Metropolitan Manila Development Authority Metro Manila Flood Management Project Phase — 1 Components 2 and 4 ~ Project Management Office CONDUCT OF WASTE ANALYSIS AND CHARACTERIZATION STUDY FOR METRO MANILA Terms of Reference 1 Background The Metro Manila Flood Management Project, Component 2: Minimizing Solid Waste in Waterways complements MMDA’s mandate to formulate, and implement policies, standards, programs and projects for proper and sanitary waste disposal (RA7924 Sec. 3). Component 2 will carry out metropolitan-wide activities for improved solid waste management, including (i) a large-scale metro-wide IEC campaign; (ii) the development of an integrated management information system; and (iii) preparation of a solid waste master plan for Metro Manila. The Metro Manila SWM Master Plan, implemented under Component 2, will provide an overall framework for a strategic and coordinated vision for the metro, provide specific guidance for the local government units (LGUs), and strengthen the role of MMDA in managing inter- jurisdictional activities. Section 16 RA 9003 otherwise known as the “Ecological Solid Waste Management Act of 2000" requires provinces, cities, and municipalities through the Solid Waste Management Boards (SWMBs) to prepare their respective 10-year SWM plans consistent with the National Solid Waste Management Framework and in accordance with the provisions of the Act and the policies set by the National Solid Waste Management Commission (NSWMC). Section 4 (g) of DAO 2001-34 prescribes the review of the city or municipal SWM plans every two (2) years for purposes of ensuring sustainability, viability, effectiveness, and relevance to local and international developments in the field of MSW. The Waste Analysis and Characterization Study (WACS) is an important component of the 10- year SWM plans (Sec. 17b). It provides information on waste volume, waste sources, generation rate and composition of waste which enables the government to develop plans and programs to (a) reduce the amount of waste generated, (b) reuse, recover and recycle identified materials with value, and (c) minimize the volume of waste needing treatment and/or disposal as well as the waste commonly ending up in the waterways. 2 Project Rationale On September 30, 2020, the NSWMC approved Resolution No. 1380 Series of 2020 to adopt Guidelines on the Waste Analysis and Characterization Study and its Related Manual. This guideline was developed by the Environment and Biotechnology Division of the Industrial ‘Technology Development Institute, Department of Science and Technology funded by JICA. This will serve as a standard and mandated methodology for related component of the LGU-10 year SWM plan submissions and updating and aims to: / Carson Building, Orense comer Del Carmen Street, Guadalupe Nuevo, Makati City, Metro Manila Philippines 1212 (+632) 8285 - 3206 | pmo. mmtmp@mmda.gov.ph assist the government in setting targets for solid waste avoidance and volume reduction through different environmentally-sound methods; © establish parameters for measurement of waste reduction, collection, and disposal; © eliminate barriers to waste reduction programs; and © be adopted by LGUs in the development of their 10-year SWM plans, inventory of greenhouse gases from municipal solid wastes (MSW), feasibility studies of alternative technologies for MSW and other purposes. The recent WACS conducted for Metro Manila was in 2014 commissioned by MMDA. NEDA has conducted a WACS to study the appropriate WTE technology covering 178 LGUs in Manila Bay Region which was completed in 2017. Another published Metro Manila WACS result was by ADB in 2003. Under the MMFMP Component 2 is the development of the 25-year SWM Master Plan which includes the conduct of WACS for five (5) LGUs namely; Makati City, Mandaluyong City, Taguig City, Las Pifias City, and Municipality of Pateros. Vital to the accurate projection of the estimated waste generation (EWG) for a ten-year period is the current population. On July 7, 2021, the Philippine Statistics Agency released the 2020 Census of Population and Housing (PSA Ref. No. 2021-251). Metro Manila had a 0.97% increase in population from 2015 to 2020 or a 1.29% growth rate from 2010 to 2020 which impacts the EWG projections of the LGUs on their SWM plans. Updating the WACS for Metro Manila LGUs is timely to capture (a) the NSWMC newly released WACS methodology for highly-urbanized cities; (b) 2020 population for the 10-year SWM projection; and (c) the changes in household waste generation as adaptation to the new normal caused by the pandemic. Data-driven planning will enhance the Information, Education and Communication strategies employed by individual LGUs, promote continuous improvement and efficiency towards accomplishments of realistic targets and improve transparency and accountability among the LGUs. Funded under the foreign-assisted project of the World Bank and Asia Infrastructure Investment Bank, MMFMP Component 2, MMDA requires a Service Provider to Conduct the Waste Analysis and Characterization Study for Metro Manila LGUs. 3 Objectives 3.1. Overall Objective The conduct of WACS for Metro Manila using national standards aims to facilitate studies to improve solid waste management in the metro. This is to intensify the implementation of a metro-wide solid waste management system through the master plan. 3.2 Specific Objectives © toensure that inputs to the integrated management information systems are updated and accurate data using standard methodology and 2020 Population Census and corresponding LGU 10-year projections and targets; © to launch needed LGU resources through provision of technical assistance in the conduct of WACS for MSW; and @ to determine changes, if any, on household, non-household waste generation during pandemic. 4 Scope of Works 4.1 Project Areas Based on the NSWMC adopted WACS Guidelines, waste analysis and characterization study at source shall be seven (7) consecutive days for highly urbanized cities covering one market day, one ordinary day and one weekend. On the development of the Metro Manila 10-year SWM Plan, an additional day for dry run was highly recommended by the WACS Team. Aside from the at source WACS, this project shall also cover End-of-pipe (EOP) WACS in either a transfer station or a sanitary landfill. NSWMC recommends for EOP WACS to cover a one (1) week sampling. EOP operators shall be consulted to develop strategies in minimizing disruptions to their regular operation, This project covers the conduct of WACS on the following areas: 1. Quezon City - at source and its EOP 2. — Caloocan City - at source and its EOP 3. Malabon City - at source and its EOP 4. Navotas City - at source and its EOP 5. Valenzuela City - at source and its EOP 6. San Juan City - at source and its EOP 7. Marikina City - at source and its EOP Pasig City - at source and its EOP Manila City - at source and its EOP 10. Pasay City - at source and its EOP 11. Parafiaque City - at source and its EOP 12. Muntinlupa City - at source and its EOP 13. Designated End-of-Pipe for Taguig City, Pateros, Makati City, Las Pifias City and Mandaluyong City (validation) ad 4.2. Project Activities To fulfill the Project, the Service Provider shall systematically conduct activities including but not limited to: ‘* Facilitation of kick-off meetings and consultation workshops with the project area stakeholders (MMDA, LGU Officials, SLF Operators, and/or haulers) including securing necessary permits and /or communications related to the activities. * Conduct of planning activities with the LGUs and the MMDA including but not limited to: © Determine the sample size using the formula set by the WACS guidelines; © Profile the waste generators; © Conduct inventory of waste sources, number of samples from each source, venue for sorting, and arrangements for day-to-day delivery of waste collected; © Identify the resources to be provided by the LGUs and provide necessary materials which are unavailable; and © Identify implementation risks and develop contingency plans; © Coordinate formulation and/or hiring of WACS teams with the LGUs * Provision of capacity building to the LGUs in implementing the new WACS guideline. Ensure stakeholder participation by providing training for the WACS teams, technical assistance on data management and data analysis for the LGUs, and post-activity evaluation meetings to identify best practices, areas for improvement and knowledge sharing to be applied for the next WACS study; * Conduct of Information, Education, and Communication campaign for identified waste source cooperators by orientations, flyering, and/or IEC material distribution, whichever is applicable; © Conduct of the 7-day household, non-household WACS (WET & DRY seasons) with additional day/s necessary for dry-run; * Conduct of 7-day End-of-Pipe WACS (WET & DRY seasons), including Time and Motion study from Source to the End-of-Pipe and economic and environmental impact analysis on garbage transport; ‘© Implement a systematic data entry, consolidation and verification; ‘* Conduct Data Analysis and Interpretation including laboratory testing of waste samples necessary for waste-to-energy studies (e.g, proximate and/or ultimate analysis with High Heating Value, HHV); ‘* Conduct presentation of WACS Report to MMDA, the LGUs, and End-of-Pipe Operators; and * Safety Protocol. The WACS activity will be conducted amidst the threat of the Covid-19 virus. Therefore, the Consultant shall provide necessary tools and equipment to its personnel and the end-user during the conduct of such to ensure the proper implementation of health protocols. This will include the appropriate conduct of Antigen-Testing/RT-PCR Testing to the WACS Team members before and after the 7- day activity, This is regardless if the personnel have received his/her Covid-19 vaccine. 5 Timeline and Deliverables 5.1 Commencement Date & Period of Implementation The Study shall be completed within a period of nine (9) months, commencing from the date of receipt of the Notice to Proceed (NTP). 5.2. Table of Deliverables The Consulting Firm shall submit four (4) hard copies of the quality deliverables (see table below) to MMDA for review of concerned entities while the Final Report shall be submitted in 16 copies (12 copies will be furnished to the concerned LGUs). Electronic/soft copies of the deliverable documents shall also be submitted to the MMDA. If applicable, the firm must have a regional or country presence with experience working with developing countries through the firm's own branches, consortium of sub-contracting with local firms (indicate if with or planning to have a joint venture or association). Additionally, each firm in the joint venture/association will be evaluated. 7.2. Project Team Members 7.2.1 Key Expert A. TEAM LEADER/SWM SPECIALIST (1) Qualifications. He/she has an advanced degree in Environmental Sci/Mngt, Civil/Chemical Engineering, Urban Planning and the like. He/she has completed at least two professional training on SWM and/or Project Management. He/she must have been a team leader or deputy team leader position in similar/relevant projects/undertakings considering only projects/undertakings worth at least PhP 4 million adjusted to current prices; Specific Tasks. The tasks include at least the following: © Provide overall direction to all specialists in the project and should be engaged during the whole duration of the study; «Lead the provision of technical support and guidance in all components of the services; © Take the lead and assign /delegate other tasks/a required during the conduct of the study; Take the lead in the preparation of deliverables and ensuring the quality thereof; © Take lead in all conduct of consultation meetings including trainings/seminars with the end-user, LGUs, and other stakeholders; © Monitor the progress of all planning and design work ensuring that deadlines relating to delivery dates are met; ities to the members as may be B. DEPUTY TEAM LEADER/OPERATIONS MANAGER (1) Qualifications - He/she has an advanced degree in Environmental Sci/Mngt, Engineering, Urban Planning, and the like. He/she has completed at least two (2) professional training on SWM and/or Project Management. He/she must have been a team leader or deputy team leader position in similar/relevant projects/undertakings considering who has prior involvement in at least three (3) undertakings similar or relevant in nature and complexity as the contemplated Study. Specific Tasks, The tasks include at least the following: © Lead in the selection of WACS team and determining the team’s responsibilities; Assist in coordinating activities of the project team, consultants, consultants etc.; ‘© Assist the Team Leader in the preparation of detailed, time-bound work plans for the preparation of outputs-activities and programs in the barangays, assigning various team members to each key task; ‘¢ Assist in monitoring the progress of all activities and ensuring that deadlines relating to delivery dates are met; * Inthe absence of the Team Leader, assume full responsibility, including leadership of the Consulting team; , WACS SPECIALIST (2) Qualifications - He/she has an advanced degree in Environmental Sci/Mngt, Engineering, Urban Planning, Biology, Statistics and the like. He/she has completed at least two (2) professional training on waste management and who has prior involvement in at least three (3) undertakings similar or relevant in nature and complexity as the contemplated Study. Specific Tasks. The tasks include at least the following: Lead the conduct of actual WACS ensuring that all standard of procedures is followed throughout the study; Lead the analysis and consolidation of the WACS report and presents thereof to the end-user, concerned agencies, and stakeholders; © Assist in the creation of the WACS team and determining team’s responsibilities; 7.2.2, Support Staff The Firm will employ a sufficient number of support staff to implement the metro-wide WACS activity. The following are the recommended support staff: A. STATISTICIAN/DATA ANALYST (2) He/she must be a statistician, economist, or data scientist with previous experience of at least three (3) in using a wide array of statistical techniques with emphasis on small area estimation of official statistics. The consultant must have at least a bachelor's degree in statistics, economics, engineering or related. He/she must have prior involvement in at least three (3) undertakings similar or relevant in nature and complexity as the contemplated Study and with at least two (2) related training on waste management data analysis. B. SENIOR RESEARCH ASSISTANT (2) The consultant must have at least three (3) years of professional experience in planning, research, and data management. He/she must have at least a bachelor’s degree in engineering, environmental management and the like. He/she must have prior involvement in at least two (2) undertakings similar or relevant in nature and complexity as the contemplated Study and with at least two (2) related training on solid waste management. C. OTHER SUPPORT STAFF The firm is to hire at least two (2) Admin and Finance personnel, and 2 drivers. As recommended by the new NSWMC WACS guideline, it is recommended for the firm to coordinate with the LGUs in hiring the following for the conduct of actual WACS: Personnel Total Number a|Team Leader/Coordinator At source, 12 LGUs| 12 End-of Pipe 4 b|Waste Collection In-Charge (source) 12 c|Data Encoder / Enumerator Atsource, 12 LGUs 24 End-of-Pipe 8 d|Sorter/ Scalers L At source, 12 LGUs| 192 End-of-Pipe 155 | 8 Implementation Arrangements 8.1 Data Ownership All submitted outputs/reports/documents under this contract, including but not limited to estimates, digital information, computer model and data, specifications, investigations, and studies completed or partially completed, inspection logs, and photographs, shall be the property of the MMDA upon completion of the work/full payment of the contract or termination of the Agreement. Copyrights will be governed by existing laws, rules and regulations. 8.2 Institutional Set-up 8.2.1 MMDA © Shall be the beneficiaries /end-users of the consultancy services; © Shall be responsible for contract implementation and management, including ensuring the quality of output, the monitoring, and evaluation of the progress of the study and approval of reports to ensure delivery of outputs as specified in Sections 3, 4, and 5 of this TOR; © Shall provide assistance in the coordination with other concerned agencies/entities in the conduct of the study, such as securing the required permit (s) from the LGUs and/or IATF for the conduct of activities © Shall provide reasonable technical assistance to personnel of the Firm with respect to incidents related to the conduct of the study; © Shall provide, upon the request of the Firm, available information/data and also if available, copies of previous related studies subject © t to the execution of the Confidentiality and Non-Disclosure Agreement (CNDA), if necessary; and ‘© The consulting contract shall be a fixed price contract. Any extension of contract time shall not involve any additional cost to MMDA. 8.2.2 Consultant/Service Providers © Shall adhere to World Bank's guidelines on Labor and Working Conditions (ESS2) of hired personnel to conduct the project; © Shall observe the Community health and safety protocol in the conduct of the study (Ess3); © Shall be responsible for the conduct of the study and the timely delivery of quality results/outputs as indicated under Sections 3, 4, and 5 4 of this TOR; © Shall facilitate the development of an agreement between the MMDA and the LGUs on the use of the WACS result as reference for future LGU studies and project/programs; ‘© Shall be responsible for the provision of necessary office space within close proximity to MMDA for their project staff, including the necessary office equipment (i.e., computer, printers, office supplies, etc.) for the conduct of the study. All equipment procured for the development of the project shall be transferred to the MMDA by the end of the projec © Shall shoulder all expenses required in the conduct of the study, including travel costs, travel insurance and lodging of detailed Government personnel during field visits, except for their salaries; © Shall: (a) keep accurate and systematic records and accounts in respect of the services in such form and detail as is customary and sufficient to establish accurately that the costs and expenditures under this TOR have been duly incurred; and (b) permit the duly authorized representatives of the Government from time to time to inspect its records and accounts as well as to audit the same; © Shall notassign nor sub-contract any part of the professional engineering services under this TOR to any person or firm, (except with the prior written consent of the MMDA). The approval by the Government to the assignment of any part of said services or to the engagement by the Consulting Firm of sub-contractors to perform any part of the same shall not relieve the Consulting Firm of any obligations under this TOR; © Shall provide on-the-job capacity building/technology transfer to the MMDA and/or LGU personnel detailed to the project; © Shall lead the presentation of the Reports to the LGUs and other concerned Agencies; Approved by: ATTY.
