PROTOCOLS AND ADDENDUM TO THE IMPLEMENTATION OF MODIFIED GENERAL COMMUNITY QUARANTINE POLICIES IN CABADBARAN CITY
WHEREAS, IATF recently issued Resolution No. 46-A
extending the quarantine level of Agusan del Norte, including Cabadbaran City, under Modified General Community Quarantine (MGCQ) until June 30, 2020;
WHEREAS, as of 22 June 2020, the Deparment of Health has
confirmed the second positive case of Covid-19 from Cabadbaran City;
WHEREAS, due to these developments there is a need to
recablibrate the City’s community quarantine guidelines in relation to border control, intrazonal and interzonal movements, and adopt the relevant IATF issuances;
NOW THEREFORE, I, JUDY CHIN-AMANTE, City Mayor,
Cabadbaran City, Agusan del Norte, by virtue of the powers vested in me by law, do hereby order and decree the revised guidelines under the state of MGCQ pertaining to border control, intra/interzonal movements, and relevant IATF issuances:
SECTION 1. ADOPTION OF THE GENERAL GUIDELINES
UNDER MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ) –
The general guidelines for Modified General Community
Quarantine provided under Executive Order No. (036 man siguro to), and the general business operation and workplace-specific protocols are hereby adopted.
SECTION 2. INTERZONAL AND INTRAZONAL MOVEMENT –
This section shall apply to the transit of people and goods from an ECQ or MECQ area to a GCQ and vice versa, and from/to a GCQ area:
1. Non-essential entry and exit of people to and from the ECQ
or MECQ areas are prohibited except: a.) Health and emergency frontline service personnel, b.) Government officials and government fronline personnel, c.) Duly- authorized humanitarian assistance actors (HAAs), d.) EXECUTIVE ORDER NO.__, s. of ______
Persons travelling for medical or humanitarian reasons, e.)
Persons transiting to the airport for travel abroad, f.) Worker in allowed establishments and persons providing essential goods and services and public utilities, g.) Returning Overseas Filipino (ROF), h.) Other persons transported through the efforts of the national government upon conduct of necessary quarantine protocols and in concurrence with the receiving LGUs.
2. The movement of all types of cargoes by land, air, or sea
within and across the areas placed under ECQ/MECQ or GCQ/MGCQ shall be unhampered. Workers in the logistics sectors, such as cargo, trucking and port operations shall likewise be allowed to transit across areas placed under ECQ/MECQ or GCQ/MGCQ, provided that a maximum of five personnel may operate cargo and delivery vehicles by land, with or without load.
3. The Philippine National Police (PNP) retains its authority to
conduct inspection procedures in checkpoints for the purposes of ensuring that protocols on the borders and strict home quarantine are observed, while ensuring that movement of essential goods are unhampered.
4. The non-essential entry of persons from ECQ/MECQ areas
to Cabadbaran City shall be prohibited, except for those permitted to render work or conduct activities in ECQ/MECQ areas, the following rules shall be followed:
a. Workers who are residents of Cabadbaran City
and allowed to work under GCQ/MECQ/ECQ may exit Cabadbaran City, this shall be considered as an “essential exit,” provided that, they are subject to the border protocols and requirement verification of the receiving Cities/Municipalities or point-of- destination. Provided further that, they can show proof of their residence, such as:
i. Valid identification (ID) Cards, and
ii. Special Work Pass or Travel Pass issued by the Office of the City Mayor through the PESO
b. Workers coming from or residents of other cities
or municipalities with ECQ or MECQ status, localized or not, who intend to enter the City of Cabadbaran, either as their point of destination or passing through only, shall be subject to the following guidelines: EXECUTIVE ORDER NO.__, s. of ______
i. Only those considered essential workers under
the state of ECQ/MECQ shall be allowed entry/exit or pass through Cabadbaran City, ii. Workers coming from or residents of other cities or municipalities with ECQ or MECQ status, localized or not, who will continue to work in Cabadbaran City must be provided by their employers with an on-site or near-site working/housing arrangement, until such time that the level of risk is lowered in their place of residence. iii. Provided further that, they can show proof of their residence, such as:
i. Valid identification (ID) Cards,
ii. Medical Certificate issued by their CHO/MHO, stating among others that, he or she is not a PUM, PUI, Suspect, Probable, or Confirmed case, that he or she has not exhibiting any of the symptoms of Covid-19. Provided that, this certificate shall only be valid within seven (7) days from the date of issuance, and iii. Travel Pass issued by their Mayor.
5. Point-to-point buses/PUV allowed in Cabadbaran City shall
continue to ply within the City’s borders. However, drivers and passengers shall be subject to the above-mentioned guidelines upon entering the borders of the City.
6. All types of interzonal movement for leisure purposes shall
not be allowed.
SECTION 3. REPEALING CLAUSE
All Executive Orders issued and/or parts thereof contrary to
or inconsistent with the provisions of this Order are hereby repealed, modified, and amended accordingly.
SECTION 4. SEPARABILITY CLAUSE
Should any provision of this Order be subsequently declared
unconstitutional or ultra vires, the rest of the provisions not so declared shall remain in full force and effect. EXECUTIVE ORDER NO.__, s. of ______
SECTION 5. EFFECTIVITY.
This Order shall take effect immediately and shall remain in
full force and effect unless sooner lifted or further extended.
