AN ORDER IMPLEMENTING ALERT LEVEL SYSTEM LEVEL THREE (3) IN


ILOILO CITY EFFECTIVE IMMEDIATELY UNTIL 11:59 PM OF FEBRUARY
28, 2022 UNLESS OTHERWISE MODIFIED, EXTENDED, OR LIFTED EARLIER
AND FOR OTHER PURPOSES

WHEREAS, Section 16 of the Republic Act 7160 provides that every local government unit shall exercise the powers
expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its
efficient and effective governance, and those which are essential to the promotion of the general welfare. Every local
government shall ensure and promote the health and safety of its inhabitants;

WHEREAS, this general welfare clause delegates in statutory form the police power to a local government unit which
must be responsive, in the interest of common welfare, to the changing conditions and developing needs of growing
communities, especially during this continuing health crisis brought by COVID-19 pandemic;

WHEREAS, Section 6 (e) of RA 11332 allows the DOH to perform rigid disease surveillance and response functions
to address events of public health concern;

WHEREAS, on February 14, 2022, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases
(IATF-EID) issued Resolution No. 161-A extending the implementation of the alert level classification, Alert Level 3 of
Iloilo City;

WHEREAS, the swiftly dangerous surge of the Delta and Omicron Variants in the Philippines are partly responsible
for the (66, 588) active cases as of February 17, 2022 despite the massive inoculation of covid-19 vaccines on the
ground;

WHEREAS, to prevent another lockdown and forcible temporary closure of businesses in the city, certain protocols
must be reiterated to maintain the status quo in the City of Iloilo;

WHEREAS, based on the data gathered by the Iloilo City Epidemiology and Surveillance Unit of the City Health
Office, there has been a drastic increase in the number of Covid-19 positive cases in Iloilo City and for which the Iloilo
City COVID Team has prescribed more stringent measures to arrest a further surge in cases;

WHEREAS, while the local government of Iloilo City and the members of Iloilo City COVID team are constrained to
make decisions protecting the right to life and provide for the right to health of the citizens implementing the imposed
alert level classification of IATF and the health intervention measures adaptive to radical changes of COVID-19
transmission, it cannot be overemphasized that public awareness, vigilance, cooperation, and full adherence to public
health protocols remain vital in community-wide responses to effectively curb down the unprecedented surge in our
cases.

NOW, THEREFORE, I, JERRY P. TREÑAS, by virtue of the power vested in me by law as City Mayor of
lloilo City, do hereby order:

SECTION 1. PERIOD OF THE IMPLEMENTATION OF ALERT LEVEL SYSTEM-LEVEL (3) IN ILOILO


CITY. Following the issuance of IATF Resolution No. 161-A dated February 14, 2022, the implementation of Alert
Level (3) in Iloilo City is extended until 11:59 P.M. of February 28, 2022, or until the said period is extended or lifted,
upon the recommendation of the Iloilo City COVID Team, and approved by the Inter-Agency Task Force (IATF) on the
Management of Emerging Infectious Diseases.

Throughout the implementation of Alert Level (3), the movement of all persons remains limited to accessing
goods and services from permitted establishments, for work in such establishments at a capacity as provided hereafter,
and for such other activities allowed under the (IATF) Guidelines on the Nationwide Implementation of Alert Levels
System for Covid-19 Response as of December 14, 2021 and in this Executive Order.

GUIDELINES ON INTRAZONAL AND INTERZONAL MOVEMENT OF PERSONS

SECTION 2. PROTOCOLS FOR ENTRY OF TRAVELERS COMING FROM NEGROS ISLAND. For the
purpose of harmonizing travel protocols between Iloilo City and Negros Island, the following guidelines shall be
followed effective immediately unless otherwise modified, extended, or lifted earlier.

a. Transport of goods and cargo remain unhampered provided that each cargo vehicle shall only be manned
by a maximum of three (3) persons, driver included;

b. Inbound travel to Iloilo City shall be allowed subject to the followin guidelines:

INBOUND TRAVELER REQUIREMENTS

FULLY VACCINATED 1. Vaccination Card and,


2. Valid government issued ID
An individual may be considered fully vaccinated if more than or equal
to 2 weeks has transpired after he/she has received the second dose in a
2-dose vaccine; or more than or equal to 2 weeks after he/she has
received a single-dose vaccine.

PARTIALLY VACCINATED and 1. Negative RT-PCR test result which


UNVACCINATED must have been obtained within 72
hours prior to and upon arrival in Iloilo
City;
2. Approved S-Pass; and
3. Valid government issued ID

SECTION 3. GUIDELINES FOR INBOUND AIR AND SEA TRAVEL TO ILOILO CITY.

(1.) Inbound Travelers from areas within Western Visayas except Negros Island to Iloilo
City. Interzonal and intrazonal travel within Western Visayas, other than from those coming
from Negros Island, shall be permitted subject to restrictions on movement of vulnerable sectors.
Non-essential travel to Iloilo City is strongly discouraged.

For those individuals traveling to Iloilo City who develop signs and symptoms associated with
COVID-19 and its variants of concern, they are advised to submit themselves to NPS/OPS RT-
PCR testing conducted by the USWAG Iloilo Molecular Laboratory, without cost. Strict
isolation must be observed while awaiting release of results.

(2.) Pre-travel Requirements for Inbound Travelers coming from outside of Western
Visayas Region. All inbound travelers from outside Western Visayas, regardless of vaccination
status shall be subject to the guidelines set hereunder unless otherwise modified, extended, or
lifted earlier.

(A) For Returning OFWs facilitated by the Overseas Workers Welfare Administration (OWWA)
and endorsed to the Iloilo City Government, including accompanying minors aged (5-17) years
old:
1. Upload files/documents consisting of the following and apply for a travel
permit via the S-Pass system for the review of the Iloilo City Emergency OPCEN
and the issuance of the Travel Coordination Permit (TCP):

i. Valid Government-issued ID;


ii. Confirmed travel itinerary issued by carrier (airline or sea vessel) to
Iloilo City;
iii. (*for Fully Vaccinated individuals) Vaccination Card OR document
issued by competent foreign authorities proving that they are fully
vaccinated;

iv. Certificate of Residency issued by the Barangay where the
individual resides;
v. Bureau of Quarantine (BOQ) Certificate/ Health Pass

2. Present a copy of their approved S-Pass travel permit along with their
Vaccination Card OR duly issued Certification from the City, Municipal or
Provincial Health Office that the incoming traveler is fully vaccinated coupled
with the presentation of a valid ID, OR, whenever accessible, a Vaccination
Certificate which may be obtained through https://vaxcert.doh.gov.ph to their
carrier (airline, sea vessel, land transport) of choice upon check-in.

(B) Authorized Persons Outside Residence (APOR) including accompanying minors aged (5-
17) years old:
1. Upload files/documents consisting of the following and apply for a travel
permit via the S-Pass system for the review of the Iloilo City Emergency OPCEN
and the issuance of the Travel Coordination Permit (TCP):

a. Valid Government-issued ID; Valid company/office ID; Proof of


affiliation, valid professional identification card;

b. Insofar as practicable or wherever applicable, Certificate of


Employment/Travel Order/Certification issued by their
employers/HR managers indicating specific dates and/or hours of
work such employee is obliged to report on duty;

c. Confirmed travel itinerary issued by carrier (airline or sea vessel)


to Iloilo City;

d. (*for Fully Vaccinated individuals) Vaccination Card OR


document issued by competent foreign authorities proving that they
are fully vaccinated;

e. If resident APOR: Certificate of Residency issued by the


Barangay where the individual resides

f. If non-resident APOR: Proof of Confirmed Booking with hotel


and/or other accredited accommodations;

2. Present a copy of their approved S-Pass travel permit along


with their Vaccination Card OR duly issued Certification from the City, Municipal
or Provincial Health Office that the incoming traveler is fully vaccinated coupled
with the presentation of a valid ID, OR, whenever accessible, a Vaccination
Certificate which may be obtained through https://vaxcert.doh.gov.ph to their
carrier (airline, sea vessel, land transport) of choice upon check-in.

(C) Authorized Persons Outside Residence (APOR) including accompanying minors aged (5-
17) years old staying for less than twenty-four (24) hours in Iloilo City, shall still apply for a
Travel Permit through the S-PASS system to be approved by the Iloilo City Government for
contact tracing.

For this purpose, they shall upload files/documents consisting of the following and
apply for a travel permit via the S-Pass system:

1. Valid Government-issued ID;

2. Insofar as practicable or wherever applicable, Certificate of


Employment/Travel Order/Certification issued by their
employers/HR managers indicating specific dates and/or hours of
work such employee is obliged to report on duty;

3. Confirmed travel itinerary issued by carrier (airline or sea vessel)


to Iloilo City (inbound) and from Iloilo City to place of destination
(outbound), from which periods of arrival and departure shall not be
more than twenty-four (24) hours.

4. Negative RT-PCR test conducted through NPS/OPS swabbing


with date of specimen collected at least (72) hours before travel to
Iloilo City;

(D) Returning Iloilo City Residents including accompanying minors aged (5-17) years old:

1. Upload files/documents consisting of the following and apply for a travel


permit via the S-Pass system for the review of the Iloilo City Emergency OPCEN
and the issuance of the Travel Coordination Permit (TCP):

a. Valid Government-issued ID;


b. Confirmed travel itinerary issued by carrier (airline or sea vessel)
to Iloilo City;
c. (*for Fully Vaccinated individuals) Vaccination Card or Vaccine
Certificate Certification from the City, Municipal or Provincial
Health Office
d. Certificate of Residency issued by the Barangay where the
individual resides

2. Present a copy of their approved S-Pass travel permit along with their
Vaccination Card OR duly issued Certification from the City, Municipal or
Provincial Health Office that the incoming traveler is fully vaccinated coupled
with the presentation of a valid ID, OR, whenever accessible, a Vaccination
Certificate which may be obtained through https://vaxcert.doh.gov.ph to their
carrier (airline, sea vessel, land transport) of choice upon check-in.

(E) Non-essential travelers and tourists:

1. Upload files/documents consisting of the following and apply for a travel


permit via the S-Pass system for the review of the Iloilo City Emergency OPCEN
and the issuance of the Travel Coordination Permit (TCP):

a. Valid Government-issued ID;


b. Confirmed travel itinerary issued by carrier (airline or sea vessel)
to Iloilo City;
c. (*for Fully Vaccinated individuals) Vaccination Card or Vaccine
Certificate Certification from the City, Municipal or Provincial
Health Office
d. Certificate of Residency issued by the Barangay where the
individual resides
e. For non-essential travelers/tourists: Proof of Confirmed Booking
with hotel and/or other accredited accommodations;

2. Present a copy of their approved S-Pass travel permit along with their
Vaccination Card OR duly issued Certification from the City, Municipal or
Provincial Health Office that the incoming traveler is fully vaccinated coupled
with the presentation of a valid ID, OR, whenever accessible, a Vaccination
Certificate which may be obtained through https://vaxcert.doh.gov.ph to Iloilo City
to their carrier (airline, sea vessel, land transport) of choice upon check-in.

(3.) PROTOCOLS UPON ARRIVAL IN ILOILO CITY. The following protocols shall be implemented
for all travelers arriving in Iloilo City:

(A) Fully Vaccinated:1 Fully vaccinated individuals arriving in Iloilo City are no longer mandated
to submit themselves to NPS/OPS RT-PCR testing upon arrival, and will also not be required to
undergo quarantine.

However, fully vaccinated individuals must immediately isolate themselves once symptoms
associated with COVID-19 develop and they shall submit themselves to NPS/OPS RT-PCR
testing conducted by the USWAG Iloilo Molecular Laboratory at the Covered Gym, Lapaz
Plaza. Continued isolation shall be observed while awaiting release of results.

A fully vaccinated individual is someone who has more than or equal to 2 weeks after having received the second dose
in a 2-dose vaccine; or more than or equal to 2 weeks after having received a single-dose vaccine.

(B) Partially vaccinated and Unvaccinated individuals:

Partially vaccinated and unvaccinated individuals shall immediately undergo quarantine


upon arrival in Iloilo City at the city’s designated quarantine facilities or at home provided that,
upon assessment of the District Health Officers and local health authorities, the premises allow
for the effective isolation from the rest of the household.

On the third (3rd) day of their quarantine, they shall undergo RT-PCR testing
conducted by the Iloilo USWAG Molecular Laboratory, at the Covered Gym, Lapaz Plaza
without cost. For those quarantined at designated facilities, only upon a presentment of a
negative RT-PCR result will they be given clearance from quarantine. For those quarantined at
home, they may only resume interaction with the rest of the household and society upon the
release of a negative RT-PCR result.

In the event the RT-PCR result indicated a positive infection, the subject returning
resident must strictly comply with instructions given by the local health authorities.

(B) Partially vaccinated and Unvaccinated ROFs with travel history from countries
classified as Red. Partially vaccinated and unvaccinated ROFs who arrived from countries
classified as Red, shall be required to complete quarantine under a home quarantine set-up for
fourteen (14) days from date of arrival and shall likewise undergo NPS/OPS RT-PCR testing,
five (5) days from date of arrival;

NPS/OPS RT-PCR testing shall be conducted by the Uswag Molecular Laboratory at


the covered gym of Lapaz Plaza without cost. Notwithstanding release of a negative RT-PCR
result, the individual must complete the balance of their mandatory fourteen (14) day quarantine.
For those who turn out to be a confirmed COVID case, provisions of Section 15 hereof shall
apply. Should they experience symptoms during the interim of their quarantine, they should
immediately contact their local BHERTs or nearest District Health Center to be endorsed for
confirmatory RT-PCR testing.”

SECTION 4. RESTRICTED MOVEMENT OF VULNERABLE SECTORS. Intrazonal and interzonal travel shall
be allowed subject to reasonable restrictions based on age and comorbidities. For this purpose, movement of those
belonging to the vulnerable population, shall be limited in obtaining essential goods and services, or for work in
permitted industries and offices in accordance with existing labor laws, rules, and regulations.

The following persons shall belong to the vulnerable sectors: (1) Persons more than (65) years of age; (2)
Persons below (12) years of age; (3) Pregnant women; (4) Persons with comorbidities, immune-deficiencies, and other
risk factors; and (5) Persons with disabilities.

(A) Those vulnerable sectors are strongly encouraged to remain in their residences at all times, except
when highly indispensable under the circumstances for obtaining essential goods and services from permitted
establishments or for work in permitted industries and offices; other essentials; to seek medical or clinical care;
or go to the hospital; or to seek medical consultation;

(B) The individuals aged below twelve (12) years and those (65) years old and above shall NOT be
allowed to enter malls, shopping centers and other permitted establishments except for obtaining essential
goods and services or for work in establishments located therein or for vaccination. Provided further that, those
individuals aged below (12) years, when accessing essential goods and services in such establishments must be
accompanied by their parents/guardians.

SECTION 5. OPERATION OF THE PUBLIC TRANSPORTATION. The road, maritime (except those with the
approved travel moratorium from and to specified destinations), and aviation sectors of public transportation shall be
allowed to operate at such capacity and protocols in accordance with guidelines issued by the DOTr. For this purpose,
the use of active transportation such as biking is highly encouraged.

Public utility vehicles such as public utility jeepneys and other motor vehicles offering service to the public
within Iloilo City can operate at capacities prescribed by the LTFRB in its Memorandum Circular No. 2021-064 or
other relevant issuances. Physical barriers are no longer required; however, passengers are strongly encouraged to
strictly observe health protocols i.e mandatory wearing of face masks. The movement of cargo/delivery vehicles, as
well as vehicles used by public utility companies, shall be unhampered. Shuttle services of permitted establishments
shall not be subject to an ID system but shall maintain compliance with minimum public health standards with the
drivers wearing face masks all the time. Drivers and operators are likewise highly encouraged to be fully vaccinated.
Companies with shuttle services must maintain a log book to easily track the passengers/employees.

ESTABLISHMENTS, PERSONS, OR ACTIVITIES ALLOWED TO OPERATE, WORK, OR BE


UNDERTAKEN DURING ALERT LEVEL3

SECTION 6. PUBLIC CONSUMPTION AND SALE OF ALCOHOLIC BEVERAGES. The consumption in


public of any form of liquor or alcoholic beverages, or any alcoholic drink containing a specific percentage of alcohol
by volume or weight which may be in the form of whisky, brandy, gin, rum, cordial, liquor, cocktail, wine, champagne,
is hereby allowed, subject to compliance with minimum health protocols such as adequate physical distancing and
existing restrictions as imposed by Local Ordinances such as “Liquor Ban for Minors”.

Compliance officers and other authorized personnel deployed by the Iloilo City Government shall conduct
regular random inspections to ensure proper compliance of business establishments operating within Iloilo City.
Establishments, restaurants, convenience stores, groceries, sari-sari stores, and other similar businesses that will violate
the restrictions provided herein shall entitle the City Government to mete out the appropriate penalties provided under
the Iloilo City Tax Code. All persons who are found to have violated the protocols and endanger the lives of the
residents of Iloilo City shall face the appropriate administrative and/or criminal charges.

SECTION 7. ALLOWED INDUSTRIES AND ACTIVITIES. During the period of the Alert Level (3)
implementation in Iloilo City, unless modified by the IATF, subject to compliance with the minimum public health and
safety standards and protocols and the relevant issuances and other pertinent issuances, the following establishments
and/or activities shall be allowed to operate, or be undertaken, pursuant to the IATF Guidelines on the Nationwide
Implementation of Alert Levels System for Covid-19 Response as of December 14, 2021, as follows:

A. Businesses, Persons, or Activities undertaken within Iloilo City which are not specifically cited in the
prescribed capacities provided hereunder and excluded from the negative list in Section (8) hereof shall be
allowed to operate at (80%) while encouraging work-from-home and other flexible work arrangements where
applicable.

B. Food preparation establishments such as kiosks, commissaries, restaurants, and eateries, shall abide by the
following for their maximum seating capacities:

Allowable capacities
Indoor Dining Al fresco Dining

Those establishments with (100%) of its personnel and staff reporting 80% 100%
on-site and serving patrons are fully vaccinated AND with Safety Seal
Certification

Establishments with Safety Seal only 50% 70%

Establishments whose personnel and staff reporting on site are 100% 30% 50%
fully vaccinated but without Safety Seal

Establishments without Safety Seal and whose personnel and staff 20% 50%
reporting on site are not fully vaccinated

C. Establishments and/or offices within Iloilo City that continue to operate despite the express prohibition provided
herein shall be meted with appropriate sanctions/penalties which include but are not limited to criminal, administrative,
and/or civil actions.

D. Sale events, marketing events, and other promotions inside malls and other establishments of similar nature may be
permitted at a limited venue capacity of (50%), provided that staff and employees reporting on-site are fully vaccinated.
These establishments are strongly enjoined to only admit patrons who are fully vaccinated when conduct of such events
are proceeded with.

E. The following establishments, or activities, shall be allowed to operate or be undertaken at a maximum of (30%)
indoor venue capacity for fully vaccinated individuals only and (50%) outdoor venue capacity. Provided that all on-site
workers/employees of these establishments, and organizers of activities are fully vaccinated against COVID-19 and
MPHS shall be strictly maintained. Provided further, that there is no objection from the LGU where these activities may
take place.

a. Venues for meetings, incentives, conferences, and exhibitions (MICE);


b. Permitted venues for social events such as parties, wedding receptions, engagement parties, wedding
anniversaries, debut and birthday parties, family reunions, and bridal or baby showers;
c. Visitor or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas,
public gardens, scenic viewpoints or overlooks, and the like;
d. Amusement parks or theme parks;
e. Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, skating
rinks, archery halls, swimming pools, and similar venues;
f. Cinemas and movie houses, provided that the cinemas and movie houses operators are highly
encouraged to allow entry only to fully vaccinated movie goers;
g. Limited face-to-face or in-person classes for higher education and for technical-vocational education
and training;
h. Licensure or entrance/qualifying examinations administered by their respective government agency,
and specialty examinations authorized by the IATF subject to the health and safety guidelines as
approved by the IATF;
i. Dine-in services of food preparation establishments such as kiosks, commissaries, restaurants, eateries,
and restobars subject to DTI sector-specific protocols and Section 7 (B) hereof;
j. Venues with live voice or wind-instrument performers and audiences such as in karaoke bars and
clubs, nightclubs, disco clubs, KTV establishments;
k. Personal care establishments such as barbershops, hair spas, hair salons, and nail spas, and those
offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology, and
other similar procedures including home service options, subject to the sector-specific protocols of the
DTI;
l. Fitness studios, gyms, and venues for non-contact exercise and sports, subject to DTI sector-specific
protocols. Provided that patrons/clients and workers/employees wear face masks at all times and that
no group activities are conducted; and
m. Film, music, and television production, subject to the joint guidelines as may be issued by the DTI,
DOLE, and the DOH;

n. Non-contact sports and contact sports provided that those under an indoor set-up shall accommodate
only fully vaccinated patrons, strictly recording names and contact details for tracing purposes and
must conduct thorough and frequent decontamination of the venue and equipment. Organizers of
Sporting Events shall coordinate with the Iloilo Sports and Youth Division to ensure proper regulation
and compliance to health protocols.

SECTION 8. PROHIBITED ESTABLISHMENTS AND ACTIVITIES. The following establishments and/or


activities characterized as high-risk for transmission shall not be allowed to operate, or be undertaken in areas classified
under Alert Level 3.

a) Face to face or in-person classes for basic education, except those previously approved by the IATF and/or
the Office of the President;

b) Funfairs/peryas and kid amusement industries such as playgrounds, playroom, and kiddie rides , concert halls,
and theaters;

c) Casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming
establishments except as may be authorized by the IATF or the Office of the President, subject to the
following guidelines insofar as conducting E-Sabong licensed and regulated by the Philippine Amusement
and Gaming Corporation (PAGCOR)2, to wit:

A. Cockfighting and operation of cockpits for the sole purpose of conducting E-Sabong
licensed and regulated by the Philippine Amusement and Gaming Corporation (PAGCOR)
shail be permitted under the following conditions:

a. No audience;
b. Only fully vaccinated essential personnel not exceeding (10) persons shall be
allowed inside the cockpit; and
c. Subject to the concurrence of the Local Chief Executive.

B. The operation of off-cockpit betting stations shall be permitted following the minimum
public health standards and safety protocols as prescribed by PAGCOR, subject to the approval
and monitoring of the local government units where they may be situated.

SECTION 9. ESTABLISHMENTS’ COMPLIANCE WITH REQUIRED PUBLIC HEALTH STANDARDS.


Business establishments allowed to operate shall strictly implement the required public health standards prescribed
under the Executive Orders, Local Ordinances, DOH directives for offices/workplaces under Administrative Order No.
2020-0015, s. 2020 dated 27 April 2020, DTI-DOLE Joint Interim Guidelines on Workplace Prevention and Control of
COVID-19, and any issued protocols for specific sectors.

Business establishments are also directed to report or notify public health authorities of workers who show signs or
symptoms of Coronavirus Disease 2019 (COVID-19). Further, in cases that their workers have been exposed to
COVID-19, the business establishment must implement contact tracing in coordination with the Iloilo City-City
Epidemiology and Surveillance Unit (IC-CESU).

SECTION 10. OPERATIONS OF BANKS AND BANKING HOURS. Banks operating within Iloilo City are
permitted to operate at full on-site capacity but are highly encouraged to adopt alternative working arrangements
entailing lower workforce on-site and banking hours are left to the discretion of their management or main office,
without prejudice to the guidelines set by the Bangko Sentral ng Pilipinas. Following the Board Resolution No. 2022-
005, “Resolution Recommending Member Banks to Extend Shortened Banking Hours from February 16 to 28, 2022”,
members of Bankers Association of Iloilo (BAI), Inc. may extend the implementation of the shortened banking hours
from 9:00 AM to 3:00 PM until February 28, 2022.

SECTION 11. OPENING OF ILOILO ESPLANADES; PLAYGROUNDS AND COURTS IN ALL PUBLIC
PLAZAS. The Iloilo Esplanades, playgrounds and courts located in public plazas remain open to the public provided
that goers and users strictly observe minimum public health protocols and the guidelines on the use of all Iloilo River
Esplanades in compliance to Executive Order No. 135, S. 2021.

SECTION 12. HOTEL AND ACCOMMODATION ESTABLISHMENTS. Only hotels or accommodation


establishments with valid Department of Tourism (DOT) Accreditation shall be allowed to accommodate guests and
clients for legitimate purposes under a state of a public health emergency. The operations of such hotels and
accommodation establishments, as well as ancillary establishments within their premises such as restaurants, cafés,
gyms, spas, function halls, and the like, shall be subject to guidelines issued by the DOT and the IATF.

Swimming pools and other similar swimming amenities of resorts, hotels, accommodation establishments, and
condominiums are now allowed to operate, provided that only limited guests and patrons shall be catered at a maximum
of thirty percent (30%) with strict compliance of protocols prescribed by the DTI. Private hotels or accommodation
establishments accredited by the Department of Tourism (DOT) to operate are highly encouraged to accommodate
guests and patrons who are fully vaccinated, at their full discretion, to access swimming pools and other similar
swimming amenities.

SECTION 13. VACCINATION ROLL-OUT; BOOSTER SHOTS. Vaccination roll-out at the identified vaccination
sites shall remain unhampered. The specific date, time and place for vaccination shall be announced to the public
accordingly. Provided that, across all settings, strict observance of minimum public health standards must be maintained
at the vaccination sites.

Strict implementation of IATF Resolution No. 148-B, S. 2021 shall be undertaken as provided under Section (17) of
this Executive Order. In accordance with National Vaccination Operations Center (NVOC) Advisory No. 72, DOH
Advisories approving the shortened interval on the administration of COVID-19 booster shots effective on 22
December 2021 and other related issuances, all eligible groups whether residents or non-residents are highly
encouraged to get their COVID-19 booster shots at the designated vaccination sites in Iloilo City and announced to the
public accordingly.

MANAGEMENT OF CLOSE CONTACTS AND CONFIRMED COVID-19 CASES

SECTION 14. MANAGEMENT OF CLOSE CONTACTS AND CONFIRMED COVID-19 CASES. Pursuant to
the Department of Health Department Memorandum 2022-0013: Updated Guidelines on Quarantine, Isolation, and
Testing for COVID-19 Response and Case Management for the Omicron Variant:

A. PROTOCOL FOR CLOSE CONTACTS

1.All close contacts of confirmed cases shall undergo immediate RT-PCR testing.

2.Fully vaccinated asymptomatic close contacts of individuals with symptoms, suspect, probable, or confirmed
cases shall immediately subject themselves for RT-PCR testing and quarantine for at least 5 days from the date
of the last exposure. Quarantine can be discontinued any time upon receipt of their negative RT-PCR test result.

3.Partially vaccinated or unvaccinated asymptomatic close contacts of individuals with symptoms, suspect,
probable, or confirmed cases shall immediately subject themselves for RT-PCR testing and quarantine for at
least 14 days from the date of the last exposure. Quarantine can be discontinued any time upon receipt of their
negative RT-PCR test result.

4.All asymptomatic close contacts shall conduct symptom monitoring for at least 14 days, regardless of
shortened quarantine period.

5.Hospital Infection Prevention and Control Committees (IPCC), Iloilo City Health Office coordinated with their
corresponding hospital IPCC, and other sectors authorized by the IATF with strict industry regulations on
infection prevention and control (IPC) shall be authorized to implement further shortening of quarantine duration
up to (0) days for their fully vaccinated workers with boosters who are close contacts based on the institution’s
individualized risk and needs assessment. Intensive contact tracing and testing of asymptomatic close contacts
are not recommended priority interventions in areas with large scale community transmission.

B. ISOLATION OF INDIVIDUALS WITH SYMPTOMS AND SUSPECT, PROBABLE, AND CONFIRMED


CASES

1. All asymptomatic and fully vaccinated confirmed cases, shall isolate for at least 7 days from sample collection
date. Isolation can be discontinued on the eighth (8th) day without the need for repeat testing, provided they have
remained asymptomatic during the whole recommended isolation period. If symptoms develop within or after the
prescribed period, the individual shall complete the required days of isolation depending on the severity of
symptoms hereunder set forth.

2. All asymptomatic and partially vaccinated or unvaccinated confirmed cases, shall isolate for at least 10 days
from sample collection date. Isolation can be discontinued on the eleventh (11th) day without the need for repeat
testing, provided they have remained asymptomatic during the whole recommended isolation period. If symptoms
develop within or after the prescribed period, the individual shall complete the required days of isolation depending
on the severity of symptoms hereunder set forth.

3. All individuals with symptoms and suspect, probable, and confirmed cases presenting with mild symptoms,
including individuals under priority groups A2 and A3 who are fully vaccinated, shall isolate for at least 7 days from
onset of signs and symptoms. Isolation can be discontinued on the eighth (8th) day without the need for repeat
testing upon completion of the recommended isolation period, provided that they do not have fever for at least 24
hours without the use of any antipyretic medications, and shall have improvement of respiratory signs and
symptoms.

4. All individuals with symptoms and suspect, probable, and confirmed cases presenting with mild symptoms,
including individuals under priority groups A2 and A3 who are partially vaccinated or unvaccinated, shall isolate for
at least 10 days from onset of signs and symptoms. Isolation can be discontinued on the eleventh (11th) day without
the need for repeat testing upon completion of the recommended isolation period, provided that they do not have
fever for at least 24 hours without the use of any antipyretic medications, and shall have improvement of respiratory
signs and symptoms.

5. All individuals with symptoms and suspect, probable, and confirmed cases presenting with moderate
symptoms regardless of vaccination status, shall be isolated for at least ten (10) days from onset of signs and
symptoms. Isolation can be discontinued on the eleventh (11th) day without the need for repeat testing upon
completion of the recommended isolation period, provided that they do not have fever for at least 24 hours without
the use of any antipyretic medications, and shall have improvement of respiratory signs and symptoms.

6. All individuals with symptoms and suspect, probable, and confirmed cases presenting with severe and critical
symptoms regardless of vaccination status, shall be isolated for at least 21 days from onset of signs and symptoms.
Isolation can be discontinued on the twenty-second (22nd) day without the need for repeat testing upon completion
of the recommended isolation period, provided that they do not have fever for at least 24 hours without the use of
any antipyretic medications, and shall have improvement of respiratory signs and symptoms.

7. All symptomatic immunocompromised confirmed cases, as outlined below, shall be isolated for at least 21
days from onset of signs and symptoms regardless of vaccination status. These shall include patients with:

a. Autoimmune disease;
b. HIV;
c. Cancer/ malignancy;
d. Undergoing steroid treatment;
e. Transplant patients; and
f. Patients with poor prognosis or bed-ridden.

Isolation can be discontinued on the twenty second (22nd) day upon completion of the recommended isolation
period, provided that they do not have fever for at least 24 hours without the use of any antipyretic medications, and
shall have improvement of respiratory signs and symptoms. Repeat RT-PCR testing shall also be recommended for
this group. If results turn out negative, they may be discharged from isolation. If results turn out positive refer to an
Infectious Disease Specialist who may issue clearance and discharge if warranted.

8. Hospital IPCC, Iloilo City Health Office coordinated with the City HIPCC, and other sectors authorized by the
IATF with strict industry regulations on IPC shall be authorized to implement further shortening of isolation
protocols up to (5) days for their fully vaccinated workers with boosters who are suspect, probable, and confirmed
cases whether asymptomatic, mild, or moderate, based on the institution's individualized risk and needs assessment.

9. Repeat testing nor medical certification is not required for the safe reintegration into the community, except for
immunocompromised individuals. Time based isolation is sufficient provided the affected individual remains
asymptomatic.

C. TESTING AND QUARANTINE

All individuals who are exhibiting symptoms associated with COVID-19 and those who have been tagged as close
contacts of confirmed COVID-19 positive persons shall be immediately subjected to RT-PCR testing and
quarantine. While awaiting to be RT-PCR tested and during the interim from specimen taking until release of test
result, close contacts should observe quarantine at the Iloilo City Government’s designated quarantine facilities,
accredited quarantine hotels/accommodation establishments, at the close contacts’ personal expense, and/or at home
provided, the house arrangement allows for effective isolation from the rest of the household. Quarantine periods
prescribed above shall apply depending on the results of the confirmatory RT-PCR test.

D. HOME QUARANTINE AND ISOLATION

1. Department Circular 2022-0002 "Advisory on COVID-I9 Protocols for Quarantine and Isolation"
provisions on home quarantine and isolation for individuals with no symptoms, mild symptoms, and moderate
symptoms and for step-down management are further clarified that in extreme circumstances (e.g. unavailability
of TTMFs, and multiple household members are infected with no single rooms available), individuals who are
suspected of COVID-l9 may be placed together in a shared room provided that the bed shall be spaced at least 2
meters apart, with proper ventilation, and temporary partitions to ensure patient privacy shall be placed between
them.

2. To ensure promotion of their psychosocial well-being, individuals in quarantine and isolation are
recommended to maintain and continue lines of communication to family and friends.

3. All quarantined and isolated individuals, including locally stranded individuals, are recommended to be
quarantined or isolated in the area in which they are located instead of being transported to outside of their area
of origin to undergo quarantine or isolation.

E. Summary of Updated Quarantine and Isolation Protocols

Business establishments are also directed to report or notify public health authorities of workers who show
signs or symptoms of Coronavirus Disease 2019 (COVID-19). Further, in cases that their workers have been exposed to
COVID-19, the business establishment must implement contact tracing in coordination with the Iloilo City-City
Epidemiology and Surveillance Unit (IC-CESU).

WORK IN THE ILOILO CITY GOVERNMENT AND


OTHER GOVERNMENT AGENCIES AND INSTRUMENTALITIES

SECTION 15. WORK IN THE ILOILO CITY GOVERNMENT. During the implementation of this Executive
Order, All Department Heads/Heads of Offices of the Iloilo City Government are directed to adopt work arrangements
which entail a maximum of eighty percent (80%) onsite workforce wholly composed of fully vaccinated individuals,
insofar as practicable while applying work-from-home and other flexible work arrangements. The Iloilo City Bids and
Awards Committee, Iloilo City Business Permit and Licensing Office, Iloilo City Accountant’s Office, Iloilo City
Treasurer’s Office, Iloilo City Budget Office, City Engineer’s Office, Iloilo City General Services Office the Iloilo City
Health Office, (CHO) Iloilo City Disaster Risk Reduction Management Office (CDRRMO) and the Iloilo City Public
Safety and Transportation Management (PSTMO) at full operational capacity, to ensure that public service delivery is
not prejudiced during the implementation of the community quarantine in Iloilo City.

a. Those persons (whether plantilla or job-hires or contracts of service) belonging to the vulnerable sectors
mentioned herein shall be advised to work from home or any other alternative work arrangement, subject to
measurable output requirements submitted, pursuant to relevant issuances of the Civil Service Commission.

b. Random weekly RT-PCR testing for all city hall personnel (whether plantilla or job-hires or contracts of service).

c. The work from home or any other alternative work arrangement under this rule shall not apply to department
heads, assistant department heads, and executive assistants.

d. Except for the payment of taxes, submission of forms, or those processes where the personal appearance of the
applicant or respondent is indispensable, all face-to-face transactions with all offices of the Iloilo City Government
shall be limited. Offices are advised to use alternative modes of submission of documents and alternative forms of
payment to government accounts.

e. Persons without face masks shall not be allowed to enter the premises of the Iloilo City Hall.

SECTION 16. WORK IN GOVERNMENT AGENCIES AND OFFICES IN ILOILO CITY. Agencies and
instrumentalities of the government shall be fully operational and shall adhere to operate at a minimum of sixty percent
(60%) up to full on-site capacity as determined by the head of the agency, in accordance with the relevant rules and
regulations issued by the Civil Service Commission (CSC). But wherever applicable, offices are highly encouraged to
continue operating with a skeleton workforce on-site, and adopt alternative work arrangements i.e work-from-home, as
may be approved by the head of agency, unless a greater on-site capacity is required in agencies providing health and
emergency frontline services, laboratory and testing services, border control, or other critical services.

Across all settings, all public and private offices operating in Iloilo City and other permitted establishments in Section
7, are encouraged to observe a skeletal workforce on-site insofar as practicable. Work-from-home and other flexible
work arrangements are still highly encouraged.

SECTION 17. GUIDELINES FOR ADMITTANCE OF ON-SITE WORKERS AMONG PRIVATE AND
PUBLIC SECTORS. Pursuant to IATF Resolution No. 148-B, s. 2021, permitted establishments and employers among
the private and public sectors are hereby apprised to implement the following:

A. All establishments and employers in the public and private sector shall require their eligible employees who
are tasked to do on-site work to be vaccinated against COVID-19. Eligible employees who remain to be
unvaccinated may not be terminated solely by reason thereof. However, they shall be required to undergo RT-
PCR tests regularly at their own expense for purposes of on-site work. Provided that, antigen tests may be
resorted to when RT-PCR capacity is insufficient or not immediately available.

B. As a condition for continuing their operations, public transportation services in the road, rail, maritime, and
aviation sectors shall require all their eligible workers to be fully vaccinated.

C. Public and private establishments, even if not required by the Guidelines on the Implementation of Alert
Levels System for COVID-19 Response to accommodate only fully vaccinated individuals, may nonetheless
validly refuse entry and/or deny service to individuals who remain to be unvaccinated, or are merely partially
vaccinated, despite being eligible for vaccination. Provided that frontline and emergency services shall
continue to render assistance to all persons regardless of vaccination status.

D. Incentives shall be provided for fully vaccinated individuals and for business establishments which institute
measures that promote vaccination among their employees and clients, and to the extent allowed by law,
requiring proof of vaccination before individuals and/or entities may undertake or qualify for certain activities.

E. Upon sufficient proof of a confirmed vaccination schedule, all workers to be vaccinated during work hours
shall not be considered as absent during that period.

F. In all of the foregoing, only the presentation of a medical clearance issued by a Municipal Health Office,
City Health Office, and/or Provincial Health Office or birth certificate, as the case may be, shall serve as
sufficient and valid proof of ineligibility for vaccination.

G. All Government Agencies are hereby enjoined to implement measures prioritizing fully vaccinated
individuals availing of government programs and services.

GUIDELINES FOR GATHERINGS, WAKES, BURIAL, &


EDUCATION AND LEARNING ACTIVITIES

SECTION 18. MASS GATHERINGS. Gatherings outside of residences shall be prohibited except for those permitted
under this Section. Holding of gatherings which may be permitted by the local government unit, upon favorable
recommendation of the Iloilo City COVID Team, shall in no case exceed fifty percent (50%) of the venue capacity.

Religious denominations may continue their services provided that the maximum number of attendees shall not
exceed fifty percent (50%) of the venue capacity.

Marriages and baptisms, social events such as parties, wedding receptions, engagement parties, wedding
anniversaries, debut and birthday parties, family reunions, and bridal or baby showers may proceed at a maximum of
(50%) venue capacity.

Gatherings for wakes, inurnment, funerals for those who died of causes other than COVID-19 may be allowed,
provided that full compliance with the prescribed minimum public health standards for the duration of the activity must
be strictly observed, with persons limited to not more than ten (10) individuals visiting per group at a time, regardless of
venue capacity. In all cases, the maximum number of days for the conduct of wakes shall be three (3) days from the
time the remains of the deceased are first displayed no matter whether the family or significant others of the deceased
choose more than one venue for the same.

Funeral/Burial services are likewise allowed subject to a maximum of (50%) venue capacity.

The religious denominations and/or memorial park management responsible for the same are advised to
require appropriate documents to show proof of filiation.

However, gatherings that are essential for the provision of health services, government services, or
humanitarian activities authorized by the appropriate government agency or instrumentality shall be allowed.

In all instances, minimum health protocols such as wearing of face mask and face shields/eye protectors, social
distancing, and frequent handwashing are to be strictly observed. Eating together during or after the aforementioned
events shall be prohibited.

SECTION 19. EDUCATION AND LEARNING ACTIVITIES. Face-to-face or in-person classes at all levels shall
be subject to the provisions set under the IATF Guidelines on the Nationwide Implementation of Alert Levels System
for Covid-19 Response as of December 14, 2021. The education sector shall operate in accordance with the guidelines
of the Commission on Higher Education (CHED) for higher education, Technical Educational and Skills Development
Authority (TESDA) for technical vocational education and training, and Department of Education (DepEd) for basic
education.

OTHER PROVISIONS

SECTION 20. AMENDMENTS. This Executive Order may be amended from time to time, in recognition of the fast-
developing status of the COVID-19 situation, as the need arises, or if there is a change in the situation as reported by the
City Health Office, Department of Health or the World Health Organization.

SECTION 21. SEPARABILITY CLAUSE. If any provision of this Executive Order is declared invalid or
unconstitutional, the other provisions not affected thereby shall remain valid and subsisting.

SECTION 22. INCORPORATION CLAUSE. All other executive orders, rules and regulations and other issuances or
parts thereof that are not inconsistent with this Order continue to remain in force and effect.

SECTION 23. REPEALING CLAUSE. All orders or parts thereof which are inconsistent with the provisions of this
Executive Order are hereby repealed or modified accordingly.

SECTION 24. EFFECTIVITY. This Executive Order shall take effect immediately until 11:59 P.M. of February 28,
2022, or until the said period is extended or lifted earlier per latest issuance of the IATF on the quarantine classification
of Iloilo City.
