

23.SECTION 24. DISSEMINATION. The Provincial Information Office, all members of


the Provincial and Municipal Anti-COVID-19 Task Force, all Municipal Mayors,
Punong Barangays, and all others concerned are hereby directed to cause the widest
dissemination of this order,

24.SECTION 25. SEPARABILITY. In any event that any provision of this Order or any
part hereof is declared invalid, contrary to law, or unconstitutional, the provisions
not thereby affected shall remain in force and effect.

25.SECTION 26. REPEAL. All other previous issuances or parts thereof inconsistent
with the provisions of this Executive Order are hereby repealed or amended
accordingly.

26.SECTION 27. EFFECTIVITY. This Order shall take effect on September 18, 2021.
